In a sudden zeitgeist shift of the Covid19 pandemic, lockdowns made us stop whatever we were doing and really tune in to the cacophony of the media machine going bonkers. Crazed stories, scary visions and emotionally charged content have gone ballistic with the headlines shouting: *“Virus could be more deadly as the Spanish flu” “The world will end without a vaccine, which takes years to develop, but let's make one this year anyway.” “It’s just a flu, like any other year - stop freaking out and look at the numbers!” “Wait, no, but look at Italy!” “But it’s the health system collapsing due to induced panic.” “The Swedes got it right…” "The Swedes are guilty of manslaughter on their elderly”* For every headline there was evidence in numbers, reasonings and expert interviews. Determining anything half plausible became a daunting quest. Faced with fake news platforming criticism, social media giants started censoring anything conflicted with the official World Health Organisation stance. This also sparked controversy, as the agency was shifting its stance a couple of times during the outbreak. It has also been known for warping reality in the past for the convenience of its stakeholders - a fairly common occurrence in places where big money and politics meet. So who is to call what the truth is, and what levels of centralised oversight are we willing to accept, especially in a time when the danger could very well be real? | body | # B1 democratic voting proxy proposal (ENG, CHI, KOR) This proposal is aimed to address an imbalance on EOS causing short term profiteering schemes to extract EOS token value by Block Producers not contributing to the EOS ecosystem. This is a systemic problem in DPOS, which tends to steer towards plutocracy. This proposal, even if not perfect, opens the space for a democratic regulatory force on EOS, and could be inspiring to the smartest minds in the community. For discussion, a Telegram group with the same title for community engagement can be found [here](t.me/B1_democratic_proxy_tokenika).* ### **The Problem** When examining the centralization and collusion patterns amongst EOS Block Producers, it quckly becomes clear that most social-economic systems with a diverse array of interests undergo similar market forces, favouring short term interests. A long term vision becomes of little importance. There’s nothing new or wrong with this, however, it is often noted that unregulated capitalism tends to be destructive, due to the **"tragedy of the commons"**. While trying to maximize individual profit, common resources are often depleted. In blockchain space, this resource is the trust towards a particular chain and the ability for its custodians to create technical excellence. These two underpin the future token value, and EOS here is no exception. **In many governance systems, regulation is the only force able to keep capitalism in check.** **It is put in place by democratic structures in which every citizen has some (even if very little) leverage over how the system is ran.** In the EOS blockchain space, we have the unique feature of real-time voting. Technically, this has worked beautifully, yet the economic forces on the EOS blockchain push the outcome towards wealth concentration and quick profiteering due to lack of any regulation. **As free-market proponents, we believe that when it comes to voting on EOS there is no “bad” behaviours, and no one should be vilified for doing business to the best of their abilities, including exchanges, voting cartels or any other business model.** It breaks our hearts however to see the parasitic actors dominate the space and kill everyone else's investement through their short term gains schemes. ### Proposed Solution It is why we would like to propose a formation of a democratically controlled voting proxy designed to amplify the voice of an individual token holder, regardless of his token balance.  **The Proxy would operate as the “voice of the people” and be the closest thing to a regulatory force on EOS in a free market environment. The regulation here would happen through rewarding of useful Block Producers by individual voters, who we believe have less interest to promote short term profiteering actors.** #### **Reasoning** It seems likely that **Block.one’s** interest is strategically aimed at long term EOS adoption. The tokens in possession of B1 are (hopefully) held for the long term, and not used for immediate benefits. Similarly, individual token holders, due to their limited funds care more about EOS long term value (i.e. token price) than negligible returns from vote buying and BP collusion schemes. Their voting choices should also reflect that. This unique alignment of interest opens a possibility for the creation of a voting proxy with delegated Block.one tokens, governed by the community as a whole. **This will likely free Block.one of any responsibility for interfering with the EOS voting process.** Other token donors should also be allowed to contribute into the proxy, but we believe it would be beneficial for Block.one to lead the way in this. **If successul, we could end up with a proper EOS regulatory force on-chain.** #### **The proxy would follow the below guidelines:** 1. The proxy contains as many votes as Block.one or any other entity willing to participate can throw at it. 2. The proxy votes for 80 BPs in rotation through a smart contract, resembling the mechanism used by[ EOSREX.io](http://eosrex.io) proxy. 