| body | Snouck Hurgronje. Nama itu tak asing lagi dalam sejarah perjuangan bangsa Indonesia, khususnya di masa penaklukan Aceh oleh kolonial Belanda. Berkat informasi yang dipasok orientalis yang menguasai budaya Aceh dan Islam itu, pasukan kolonial Belanda berhasil menguasai Aceh. Kiprah warga Belanda itu tak hanya tercatat di bumi Serambi Mekkah saja. Jejak kaki Hurgronje (1857-1936) juga sampai ke Makkah yang sesungguhnya di Arab Saudi. Demi mempelajari Islam, ritual haji, dan kehidupan masyarakat di Makkah, lulusan jurusan teologi di Universitas Lieden, ini pernah tinggal selama sekitar tujuh bulan di Kota Suci itu. Pria yang lahir di Oosterhout, Belanda, pada 1857 dan memiliki nama lengkap Christiaan Snouck Hurgronje, ini bahkan dikabarkan sampai mengubah keyakinan agamanya alias menjadi mualaf demi bisa menetap di Kota Makkah. Dia juga fasih berbahasa Arab,'' Pada 1880, Hurgronje menulis tesis doktornya berjudul "Het Mekkansche Feest" (Pesta Makkah) yang menggambarkan ibadah haji dan adat istiadatnya. Pada waktu itu, pemerintah di negara-negara Eropa mulai melihat dukungan yang diberikan penduduk Muslim bagi upaya kemerdekaan bagi wilayah koloni Eropa dan Belanda. Makkah dipandang sebagai tempat berkumpulnya para pejuang Muslim fanatik. Pada 1884, berkat didanai pemerintah Belanda, Hurgronje dikirim ke Jeddah untuk meneliti kehidupan Muslim fanatik di Makkah. Namun dia juga memiliki kepentingan pribadi untuk memasuki Tanah Suci. Karena bukan seorang Muslim, dia pertama kali berangkat ke Jeddah dengan maksud mendekati kalangan elit di sana. Demi bisa memasuki Makkah dan mendapatkan kepercayaan dari warga serta pejabat pemerintah di sana, Hurgronje secara terbuka mengumumkan keputusannya untuk menjadi pemeluk Islam. Bahkan kemudian dia dikenal dengan sebutan Abd Al-Ghaffar. Berkat cara itu, dia akhirnya diizinkan untuk memasuki Makkah dan perjalannya diatur pada 21 Januari 1885. Selama tujuh bulan, Hurgronje tinggal di Makkah. Meski terbilang singkat, dia mengamati, mencatat, dan mempelajari kehidupan masyarakat lokal. ''Waktu itu, Makkah memiliki salah satu pasar budak terbesar di dunia, dan Hurgronje kagum dengan perlakukan manusiawi yang diberikan kepada budak karena budak-budak itu diperlakukan sebagai anggota keluarga,'' Hurgronje juga mengamati kehidupan wanita di Makkah. Persoalan status sosial, rasa mode, dan kebebasan yang diberikan kepada kalangan wanita ini dibandingkannya dengan wanita di kota-kota di Timur lainnya. Minatnya yang begitu besar terhadap Makkah membuat curiga pemerintah negara Eropa yang lain. Setelah itu terungkap bahwa Hurgronje adalah seorang mata-mata, penipu, sekaligus sebagai sedikit dari kalangan orientalis kala itu. Tak lama usai menikahi wanita Ethiopia, dia dideportasi dari Arab Saudi atas permintaan pemerintah Prancis yang menuduhnya telah mencuri batu Taima. Akibatnya, Hurgronje harus segera meninggalkan Makkah. Dengan tergesa, dia mengumpulkan catatan dan foto-foto yang diperolehnya selama tinggal di Makkah. Namun peralatan kamera ditinggalnya dan dititipkan kepada temannya yang seorang mahasiswa fotografi, Al-Sayyid Abd Al-Ghaffar. Hurgronje kemudian balik ke Belanda dan mulai menulis berbagai artikel mengenai Makkah. Dia tetap menjalin kontak dengan temannya, Al-Sayyid untuk bertukar informasi dan mendapatkan foto-foto terbaru mengenai Makkah, termasuk foto-foto mengenai jamaah haji. Sekembalinya di tanah kelahirannya, tak diketahui kabar selanjutnya, apakah dia masih memegang agama Islamnya, atau kembali ke agama asalnya. Namun, banyak karya yang dibuatnya mengenai Islam dan budaya Makkah. Mungkin karena itu pula, hubungan dia dengan petinggi Arab Saudi bisa terjalin baik. Sebagai pertanda eratnya hubungan itu, Pangeran Saud dari Kerajaan Saudi sampai tiga kali mengunjungi Belanda selama kurun waktu 1926-1935. |

