She had to be present to witness Father Gribbon’s formal identification of the body at the ME’s Office; she had to observe the autopsy; all supporting detective investigative reports were forwarded to her; she maintained the case file; she’d be the one to submit affidavits to a judge for a search warrant; she’d be the one to testify before the Grand Jury when they made an arrest; she’d be the primary detective to testify in court if it went to trial; she’d be the one the media would most often identify in connection with the investigation. Other detectives—over time—would be reassigned to other cases, but she’d be the one detective on this case until it was broken and beyond. Not Sergeant Tazzo. Not even Geddes. Other than her, only Ryan would be as consumed by—and have access to—every element of the case. Did Ryan know she would back off, she wondered. That she was in no position to take him on. She’d been with Ryan. She’d had sex with this married man. Her boss. Her stomach sank with that realization again. Now, she knew she was up against the very real consequences of her choices. She knew being with him would catch up with her, and it now had. It didn’t take long. Silently she continued to stand in front of Ryan and Tazzo when there was a sudden knock on the door. Geddes—leaning on the doorknob—pushed open the door before being invited in. They each shifted their tense gaze at him. “What’s up?” Ryan said. “We just got a call from the lab. It looks like the bullet recovered from the rectory kitchen matches a round recovered at a bank robbery in the Lower East Side this morning. The perp fired a shot into the wall behind the bank manager’s desk and threatened to put the next round into his face. He took off with a little over three grand.” “You’re kidding,” Tazzo said. “What’s Manhattan Robbery have to say?” “They’ve got a description, but the guy was wearing a black wool cap over his face. They looked at the bank video. Can’t see the guy’s face at all. The witnesses say he’s a male Hispanic, five-six to five-eight, slim build. The bank manager noticed a small red tattoo on the back of his hand. Looked like a heart to her.” “What caliber?” Ryan said. “Nine millimeter…just like ours.” “What’d he sound like?” Toni said. “Accent?” “He had a lisp. Spanglish accent. One of the tellers said it sounded just like a guy she went to high school with. Manhattan Robbery has an I.D. on him. His name’s Ernesto Cruz. Turns out he’s got a rap sheet.” “What’s his last known address?” Toni said. "Parole said he's at an S.R.O. somewhere on the Upper West side. He got out of Dannemora about a month ago. He did twelve years for a bodega robbery and attempt murder. He shot the owner behind the counter," Geddes said. “Manhattan Robbery sitting on his last known address?” Toni said. “Yeah, they are,” Geddes said. “All right,” Ryan said. “I want you and Toni sitting on that S.R.O. with Manhattan Robbery,” “Wait a minute, Loo,” Toni blurted. “We need to get back to the rectory and do a thorough search. We told Father Gribbons we’d be back to do that.” “Why didn’t you do it while you were there this morning?” This is not good, she thought. What’s going on here? “For one thing we wanted to notify you about Father Manny in person, so we left the scene sooner than we wanted to,” Toni’s voice started to rise. “Plus we thought it would be important to talk to Cohen as soon as possible since we were told she could’ve been the last person with the priest before he was shot.” “Toni," Tazzo said and gave her the boss look. The office was quiet for a few long moments. Ryan spoke up. “I want you and Geddes with Manhattan Robbery, got it.” “Ryan…I mean Loo,” Toni caught herself. The unwritten protocol in the NYPD was a boss could refer to a subordinate by their first name, but a subordinate never used the boss’s first name unless they had a personal relationship of some sort, and, in any case, never in the presence of others, if they did. You could get away with the slang for the rank: Sarge for Sergeant or Loo for Lieutenant, but not their first name. Toni continued, “We can’t keep Father Gribbons and his staff from going into Father Manny’s office indefinitely. If we don’t get back there to do a search, we got to release it.” "Then release it," Ryan said. "You're not going to find anything about his murderer in his second-floor office anyway." “Wait a minute…” Toni blurted. Toni knew one thing she'd be looking for in Father Manny's second-floor office was the journal he would write in before going to bed as Father Gribbons mentioned. Gribbons said it should be on his desk. There could be something in his personal journal that would put some light on what his concerns were and who the killer could be. There was no way she’d tell Ryan about the journal now. Something had spooked him and she couldn’t trust him. This is not good, she thought. "Wait a minute…" Toni started to say again, but Geddes held her elbow and said, "We got it, boss," as he guided Toni out of the office. After Toni stepped out of Ryan’s office and closed the door behind them, Geddes looked down to Toni. “What’s up Bulldog?” Straightaway she wondered what Ryan would be up to while they waited for Ernesto Cruz with Manhattan Robbery. She had no doubt Ryan put her on the stakeout to keep her out of the picture for a while. Ryan could’ve put anybody to sit and wait for that suspect to show up. It didn’t make sense for the detective who caught the case to waste hours waiting for one guy while she should be doing a thorough search of the Mount Carmel rectory and Father Manny's second-floor office. But Ryan knew just what he was doing, Toni figured.  |

