Sin embargo, se trata de un precedente lleno de opacidades a raíz de las ambigüedades que rodean al criptoactivo venezolano.\n\nUna unidad de cuenta se entiende como una unidad estándar que se utiliza en las transacciones comerciales y la contabilidad, y sirve para establecer el precio de los bienes y servicios de la comunidad en la que se utiliza. Se trata de una de las características del dinero que ha sido vista como difícil de adjudicar a las criptomonedas, debido a no solo a su volatilidad, sino a la fuerte tendencia existente en los países de confiar en su moneda nativa fiduciaria como unidad de cuenta y como base para el establecimiento de las políticas monetarias.\n\nAsí, las monedas fiat declaradas como moneda de curso legal tienden a ser las unidades de cuenta dominantes en sus respectivos países. En base a ellas se establecen precios, pago de salarios, impuestos y demás obligaciones. Incluso, dado el poder económico de Estados Unidos como potencia mundial, puede decirse que el dólar se ha convertido en una unidad de cuenta dominante en el mundo. Algo semejante ocurrió con el euro, una vez establecido como unidad de cuenta en países de Europa.\n\nJustamente, este nivel de confianza que la mayoría de las naciones pone en su moneda y el incentivo que la gente tiene para usar el dinero fiduciario, son algunas de las razones para que muchos expertos duden de las posibilidades de las criptomonedas para convertirse en unidades de cuenta. Una sentencia que tampoco puede tomarse como definitiva, si se consideran los niveles de adopción y la popularidad que están alcanzando los activos digitales.\n\nLAS POSIBILIDADES DE SUSTITUIR AL DINERO FIDUCIARIO\nSobre estas probabilidades de que los criptoactivos se conviertan en unidades de cuenta, en un artículo publicado en Medium, el periodista Robert Cookson es uno de los que apoya la idea de que difícilmente los criptoactivos desplacen a las monedas fiduciarias, en “una economía bien administrada”.\n\nPara Cookson solo en escenarios de desastre económico -como las hiperinflaciones- podría ocurrir una “hiperbitcoinización” (adopción masiva), causando que toda la población pierda la fe en su moneda nacional y cambie al uso de bitcoin u otra criptomoneda, como base para toda su actividad económica.\n\nNo obstante, organismos internacionales como el Fondo Monetario Internacional (FMI) han publicado informes que señalan lo contrario, tal como el estudio realizado en junio pasado por el subdirector del Departamento de Mercados Monetarios y de Capital del FMI, Dong He, en el cual afirma que las criptomonedas llegarán a servir algún día como medios de pago alternativo y posiblemente como unidades de cuenta, gracias a la innovación económica continua que podría, incluso, contrarrestar una de sus debilidades: la volatilidad.\n\nAnte este futuro probable, el experto del FMI recomienda a los gobiernos la redefinición de las políticas monetarias por parte de los bancos centrales y la emisión de criptomonedas estatales.\n\nLAS CRIPTOMONEDAS EN ESCENARIOS INFLACIONARIOS\nTomando en cuenta los anteriores señalamientos, parece ser que las crisis inflacionarias son el escenario donde actualmente los activos criptográficos tienen más probabilidades, a corto plazo, de adquirir más peso que las monedas fiduciarias. Hasta ahora, los ejemplos más recientes de países con economías inflacionarias muestran que, ante el avance de la espiral inflacionaria, la población pierde la confianza en su moneda nativa y acude a otras divisas (sobre todo el dólar estadounidense) para utilizarlas como reserva de valor y unidades de cuenta.\n\nEsto suele ocurrir en primera instancia de manera no oficial entre el público, pero existen situaciones en las cuales la divisa sustituta se establece finalmente como oficial. Casos como los de Ecuador y Zimbabue dan muestra de este hecho. En el primero se adoptó el dólar en el año 2000 ante la crisis inflacionaria que sufrió en los años 90 y que causó la devaluación del Sucre, su moneda nativa. Por su parte, el Gobierno de Zimbabue, ante una economía sumida en una hiperinflación, en 2015 autorizó la circulación del dólar estadounidense, el euro y el rand sudafricano.