      "body": "https://media.coindesk.com/uploads/2018/02/shred-money-857x348.jpg\n\nEthereum is once again at a familiar crossroads.\n\nAs the price of its cryptocurrency ether has soared (and then corrected) in 2018, one thing has remained constant – users continue to lose money due to hacks, faulty code and human error. It's an issue that in the past has split the platform into rivaling forces and left lingering debates – and, as recent activity on GitHub shows, tensions are escalating again.\n\nPumping new life into the debate is the resurgence of a chat channel formed in the wake of the loss of 513,000 ether by startup Parity last year. In particular, the forum has reignited with the release of a sketch for how fund recovery proposals could be standardized to make them easier to implement.\n\nIt's the second major action the team have taken, after first helping arrive at possible methods to return the lost Parity funds, a proposal that was hotly rejected.\n\nLed by developer Dan Phifer from Musiconomi (an ICO issuer that saw 16,475 ether lost in the Parity freeze) and two developers from a startup called Tap Trust, the document offers a way to make it easier for ethereum clients to implement so-called state changes, or system-wide upgrades that would require all users to upgrade their software to versions reflecting redistributed fund balances.\n\nYet, some vehemently disagree that such a mechanism is needed, going so far as to suggest the idea is out of line with the guiding ethos of the world's second-largest blockchain protocol.\n\nAlready, it has been rejected by ethereum creator Vitalik Buterin, prominent developer Yoichi Hirai and communications manager Hudson Jameson – three of the six that manage the ethereum repository and thereby have the power of green-lighting changes to the platform.\n\nHirai, for instance, argued the proposal is \"at odds with the ethereum philosophy,\" stating in a blog post that he is \"not going to move a finger\" for such changes.\n\nLikewise, Alex Van de Sande, the founder of ethereum's Mist browser, wrote on Github that the changes required to return lost funds should be \"rare and increasingly exceptional.\"\n\nHowever, such sentiments are in marked contrast to developers recommending the standard, such as Parity's Afri Schoedon, who told CoinDesk:\n\n\"State changes are not a bad precedent. It shows we are a working platform that is able to heal wounds.\"\n\nhttps://www.modestmoney.com/wp-content/uploads/2017/04/Should-you-Invest-in-Ethereum.jpg\n\nRevealing old scars\n\nAll of this controversy harks back to the 2016 DAO hack that saw 3.6 million ether – worth $2.6 billion at today's prices – taken from users' wallets by a person exploiting a loophole in the code.\n\nIn response, developers implemented an update that reversed the DAO theft, even though a significant group of community members were against the idea. Because of the heated debate around the philosophy, a group of enthusiasts even hard forked off ethereum to create a competing cryptocurrency, ethereum classic, now valued at $1.7 billion.\n\nThat event \"left many scars, a split community and talking points that ethereum detractors seem to want to point to forever,\" Van de Sande told CoinDesk.\n\nWhen the Parity exploit happened, tensions surrounding the issue re-emerged.\n\nWhile Parity was quick to offer a solution, it was one which would require all users to upgrade software again, and many people criticized that move. Joining the discussion was a shower of voices that felt \"no fork\" should occur, with the fervor echoing the DAO infighting the previous year.\n\nHowever, while the DAO fork pushed many ethereum developers to err on the side of caution, others maintain a more liberal approach.\n\nAs Schoedon told CoinDesk:\n\n\"I think a lot of people are scared about the repercussions after the DAO hard fork. It caused a lot of bad press. But honestly, it was a great move, it showed the ethereum community is not stubborn about 'code is law,' but rather able to act quickly.\"\n\nhttps://encrypted-tbn0.gstatic.com/images?q=tbn:ANd9GcT0Ggu46lrUTV4aWPVCG_4QceuPIgPXk2n0RZASGzhk7__3nfXA\n\nSimply, not so simple\n\nStill, some think there's merit to considering all options, and the new proposal does promise fund returns could be achieved in a simpler manner, one that would involve both affected organizations and known and trusted influencers.\n\nThe later comments, however, have proved a lightning rod, as they are perceived as encouraging a centralized method of management.\n\nIn response to the statement, Hirai wrote on Github:\n\n\"The authors are still looking for a certain class of people who can make judgments. They are looking for authorities … single points of failure and the need of trust [is] what ethereum tries to avoid.\"\n\nHirai continued in a blog post, saying that it's his personal belief the \"each user of ethereum is responsible for their use of ethereum.