      "body": "Steemian, benih merupakan salah satu faktor penting dalam proses budidaya tanaman. Label sertifikasi tidak hanya menjadi nilai tambah terhadap kualitas yang dimiliki oleh benih tersebut, akan tetapi juga dapat memudahkan pemilik benih untuk melakukan kegiatan pemasaran benih yang dimilikinya. \n\nPada proses sertifikasi benih, peran lembaga/ instansi yang terkait dalam kegiatan pengawasan dan sertifikasi benih tanaman menjadi sebuah keharusan. Selain memberikan jaminan kualitas benih yang unggul, keberadaan benih palsu atau tidak bersertifikat bisa dihindari melalui kegiatan ini. Selain itu, kegiatan sertifikasi ini juga sebagai upaya untuk mencegah terjadinya peredaran benih palsu yang semakin marak dewasa ini.\n\nTujuan dan manfaat sertifikasi benih\nTujuan dan manfaat sertifikasi benih adalah untuk menjaga kemurnian varietas yang diperoleh dari kegiatan pemeriksaan/ verifikasi langsung ke lapangan dan melalui serangkaian mekanisme proses seperti; pemeriksaan asal usul bibit dan kegiatan pemeliharaan mutu benih. \n\nOutput atau hasil yang diharapkan untuk dicapai dari kegiatan sertifikasi benih adalah memberikan jaminan kepada pengguna/ pembeli benih (dalam hal ini konsumen) tentang kepastian mutu bibit dan varietas yang telah dibeli dan yang akan digunakan, memberikan legalitas resmi kepada produsen benih bahwa benih yang dihasilkan telah terjamin kemurnian dan mutunya, dan juga memberi kepastian bahwa benih yang telah sertifikasi telah melalui serangkaian proses uji yang dilakukan oleh badan resmi yang diakui pemerintah.\n\nBagaimana mekanisme proses sertifikasi benih dilaksanakan?\nSertifikasi dilakukan oleh instansi pemerintah yang mempunyai tugas pokok dan fungsi pengawasan mutu dan sertifikasi benih tanaman, antara lain Unit Pelaksana Teknis (UPT Pusat) yaitu BBP2TP, Unit Pelaksana Teknis Daerah (UPTD) perbenihan tanaman perkebunan, Instansi Pengawasan dan Pengujian Mutu Benih (IP2MB) tanaman perkebuan. Bagi provinsi/ daerah yang belum memiliki UPTD tersebut, proses verifikasi akan dilakukan oleh satuan tugas perbenihan yang dibentuk berdasarkan surat keputusan kepala dinas yang menangani perkebunan dengan didampingi oleh BBP2TP sesuai dengan wilayah kerjanya.\n\nBagaimana langkah untuk mengajukan dan mendapatkan sertifikasi benih?\nLangkah yang harus dilakukan untuk mendapatkan sertifikat benih adalah; produsen benih mengajukan formulir permohonan tertulis kepada UPTD/ lembaga yang menangani perbenihan yang dilengkapi persyaratan antara lain: Bukti penguasaan lahan yang akan digunakan untuk memproduksi benih, kepemilikan atau penguasaan benih sumber pohon induk yang telah ditetapkan oleh instansi yang berwenang, perencanaan produksi, penguasaan fasilitas sesuai dengan tanaman yang diusahakan, dan melampirkan foto copy izin produksi/ Tanda Registrasi Usaha Perbenihan (TRUP).\n\nRangkaian proses sertifikasi benih\nKegiatan sertifikasi diantaranya pemeriksaan lapangan. Pemeriksaan lapangan dilakukan terhadap dokumen, pertanaman maupun peralatan yang dilakukan oleh petugas.\n\nYang dimaksud dengan pemeriksaan dokumen yaitu kegiatan pemeriksaan terhadap dokumen apakah sesuai dengan keadaan yang ada di lapangan sebelum benih disebar atau tidak. Pemeriksaan pertanaman tersebut akan dilakukan pada fase-fase pertumbuhan untuk memastikan bahwa kegiatan pertanaman tersebut bebas dari tanaman voluntir (tanaman yang berasal dari sisa tanaman sebelumnya), dan tipe sampling.\n\nPelabelan\nSetelah lulus dari verifikasi yang dilakukan oleh petugas. Pelabelan benih yang telah “lulus” dan bersertifikat diedarkan wajib diberi label yang bertuliskan “Benih Bersertifikat”. Label untuk benih yang diperbanyak dengan kultur jaringan dan dalam bentuk planlet memuat: nama jenis dan varietas, nomor induk, kelas benih dan nomor kelompok, tanggal trasfer/ tanggal kadaluarsa, masa berlaku label dan nama serta alamat produsen benih.\n\nPembuatan label oleh produsen benih dengan menggunakan nomor seri dilakukan oleh Lembaga/ UPTD perbenihan setempat. Untuk mendapatkan nomor dari label, produsen terlebih dahulu mengajukan permohonan dengan melampirkan jumlah label sertifikat yang diperlukan, nomor pengujian, nomor kelompok benih, jenis, varieta, jumlah wadah, berat bersih tiap wadah, nama dan alamat produsen. Setelah mendapat label, label tersebut dipasang secara mandiri oleh produsen benih namun tetap dengan pengawasan Lembaga/ UPTD setempat.\n\nWarna label benih penjenis berwarna kuning, benih dasar berwarna putih, benih pokok berwarna ungu dan benih ebar berwarna biru. Khusus untuk sertifikat benih non bina maka diberikan Surat Keterangan Mutu Benih (SKMB) dan diberi warna label merah jambu.
