      "body": "Kapitalizmin sonu: Nasıl?\n21. yüzyılın ilk çeyreğine yaklaşırken, sistem-karşıtı düşünürlerin bir bölümü “hükmetmiş”: Kapitalizmin geleceği yoktur!\n\nNeden? Nasıl? Sonrası? Yanıtlar farklılaşıyor; ama teşhis değişmiyor: Hastalık ölümcüldür…\n\nBugün, iki önemli düşünürün, Immanuel Wallerstein ve Samir Amin’in bu doğrultudaki son katkılarına değinmek istiyorum.\n\nImmanuel Wallerstein: Kapitalist Sistemin Bunalımı\n\nImmanuel Wallerstein,  bir dünya sistemi olarak kapitalizmi inceleyen sosyal tarih okulunun önde gelen temsilcisidir.  Bu özelliği, kapitalizme ilişkin öngörülerine önem kazandırır.  \n\n“Kapitalizmin Geleceği Var mı?” başlıklı, ortak imzalı kitabın (Metis, 2013) yazarlarından biridir. Bu soruyu, kitapta, “Yapısal Kriz” başlığı altında tartışıyor.\n\nWallerstein, ayrıca, ayda iki kere “Yorumlar” yayımlar. Bunlardan ikisi “kapitalizmin geleceği” teması üzerindedir. Birincisi “1945’ten Bugüne Küresel Sol, Küresel Sağa Karşı” başlığını taşıyor (15 Mayıs 2017). Diğeri de “Radikal Sol’un İkilemleri”dir (15 Ağustos 2017).\n\nWallerstein, uzun dönemlerin tarihçisidir. Temel önermesi “Yapısal Kriz” yazısının ilk cümlesinde yer alıyor: “Kapitalizm bir sistemdir ve tüm sistemlerin bir ömrü vardır; hiçbiri ebedi değildir.” Bu önermenin doğa sistemlerinden hareketle yapıldığı ve “orta ölçekli tarihsel toplumsal sistemleri” de kapsadığı ifade ediliyor (s.19).\n\nBöylesine bir genelleme elbette sınırsız tartışmalara açılır. Günümüz kapitalizmine  nasıl taşınıyor? Asıl önemlisi budur.\n\nWallerstein’e göre, kapitalist dünya sisteminin iniş-çıkışları, iki farklı çevrim tarafından belirlenir: Teknolojik değişimlerin sürüklediği (kabaca ellişer yıllık) Kondratief çevrimleri ile çok daha uzun süreli hegemonya çevrimleri…\n\n21. yüzyılın başında, son Kondratief çevriminin iniş aşaması, ABD hegemonyasının bunalımı ile üst üste gelmiştir. Bu eşleşme, kapitalizmin yapısal bir krizi ile de birleşmiştir.\n\nYapısal kriz, kâr hadlerinin kalıcı olarak düşmesi sonunda oluşmuştur ve  kapitalizmin belirleyici özelliği olan, sonsuz sermaye birikiminin sürdürülememesi ile sonuçlanacaktır.\n\nWallerstein’ın somut göstergelerle desteklenmeyen bu anlatımı, bence, ikna edici değildir. Kısa dönemli ekonomik çözümlemeler, Braudel okulunun bu parlak temsilcisinin güçlü yanı değildir.\n\nİki çevrimin olumsuz aşamaları ile son yapısal krizin eş-zamanlı gerçekleşmesi, bir sistem bunalımı doğurmuştur: “Sonsuz sermaye birikimini rehber alan modern [kapitalist] dünya sistemi 500 yıl sürmüştür… Devam edemez, çünkü denge durumundan çok uzaklaştı ve artık kapitalistlerin sonsuz sermaye biriktirmesine müsaade etmiyor. Alt sınıflar da torunlarının bu dünyayı miras alacağına artık inanmıyor. Sonraki sisteme dair mücadelenin sürdüğü yapısal bir kriz içinde yaşıyoruz.” (s.21, 47).\n\n“Cenazenin kalkacağı” tarih de 2040 ya da 2050 olarak öngörülüyor. (s.45).\n\nDünya Çapında Bir Sınıf Mücadelesi\n\nWallerstein,  kapitalizmin kendiliğinden yok olacağını düşünmüyor. Sistemin kaderini, Dünya solu ile Dünya sağı arasındaki çatışma belirlemektedir.