      "body": "Myanmar's de facto leader Aung San Suu Kyi is to be stripped of the Freedom of Oxford honorary title by the city's council for her response to the Rohingya crisis, CNN reported on Thursday.\n\nSuu Kyi, who has been strongly criticised by the international community for failing to speak up publicly for the stateless Rohingya or to urge restraint on the military, was bestowed with the honorary title in 1997 in recognition of her long struggle for democracy and her ties to Oxford where she studied, according to CNN.\n\nCity councilors considered a cross-party motion to withdraw the honor on Monday night and concluded that that it was \"no longer appropriate\" for her to hold it, CNN reported, adding that the council said that it had written to Suu Kyi and asked her to \"do whatever she can to stop the ethnic cleansing in her country\" but had not received a response.\n\nAccording to a statement seen by CNN, Labour Party Councilor Mary Clarkson, who put forward the motion, said, \"In taking action, we do so for several reasons: firstly to add our small voices to others calling for human rights and justice for the Rohingya people; secondly, to respect the long traditions of Oxford, as a diverse and humane city whose reputation is tarnished by honouring those who turn a blind eye to violence. Thirdly, we should bear in mind that public awards can sometimes make their recipients seem untouchable and above scrutiny when their current actions betray their previous good work.\"\n\nThe recommendation to withdraw the city honor will be finalized at the council's next meeting in November, read the CNN report.\n\nLast month, in her much-anticipated address, Suu Kyi had said that she did not fear global scrutiny over the Rohingya crisis, pledging to hold rights violators to account and to resettle some of the 410,000 Muslims who have fled army operations in her country.\n\nShe, however, offered no concrete solutions to stop what the UN calls \"ethnic cleansing\".       "body": "Chinese scientists have made a breakthrough in creating full-color emissive carbon dots (F-CDs), which brings them one step closer to developing a faster wireless communication channel that could be available in just six years.\n\nLight Fidelity, known as LiFi, uses visible light from LED bulbs to transfer data much faster than radio wave-based WiFi.\n\nWhile most current research uses rare earth materials to provide the light for LiFi to transmit data, a team of Chinese scientists have created an alternative, F-CDs, a fluorescent carbon nanomaterial that proves to be safer and faster.\n\n“Many researchers around the world are still working on this. We were the first to successfully create it using cost-effective raw materials such as urea with simple processing,” said Qu Songnan, an associate researcher at Changchun Institute of Optics, Fine Mechanics and Physics, the Chinese Academy of Sciences, which leads the research.\n\nQu said rare earth has a long lifespan which reduces the speed of LiFi transmission. However, F-CDs enjoy the advantage of faster data transmission speeds.\n\nIn previous studies, carbon dots were limited to the emission of lights such as blue and green. The new nanomaterial that Qu's team has developed can emit all light visible to the human eye, which is a breakthrough in the field of fluorescent carbon nanomaterial.\n\nQu said this is significant for the development of LiFi, which he expects to enter the market in just six years.\n\nA 2015 test by a Chinese government ministry showed that LiFi can reach speeds of 50 gigabytes per second, at which a movie download can be completed in just 0.3 seconds",

      "body": "The United States military's top leaders told lawmakers on Tuesday that the thousands of additional US troops President Donald Trump has ordered to Afghanistan will cost just over $1 billion a year, bringing the total bill for fighting America's longest war to $12.5 billion annually.\n\nDuring wide-ranging hearings on Capitol Hill, Defense Secretary Jim Mattis also said that the US should remain in the nuclear deal negotiated during the Obama administration that constrains Iran's ability to build a nuclear arsenal.\n\nTrump has trashed the international accord, a cornerstone of Barack Obama's presidency, as the worst agreement ever negotiated by the US and signalled he may abandon the agreement.\n\nThe release of the Afghan war cost information came as Senator John McCain, R-Ariz., assailed Mattis and Marine Corps Gen Joseph Dunford, the Chairman of the Joint Chiefs of Staff, for withholding from Congress key details about Trump's new strategy for winning in Afghanistan that was announced six weeks ago.\n\nMcCain, the Chairman of the Armed Services Committee, declared that it was “bizarre” that Mattis and Dunford did not submit written testimony before the hearing started. That's customary practice for administration witnesses testifying before congressional committees.\n\n“We want to be your partners,” McCain said. “But this committee will not be a rubber stamp for any policy or president. We must be well-informed. We must be convinced of the merits of the administration's actions. And unfortunately, we still have far more questions than answers about this new strategy.”\n\nMattis and Dunford, who appeared first before the Senate panel and later before the House Armed Services Committee, sought to assure sceptical lawmakers that Trump's plan for expanding the US presence in Afghanistan would pay off. Several members expressed concern the US was wading more deeply into a conflict at great expense without prospects for long-term success.\n\nMattis said that the Afghanistan military and police forces are fully engaged in combat operations for the first time during the 16-year-old war and are suffering fewer casualties as they continue to improve their competence on the battlefield.\n\nHe added that the Afghan forces are becoming bolder in combat because they know US and Nato forces are using air power to strike the Taliban and other militants on \"the high ground\". That frees up the Afghans to “take the fight to the enemy,” Mattis said.\n\nDunford acknowledged, however, that the war in Afghanistan is currently a stalemate.\n\n“We're not at a point where we can bring a successful political solution to the war,” Dunford said.\n\nTrump unveiled his new strategy for Afghanistan in August and said American troops would “fight to win” by attacking enemies, “crushing” al-Qaida, and preventing terrorist attacks against Americans.\n\nBut Trump's description of a win in Afghanistan notably did not include defeating the Taliban. He indicated that after an effective military effort it eventually may be possible to reach a political settlement in Afghanistan that includes elements of the Taliban.\n\nAs part of the plan, the Pentagon is boosting troop numbers by about 3,500, augmenting the roughly 8,400 Americans currently stationed there. The increase will expand training of the Afghan military and beef up US counterterrorism operations against Al-Qaida and a growing Islamic State affiliate in Afghanistan, as well as the Taliban and other extremist groups.\n\nTrump also singled out Pakistan for harbouring Taliban leaders and other militants that are battling American troops in Afghanistan. Trump's tough words about Pakistan, a troubled US security partner, infuriated Islamabad, which has denied the country provides safe havens for the Taliban.\n\nBut US officials and analysts have long said Pakistan tolerates the presence of the Afghan Taliban and the allied Haqqani network, which are leading the insurgency against Afghan and US forces.\n\nDunford told the committee that it's clear to him that Pakistan's intelligence service has connections to the terrorist groups.\n\nCongressional Democrats are increasingly worried Trump's distaste for the Iran nuclear deal will lead him to abandon the accord and imperil the ability to contain Iran's nuclear programme.\n\nTrump has repeatedly said that he's inclined not to certify Iranian compliance after having twice found the country compliant at earlier deadlines. Denying certification could lead the US to reintroduce sanctions, which in turn could lead Iran to walk away from the deal or restart previously curtailed nuclear activities.\n\nBut Mattis said it's in the national security interest of the US to stay a part of the international accord.\n\n“If we can confirm that Iran is living by the agreement, if we can determine that this is in our best interest, then clearly, we should stay with it,” Mattis said. “I believe, at this point in time, absent indications to the contrary, it is something the president should consider staying with.”",