30 BPs are voted in at once, but rotate depending on the support they get. 3. The BP’s supported by the proxy are chosen by the EOS community through a smart contract on the proxy website. **This is a DAC like model, in which Block.one does not interfere in any way.** 4. A single, individual EOS account can select 30 BPs candidates for the inclusion in the proxy. 5. **The balance in the voting account does not affect its voting power** - a large account has same amount of power as a smaller one. **This is democratic in nature - 1 account can select up to 30 BPs.** 6. **To prevent gaming**, an account must have more than 50EOS in its balance, to prevent fake account creation and gaming of the outcome. **This balance is locked up for a period of 6 months to prevent fragmenting of large wallets and taking over of the proxy at little or no cost to one's liquidity. This is the main anti-gaming measure, putting a 6 months lock-up on all tokens used in the proxy.** 7. Additional **anti-gaming** measures can be implemented, such as exclusion of accounts created an-masse from a single account and then fueled by tokens from it. Some degree of error here is inevitable, yet with the use of on-chain tracking, and later possibly simple AI, this should be possible to instate and fine tune. Still #6 should be sufficient in itself - you can game it, but will pay a large lock-up risk. 8. **Finally the accounts voting for individual BP’s are tallied to establish who got the most support.** A percentage map is created which determines the rotation times of the chosen BPs (who gets the support to which extent). This has already been successfully implemented in the[ EOSREX.io](http://eosrex.io) proxy which can be used as reference. ### Additional benefits If passed, this proposal also helps to solve the standby BP rotation problem - the Standbys can get teleported into the top 21 more often, and temporarily, until the end of their turn. This offers more decentralization, and promotes technical excellence, as it will become apparent who is not capable of reliably producing blocks. Underperforming BP's should get flagged, and excluded from the next few rounds of the Proxy, until they get their act together. This exclusion should be automatic, based on the number of missed blocks in previous rounds. ### **Conditions needed** 1. Block.one’s willingness to delegate its tokens to a community governed proxy 2. Creation of a smart contract for the BP selection within that proxy, relieving B1 of any responsibility for the choices made by the community. 3. Creation of a website that lets users cast their votes for selected BPs **As Tokenika we are offering our help with the creation of #2 and #3** ### Final words By treating all accounts (above 50EOS for proof of authenticity) equally, we instate a democratic force represented by a wide community and amplified by Block.one’s massive voting power. "body": "# B1 democratic voting proxy proposal (ENG, CHI, KOR)\n\nThis proposal is aimed to address an imbalance on EOS causing short term profiteering schemes to extract EOS token value by Block Producers not contributing to the EOS ecosystem. This is a systemic problem in DPOS, which tends to steer towards plutocracy. This proposal, even if not perfect, opens the space for a democratic regulatory force on EOS, and could be inspiring to the smartest minds in the community. \n\nWe would like to thank all those who challenged the draft in the proposal - a lot of your concerns helped us to improve it.\n\nFor discussion, a Telegram group with the same title for community engagement can be found [here](t.me/B1_democratic_proxy_tokenika).*\n\n### **The Problem**\n\nWhen examining the centralization and collusion patterns amongst EOS Block Producers, it quckly becomes clear that most social-economic systems with a diverse array of interests undergo similar market forces, favouring short term interests. A long term vision becomes of little importance. \n\nThere’s nothing new or wrong with this, however, it is often noted that unregulated capitalism tends to be destructive, due to the **\"tragedy of the commons\"**. While trying to maximize individual profit, common resources are often depleted. In blockchain space, this resource is the trust towards a particular chain and the ability for its custodians to create technical excellence. These two underpin the future token value, and EOS here is no exception.\n\n**In many governance systems, regulation is the only force able to keep capitalism in check.** **It is put in place by democratic structures in which every citizen has some (even if very little) leverage over how the system is ran.** \n\nIn the EOS blockchain space, we have the unique feature of real-time voting. Technically, this has worked beautifully, yet the economic forces on the EOS blockchain push the outcome towards wealth concentration and quick profiteering due to lack of any regulation. \n\n**As free-market proponents, we believe that when it comes to voting on EOS there is no “bad” behaviours, and no one should be vilified for doing business to the best of their abilities, including exchanges, voting cartels or any other business model.