      "body": "<html>\n<p><img src=\"https://decentrism.com/wp-content/uploads/2019/01/detalon-copy.jpg\" width=\"1024\" height=\"599\"/></p>\n<p><strong>Abstract:</strong><br>\n detalonism – the decentralized tax allocation system and next evolutionary phase of democracy.<br>\n The following outlines what a detalonist system would look like at the local level of democratic governance. <strong>&nbsp;Included is a viable local election platform strategy to take hold of a local government and implement a detalonist system. </strong>&nbsp;&nbsp;&nbsp;&nbsp;&nbsp;A distributed ledger system called TaxTracker is created such that when tax dollars are paid, a stablecoin (cryptocurrency) is created in the exact value of the amount of tax paid (for example NZDtax). &nbsp;Once all tax dollars paid are in crypto form they are 100% trackable and traceable. &nbsp;Users can link their NZDtax to an account, even anonymously if they choose, and track exactly what happens to their NZDtax. &nbsp;NZDtax use as a whole can also be tracked and observed. &nbsp;When a decision is made to use NZDtax (for example, pay a school teacher their wage), the NZDtax tokens are changed back into NZD and then the tokens are burned (thus all NZDtax are single use tokens). &nbsp;Privacy issues are explored in depth later, but for example, NZDTaxes used with businesses will provide the business names as open and public knowledge. &nbsp;The use of NZDTaxes are tagged with TaxTags, similar to hashtags, making searchability of their use, easier. &nbsp;Such a system will prevent corruption (a similar system can be used for political donations, but that will be a seperate whitepaper). &nbsp;<strong>Furthermore, TaxTracker will put a lense on the use of public funds and promote a greater public interest in our tax ROI.</strong> &nbsp;The user interface for following the use of tax dollars will have to be easy to use, and provide relevant easy to understand information based on search criteria of the user. &nbsp;<strong>As more people start focussing on how tax dollars are spent – the craving to take control over how taxes are spent will be unstoppable.</strong> Associated with detalonism is blockchain verified voting on decision making at the local level, eventually doing away with most if not all elected public officials that currently make decisions for us. &nbsp;This will occur with apps called LocalVoter, and LocalVoter Social – which will reward &nbsp;users/participants/contributors/curators with NZDTax, similar to how Steemit works. &nbsp;The NZDtax reward pool will be significant, as a majority of bureaucratic positions and positions of decision makers will be cut from the system resulting in tremendous tax savings. &nbsp;A detlonist local government’s only function would be to maintain critical infrastructure, which includes the detalonist systems. Furthermore, detalonism allows citizens to control a proportion of tax dollars. &nbsp;Similar to crowdfunding campaigns, people/companies will pitch ideas as ‘TaxFunding Campaigns’ and each citizen will have a pool of NZDTax to contribute to the projects they love the most. &nbsp;Each age of majority resident would be allotted the same amount of NZDTax to contribute to campaigns. &nbsp;Unused NZDTax would be equally distributed to active participants in the system. &nbsp;&nbsp;In order to work, detalonism must be implemented at the local level first. &nbsp;TaxTracker would be easiest to initially implement for local government taxes first, such as with property tax. &nbsp;LocalVoter and LocalVote Social (the apps which allow citizens to collectively make decisions and communicate about the decision making process), and ‘TaxFunding Campaign’ platform. Detalonism must also be accompanied with a return to the study of Civics in public school, as well as guidance on discourse and public debate, as well as effective use of LocalVote Social for decision making, and decision making in general. &nbsp;Thus, included in the educational goals of detalonism are goals for teaching the public how to use the system and participate. &nbsp;An outlook on the evolution of such a system and ways of improving it overtime is included in this whitepaper. AI Smart Contract with Solidity as the programming language of choice for writing and users free to upload their models.&nbsp;</p>\n<p>Deterministic AI Inference: Synapse, a proprietary technology that guarantees exactly the same result of an AI model in heterogenetic computing environments. Quantization and Compression as two essential processes for optimizing the performance of AI models. Storage Layer, essentially a custom-made P2P network for storage of AI models and data based on Libtorrent for higher capacity.&nbsp;</p>\n<p>Cortex aims to solve a fundamental infrastructural issue of current low-level computing power when it comes to complex AI algorithms. Hence, the project came up with a brand new public chain created from scratch to allow seamless execution of AI algorithms on the blockchain. The envisioned ecosystem is that of an open-source nature, with opened doors to AI developers to further the development of AI employment on the blockchain. &nbsp;</p>\n<p>Next up is the launch of TestNet for AI smart contract, projected to go live by the end of March 2019. There will be a sample of AI smart contract created to run on the chain, while the main net is scheduled for the end of June 2019. The volatility is terrifying yet alluring (and it took me a long time to finally start trading).\n2. The potential for blockchain tech to allow finance and democracy to evolve in a decentralized manner was completely exhilarating.\n\nFocusing on the potential of blockchain and how it can change our civilization for the better has always been the pull… to the point where this industry is my life.  