\n\nDünya Sağı, Kapitalizmin Altın Çağı içinde emek ve sermaye arasında gerçekleşen tarihsel uzlaşmayı 1980 sonrasında bozan; sömürüyü, eşitsizliği yoğunlaştıran; neoliberal “tek seçenek” programlarını yerleştiren, gezegenin en varlıklı yüzde 1’inden oluşmaktadır. Bu blok, Altın Çağ’ın liberal değerlerini de reddetmiş; Batı’daki “kültür savaşları” içinde aşırı, tutucu sağın  konumlarını benimsemiştir. Wallerstein, böylece, “popülist” yaftası altında saygınlaştırılan neo-faşist akımları da egemen bloka yerleştirmektedir.\n\nDünya Solu, ise, bu politikaların tüm mağdurlarından, dünya nüfusunun yüzde 80’inden oluşmaktadır.  Wallerstein, 1980 sonrası dönüşümlerin öyküsünü anlatırken, emekçilerin  ve Güney coğrafyalarının yaşadığı “mağduriyetleri” de sıralamaktadır. Ancak, Küresel Sol’un öğelerini, sınıflara, ülkelere göre değil, muhalefet akımlarına göre ayrıştırmaktadır.\n\nBuna göre Küresel Sol üç akımdan beslenmiştir. Birincisi,  kapitalizmin altın çağı içinde dünyanın üçte ikisinde iktidarlarla tanışmış olan “Eski Sol”dur. Komünist, sosyal demokrat partilerden ve Üçüncü Dünya’da ulusal kurtuluş hareketlerinden oluşmuştur. Sosyal demokrasinin sistem-dışı programları zamanla aşınmış; komünist rejimler çökmüş; “kalkınmacı devletler” tarihe karışmıştır. Wallerstein’in “Eski Sol” ile gönül bağı pek olmamıştır; bugünkü durumlarını da “marjinal” görmektedir. Ancak, izleri, kalıntıları, deneyimleri ile Küresel Sol içinde yeri vardır.\n\nİkinci akım (“Yeni Sol”) ise, Wallerstein’in 1968 Devrimi olarak adlandırdığı dalganın bugünkü uzantılarıdır. 1999 sonrasında küreselleşme karşıtı muhalefeti uluslararası alana taşımıştır. Son yıllarda iktidarlara uzanan Syriza, PODEMOS, Melenchon hareketleri tarafından da temsil edilmektedir.\n\nKüresel Sol’un bugünkü bileşiminde, Eski Sol ve 1968 Ruhu, radikal solu oluşturuyor. Eski Sol, bu bileşkeye, dikey örgütlenme, iktidara el koymayı hedefleyen partiler, büyümeci, kalkınmacı programlar ile katılıyor. Yeni Sol ise, merkezsiz, hiyerarşisiz, yatay örgütlenmeye öncelik veriyor; “göreli demokrasi ve göreli eşitliğe yol açacak toplumsal hedeflerin akılcı bir dengesini arıyor.” (s.46)\n\nWallerstein, cinsiyet, ırk, kimlik ayrımlarına karşı mücadeleleri oluşturan, çok-kültürlüğü, özgün halkları temsil eden   tüm  akımları da Dünya Solu’nun bir öğesi olarak öneriyor. (1945’ten Bugüne Küresel Sol, Küresel Sağa Karşı).\n\nSokak mücadeleleri mi? Seçim mi? Halkların çektiği acıları azaltacak sol iktidarlar küçümsenmemelidir. “Kısa dönemde hem sokak, hem seçim yolları denenmelidir. Zira, kısa dönem, sonraki hedeflerin denendiği alandır.” (Radikal Sol’un İkilemleri)\n\n“Unutulmamalıdır ki hedef, kapitalizmin reformu değildir; onu izleyecek sistemdir. Kemer sıkmaya karşı çıkan güçler, çok-kültürlülük güçleri ile birlikte dünya nüfusunun  yüzde 80’idir. Bu algılanırsa zafer kazanılabilir. Zirvedeki yüzde 1’e karşı savaş açıp, gerideki yüzde 19’u kendi saflarına çekmeye çalışılmalıdır.  