| body | DEMOKRASI UNTUK INDONESIA Menurut t, Alm. Dr Tengku Hasan Muhammad di Tiro LL.D Ph.D, Islam adalah suatu falsafah, ideologi, dan agama yang hidup dan berakar dalam masyarakat Indonesia. Atas dasar penduduk beragama Islam inilah yang menjadi alasan baginya untuk untuk menjadikan Islam sebagai falsafah hidup dan ideologi masyarakat Indonesia. Tiro menyakini bahwa Islam mempunyai kedudukan yang istimewa dalam kehidupan kebangsaan Indonesia, karena Islam lah satu-satunya kekuatan yang mampu mempersatukan sebagian besar dari bangsa-bangsa Indonesia yang alamnya, sejarahnya, bangsanya, bahasanya, kepentingan ekonominya, politiknya, dan adat istiadat tidak pernah mengenal kesatuan itu. Maka dari itu Tiro seorang yang awal masa mudanya sangat nasionalis yang sempat menjadi orang kepercayaan Waperdam Sjafruddin Prawiranegara, lalu dikirim Pemerintah Indonesia menjadi staf Atase Penerangan di Kantor Peroetoesan Tetap Pemerintah Republik Indonesia (PTRI) di New York, Amerika Serikat. Di kota tempat PBB bermarkas itu pula Tiro menamatkan program doktor pada Columbia University. Pada tahun 1958, setelah 8 tahun berada dan kuliah di Amerika Serikat, Hasan Tiro menulis buku yang berjudul Democracy for Indonesia dalam bahasa Inggris dan juga Melayu. Tiro mengatakan bahwa “pancasila bukan filsafat atau suatu ideologi yang hidup dalam masyarakat Indonesia.” Tiro berpendapat bahwa Islam lah yang dijadikan filsafat atau ideologi negara karena ia hidup dan berakar dalam masyarakat Indonesia. Tiro juga menolak bentuk ketatanegaraan Republik Indonesia yang bersifat unitaris, karena bentuk seperti demikian akan menimbulkan dominasi suku. “Demokrasi untuk Indonesia” ala Hasan Tiro adalah sebuah tatanan negara yang keterwakilan politiknya berdiri diatas dua kamar besar, suku bangsa disatu kamar dan perbedaan ideologi dikamar yang lain, keterwakilan ideologi adalah keterwakilan lewat partai politik. Sementara keterwakilan suku bangsa adalah keterwakilan sebagaimana layaknya lembaga Kongres dalam tatanan negara Amerika Serikat, dimana setiap “provinsi” memiliki keterwakilannya di pemerintah pusat, cara pemilihan berdasarkan “electoral district system”, dimana orang yang dipilih menjadi wakil suatu daerah haruslah berasal dari daerah tersebut yang benar-benar mengerti kebutuhan daerah tersebut. | body |  PERANG ACEH.PERANG KOLONIAL TERLAMA Secara militer, Perang Aceh juga merupakan perang terbesar melawan penjajah Belanda di Indonesia. Bagi Belanda, Perang Aceh tidak hanya pertikaian senjata, tetapi merupakan urusan politik nasional, penjajah, dan internasional selama satu abad, yang mengantarkan ke dunia modern. Sejak tahun 1873, Perang Aceh diiringi oleh dua pertanyaan yang tidak terjawab. Pertama soal militer. Apakah perang ini dilakukan dengan cara yang tepat? Strategi militernya, taktiknya, dan kepahlawanan dipersoalkan di sini; bukan hanya itu, tetapi juga provokasi, teror, dan kekejaman. Semua panglima tertinggi datang pergi silih berganti. Di antaranya terdapat jenderal-jenderal masyhur, seperti J. Van Swieten, K. van der Heijden, dan J.B. van Heutsz, terlibat dalam perang terpanjang Belanda itu. Mereka ditugaskan di Aceh untuk menundukkan perjuangan Jihad para ulama dan rakyat aceh. Pertanyaan kedua yang tidak terjawab bersifat susila dan politik. Apakah perang ini dapat dibenarkan? Perdebatan ini pun memakan waktu tiga perempat abad dan belum selesai. Di antaranya Multatuli, Busken Huet, Abraham Kuyper, Snouck Hurgronje, Troelstra, Ratu Wilhelmina, Volin, dan masih banyak lagi. Sebagian besar mereka orang Belanda, namun ada kalanya terdengar suara orang pribumi, walaupun perang ini lebih merupakan persoalan Belanda dan Hindia Belanda daripada persoalan pribumi. Pada bulan Oktober 1872 terbit surat terbuka Multatuli, yang menentang perang melawan kerajaan Islam Aceh, Surat kepada Raja: “Gubernur Jenderal, Tuanku, dengan bermacam dalih yang dicari-cari, berdasarkan alasan provokasi yang dibuat-buat, melancarkan perang kepada Sultan Aceh, dengan tujuan merampas kedaulatan kesultanan itu. Tuanku, perbuatan ini tidak berbudi, tidak