** It breaks our hearts however to see the parasitic actors dominate the space and kill everyone else's investement through their short term gains schemes.\n\n### Proposed Solution\n\nIt is why we would like to propose a formation of a democratically controlled voting proxy designed to amplify the voice of an individual token holder, regardless of his token balance. \n\n\n\n**The Proxy would operate as the “voice of the people” and be the closest thing to a regulatory force on EOS in a free market environment. The regulation here would happen through rewarding of useful Block Producers by individual voters, who we believe have less interest to promote short term profiteering actors.** \n\n#### **Reasoning**\n\nIt seems likely that **Block.one’s** interest is strategically aimed at long term EOS adoption. The tokens in possession of B1 are (hopefully) held for the long term, and not used for immediate benefits. Similarly, individual token holders, due to their limited funds care more about EOS long term value (i.e. token price) than negligible returns from vote buying and BP collusion schemes. Their voting choices should also reflect that. \n\nThis unique alignment of interest opens a possibility for the creation of a voting proxy with delegated Block.one tokens, governed by the community as a whole. **This will likely free Block.one of any responsibility for interfering with the EOS voting process.** Other token donors should also be allowed to contribute into the proxy, but we believe it would be beneficial for Block.one to lead the way in this. **If successul, we could end up with a proper EOS regulatory force on-chain.**\n\n#### **The proxy would follow the below guidelines:** \n\n1. The proxy contains as many votes as Block.one or any other entity willing to participate can throw at it. \n2. The proxy votes for 80 BPs in rotation through a smart contract, resembling the mechanism used by[ EOSREX.io](http://eosrex.io) proxy. 30 BPs are voted in at once, but rotate depending on the support they get.\n3. The BP’s supported by the proxy are chosen by the EOS community through a smart contract on the proxy website. **This is a DAC like model, in which Block.one does not interfere in any way.** \n4. A single, individual EOS account can select 30 BPs candidates for the inclusion in the proxy.\n5. **The balance in the voting account does not affect its voting power** - a large account has same amount of power as a smaller one. **This is democratic in nature - 1 account can select up to 30 BPs.**\n6. **To prevent gaming**, an account must have more than 50EOS in its balance, to prevent fake account creation and gaming of the outcome. **This balance is locked up for a period of 6 months to prevent fragmenting of large wallets and taking over of the proxy at little or no cost to one's liquidity. This is the main anti-gaming measure, putting a 6 months lock-up on all tokens used in the proxy.**\n7. Additional **anti-gaming** measures can be implemented, such as exclusion of accounts created an-masse from a single account and then fueled by tokens from it. Some degree of error here is inevitable, yet with the use of on-chain tracking, and later possibly simple AI, this should be possible to instate and fine tune. Still #6 should be sufficient in itself - you can game it, but will pay a large lock-up risk.\n8. **Finally the accounts voting for individual BP’s are tallied to establish who got the most support.** A percentage map is created which determines the rotation times of the chosen BPs (who gets the support to which extent). This has already been successfully implemented in the[ EOSREX.io](http://eosrex.io) proxy which can be used as reference.\n\n### Additional benefits\n\nIf passed, this proposal also helps to solve the standby BP rotation problem - the Standbys can get teleported into the top 21 more often, and temporarily, until the end of their turn. This offers more decentralization, and promotes technical excellence, as it will become apparent who is not capable of reliably producing blocks. Underperforming BP's should get flagged, and excluded from the next few rounds of the Proxy, until they get their act together. This exclusion should be automatic, based on the number of missed blocks in previous rounds. \n\n### **Conditions needed** \n\n1. Block.one’s willingness to delegate its tokens to a community governed proxy\n2. Creation of a smart contract for the BP selection within that proxy, relieving B1 of any responsibility for the choices made by the community.\n3. Creation of a website that lets users cast their votes for selected BPs\n\n**As Tokenika we are offering our help with the creation of #2 and #3** \n\n\n\n### Final words\n\nBy treating all accounts (above 50EOS for proof of authenticity) equally, we instate a democratic force represented by a wide community and amplified by Block.one’s massive voting power. The B1 precedent is a good starting point to explore this angle, thanks to their above average voting power, and the constraints they might be facing when it comes to putting their tokens into use. But we would like to advocate a flexible and creative approach to this topic, along the lines of "how to offset plutocracy trends on DPOS". If solved, it would greatly improve the protocol and perhaps become a part of the system contract in the future incarnations of EOS. |
