Photo: Star/ Amran Hossain\n  ৯ এপ্রিল রাত থেকে ঢাকা বিশ্ববিদ্যালয় চত্বরে কোটাবিরোধী আন্দোলনকারী ছাত্রছাত্রীদের ওপরে দফায় দফায় পুলিশ এবং ছাত্রলীগের সম্মিলিত আক্রমণে গুলি চালানো থেকে শুরু করে যে ভয়াবহ তাণ্ডব ঘটেছে, তার নিন্দা জানানোর ভাষা নেই। সামাজিক মাধ্যমে ছাত্রীরাও জানাচ্ছেন, গভীর রাতে তাঁদের শান্তিপূর্ণ মিছিলে হামলা চালানো হয়। সামাজিক মাধ্যমে গুলিবিদ্ধ এবং আহত রক্তাক্ত ছাত্রছাত্রীদের ছবি দেখা যাচ্ছে। স্বাধীন দেশের সর্বোচ্চ বিদ্যাপীঠে এমন তাণ্ডব অভাবনীয়।\n\nকয়েক মাস ধরেই সুনির্দিষ্ট পাঁচটি দাবিতে আন্দোলনকারী শিক্ষার্থীরা মাঠে নেমেছেন।\n\n১. কোটাব্যবস্থা ১০ শতাংশে নামিয়ে আনা (বর্তমান ৫৬% কোটা থেকে )।\n২. কোটায় যোগ্য প্রার্থী পাওয়া না গেলে মেধাতালিকা থেকে শূন্য পদে নিয়োগ দেওয়া (যদিও সরকারি প্রজ্ঞাপন মতে এই দাবিটি ইতিমধ্যে পূরণ হয়েছে) \n৩. সরকারি চাকরিতে সবার জন্য অভিন্ন বয়সসীমা। (মুক্তিযোদ্ধাদের সন্তানদের ক্ষেত্রে বয়স ৩২, যেখানে বাকি সকলের জন্য বয়সসীমা ৩০) \n৪। কোটায় কোনো ধরনের বিশেষ পরীক্ষা নেওয়া যাবে না। (২৭, ২৮ ও ২৯তম বিসিএসে মুক্তিযোদ্ধার সন্তান, নারী ও উপজাতি কোটায় শূন্য থাকা ১ হাজার ৪৮৯টি কর্মকর্তার পদে নিয়োগের লক্ষ্যেই বিশেষভাবে ৩২তম বিসিএস পরীক্ষা নেওয়া হয়) \n৫. চাকরির নিয়োগ পরীক্ষায় একাধিকার কোটার সুবিধা ব্যবহার করা যাবে না। (বর্তমানে একজন কোটাধারী বিসিএস, বাংলাদেশ ব্যাংক বা সব সরকারি নিয়োগে বারবার কোটা ব্যবহার করার সুযোগ পান)\n\nবাস্তবতা হচ্ছে, কোটাব্যবস্থা চালু করা হয় বঞ্চনার বিরুদ্ধে, কিন্তু এখন কোটা নিজেই বঞ্চনা হয়ে দাঁড়িয়েছে। যদিও বিবিএসের তথ্য মতে, বাংলাদেশে মাত্র ২৬ লাখ বেকার। কিন্তু এ তথ্য ইতিমধ্যেই বিতর্কিত এবং লন্ডনের ইকোনমিস্ট ইন্টেলিজেন্স ইউনিটের (ইআইইউ) পরিসংখ্যান মতে, পৃথিবীতে বাংলাদেশে শিক্ষিত বেকারের হার সবচেয়ে বেশি। প্রতি ১০০ জন স্নাতক ডিগ্রিধারীর মধ্যে ৪৭ জনই বেকার।\n\nকোটার বিরুদ্ধে আন্দোলন কোটাব্যবস্থার বিরুদ্ধে নয়, বরং এটি বঞ্চনার বিরুদ্ধে। আজ যদি শিক্ষার্থীরা পাস করেই কাজের সুযোগ পেতেন, তাহলে কোটাব্যবস্থা সংস্কারের দাবি উঠত না। কিন্তু একদিকে উন্নয়নের ঝংকারে কান বন্ধ হয়ে যায়, আরেক দিকে লাখ লাখ তরুণের কাজের কোনো ভবিষ্যৎ নেই। কাজ করে নিজের এবং নিজের পরিবারের শিক্ষা, স্বাস্থ্য ও বাসস্থানের নিশ্চয়তাটি আনার আন্দোলন ছাড়া এই তরুণদের আর কোনো বিকল্প নেই।