luhur, tidak jujur, dan tidak bijaksana.” Pada tahun 1873 Pendeta J.H. Gunning di Den Haag menerbitkan buku dengan judul yang sarat makna, Acchin, een waarshuwing Dods aan ons (Aceh, suatu peringatan Tuhan kepada kita), sebuah khotbah tentang ekspedisi yang gagal itu. Ia mengutip di dalamnya bagaimana Tuhan menurut Joshua VII menghukum anak-anak Israel dengan menimpakan kekalahan. “Lebih daripada pencurian uang dan barang yang telah kita lakukan terhadap Hindia Timur,” kata Gunning dalam khotbahnya. “Tidak kita berikan kepada mereka kehidupan yang ada dalam Yesus Kristus. Karena itu, di dalam dan di luar batas-batas jajahan, kita tumbuhkan kehidupan yang bermusuhan dan berbalik melawan kita. Kita harus mengakui dan memberantas dosa-dosa terhadap tanah jajahan Hindia Timur. Sifat mementingkan diri kita dan nenek moyang kita janganlah lagi kita hiasi dengan nama yang indah-indah, dan jangan kita lanjutkan. Keadilan untuk orang bawah, dalam pemerintahan negara dan hubungan perdagangan pertama-tama ditegakkannya keadilan kembali, dengan langkah yang tetap, bersih, dan juga bermanfaat tujuannya. "body": "\n\nPERANG ACEH.PERANG KOLONIAL TERLAMA\n\nSecara militer, Perang Aceh juga merupakan perang terbesar melawan penjajah Belanda di Indonesia. Bagi Belanda, Perang Aceh tidak hanya pertikaian senjata, tetapi merupakan urusan politik nasional, penjajah, dan internasional selama satu abad, yang mengantarkan ke dunia modern.\n\nSejak tahun 1873, Perang Aceh diiringi oleh dua pertanyaan yang tidak terjawab. Pertama soal militer. Apakah perang ini dilakukan dengan cara yang tepat? Strategi militernya, taktiknya, dan kepahlawanan dipersoalkan di sini; bukan hanya itu, tetapi juga provokasi, teror, dan kekejaman.\n\nSemua panglima tertinggi datang pergi silih berganti. Di antaranya terdapat jenderal-jenderal masyhur, seperti J. Van Swieten, K. van der Heijden, dan J.B. van Heutsz, terlibat dalam perang terpanjang Belanda itu. Mereka ditugaskan di Aceh untuk menundukkan perjuangan Jihad para ulama dan rakyat aceh.\n\nPertanyaan kedua yang tidak terjawab bersifat susila dan politik. Apakah perang ini dapat dibenarkan? Perdebatan ini pun memakan waktu tiga perempat abad dan belum selesai. Di antaranya Multatuli, Busken Huet, Abraham Kuyper, Snouck Hurgronje, Troelstra, Ratu Wilhelmina, Volin, dan masih banyak lagi.\n\nSebagian besar mereka orang Belanda, namun ada kalanya terdengar suara orang pribumi, walaupun perang ini lebih merupakan persoalan Belanda dan Hindia Belanda daripada persoalan pribumi.\n\nPada bulan Oktober 1872 terbit surat terbuka Multatuli, yang menentang perang melawan kerajaan Islam Aceh, Surat kepada Raja: “Gubernur Jenderal, Tuanku, dengan bermacam dalih yang dicari-cari, berdasarkan alasan provokasi yang dibuat-buat, melancarkan perang kepada Sultan Aceh, dengan tujuan merampas kedaulatan kesultanan itu. Tuanku, perbuatan ini tidak berbudi, tidak luhur, tidak jujur, dan tidak bijaksana.”\n\nPada tahun 1873 Pendeta J.H. Gunning di Den Haag menerbitkan buku dengan judul yang sarat makna, Acchin, een waarshuwing Dods aan ons (Aceh, suatu peringatan Tuhan kepada kita), sebuah khotbah tentang ekspedisi yang gagal itu.\n\nIa mengutip di dalamnya bagaimana Tuhan menurut Joshua VII menghukum anak-anak Israel dengan menimpakan kekalahan. “Lebih daripada pencurian uang dan barang yang telah kita lakukan terhadap Hindia Timur,” kata Gunning dalam khotbahnya.