      "body": "Istri saya membuat acara senam barsama untuk menyambut bulan suci ramadhan, kebetulan ada tanggal merah sehingga punya kesempatan diluar kantoran mengembangkan bisnis lain. Seminggu lalu merencanakan perhelatan senam, mencari sponsor, klaim tempat, mengumpulkan beberapa sanggar senam,buat brosur dan lain-lain.\n          Awalnya seperti biasa berjalan lancar, tidak ditemukan hambatan yang berarti, namun satu hari menjelang acara, tempat acara yang sudah diklaim sebelumnya di batalkan. Mulailah masalah besar muncul, mencari tempat yang baru untuk acara   senam besok. Satu persatu hotel yang mempunyai aula besar kami datangi, termasuk penyewaan hotel, semua penuh, dan jikapun ada biayanya sangat mahal. Dalam mencari tempat baru kami lakukan banyak koordinasi dengan pihak, mendengar kejadian kami ada bermacam reaksi, ada yang memanfaatkan, ada yang biasa aja, dan sedikit yang coba membantu, kami berusaha tenang dan tidak panik. Kegiatan rutin saya sendiri terpaksa ditinggalkan untuk bantu istri hadapi masalah ini.  6  jam acara akan dimulai baru dapat tempat untuk acara tersebut yaitu ditempat olah raga footsal.\n          Alhamdulillah,  acara dapat terselenggara , sisa waktu kami lanjutkan mempersiapkan keberlangsungan acara . Hikmah dari kejadian tersebut adalah kita dapat berhubungan dengan lebih banyak orang lain dan memahami pola hubungan yang didasari oleh kepentingan.       "body": "C. Pengelolaan Obligasi Aceh\n\nC.1. Otsus Aceh berakhir 2027\n\n        Pasal 137 Qanun Aceh Nomor 1 Tahun 2008 tentang Pengelolaan Keuangan Aceh memposisikan Kepala SKPKA untuk melakukan penatausahaan atas pinjaman Aceh dan obligasi Aceh. Atas dasar tersebut, makalah ini mengupas masalah obligasi Aceh sebagai suatu terobosan penerimaan APBA untuk mendanai infrastruktur Aceh dan investasi Aceh yang dapat memberikan efek ekonomi berganda pada pembangunan ekonomi Aceh.\nUntuk periode 2008-2022, nilai dana Otsus untuk Aceh ialah setara dengan 2 persen dari Dana Alokasi Umum (DAU) Nasional. Selanjutnya, sampai 2027, dana Otsus untuk Aceh menjadi hanya setara 1 persen dari DAU Nasional. Butuh terobosan baru dalam upaya mencari sumber-sumber penerimaan pemerintah Aceh menjelang habisnya dana otsus. Salah satu cara untuk mendapatkan pembiayaannya adalah dengan menerbitkan obligasi Aceh.\n\nC.2. Pengelolaan Obligasi Aceh\n\n           Obligasi adalah suatu istilah yang dipergunakan dalam dunia keuangan yang merupakan suatu pernyataan utang dari penerbit obligasi kepada pemegang obligasi beserta janji untuk membayar kembali pokok utang beserta kupon bunganya kelak pada saat tanggal jatuh tempo pembayaran.\nSurat Berharga Syariah Aceh atau dapat juga disebut “obligasi syariah” atau “obligasi sukuk”, sama dengan SUA (surat utang Aceh), diterbitkan untuk membiayai defisit APBA namun berdasarkan prinsip syariah. Perusahaan yang akan menerbitkan SBSA (surat berharga syariah Aceh) ini adalah merupakan perusahaan yang secara khusus dibentuk guna kepentingan penerbitan SBSA ini. SBSA atau sukuk negara ini adalah merupakan suatu instrumen utang piutang tanpa riba sebagaimana dalam obligasi, dimana sukuk ini diterbitkan berdasarkan suatu aset acuan yang sesuai dengan prinsip syariah.\nPengelolaan obligasi Aceh ditetapkan dengan Peraturan Gubernur yang sekurang-kurangnya mengatur mengenai: \n\na. penetapan strategi dan kebijakan pengelolaan obligasi Aceh termasuk kebijakan pengendalian resiko; \nb. perencanaan dan penetapan portofolio pinjaman Aceh; \nc. penerbitan obligasi Aceh; \nd. penjualan obligasi Aceh melalui lelang dan/atau tanpa lelang; \ne. pembelian kembali obligasi Aceh sebelum jatuh tempo; \nf. pelunasan; dan \ng. aktivitas lain dalam rangka pengembangan pasar perdana ke pasar sekunder obligasi Aceh. \n\n        Melihat potensi yang dapat dikembangkan di Aceh, membutuhkan dana yang sangat besar, diperlukankan sumber dana segar untuk membiayai investasi Aceh. Salah saru cara mendapatkan dana tersebut adalah dengan mengeluarkan obligasi syariah yang dikelola oleh pemerintah Aceh. Management of Aceh Bonds\n\nC.1. Otsus Aceh ends in 2027\n\n         Article 137 Qanun Aceh Number 1 Year 2008 on Financial Management Aceh positioned the Head of the Acehnese Finance Management Working Group to administer Acehnese loans and Acehnese bonds. On the basis of this, the paper examines the issue of Aceh's bonds as a breakthrough in APBA's revenue to fund Aceh's infrastructure and Aceh investment that can have multiple economic effects on Aceh's economic development.\n\n          For the period 2008-2022, the value of Otsus funds for Aceh is equivalent to 2 percent of the National General Allocation Fund. Furthermore, until 2027, the Special Autonomy fund for Aceh becomes only equal to 1 percent of the National General Allocation Fund. It took a new breakthrough in the search for sources of government revenue in Aceh before the depletion of the special autonomy fund. One way to get financing is by issuing Acehnese bonds.\n\nC.2. Management of Aceh Bonds.\n\nBond is a term used in the financial world which is a debt statement from the bond issuer to the bondholders and the promise to repay the principal and interest coupon later on the payment due date. The Syariah Securities of Aceh or also called \"syariah bonds\" or \"sukuk bonds\", together with the SUA (Aceh debt), are issued to finance APBA deficit but based on sharia principles. The company that will issue SBSA (Islamic sharia securities) is a company specially formed for the purpose of this SBSA issuance. SBSA or sukuk this state is an instrument of debts without usury as in bonds, where the sukuk is issued based on a reference asset in accordance with Islamic principles.\nThe Qanun of Aceh's financial management regulates the management of the obligations of Aceh stipulated by a Governor's Regulation which at least provides for:\n\na. the establishment of strategies and policies on the management of Aceh's bonds  including risk control policies;\nb. planning and fixing Aceh's loan portfolio;\nc. the issuance of Aceh's bonds;\nd. sale of Aceh bonds through auction and / or without auction;\ne. repurchase of Aceh's bonds before maturity;\nf. repayment; and\ng. other activities in the framework of developing the primary market to the secondary bond market of Aceh.\n\n          Seeing the potential that can be developed in Aceh, requires enormous funds, it needs a fresh source of funds to finance Aceh investment. One of the ways to get the funds is by issuing sharia bonds managed by the Aceh government. The Aceh Bonds issued in the form of Aceh Sharia Bond (SUA) is an instrument that can be used by aceh people directly and actively in the ownership of aceh's wealth towards a prosperous, just and prosperous society.",