\"\n\nAnd as such, funds lost on the platform should be made up for by donations, rather than changes to the ethereum software itself, he continued.\n\nDiscussion on the Github thread mirrors Hirai's conservatism, warning that while the standard for fund recovery is meant in good faith, it could be liable to corruption, bribery, and \"a system that can be terribly abused later,\" Van de Sande told CoinDesk.\n\nLivelihoods on the line\nYet, in the same vein, questions have emerged as to whether the developers who have spoken out against the proposal have the authority to actually block the change before it would be put to users.\n\nSchoedon contends that Hirai's refusal to allow users to consider the code is a \"conflict of interest,\" shedding light on how prominent figures already heavily influence development decisions.\n\nEthereum developer Nick Johnson, who is also listed as an ethereum repository editor, has taken a similar position, writing on a thread:\n\n\"The role of editors here is not to determine what requests should be included on the chain, but merely which requests pass the minimum bar of being factually accurate.\"\n\nElsewhere, a leading voice behind the proposed shift, Musiconomi's Phifer, urged the community to accept the risk of recovery when there is \"no perceivable downside\" and the loss impacts users \"businesses and livelihoods.\" He continued, saying that the problem with lost funds will likely only worsen as adoption continues to grow, putting a strain on the nascent network.\n\nPhifer is not alone in his perspective there.\n\nWhile the DAO hack and Parity freeze comprise some of the more high-profile incidents, cases of lost funds among users are said to be relatively common.\n\nA typo in a wallet address could permanently delete funds, and attacks on insecure smart contracts are fairly frequent (litecoin creator Charlie Lee went so far as to call ethereum a \"hackers' paradise\" in a conversation to CoinDesk last year).\n\nAddressing the necessity to refresh code in response to errors, Schoedon said:\n\n\"Ethereum is not static construct. Ethereum is what we want it to be. It's always a process, a transition. And that includes discussions, and yes, this includes resolving conflicts.       "body": "Bitcoin is rallying today, having bottomed out below the $6,000 mark yesterday.\n\nAs of writing, global average prices on CoinDesk's Bitcoin Price Index (BPI) are around $8,120. On Coinbase's GDAX exchange, bitcoin (BTC) moved above $7,944 – the confluence of 200-day moving average (MA) and 5-day MA – earlier today and was last seen changing hands at $8,200\n\nThe cryptocurrency has appreciated by 26 percent in the last 24 hours, according to CoinMarketCap. Also, prices are up 38 percent from the previous day's low of $5,947.40, as per the BPI.\n\nAcross social media, the sharp rise in BTC is being attributed to the U.S. Securities and Exchange Commission's (SEC) and the Commodity Futures Trading Commission's (CFTC) cautiously optimistic tone set at a Senate hearing yesterday. Investors seem to have taken heart from the fact that members of Congress and the SEC see potential in blockchain technology.       "body": "https://media.coindesk.com/uploads/2018/02/Cryptocoast-275x275.jpg\n\nSymptomatic of a broader shift internationally, the crypto landscape in Dublin has changed rapidly, and with an enthusiasm perhaps disproportionate to the city's scale.\n\nSuddenly perforated with meetups, ICO startups, crypto cafes, bitcoin merchandise and trading chatter in pubs, cryptocurrencies have seemingly taken the city by storm – and Reuben Godfrey, co-founder of local incubator Crypto Coast reckons this momentum will only continue.\n\nToward this, he's planted an office on the pier of coastal suburb Dun Laoghaire, in a venture that he hopes to spread all along the east coast of Ireland, and to many other ports in the world as well.\n\n\"We'll look at Boston, Barcelona, Moscow, Kiev, where else are we talking to, Hong Kong, Singapore, Dubai, Lucerne in Switzerland, you know, stick a name on the map,\" Godfrey told CoinDesk.\n\nFollowing a wave of blockchain hubs that have emerged internationally, the Crypto Coast hopes to connect local industry workers, while attracting international businesses and investment.\n\nAnd in the few days since its launch, it's already attracted some international players, Russia and U.S.-based startups Coinfideal and Rewards Token, drawing some students and researchers in the process.\n\nGodfrey said:\n\n\"We're just providing a dance floor for people to come up and do whatever they want on basically.\"\n\nAnd while it's facing competition from established blockchain hubs internationally (as well as Europe’s more traditional startup centers like London and Berlin), Reuben reckons Ireland has an advantage.\n\n\"As a place to do business, Ireland is absolutely world class. We've some of the best brains I've ever come across. And for sparky, innovative stuff that we need to be doing with blockchain, there could be nowhere better. I am absolutely adamant about that,\" Godfrey said.