\n\n“Tidak kita berikan kepada mereka kehidupan yang ada dalam Yesus Kristus. Karena itu, di dalam dan di luar batas-batas jajahan, kita tumbuhkan kehidupan yang bermusuhan dan berbalik melawan kita. Kita harus mengakui dan memberantas dosa-dosa terhadap tanah jajahan Hindia Timur. Sifat mementingkan diri kita dan nenek moyang kita janganlah lagi kita hiasi dengan nama yang indah-indah, dan jangan kita lanjutkan. Keadilan untuk orang bawah, dalam pemerintahan negara dan hubungan perdagangan pertama-tama ditegakkannya keadilan kembali, dengan langkah yang tetap, bersih, dan juga bermanfaat tujuannya. How is the situation of statues and monuments from the colonial past in the Netherlands, once the colonizer of South-Africa and the Dutch East Indies (now Indonesia)? Let's take as an example the monuments and statues of the former commander of the Dutch military forces in the Dutch East Indies (KNIL) and later Supreme Governor of the Dutch East Indies: J. Van Heutsz (1851 - 1924) The Monument Indië-Nederland (formerly the 'Van Heutsz monument') is located near the Olympiaplein in the southern part of Amsterdam. The monument was originally a badge of honour, meant for General J. B. van Heutsz, who was the commandant of the Royal Netherlands East Indies Army and is also known for bringing Atjeh under Dutch authority. Because of political pressure the name was changed to Monument Indië-Nederland. On the pedestal used to be a portrait of the general van Heutsz, but because there was a lot of criticism about how van Heutsz had beaten down the rebellion in Atjeh, the portrait was removed and the name of the monument was changed from het van Heutsz monument to het monument Indië-Nederland. After the plaquette with the portrait had been removed, it was stolen in 1984. Is Van Heutsz in The Netherlands considered as a 'racist' or a war criminal by many left-wing politicians, the opinion of political and military leaders in present-day Atjeh (Aceh) or Indonesia is totally the opposite. By the people of Atjeh he is considered as a worthy and honorable opponent in war and in peace as a Governor as the man who stipulated that the profits of the oil exploration by Shell in Atjeh should mainly go to the people of Atjeh. By Indonesian politicians and the military he is considered as the 'Nation-Builder' of the present-day Indonesia; without his expansionist policies and military operations there would't be an Indonesia within the present borders. In the seventies a deputation of high ranking officers and politicians from Atjeh visited Amsterdam and wanted to lay flowers at the Van Heutsz monument in Amsterdam. They were shocked about the neglected and even vandalized state in which they found the monument then. They laid some flowers at the statue of General van Heutz at 'Bronbeek' (Old Soldiers Home) near Arnhem instead. This same statue once stood in the town of Kota-Radja (now: Banda Aceh) in Atjeh and when the Japanese occupied the Province of Atjeh, the population of Atjeh took the statue of Van Heutsz from its pedestal and did hide it from the Japanese army, so they could not destroy it. After the war they returned the statue to the Dutch authorities, who brought it after the independence of Indonesia to the Netherlands and placed it in Bronbeek. The people of Atjeh do understand very well that he who destroys or takes down statues, actually destroys his own history... |

| body | 136 Tahun Pengkhianatan Panglima Tibang Jamer Warren Gould, seorang penulis asal Amerika Serikat, ahli internasional relation dari California, sangat tertarik untuk mengetahui sebab-musabab perang Aceh. Tahun 1957 ia berhasil meyakinkan pemerintah Belanda untuk membuka dokumen rahasia tentang Aceh. Kisah pengkhianatan Panglima Tibang pun terungkap. Sebelumnya tak ada yang tahu bagaimana peristiwa bersejarah itu terjadi. Hasil penelitian itu dimuat dalam majalah Annals of Iowa. Dunia pun terperanjat, karena peristiwa itu sudah 80 tahun ditutupi Belanda. Kisahnya bermula dari Panglima Tibang selaku utusan kerajaan Aceh dengan Konsul Amerika di Singapura, Mayor Studer. Pertemuan itu juga dinilai sebagai gebrakan berani diplomasi luar negeri Aceh dalam mempertahankan kedaulatannya. Pertemuan itu oleh Belanda disebut sebagai Het Veraad van Singapore yang bermakna pengkhianatan di Singapura. Panglima Muhammad Tibang menjumpai Studer untuk membahas perjanjian kerja sama antara Aceh dan Amerika, karena itu Studer dianggap Belanda sebagai pengkhianat yang ingin