| body | I was recently reading an article titled, “Are You Getting Your Money’s Worth?-- Interaction with Federal Law Enforcement,” published in the March 2017 issue of The Brand Protection Professional, written by retired FBI Supervisory Special Agent and Former Program Manager at the National IPR Center, Michael LeMieux. The following quote got my attention, “…industry representatives infrequently reached out to us, though we were available and ready to discuss myriad technical and proactive crime-fighting strategies at which federal law enforcement excels.” Very interesting. So why was that? IP ENFORCEMENT HISTORICAL CONTEXT LeMieux theorizes that although it is quite different today, there was a time when “…federal law enforcement was more guarded with out of state and local law enforcement partners, let alone industry representatives." DANGER OF NOT SHARING INFORMATION LeMieux explained that “Without a vigorous and ongoing sharing of information beyond criminal cases, we risk reverting to default roles of ‘investigator’ and ‘complainant.’…It takes more effort to expand those discussions to conceptual or technical areas where strategy can be developed. THREE PRIMARY BENEFITS TO INTERACTION LeMieux details three (3) primary benefits to robust interaction: Industry Benefit – “IP-focused law enforcement is engaged in the full spectrum of e-commerce intermediaries, as well as brands across a wide range of industries…sophisticated investigative techniques, many of which are increasingly being used by industry.” Law Enforcement Benefit – “…industry provides…expertise and education…and even on the efficacy of third-party providers of brand protection services can all help larger-scale federal law enforcement efforts.” Joint Benefit – “…early in a case, the industry can learn what federal prosecutors need for action, and federal law enforcement can ensure evidence-gathering proceeds in a way that is most useful for prosecutors. ”FOUR INTERACTION RECOMMENDATIONS LeMieux details what the IP industry should do: “Initiate more frequent interactions with federal law enforcement specializing in IP.” “Expand your interactions…into such areas as technical and proactive crime fighting topics.” “Interact with as many members of a law enforcement team as feasible.” “Ask questions…lots of them "CONCLUSION Here is a quote from my October 2016 post titled, "U.S. Government Resources Dedicated to the Investigations and Prosecution of IP Crime, " which I think says it all: “The FBI’s IPR Unit is headquartered at the IPR Center and the FBI Special Agents dedicated to investigating IP crime are located in field offices throughout the country. | body | CHAPTER 5 (1) Toni Santiago first met Ryan two years before when she was a patrol officer in a Spanish Harlem precinct. Her sector car had been called to a triple homicide at a social club at E. 105th Street and First Avenue in the early morning hours of a frigid Friday night. There was snow on the sidewalk, and a cardboard sign outside the entrance to the club that read in black magic marker, “NO GUNS ALOW INCITE.” Nobody would identify anybody. All they would say was that a black male walked up to the three Latino male victims sitting at the circular table draped with a red tablecloth and opened up on them with what looked like a Mac 10 machine pistol. The Manhattan North Homicide Squad was responsible for interviewing all the patrons. Toni and the other uniforms were responsible for making sure nobody tampered with the crime scene or left without being identified and interviewed. It was during that time that Toni noticed a pretty, shapely young black women dressed in a skin-tight white dress, no more than twenty years of age, standing off to the side where the D.J. booth was set up. Toni watched her carefully from across the dance floor. She would catch her ever so slightly shake her head and quickly wipe a tear from her eye. She did not want to be noticed. As the sun was peeking above the frozen East River, Toni watched her secretly compose herself and sit down to be interviewed by one of the Manhattan North homicide detectives. Like all the others, she said she couldn’t identify the shooter and didn’t know the victims. The detective took her name, address, age, cell phone number, and let her leave with his card in the palm of her hand. Toni wanted to talk to her. When the crime scene wrapped-up, Toni jumped into her jeans at the precinct, shot up to her apartment building in Riverdale (the same building her