| body | Just to put a blurb from my github comment on this, but I think we're a little premature for a treasury. Beyond that, I feel a treasury is a central component, and that would make this just a competitor to fiat currency, with oligarchs controlling the big buckets of coins. If something could be woven into the blockchain (minting system tied to voting maybe?), then that could help decentralize. As it is, GRC and really most cryptos are at risk by early-adopter/foundation whale wallets at least as much as any exchange whale wallets. eg, MtGox liquidating 30k BTC and shifting the entire crypt market is expected, but when we willfully push our coins into someone else's wallet, it's a trust system. Eventually, we get to a point where it is simply not possible to ensure trust. Imagine of a country's central bank held all of the spare cash, and the administrator had free access, AND anonyminity. Maybe that's a rabbit hole, but we've already seen what unregulated currency markets do (both fiat and crypto). For a currency to survive long-term, it needs to be intrinsically resistant to abuse, even in a zero trust environment. |

If a dev does not use the standardized invoice form, they cannot receive reimbursement for those hours. I like the idea of something like Toggl, because it is simple and managed for people. This means that if I work in April, I must submit my hours by May 7th. If I do not, I cannot receive reimbursement for April. 7 days is too short. I think a month would be reasonable. With @barton26's reply below that it's an average for the month, abuse concerns may no longer be a worry. > State that only work for implemented developments will be reimbursed. I vehemently disagree. There will always be code that gets dumped because it seemed like a good idea, but just did not work as expected. > I do not think that unimplemented developments should be reimbursed at $60/hr, or at all. This is a major concern of mine. Remember, a large amount of dev time is simply not billed. I think if you insert auditing and micro-managing into this, it will not save GRC, and will just generate useless work. Maybe if we end up with problems in the future, but the current devs seem to be trustworthy. > Additionally, the poll and proposal itself is... lacking. What did we do? Why are we doing what we're doing? What will we do in the future? What happens if this raise is rejected? Do we not pay developers? Do we maintain $30 an hour? This is all documented in GIT, with conversations in the chat forums (Slack, Rocket). I think there are posts in various places with partial summaries, etc. I think what you're saying here is that we need a way to generate executive overviews, and maybe quarterly or semi-annual summaries? If I recall correctly, you recently proposed something like this as a paid resource. I think if it were hourly, or per report, maybe, but it would depend on the community demand for it. It may be that there is enough already. > Here is what I said in July when the initial proposal was put forward: I can see valid concerns in that commentary. I see different types of coding though. I think break/fix, refactoring, and overall code maintenance would not really work the way y ou're proposing. Feature enhancements via a bounty system would probably fit in your vision. It's something strongly supported by the devs and the community. > Moving Forward I see many proposals, and see problems with them all. The discussions will stay in the proposal posts for my comments there. I think this whole section is way too much structure for where we are right now. I think some architectural changes that may happen in 2018 might negate some of the needs, or change how they are presented. Deciding exactly how to burn all of the GRC maybe could be backed off until the basics of taxation or foundation earnings can be sorted out. Do we want taxation and a foundation wallet at all? That's a very centralized structure, and is sort of counter to the concept of cryptocurrencies. Decentralization of the funds is probably a keystone idea. Long term, I envision the long-term system being something where dev pay would come directly from minted coins and something similar to the current "Neural Network". Voting on key efforts, individually, might also be important, rather than trying to make an all-in-one plan. Not just code dev, but Executive Summary documents, or marketing, or graphic design, or etc. Perhaps no one cares about new icons enough to dilute the currency by paying for the work. or maybe people absolutely need them. etc etc. |

| body | @hotbit's proposal has some assumptions about GRC exchange rates that I think are overly optimistic. I'm not sure is a tax system is best, but either way, it would not exist in time for a 2018 budget. Dumping 20% of the foundation wallet into payments every year would destroy GRC value. Developers full-time compensation, rather than hourly, is very premature, and would squander funds. I like that we are having budget discussions, but I think we can be a little lighter, and a little less rigid. |

| body | I like Rob's answer, and it corrects some of my errors. I added a little blob in the steemit threads, but you know my bias is being in support of it. I think I understand that your main concern is that there was not a big, public discussion about the rate change. In the last 4 months and a few hundred hours syncing my own brain on GRC, it seemed a perfectly rational decision. I do not know if Rob, Phil, and the other early whales/founders had side discussions, but I know the dev community earns that pay. (It's not full-time pay, and they under-bill a lot.) It's just my perspective from a consulting background, and the last 4 months. I have no authority with GRC, and am a very long way off from being able to do work that would be considered for compensation. |