\n\nEn los últimos años, las criptomonedas han sido utilizadas por el público como una alternativa ante el dólar y otras divisas dominantes para sustituir a sus monedas fiat durante los períodos de inflación. Aun cuando no han sustituido hasta ahora al dinero fiduciario como unidades de cuenta, sí se están convirtiendo en reserva de valor en las economías inflacionarias. Argentina y Venezuela son ejemplos de ello. Se trata de los países suramericanos con los mayores índices inflacionarios de la región, donde ha cobrado auge la adopción de bitcoin.\n\nVisto de esta forma, el plan del Gobierno venezolano, de acudir a los criptoactivos como unidad de cuenta alterna, adquiere lógica y responde a una de las estrategias que muchos economistas recomiendan para enfrentar la hiperinflación, conocida como currency peg. Es una política cambiaria que asume un país o gobierno mediante la cual se fija el tipo de cambio del banco central a la moneda de otro país, pero que el caso venezolano recurre a un criptoactivo y no a una divisa extranjera.\n\nEL PETRO COMO NUEVA UNIDAD DE CUENTA EN VENEZUELA\nSobre las medidas anunciadas por el mandatario venezolano, Nicolás Maduro, que plantean el anclaje de la economía venezolana al petro y el establecimiento del criptoactivo como nueva unidad de cuenta, el economista Giorgio Cunto analiza las posibilidades de uso, en específico, de este activo digital como unidad de cuenta. Al respecto, señala que el petro es un ancla inherentemente cuestionable desde toda perspectiva en que se analice.\n\nLa debilidad del petro como ancla corresponde a la opacidad con la cual la supuesta moneda funciona. En principio, todavía no se tienen claras sus reglas de emisión, ni los mecanismos para obtener y transar con petros: elementos esenciales para generar un nivel mínimo de confianza en su uso.\n\nGiorgio Cunto\nEconomista, Prodavinci\n\nEl economista agrega que no se puede constatar el valor del petro, aun cuando se diga que su precio equivale al del barril de petróleo, acotando que si esa equivalencia fuese real existieran mecanismos para cambiar petros por barriles. A ello suma que las reservas petroleras señaladas como respaldo (5.300 millones de barriles de petróleo ubicados en el Bloque Ayacucho de la Faja petrolífera del Orinoco, en Venezuela) actualmente carecen de valor, por estar en el subsuelo sin ser extraídas y por la caída de la producción petrolera venezolana.\n\nConcluye que para que un ancla nominal sea exitosa, debe vincularse con la credibilidad de una moneda o activo, externo a quien realiza el anclaje, lo que no ocurre con la paridad petro/bolívar, pues el gobierno venezolano está anclando una moneda en hiperinflación, el bolívar, a otra moneda prácticamente inexistente, el petro, “ambas manejadas discrecionalmente por las mismas autoridades”.\n\nEstos cuestionamientos pueden relacionarse con el análisis publicado en julio pasado en CriptoNoticias, en el cual se exponen las dificultades para encajar el petro en el concepto de criptomoneda estable o stablecoin. Sobre ello se cita que no existen elementos que permitan demostrar, validar y hacer auditoría del producto de respaldo del petro como activo digital (el petróleo), lo cual es una condición indispensable que define a las stablecoins, como el tether o más específicamente el Digix Gold (DGX), un token que equivale a 1 gramo de oro, aprobado por 99.99% de fundición de oro de las refinerías de la London Bullion Market Association (LBMA).\n\nDe esta manera, la estrategia del Gobierno venezolano para estabilizar y recuperar la economía venezolana, y superar la espiral hiperinflacionaria, luce ambigua, pues se oficializa en el país caribeño una nueva unidad de cuenta que no solamente no tiene un respaldo auditable que verifique su valor, sino que no es tangible como medio de pago. El criptoactivo tampoco ha sido emitido, ni se ofrece para intercambio en casas de cambio y además, la población en general no puede acceder a la oferta del token con bolívares.\n\nAsimismo, el petro no tiene reconocimiento internacional, debido a las sanciones impuestas por el Departamento del Tesoro estadounidense. La única excepción en este sentido es el banco ruso Evrofinance Mosnarbank, el cual desafió las sanciones impuestas por el Gobierno de Estados Unidos y se ha convertido en la única institución financiera que procesa la compra del petro. No obstante, el 49% de la acciones de esta entidad son propiedad del Gobierno de Venezuela desde el último periodo del expresidente Hugo Chávez, en 2011, cuando fueron compradas a nombre del Fondo Nacional para el Desarrollo Nacional (FONDEN).