\n\nবাংলাদেশ রাষ্ট্রের জনপ্রশাসনে নিয়োগে প্রতিবন্ধী, উপজাতি বা বিভিন্ন বঞ্চিত গোষ্ঠীর জন্য কোটার প্রয়োজন কেউ অস্বীকার করে না। স্বাধীনতার দুই দশক পর্যন্ত মুক্তিযোদ্ধাদের সন্তানদের জন্য কোটাব্যবস্থার রাখারও সংগত কারণ ছিল, কিন্তু স্বাধীনতার যখন ৫০ বছর ছুঁই ছুঁই করছে, তখন মুক্তিযোদ্ধাদের নাতিদের জন্য ৩০ শতাংশ কোটা পরিষ্কার ইঙ্গিত দেয়, বর্তমান সরকার একটা গোষ্ঠীকে বিশেষ সুযোগ দেওয়ার মাধ্যমে বাকিদের সুযোগ সীমিত করতে চাইছে।\n\nবর্তমানে শাসকগোষ্ঠী ইতিমধ্যেই কোটার বিরুদ্ধে এই আন্দোলনকে মুক্তিযুদ্ধের চেতনাবিরোধী বলে দাবি করেছে, এমনকি কোটাবিরোধীদের রাজাকারের উত্তরসূরি বলেও গালমন্দ করা হচ্ছে। বাস্তবতা হচ্ছে, স্বাধীনতার পরপরই অসচ্ছল ও যুদ্ধাহত মুক্তিযোদ্ধাদের পরিবারের জন্য কোটাব্যবস্থার অবশ্যই যৌক্তিকতা ছিল। কিন্তু স্বাধীনতার ৫০ বছরে মুক্তিযোদ্ধাদের নাতিপুতি জন্য ৩০ শতাংশ কোটার মাধ্যমে শুধু অনুগত গোষ্ঠী তৈরি করা হচ্ছে।\n\nশহীদ মুক্তিযোদ্ধাদের পরিবার কী দোষ করল?\nবলা হচ্ছে, মুক্তিযোদ্ধারা যে ত্যাগ স্বীকার করেছেন, কোটাব্যবস্থা তার প্রতিদান। কিন্তু খেয়াল করে দেখবেন, মুক্তিযুদ্ধে সব চেয়ে বড় ত্যাগ করেছেন ৩০ লাখ শহীদের পরিবার। এই ৩০ লাখ শহীদের মধ্যে ২০১৪ সালের ২৪ মার্চে মুক্তিযুদ্ধবিষয়ক মন্ত্রী মোজাম্মেল হকের সংসদে প্রদান করা লিখিত বক্তব্য অনুসারে তালিকাভুক্ত শহীদ মুক্তিযোদ্ধা মাত্র ৫ হাজার ৯৯১ জন।\n\n৩০ লাখ শহীদের কোনো তালিকা করা হয়নি, সেহেতু এই ৫ হাজার ৯৯১ জন শহীদ বা আহত মুক্তিযোদ্ধা বাদে বাকি ৩০ লাখ শহীদ পরিবার কোটায় আসার সুযোগ পায়নি। তাঁদের মধ্যে অনেকেই এখনো মানবেতর জীবনযাপন করছেন। তাহলে দেখা যাচ্ছে, বর্তমান কোটাব্যবস্থা মুক্তিযোদ্ধাদের নাতিপুতিদের প্রতিদান দেওয়া হচ্ছে তাঁদের নানা-দাদাদের আত্মত্যাগের জন্য, কিন্তু ৩০ লাখ শহীদের পরিবারের কোনো দায় রাষ্ট্র নেয়নি।\n\nএমনকি এই কোটাব্যবস্থায় মুক্তিযোদ্ধারাই বৈষম্যের শিকার হচ্ছেন। কারণ, মুক্তিযোদ্ধাদের মধ্যেই আছেন সমর্থ ও দুস্থ মুক্তিযোদ্ধা। মুক্তিযোদ্ধাদের মধ্যে অনেকেই এই দেশে কোটিপতিও হয়েছেন, এঁদের কোনো ধরনের কোটার প্রয়োজন নেই। তাই মুক্তিযোদ্ধাদের মধ্যে যারাই প্রকৃতই প্রান্তিক জীবনযাপন করেন, তাঁদেরই শুধু কোটাব্যবস্থায় মধ্যে নয়, বিশেষ সুবিধা দিয়ে সুন্দর জীবনের সুযোগ করে দেওয়া উচিত ছিল।\n\nমুক্তিযুদ্ধে স্বামী এবং ছয় সন্তান হারানো মেহেরজান বিবি ফেনী রেলস্টেশনে ভিক্ষা করেন। মেহেরজান বিবিদের জন্য এই রাষ্ট্রের আরও অনেক বেশি করার প্রয়োজন ছিল। মুক্তিযুদ্ধের পরে কোটিপতি হওয়া মুক্তিযোদ্ধা এবং মেহেরজান বিবির পরিবারের জন্য রাষ্ট্রীয় সুযোগ এক হতে পারে না।\n\nপ্রকৃত মুক্তিযোদ্ধা বনাম নকল মুক্তিযোদ্ধা\nমুক্তিযোদ্ধাদের জমি, ফ্ল্যাট, অর্থ সাহায্য সব ধরনের সুযোগ দেওয়া যেতে পারে। কিন্তু প্রশাসনে চাকরির সুযোগে মুক্তিযোদ্ধাদের নাতিদের জন্য ৩০ শতাংশ কোটা দিয়ে কখনো মেধাভিত্তিক প্রশাসন গড়ে উঠতে পারবে না, যা আমাদের মুক্তিযুদ্ধের শোষণমুক্ত রাষ্ট্র গড়ার স্বপ্নের প্রতিবন্ধকতা তৈরি করবে মাত্র।