\n\nDown the line, Crypto Coast even hopes to launch its own local cryptocurrency, potentially a token that buys up distressed property in order to \"deflate the housing crises usually made worse by tech hubs.\"\n\nThat's the \"next phase,\" Godfrey told CoinDesk.\n\nLocal adoption\nStepping back, Godfrey is no stranger to the space. He set up the Blockchain Association of Ireland back in 2015, which has since been home to many meetups, as well as forging the early stages of Dublin's crypto community.\n\nWhile such efforts were successful, sometimes drawing as many as an estimated 100 people, he acknowledges the city has changed, and that is has developed a bigger appetite for crypto. Blockchain meetups were faced with increasingly long waiting lists, with attendees spilling out into the hundreds.\n\n\"I think people are just ripe, ready to trust in it,\" Godfrey said, pointing to how quickly Ireland adapted the euro when the national currency changed in 1999. \"It was instant, it didn't take long, we got the concept.\"\n\nAdding to this, Godfrey said that the shift in public interest has to do with an increasing number of people engaged in cryptocurrency trading.\n\n\"We're also obviously a nation of gamblers,\" Godfrey laughed, adding, \"If that's what converts a big percentage of Irish people into it, that's fine.\"\n\nBut to cope with this, the community needed to expand out of obscurity, and crucially for Godfrey, into something more friendly and accessible to the broader public. This led to the creation of Crypto AM, a Saturday morning meetup at the Crypto Coast that's engineered to have a broader appeal.\n\n\"[We need a] far more accessible entry point for people to get involved, to ask questions, to hear about the bigger concepts and understand a bit more about crypto,\" Godfrey said,\n\n\"And the more you get into it, the more you realize it's not about making money, it's about changing it,\" he added.\n\nClunky bits of symbolism\nPart of a broader venture named Harbour Innovation Labs that hopes to supply working space for up to a thousand people, the Crypto Coast is situated on the site of an old ferry terminal.\n\n\"The space it pretty much ticks all the ICO boxes, in another universe it would be used by a Bond villain, you know, a secret lair,\" Godfrey said.\n\nAnd for Godfrey, this particular Dublin suburb is rich in symbolic value.\n\n\"There's a few clunky bits of symbolism about it. Those are important for me as well, or certainly part of what made me think it was possible to do something here,\" Godfrey said.\n\nHe stated that, as a town, Dun Laoghaire owes itself to the industrial revolution, and the invention of the railroad along the Dublin coastline. \"Dun Laoghaire train station was the first ever commuter rail station in the world,\" Godfrey said.\n\nAs such, according to Godfrey, there's no better site for Ireland to become leaders in the cryptocurrency revolution, telling CoinDesk, \"If it happened once, then why not again?\"\n\nAnd there's another, more melancholic resonance at the site of the ferry terminal as well.\n\n\"We're on the ferry terminal where tens of thousands of Irish people left during the '80s, got on the boat and never came back, went over to Britain and never came back.\" Godfrey said.\n\nAnd while emigration has reduced in recent years, it's still the highest in Europe, with over a quarter of a million leaving since 2008.\n\n\"I’m absolutely sick to death of it.\" Godfrey said.\n\nIn that, Godfrey hopes the venture will play a part in decreasing those numbers, as well as possibly encouraging those who have left to return to familiar shores.\n\nHe concluded:\n\n\"I want to have a place [where] instead of having to seek out meetups, you can stand up from your desk and have a workshop... The company intends for the ETF to track blockchain technology projects, mirroring its Harvest Blockchain Technologies Index.\n\nAccording to the Globe and Mail, two other Canadian companies, First Trust Portfolios Canada and Evolve Funds Group Inc., are also seeking to launch blockchain funds, and filed their first prospectuses with regulators this week.\n\nFirst Trust is already a presence in the U.S. market, offering its blockchain ETF under the ticker LEGR. The introduction in Canada of its First Trust Indxx Innovative Transaction & Process ETF (ticker: BLCK), modeled after the Indxx Blockchain Index, is the product of client demand, the company said.\n\n\"Every conversation we are having with clients – regardless if we are talking about a Canadian equities product or a U.S. equity product – inevitably leads to [a discussion about] blockchain or bitcoin,\" Karl Cheong, head of ETFs for First Trust Portfolios Canada, told the Globe and Mail.\n\nEvolve Funds Inc. claims that its proposed blockchain ETF, known as LINK, would be the first \"actively managed\" available to Canadian investors.