berkomplotan dengan kerajaan Aceh. Maklum hubungan Aceh dengan Belanda saat itu tidak baik. Sultan Aceh dituduh berkhianat karena melanggar perjanjian perdamaian dan persahabatan dengan kerajaan Belanda. Perjanjian itu dibuat pada tahun 1857. Panglima Tibang dan Mayor Studer dinilai Belanda bertanggung jawab terjadap meletusnya perang Aceh dengan Belanda. Hasil penelitian Jamer Warren Gould mengungkapkan bahwa pengkhianatan di Singapura (Het Veraad van Singapore) yang dituduh Belanda ternyata bukan Mayor Studer dan Panglima Tibang, tapi Tengku Muhammad Arifin, seorang mata-mata Belanda dan Read Konsul Belanda di Singapura. Peristiwa tentang Aceh itu lebih mengejutkan lagi bagi dunia internasional setelah terbitnya buku De Atjeh Oorlog karangan Paul van’t Veer. Melalui buku itu dunia internasional lebih mengetahui apa yang sebenarnya disebutkan Belanda Het Veraad van Singapore yang telah menjerumuskan Aceh dalam perang panjang dengan Belanda. Di sana terungkap, setelah Panglima Tibang tiba di Kutaraja dari Singapura, suatu berita penting sampai ke telinga Sultan Aceh, yaitu Belanda akan menyampaikan ultimatum kepada Sultan Aceh. Atas perintah Sultan, Panglima Tibang mendadak berangkat ke Riau untuk meminta keterangan kepada Schiff, Residen Riau yang melaksanakan operasi politik ke Aceh dan sebelah timur. Sebelah barat operasi politik ke Aceh dilaksanakan oleh van Swieten, Gubernur Sumatra Barat. Panglima Tibang berangkat bersama delegasi Kerajaan Aceh yang terdiri dari Tgk Nyak Muhammad, Tgk Lahuda Muhammad Said, Tgk Nyak Akob, serta Tgk Nyak Agam. Panglima Tibang bertindak sebagai ketua delegasi tersebut. Kepada delegasi Aceh Schiff membantah bahwa Belanda akan menyampaikan ultimatumnya. Belanda tetap beritikad baik terhadap Sultan dan tetap memegang teguh perdamaian dan persahabatan dengan Aceh. Setelah sebulan di Riau, Panglima Tibang diantar pulang ke Aceh dengan kapal perang Marnix. Tetapi ia mengatakan kepada Schiff ingin singgah ke Singapura untuk membeli sebuah kapal api guna kepentingan transportasi di Aceh. Di Singapura Panglima Tibang melakukan pertemuan dengan Konsul Amerika, Mayor Studer. Seperti pada kesempatan pertama, kali ini Panglima Tibang juga ditemani oleh Tengku Muhammad Arifin, yakni mata-mata Belanda yang diutuskan oleh Konsul Belanda di Singapura, Read setelah menerima informasi dari Schiff di Riau. Dalam pertemuan itu Tengku Muhammad Arifin dipakai oleh Panglima Tibang sebagai penerjemah. Padahal sebelumnya Panglima Tibang telah menggunakan orang lain, namun atas bujuk rayu Tengku Muhammad Arifin penerjemah itu tidak dipakai. Maka muluslah usaha Tengku Muhammad Arifin untuk memata-matai pertemuan Panglima Tibang dengan Studer. Panglima Muhammad Tibang meminta kepada Studer untuk membuat naskah perjanjian di Singapura dan dikirim ke Washintong, Amerika Serikat secepatnya. Ia menilai perjanjian itu sangat mendesak untuk dibuat. Tapi Studer mengatakan ia tidak punya wewenang untuk membuat perjanjian tersebut. Meski demikain ia berjanji mengirim perjanjian yang telah ditandatangani oleh Sultan Aceh kepada Pemerintah Amerika. Mereka kemudian mendiskusikan masalah-masalah yang dirasakan layak menjadi isi dan perjanjian Aceh-Amerika, yakni mengenai hal-hal yang diinginkan oleh Amerika dan yang dapat diberikan oleh Aceh dalam batas-batas yang wajar. Arifin yang ternyata mata-mata Belanda, membocorkan isi pertemuan itu kepada Konsul Belanda di Singapura, Read. Namun apa yang disampaikannya berbeda jauh dengan isi pembicaraan yang ia dengar. Kepada Read ia mengatakan bahwa Studer telah menyusun sebuah perjanjian antara Aceh dengan Amerika yang terdiri atas 12 pasal dan akan menulis surat kepada Laksamana Jenkis pemipin armada Amerika di Hongkong untuk berangkat ke Aceh. Dengan kebohonganya itu Arifin meminta kepada Belanda untuk segera mengirim kapal perangnya ke Aceh. Kebohongan Arifin terungkap dalam surat Read tertanggal 15 Juni 1873 kepada Menteri Luar Negeri Belanda, Gericke