He passed the first interview, the director did the last interview, made the last decision. The director discovered from the CV that the youth’s academic achievements were excellent all the way, from the secondary school until the postgraduate research, Never had a year when he did not score.\n\nThe director asked, “Did you obtain any scholarships in school?” The youth answered “none”.\n\nThe director asked,  “Was it your father who paid for your school fees?” The youth answered, “My father passed away when I was one year old, it was my mother who paid for my school fees”.\n\nThe director asked,  “Where did your mother work?” The youth answered, “My mother worked as clothes cleaner. The director requested the youth to show his hands. The youth showed a pair of hands that were smooth and perfect”.\n\nThe director asked,  “Have you ever helped your mother wash the clothes before?” The youth answered, “Never, my mother always wanted me to study and read more books. Furthermore, my mother can wash clothes faster than me”.\n\nThe director said, “I have a request. When you go back today, go and clean your mother’s hands, and then see me tomorrow morning”.\n\nThe youth felt that his chance of landing the job was high. When he went back, he happily requested his mother to let him clean her hands. His mother felt strange, happy but with mixed feelings, she showed her hands to the kid. The youth cleaned his mother’s hands slowly. His tear fell as he did that. It was the first time he noticed that his mother’s hands were so wrinkled, and there were so many bruises in her hands. Some bruises were so painful that his mother shivered when they were cleaned with water.\n\nThis was the first time the youth realized that it was this pair of hands that washed the clothes everyday to enable him to pay the school fee. In 1989, Berners-Lee wrote a memo proposing an Internet-based hypertext system. Berners-Lee specified HTML and wrote the browser and server software in late 1990. That year, Berners-Lee and CERN data systems engineer Robert Cailliau collaborated on a joint request for funding, but the project was not formally adopted by CERN. In his personal notes from 1990 he listed \"some of the many areas in which hypertext is used\" and put an encyclopedia first.\n\nThe first publicly available description of HTML was a document called \"HTML Tags\", first mentioned on the Internet by Tim Berners-Lee in late 1991. It describes 18 elements comprising the initial, relatively simple design of HTML. Except for the hyperlink tag, these were strongly influenced by SGMLguid, an in-house Standard Generalized Markup Language (SGML)-based documentation format at CERN. Eleven of these elements still exist in HTML 4.\n\nHTML is a markup language that web browsers use to interpret and compose text, images, and other material into visual or audible web pages. Default characteristics for every item of HTML markup are defined in the browser, and these characteristics can be altered or enhanced by the web page designer's additional use of CSS. Many of the text elements are found in the 1988 ISO technical report TR 9537 Techniques for using SGML, which in turn covers the features of early text formatting languages such as that used by the RUNOFF command developed in the early 1960s for the CTSS (Compatible Time-Sharing System) operating system: these formatting commands were derived from the commands used by typesetters to manually format documents. However, the SGML concept of generalized markup is based on elements (nested annotated ranges with attributes) rather than merely print effects, with also the separation of structure and markup; HTML has been progressively moved in this direction with CSS.\n\nBerners-Lee considered HTML to be an application of SGML. It was formally defined as such by the Internet Engineering Task Force (IETF) with the mid-1993 publication of the first proposal for an HTML specification, the \"Hypertext Markup Language (HTML)\" Internet Draft by Berners-Lee and Dan Connolly, which included an SGML Document type definition to define the grammar. The draft expired after six months, but was notable for its acknowledgment of the NCSA Mosaic browser's custom tag for embedding in-line images, reflecting the IETF's philosophy of basing standards on successful prototypes. Similarly, Dave Raggett's competing Internet-Draft, \"HTML+ (Hypertext Markup Format)\", from late 1993, suggested standardizing already-implemented features like tables and fill-out forms.\n\nAfter the HTML and HTML+ drafts expired in early 1994, the IETF created an HTML Working Group, which in 1995 completed \"HTML 2.0\", the first HTML specification intended to be treated as a standard against which future implementations should be based.\n\nFurther development under the auspices of the IETF was stalled by competing interests. Abelson and other scientists at the United States Naval Research Laboratory. This was primarily due to doubts about the process's technical feasibility, but inter-service rivalry between the United States Army and United States Navy also played a part.\n\nPilot plants were built at the Anacostia Naval Air Station and the Philadelphia Navy Yard, and a production facility at the Clinton Engineer Works in Oak Ridge, Tennessee. This was the only production-scale liquid thermal diffusion plant ever built. It could not enrich uranium sufficiently for use in an atomic bomb, but it could provide slightly enriched feed for the Y-12 calutrons and the K-25 gaseous diffusion plants. It was estimated that the S-50 plant had sped up production of enriched uranium used in the Little Boy bomb employed in the atomic bombing of Hiroshima by a week.\n\nThe S-50 plant ceased production in September 1945, but it was reopened in May 1946, and used by the United States Army Air Forces Nuclear Energy for the Propulsion of Aircraft (NEPA) project. The plant was demolished in the late 1940s.",