And then, without discussion, without looking at the test, evaluating it and looking what we could learn for it, we had this vote *doubling* the pay for an indefinite time and indefinite amount. Based on western world expenses and pay rates, $60 per hour gross, when it's paid out of free money, is an amazing bargain, for the level of developer skill being applied to GRC. ### What are your concerns with the foundation wallet? * The dev compensation program is being paid for by Rob, from his own wallet. * The Foundation Cold Wallet moved to https://gridcoinstats.eu/address/S8VRnqQ1JZDuwSRxK4b94MiaArVULjgRUX in 2017 and has not spent any coins since then. * The Foundation Hot Wallet was cleared out in 2015. https://gridcoinstats.eu/address/RxQ8ycWDTajwAKeaU9MhyitDY54YRm1GfS ### It seems most people on the network are okay: * The voice of the owner of the coins is "This is what I want to pay them." * The voice of the people is "the proposed compensation is acceptable." * The voice of the dissenting vote is 10%. ### For the other things, what pieces can you step up and do? * You mention Twitter should have had more updates. Why don't you step up as communications resource? * Yes, the documentation is scattered, and it can be difficult to get set up. | body | Part of the issue here is that someone has to step up to make those announcements. Who is going to monitor the channels constantly, and release info? Do you really think it's the best use of a developer's time to have them stop coding, flush their mental buffers, and post a status update daily? Marcos posted weekly. Play by Play, minute by minute communication takes a dedicated communications resource. All GRC has right now are random people deciding to make posts here or there. Sometimes someone makes posts for several months at a time, and then they stop. Consider what it would take to make you personally commit to that effort, long term. It's likely, that is a starting point for making it happen. Right now operations is pinned posts in slack. Does all of that need to be on the public wiki? Does there need to be a team of communicators? How do you authenticate that they are truly communicating on behalf of GRC? The most simple things are often the most complicated to make happen. |

The forking bug was a time-bomb in the code that activated between releases. ### Publicly posting "WTF, $60?" says "I do not think their time is worth that." Based on western world expenses and pay rates, $60 per hour gross, when it's paid out of free money, is an amazing bargain, for the level of developer skill being applied to GRC. There is a whole lot more to say about how you worded this, but I think it is based in basing your expectations on a lack of context. * The Foundation Hot Wallet was cleared out in 2015. https://gridcoinstats.eu/address/RxQ8ycWDTajwAKeaU9MhyitDY54YRm1GfS ### Regardless as to why you have a problem with this: * The voice of the people is "the proposed compensation is acceptable." * The voice of the owner of the coins is "This is what I want to pay them." * The voice of your dissenting vote is 10% of the other vote. ### The other things you complain about, if you really want them fixed, then you need to do the work. * If you think Twitter should have had more updates, then instead of complaining after it's all fixed, you should have offered to make the tweets. * If you think the documentation is horrible for newbies, then instead of complaining about it, why don't you write up a better document? * If you think $60/hr is too much for anyone to make, then do the work for less. |

| body | I'm trying to sync a full testnet node, but I hang at 3 days ago. If it ever grabs the last few blocks, I have an address here: n3p4EZyfHKforNQpEHYEPzSSdNcMgF26kx CPID is here: b67846ea8547cedd2d61ce492fe14102 However, that's my mainnet address too, so I'm not sure if that will be a problem. (copied conf file for testnet). testnet is 3.7.7.1 (vs 3.7.7.0 for mainnet). Ubuntu builds. |