yang isinya “Untuk memastikan isi perjanjian itu Muhammad Arifin telah membuatnya begitu katanya dalam bentuk perjanjian yang pernah dibuat antara beberapa negara dengan Siam, rancangan yang dibacakan sendiri oleh Muhammad Arifin kepada Studer, tetapi Studer kurang setuju dengan rancangan perjanjian tersebut. Ia mengambil sebuah buku, kemudian membaca teks perjanjian Brunei dalam bahasa Inggris, yang diterjemahkan ke dalam bahasa Melayu oleh seorang kerani konsulat, sedangkan Arifin menulisnya”. Mayor Studer sendiri kemudian menerangkan dalam laporannya, bahwa sama sekali tidak bermaksud mengusulkan diadakannya perjanjian dengan Aceh. Akan tetapi, Arifin lah yang mengajukan dengan membawa naskah rancangan perjanjian itu kepadanya. Panglima Tibang hanya membawa sebuah surat dari Sultan Aceh yang meminta bantuan Amerika Serikat. Keterangan Studer ini sesuai dengan pengakuan Arifin di dalam proses verbal yang dibuat di depan Jenderal Verspijk, Kepala Biro Perbekalan Peperangan Belanda yang sedang mempersiapkan ekspedisi Belanda kedua terhadap Aceh. Rancangan perjanjian yang dibuat oleh Arifin bukan diserahkan kepada Studer dalam pertemuan antara Studer dan Panglima Tibang, tetapi diserahkan pada waktu Arifin datang sendirian mengunjungi Studer beberapa waktu setelah pertemuan dengan Panglima Tibang usai. Sebenarnya, setelah pertemuan antara Panglima Tibang dan Studer usai, Arifin tidak langsung mengirimkan laporan kepada Read karena pada waktu itu Read berada di Bangkok. Samua hal yang tidak dapat dimengerti adalah mengapa Arifin tidak menyampaikan laporan tersebut kepada Meir, wakil Read. Baru dua minggu setelah itu Arifin menulis surat kepada Read di Bangkok mengenai pertemuan antara Panglima Tibang dan Studer. Setelah menerima surat Arifin, Read langsung kembali ke Singapura. Segera Arifin diperintahkan untuk berangkat ke Riau menyampaikan laporan tersebut kepada Residen Schiff. Ia diberi uang saku $ 2,00 permil dan $ 2 5,00 uang jalan. Setelah dua hari berada di Singapura Read mengirim kawat kepada, Gubernur Jenderal Hindia Belanda, Loudon mengenai pertemuan Panglima Tibang dengan Studer. Isinya, “Intrik-intrik yang sangat serius antara perutusan Aceh dan konsul Amerika di Singapura terungkap; hal ini memerlukan pertimbangan langsung. Perincian dikirim dengan kapal yang pertama.” Keesokan harinya, Read mengirimkan laporan seperti berikut: “Perutusan menyampaikan kepada Konsul Italia dan Amerika surat Sultan Aceh yang meminta bantuan unruk menghadapi Belanda. Konsul Amerika berjanji akan menyurati Laksamana Jenkins di Cina dan telah menyusun sebuah perjanjian 12 pasal yang akan ditandatangani oleh Sultan dan akan mengirimkan kembali. Orang-orang Amerika siap sedia datang dalam waktu dua bulan. Informasi ini kiranya mendapat kepercayaan sepenuhnya”. Laporan Read tersebut menimbulkan kegemparan di Batavia. Sebuah telegram yang mengandung pokok-pokok soal yang terdapat dalam laporan Read dikirim oleh Loudon ke Den Haag. Pada tanggal 18 Februari 1873 Menteri Luar Negeri Belanda memohon kepada raja untuk menjamin keamanan di Aceh seperti yang diwajibkan oleh perjanjian 1824. Pada hari yang sama Menteri Luar Negeri Belanda meminta kepada Washington dan Roma untuk menyangkal tindakan- tindakan konsulnya di Singapura dan menjernihkan permasalahan bersama dengan negara-negara besar lainnya, atas dasar bahwa perlindungan terhadap perdagangan di perairan Aceh menjadi kewajiban Belanda. Di samping itu, Kementerian Luar Negeri Belanda mengirimkan nota kuasa kepada Duta Besar Belanda di Washington untuk menyampaikan kepada Fish, Menteri Luar Negeri Aimerika, suatu nota yang menggambarkan bahwa Belanda telah melaksanakan kewajibannya menjamin keamanan pelayaran dan perdagangan di perairan Aceh sesuai dengan isi perjanjian yang ditandatanganinya dengan Inggris. Selain itu, disebutkan pula Belanda telah mengetahui bahwa perutusan Aceh telah mengadakan hubungan dengan Konsul Amerika di Singapura. Belanda