It literally is that much worth it, personally and for the ‘bigger picture’ (what kind of world do I want to leave my children?) – to dedicate myself to what I do.\n\n Decentro Media focuses on projects and people that will make a difference in the future of our communities, economies and civilization.  Blockchain is no doubt game changing in the way the internet was and continues to be; a view supported by many.  Thus, it is not a grand statement to make, that blockchain tech will indeed change us as a civilization.  As a media company our goals are to provide every opportunity that is possible to help spread the word regarding game changing technology, and to try and project where all of this is going.\n\n Travelling around the world to blockchain conventions and meeting project leaders through my media agents (Block 20 Report) – I have discovered what many people already know or feel:\n\nThe disproportionate focus on cryptocurrency prices and speculation in this whole industry is exhausting.  Of course, the focus on speculation and coin prices is understandable – but the world can lose site entirely of what this industry is really all about at its roots and core: the decentralution*.\n\n \n\n*Decentralution: Similar to revolution with the difference of not going in circles like a hamster in a wheel – but rather extending out into new territory with each passing moment as a fractal, where each node is you on your own thread.  The fractal becomes more complex and beautiful the more we decentralize, and thus use the power of the collective consciousness via connected communities.\n \n\nSo, Decentrism.com will be covering:\n\nNew tech:  As news, in the form of sponsored press releases and also in our Project of the Week category – Decentrism (in typical Decentro Media manner) introduce viewers to the best projects happening globally, which will have a significant and positive impact on it’s community.\n\nAnalysis: A lot of what we will try to do is unveil the implications of developments now, and project what it means for the future, in our analysis section.\n\nDecentralutionist of the Week: As with any revolution, this decentralution will have its hundreds, if not thousands of decentralutionaries – the people who create the decentralution with their technology, and those who inspire us to see the potential and to get involved.  Weekly, we will choose one of the many amazing people who are leading the way with full force and faith – to a better world.\n\nDecentrism\n\nYup – another ‘ism’ – but this one is far different from any others that we have ever created.  Why? It’s an ideology based on the decentralization process of society.  Although there has been long ongoing history of decentralization (and struggle between decentralization and centralization) – what we are seeing now is at a whole new level due to blockchain technology and cryptocurrency.  The internet was history’s greatest decentralization movement – and blockchain will outdo the internet’s impact by several orders of magnitude.\n\nDecentrism\n\nThe definition itself is decentralized.  Nice.  The ‘ism’ or way of being is completely open to it’s participants.  No single person can make a definition of decentrism that suits all humans, engaging in decentralization.  We each have to contemplate our own role, and our own stance in how we participate, to what depth we participate (and comprehend).  Most importantly – what does it mean to decentralize yourself – as in ‘The I’ – or your ego (should one consider decentralization to such depths, even).\n\nDecentrism\n\nWhat does unite the ideology is, I think (and may many others hopefully disagree/expand/modify), the foundation beliefs that:\n\nworking as a crowd of intelligence can potentially be more powerful/productive than in private small circles\npeople, business, the economy, cities, countries, governments, services can benefit and also improve through decentralization in a case by case manner (as in I don’t think every single aspect of civilization would be better off decentralized… but all should at least be tested/trialed in an appropriate manner).\na recognition that centralized, top down oversight of society has indeed had a negative impact on our civilization (Democide as an extreme example, the debt based financial system being another).\nif a decentralution isn’t fun – then @#$! it… hence ‘Viva la Decentralution!‘\nLooking into the structure of the word ‘decentre’ or ‘decenter’ it is clear that in order to uncenter anything, we must truly understand the center.  Personally, each individual human alive has a center – or the ego.  In application of decentrism to one’s self, we essentially have to consider ‘The I’ and its relation/purpose/contribution to our communities both online and real-world.  The process in itself can be very amusing, if not enlightening.  It’s not a release of the ego, in a Buddhist sense, but more of an intentional and deep understand of ‘The I’ and its relation to the external reality we engage with everyday of our lives.\n\n \n\nIn society, as we undergo or consider to undergo the decentralution – we must analyze the truth, in data, factual information regarding our current centralized paradigm.  Some of what is happening is and has been ugly for a very long time.  But by observing objectively centuries of centralized – we may gain insight on how relevant a decentralized approach may be in order to solve problems, or increase efficiency/effectiveness of current systems.\n\n \n\nDecentralizing ‘The I’ posts will be used to explore some of the more esoteric sides of blockchain, decentralization and this movement in general – and how it may all apply to us as individuals.