Sınıf mücadelesi de tamı tamına budur.”  (1945’ten Bugüne Küresel Sol, Küresel Sağa Karşı)\n\n“Wall Street’i İşgal” hareketinin %99’a karşı %1 ayrışmasına dayalı bu sınıf mücadelesi çağrısı, elbette Marksist-Leninist geleneğin dışındadır. Wallerstein de “bizim takım”ın eleştirilerine âşinadır.\n\nSonuç ne olur?  \n\nWallerstein, kehanetten uzak duruyor: “Mevcut sistemdeki temel özellikleri, hiyerarşiyi, sömürüyü ve kutuplaşmayı koruyan bir yeni sistem de mümkündür. Kapitalizm bu özelliklere sahip tek sistem değil ve yeni sistem kapitalizmden çok daha kötü olabilir… Alternatifi de görece demokratik ve görece eşitlikçi  bir sistem…”\n\n“Tarih kimsenin yanında değil…Tercih ettiğimiz dünya sistemine ulaşma şansımız en iyi ihtimalle yarı yarıyadır.” Bu olasılık dahi küçümsenmemelidir (Yapısal Kriz, s. 47).\n\nSamir Amin: Bir Yeni Enternasyonal Çağrısı\n\nSamir Amin, 20. yüzyılda emperyalizm Marksist analizini geliştiren öncülerden biridir. Kapitalist dünya sistemine anti-emperyalist perspektifle bakarak bağımlılık okulu ile köprüler oluşturdu. Üçüncü Dünya için “metropollerden kopma” öneren kalkınma stratejilerini savundu. 1968 dalgasına ve SSCB-ÇKP ayrışmasına Maocu çizgi içinde katıldı.\n\nSosyalist konumunu hep koruduğu için (Wallerstein’in sınıflaması içinde) Eski Sol’u temsil eden bir düşünür olarak görülmelidir.\n\nSamir Amin, bu yakınlarda “İşçi sınıfının ve dünya halklarının Enternasyonalini yeniden inşa etmek zorundayız” başlıklı bir çağrı yayımladı. Türkçe çevirisini bana Fikret Başkaya iletti. İngilizce metin ise, Defend Democracy Press’te (29 Temmuz 2017) yer aldı.\n\nSamir Amin’in çağrısının ana mesajı şudur: Çağdaş emperyalist kapitalizm, sürdürülemeyecek özellikler kazanmıştır. Bugünkü sistem-karşıtı muhalefet yetersizdir. Kapitalizme karşı önce direnmek; sonra da ona son vermek için örgütlü, kolektif bir müdahale gerekmektedir. Bu örgütlenme İşçilerin ve Dünya Halklarının Enternasyonali biçiminde oluşmalıdır.\n\nEmperyalist sistemin eleştirisi açısından Amin, Wallerstein’in tespitlerini ayrıntılarla zenginleştiriyor: Tekelleşme, sınıf tahakkümünün yoğunlaşması, kârların tırmanması, finans kapitalin denetim-dışı büyümesi, ekonomilerin durgunlaşması, temsilî demokrasinin fiilen tasfiyesi, totaliterleşme, artan askerî müdahalelerle Güney’i yeniden kolonileştirme eğilimleri…\n\nSamir Amin’e göre metropolde tüm muhalif akımlar, egemen güçlerin denetimi altındadır. Avrupa’daki, Syriza, PODEMOS, Melenchon-türü “sol” muhalefet seçenekleri etkisiz kalmaya mahkumdur. Kültürel muhalefet türleri ise, kapitalizmle uzlaşma içindedir.\n\n“Güney” coğrafyasına gelince, buralarda  kapitalizme muhalefet, bir boyutuyla dinci/gericiliği güçlendirmektedir. “Diğer Güney ülkelerinde geçtiğimiz yıllar içerisinde başarılı bir ekonomik büyüme ivmesi yakalanması da, ‘gelişmiş’ ulusal bir kapitalizmin inşa edilebileceği yanılgısını besliyor… Emperyal güçlerin, küçük ya da büyük hiçbir çevre ülkesinin bu boyunduruktan kendini kurtarmasına müsaade etmeye niyeti yoktur. Bu tür gelişimlere  karşı askeri saldırganlığı da içerecek [müdahaleler] kuvvetle muhtemeldir.”