bermaksud mengadakan suatu perjanjian dengan mereka. Bahkan lebih jauh, Amerika disebutkan sedang bersiap-siap memanggil panglima angkatan lautnya di Laut Cina agar datang membawa kapal perangnya ke perairan Aceh. Pemerintah Belanda memandang tindakan-tindakan tersebut dapat meningkatkan perlawanan Aceh, dan yakin bahwa Pemerintah Amerika Serikat tidak bermaksud merintangi Belanda, bahkan sebaliknya akan bersimpati dan memberikan dukungan dalam usaha melaksanakan action civilisatrice (usaha membawa peradaban). Sebagai langkah selanjutnya Belanda memohon kepada Menteri Luar Negeri Amerika agar meminta Studer menghentikan usahanya mengadakan peranjian dengan perutusan Aceh. Pada tanggal 19 Februari 1873 Den Haag mengirim kawat kepada Batavia sebagai berikut: “Jika Anda tidak merasa bimbang terhadap kebenaran informasi Konsul Singapura, kirimkan angkatan laut yang kuat ke Aceh untuk meminta penjelasan dan pertanggungjawaban atas sikap bermuka dua dan khianat itu.” Kawat tersebut merupakan lampu hijau bagi Gubernur Jenderal Hindia Belanda (Loudon) untuk menggempur Aceh. Memang, inilah yang ditunggu-tunggu Loudon meskipun sewaktu menjadi Menteri Jajahan menganut politik non-intervention atau tidak campur tangan. Setelah menjadi Gubernur Jenderal Hindia Belanda, Loudon merupakan seorang penjajah yang sangat bernafsu untuk menaklukkan Aceh. Ia menanggapi hal itu dengan mengatakan. “Selama kedaulatan kita tidak diakui, tetap ada campur tangan asing yang mengancam kita seperti pedang Democles.” Pada 21 Februari 1873 Loudon mengadakan rapat Dewan Hindia yang dihadiri juga oleh pemimpin-pernimpin militer. Sehari kemudian ia mengirim telegram ke Den Haag, Belanda isinya: “Dewan Hindia di Batavia yang saya pimpin dengan dihadiri oleh jenderal dan laksamana, menyetujui usul saya untuk mengirim secepat mungkin komisi yang didukung oleh empat batalyon ke Aceh untuk menyampaikan ultimatum, adakala pengakuan kedaulatan, adakala perang. Kita akan hadapi Amerika dengan fait accompli. Presiden Nienwenhuijzen adalah orangnya.” Hal inilah yang kemudian membuat Belanda mengultimatum Aceh yang akhirnya membuat perang Aceh dengan Belanda meletus. Seperti pada kesempatan pertama, kali ini Panglima Tibang juga ditemani oleh Tengku Muhammad Arifin, yakni mata-mata Belanda yang diutuskan oleh Konsul Belanda di Singapura, Read setelah menerima informasi dari Schiff di Riau.\n\nDalam pertemuan itu Tengku Muhammad Arifin dipakai oleh Panglima Tibang sebagai penerjemah. Padahal sebelumnya Panglima Tibang telah menggunakan orang lain, namun atas bujuk rayu Tengku Muhammad Arifin penerjemah itu tidak dipakai. Maka muluslah usaha Tengku Muhammad Arifin untuk memata-matai pertemuan Panglima Tibang dengan Studer.\n\nPanglima Muhammad Tibang meminta kepada Studer untuk membuat naskah perjanjian di Singapura dan dikirim ke Washintong, Amerika Serikat secepatnya.\nIa menilai perjanjian itu sangat mendesak untuk dibuat. Tapi Studer mengatakan ia tidak punya wewenang untuk membuat perjanjian tersebut. Meski demikain ia berjanji mengirim perjanjian yang telah ditandatangani oleh Sultan Aceh kepada Pemerintah Amerika.\n\nMereka kemudian mendiskusikan masalah-masalah yang dirasakan layak menjadi isi dan perjanjian Aceh-Amerika, yakni mengenai hal-hal yang diinginkan oleh Amerika dan yang dapat diberikan oleh Aceh dalam batas-batas yang wajar. \n\nArifin yang ternyata mata-mata Belanda, membocorkan isi pertemuan itu kepada Konsul Belanda di Singapura, Read. Namun apa yang disampaikannya berbeda jauh dengan isi pembicaraan yang ia dengar.