aunt lived in) and picked up her bulldog. She walked and fed Vita, grabbed a coffee and toasted corn muffin from the Riverdale Diner, then shot down to the Castle Hill projects with her dog in tow. Castle Hill was a collection of eight-story buildings managed by the N.Y.C. Housing Authority. And like most box-shaped New York City projects, it was constructed of that distinctive reddish-brown brick. Toni always thought two things about the projects: first, the City must have gotten a very good price on that revolting reddish-brown brick, and, second, the projects always looked more to her like a prison compound than a place for families to prosper. Toni kept the car running that cold Saturday morning as she sipped her coffee, worked on her muffin, and watched the entrance of the twenty-year-old’s Castle Hill building. After listening to Vita snore curled up on the front seat for a few hours, Toni’s eyes were about ready to shimmy-down, when the young woman stepped out of her building, now wearing a long, black, down coat, and trucked through the snow to a liquor store three blocks away. The street and sidewalk had still not been cleared. Toni waited for her to turn the corner from the liquor store and stepped right in front of her with Vita on a leash. “Do you know who I am?” The woman stopped cold. Toni pulled out her shield and I.D. card. “I was there last night, and I know, you know, who shot those three guys.” The woman’s eyes were wide, but she stayed quiet. Toni pointed at the bag she was carrying. “Who’s all the booze for?” The young woman held Toni’s gaze for a few long moments until her eyes started to water and trickle down her cold cheeks. She agreed to jump into the car with her and Vita. That was one of the upsides to having your bulldog along on a stakeout; nobody would make Toni for a cop. And it made the informant more comfortable too. It wasn't exactly department policy, but it worked for her, and she was on her own time anyway. From the age of six on, her father would sometimes take Toni on surveillance, and she loved every minute of it. Her Dad would lie in the back seat, his partner would be driving, and she would be sitting up front with hands stretched to reach the dashboard flashing a big smile. Whenever whoever they were tailing looked through their rearview mirror, all they would see was the head of a man behind the wheel and a smiling little girl. All teeth. The view she offered was just as effective: the flat face of an English bulldog. Toni pulled into the back of an abandoned BP gas station a few blocks away. The snow-covered and stagnant gas pumps reminded Toni of a couple scarecrows she'd seen on a deserted stretch of Kansas plain as she drove cross-country to her first Marine Corps duty station in Camp Pendleton, California when she was nineteen. The young woman told Toni that she had no idea her boyfriend was going to shoot those three guys. She said she had never been to the place before, but that he wanted to bring her there. He said the dancing and Latin music was great. She said they were dancing Salsa when he looked in the direction of where the three guys had just sat down. He left her on the dance floor, walked to them and shot them dead. No words were exchanged between her boyfriend and the victims. She said she was shocked. She then added that her boyfriend had also shot a rival dealer a couple weeks before on White Plains road and promised her it wouldn’t happen again. “Is he in your apartment now?” Toni said. The young woman nodded. Toni put in a call to Bronx Homicide with the information and the commanding officer—the first-whip—Lieutenant Ryan Condon, and his cavalry of detectives descended on her and picked up the shooter. She would never forget how exhilarated she’d become when she watched Ryan Condon pull up in his unmarked car, chauffeured, of course, by one of his detectives, as all New York City Police bosses are from the rank of sergeant and above. He approached her in his long black cashmere-looking overcoat and sky blue tie, gave her a warm professional handshake and she got a direct look up into his remarkable light-brown eyes for the first time. “Wow,” was all she thought. Following that arrest, the triple homicide in the social club in Spanish Harlem was cleared, as well as the murder in the Bronx on White Plains Road. About a week later, Toni got a call from Sergeant Tazzo, who said that Lieutenant Condon was impressed with her initiative and asked if she’d be interested in coming up to Bronx Homicide for an interview. Within ninety days she was transferred to the Bronx Homicide Squad, and within her first year she was formally promoted to detective and received her father’s gold shield.  |

| body | Great story. I did take a look when @bengy tagged me, and you're on my visit list this week for PIFC. I would just comment that I find that when I move my stories from my word processor to the blockchain, I have to reformat it so that my paragraphs begin on a new line each time. It makes it easier to read in this format where indents don't really work. |