\n\nSamir Amin, bu belirlemelerden hareketle, kapitalizme son vermeyi hedefleyen bilinçli, örgütlü bir müdahale gereksinimine ulaşıyor.\n\n“Şu an, kapitalizmin sonbaharı aşamasını yaşıyoruz. Krizlerle dolu kapitalizmi sonlandırmaya ihtiyaç var… Sosyalist atılımı gerçekleştirebilecek yeteneğe sahip uluslararası radikal solun yeniden canlandırılmasından başka seçenek yoktur. Emperyalist kapitalist sistem tarafından kandırılmamış gerçek militanların asıl amacı işçiler ve halklardan oluşan yeni bir Enternasyonal yaratmak olmalıdır.”\n\nBenzerlikler, Ayrılıklar\n\nWallerstein’in “kapitalizmin sonu” çözümlemesi ile Amin’in anti-kapitalist çağrısı arasındaki temel benzerlik gözden kaçmamalıdır: Kapitalizm, bir sınıf mücadelesi ile son bulacaktır.\n\nBu önemli bir benzerliktir. Zira, bilinçli bir müdahale olmaksızın, kapitalizmin kendiliğinden (bir anlamda kendi zıddına)  dönüşerek yok olacağını ileri süren düşünürler de vardır. Paul Mason, Wolfgang Streeck, ve Randall Collins’in Marksist öğeler içeren bu doğrultudaki katkılarını ileride tartışmak istiyorum.\n\nWallerstein ve Amin arasındaki belirleyici farklara da değinelim.\n\nWallerstein, kapitalizmin son bulacağı öngörüsünü nesnel bir çözümlemeye dayandırıyor. Amin ise, çağdaş kapitalizmin bozukluklarını sıralıyor; yargılıyor  ve hükmediyor: “Bu bozuk sistem son bulmalıdır…”\n\nUmuyor ki bu “dilek”, bir “müdahale programı” (“Enternasyonal”) ile hayata geçirilsin.\n\nWallerstein’in “kapitalizmin sonu” öngörüsünün dayandığı ekonomik çözümleme, yukarıda değindiğim gibi, zayıftır; ikna edici değildir. Ancak, Amin’in aksine, en azından, “sistem çirkindir; o yüzden son bulmalıdır” türü bir dilekten öteye gitmektedir.\n\nKapitalizme son verecek toplumsal aktörler açısından, Samir Amin, tümüyle “Eski Sol”un (açıkçası, “bizim takımın”)  geleneklerine dönüş  çağrısı yapmaktadır. Devrimci teoriyi temsil eden “gerçek militanlar” davet ediliyor: İşçi sınıfı hareketini yeni bir Enternasyonal oluşturarak uluslararası platforma taşıyınız!\n\nEnternasyonal’in “dünya halkları”nı da kucaklaması, ulusal bağımsızlık, kurtuluş hareketlerinin mirasına, bugünkü temsilcilerine dönüktür.\n\nWallerstein’ın algıladığı sınıf mücadelesinin  iki önemli aktörü olan Yeni Sol ve çok-kültürlülük muhalefeti, Samir Amin’e göre “aykırı” öğelerdir. Zira, sosyalizme, sınıfsız topluma  dönük örgütlerle  yürütülen mücadelelerin geleneksel mirası, “kapitalizmin sonu” açısından hâlâ önemlidir; korunmalıdır.\n\nNe var ki, “Eski Sol”un dünya çapında bugünkü gücünü, eleştirel bilançolarını  tartışmaktan da kaçınmaktadır. Çağrısının muhatap bulacağı, etkili olacağı şüphelidir. Wallerstein ise, bu hareketlerin eleştirel bilançosuna hep önem vermiştir.\n\nBizlere ise, kapitalizm karşıtlığının günümüzde bayraktarlığını yapan, bu iki usta düşünüre “devam edin ve saygılar…” mesajını iletmek düşer.",