\n\nইতিমধ্যেই মুক্তিযোদ্ধা সনদ সংগ্রহের একটি অসুস্থ প্রতিযোগিতা শুরু হয়েছে। পত্রিকায় এসেছে, স্বাধীনতার কয়েক বছর পরে জন্ম নিয়ে মুক্তিযোদ্ধা হিসেবে সুবিধা নিচ্ছেন কেউ কেউ। ২০০৯ সালের এপ্রিলে জাতীয় সংসদে মুক্তিযুদ্ধবিষয়ক প্রতিমন্ত্রী জানিয়েছিলেন, ভুয়া মুক্তিযোদ্ধার সংখ্যা ৭২ হাজার। এ প্রতিবেদনে দেখা যায়, এই ভুয়া মুক্তিযোদ্ধাদের মধ্যে মাত্র ৩০ জনের বিরুদ্ধে মামলা করা হয়েছে, কিন্তু বাকিদের নাম এখনো বাদ দেওয়া হয়নি। এই প্রসঙ্গে মুক্তিযোদ্ধা সংসদের চেয়ারম্যান হেলাল মোর্শেদ বলেছেন, তালিকায় ঢোকানো সহজ, কিন্তু কেউ একবার তালিকাভুক্ত হলে নির্দিষ্ট প্রক্রিয়া অনুসরণ না করে বাদ দেওয়া কঠিন।\n\nজাতীয় সংসদে এই স্বীকারোক্তির পরেও দেখা যাচ্ছে, টাকা নিয়ে ভুয়া মুক্তিযোদ্ধা সনদ দেওয়ার প্রক্রিয়া চলছে। একটি ঘটনায় প্রকাশ পায়, সিরাজগঞ্জের বেলকুচিতে যেখানে মুক্তিযোদ্ধা কমান্ডার সহিদুর রেজা পাঁচ লাখ টাকার বিনিময়ে মুক্তিযোদ্ধার সনদ প্রদান করে পুলিশে চাকরির সুযোগ করে দেন বলে অভিযুক্ত হন। দীর্ঘদিন ধরেই তিনি এ কাজ করে এসেছেন।\n\nযে কোটা এমনকি মুক্তিযোদ্ধাদের মধ্যেও সুযোগবঞ্চিত এবং সুবিধাপ্রাপ্ত ব্যক্তিদের মধ্যে পার্থক্য করে না, যে কোটায় মুক্তিযুদ্ধের পরে জন্ম নেওয়া ক্ষমতাসীন গোষ্ঠীর লোকেরা মুক্তিযোদ্ধা হিসেবে নিয়োগ পায়, যে কোটায় ৩০ লাখ শহীদের কোনো স্থান নেই, সেই কোটা বাংলাদেশে মেধাভিত্তিক, বৈষম্যহীন উন্মুক্ত সুযোগ দানকারী রাষ্ট্র তৈরির যে দীর্ঘ যাত্রা, তাকে পিছিয়ে দেয়। তার জায়গায় মুক্তিযুদ্ধের দায় শোধের অজুহাতে সরকারের অনুগত একটি সুবিধাভোগী শ্রেণি তৈরি করে কিছু কোটারি গ্রুপের হাতে সীমিত সুযোগ ধরে রাখবে মাত্র। আর তা হবে মুক্তিযুদ্ধের চেতনার প্রতি সবচেয়ে বড় বরখেলাপ।\n\nএমনকি মুক্তিযোদ্ধার সন্তানেরাও অনেকে এই দাবিগুলোর সঙ্গে একমত প্রকাশ করেছেন। নিজের ফেসবুক পেজে বখতিয়ার আহমেদ লিখেছেন:\n\n‘আমার বাপ বেঙ্গল রেজিমেন্টের মুক্তিযোদ্ধা।\nতার ছয় সন্তানের কারও কোনো দিন কোটা লাগে নাই।\nকেউ কখনো কোথাও কোটায় আবেদন করেনি।\nকোটা তাদের সন্তানদেরও লাগবে না।\nতোলেন এই কোঠারিতন্ত্র।\nএক্ষুনি।’\n\nতাই আমরা আশা রাখি, এ দেশের সংগ্রামী তরুণদের প্রাণের দাবির সঙ্গে একাত্ম হয়ে স্বাধীনতার প্রতি, শহীদদের প্রতি, মুক্তিযুদ্ধের প্রতি শ্রদ্ধাশীল হয়ে কোটাব্যবস্থাকে সর্বোচ্চ ১০ শতাংশে সীমিত করে মেধাভিত্তিক প্রশাসন ও সাম্যভিত্তিক উন্মুক্ত সুযোগ রাষ্ট্র গড়ে