\n\nKepada Read ia mengatakan bahwa Studer telah menyusun sebuah perjanjian antara Aceh dengan Amerika yang terdiri atas 12 pasal dan akan menulis surat kepada Laksamana Jenkis pemipin armada Amerika di Hongkong untuk berangkat ke Aceh. Dengan kebohonganya itu Arifin meminta kepada Belanda untuk segera mengirim kapal perangnya ke Aceh. \n\nKebohongan Arifin terungkap dalam surat Read tertanggal 15 Juni 1873 kepada Menteri Luar Negeri Belanda, Gericke yang isinya “Untuk memastikan isi perjanjian itu Muhammad Arifin telah membuatnya begitu katanya dalam bentuk perjanjian yang pernah dibuat antara beberapa negara dengan Siam, rancangan yang dibacakan sendiri oleh Muhammad Arifin kepada Studer, tetapi Studer kurang setuju dengan rancangan perjanjian tersebut. Ia mengambil sebuah buku, kemudian membaca teks perjanjian Brunei dalam bahasa Inggris, yang diterjemahkan ke dalam bahasa Melayu oleh seorang kerani konsulat, sedangkan Arifin menulisnya”.\n\nMayor Studer sendiri kemudian menerangkan dalam laporannya, bahwa sama sekali tidak bermaksud mengusulkan diadakannya perjanjian dengan Aceh. Akan tetapi, Arifin lah yang mengajukan dengan membawa naskah rancangan perjanjian itu kepadanya. Panglima Tibang hanya membawa sebuah surat dari Sultan Aceh yang meminta bantuan Amerika Serikat. \n\nKeterangan Studer ini sesuai dengan pengakuan Arifin di dalam proses verbal yang dibuat di depan Jenderal Verspijk, Kepala Biro Perbekalan Peperangan Belanda yang sedang mempersiapkan ekspedisi Belanda kedua terhadap Aceh.\n\nRancangan perjanjian yang dibuat oleh Arifin bukan diserahkan kepada Studer dalam pertemuan antara Studer dan Panglima Tibang, tetapi diserahkan pada waktu Arifin datang sendirian mengunjungi Studer beberapa waktu setelah pertemuan dengan Panglima Tibang usai.\n\nSebenarnya, setelah pertemuan antara Panglima Tibang dan Studer usai, Arifin tidak langsung mengirimkan laporan kepada Read karena pada waktu itu Read berada di Bangkok. Samua hal yang tidak dapat dimengerti adalah mengapa Arifin tidak menyampaikan laporan tersebut kepada Meir, wakil Read. \n\nBaru dua minggu setelah itu Arifin menulis surat kepada Read di Bangkok mengenai pertemuan antara Panglima Tibang dan Studer. Setelah menerima surat Arifin, Read langsung kembali ke Singapura. Segera Arifin diperintahkan untuk berangkat ke Riau menyampaikan laporan tersebut kepada Residen Schiff. Ia diberi uang saku $ 2,00 permil dan $ 2 5,00 uang jalan. \n\nSetelah dua hari berada di Singapura Read mengirim kawat kepada, Gubernur Jenderal Hindia Belanda, Loudon mengenai pertemuan Panglima Tibang dengan Studer. Isinya, “Intrik-intrik yang sangat serius antara perutusan Aceh dan konsul Amerika di Singapura terungkap; hal ini memerlukan pertimbangan langsung. Perincian dikirim dengan kapal yang pertama.” \n\nKeesokan harinya, Read mengirimkan laporan seperti berikut: “Perutusan menyampaikan kepada Konsul Italia dan Amerika surat Sultan Aceh yang meminta bantuan unruk menghadapi Belanda. Konsul Amerika berjanji akan menyurati Laksamana Jenkins di Cina dan telah menyusun sebuah perjanjian 12 pasal yang akan ditandatangani oleh Sultan dan akan mengirimkan kembali. Orang-orang Amerika siap sedia datang dalam waktu dua bulan. Informasi ini kiranya mendapat kepercayaan sepenuhnya”.\n\nLaporan Read tersebut menimbulkan kegemparan di Batavia. Sebuah telegram yang mengandung pokok-pokok soal yang terdapat dalam laporan Read dikirim oleh Loudon ke Den Haag. Pada tanggal 18 Februari 1873 Menteri Luar Negeri Belanda memohon kepada raja untuk menjamin keamanan di Aceh seperti yang diwajibkan oleh perjanjian 1824.\n\nPada hari yang sama Menteri Luar Negeri Belanda meminta kepada Washington dan Roma untuk menyangkal tindakan- tindakan konsulnya di Singapura dan menjernihkan permasalahan bersama dengan negara-negara besar lainnya, atas dasar bahwa perlindungan terhadap perdagangan di perairan Aceh menjadi kewajiban Belanda. \n\nDi samping itu, Kementerian Luar Negeri Belanda mengirimkan nota kuasa kepada Duta Besar Belanda di Washington untuk menyampaikan kepada Fish, Menteri Luar Negeri Aimerika, suatu nota yang menggambarkan bahwa Belanda telah melaksanakan kewajibannya menjamin keamanan pelayaran dan perdagangan di perairan Aceh sesuai dengan isi perjanjian yang ditandatanganinya dengan Inggris. \nSelain itu, disebutkan pula Belanda telah mengetahui bahwa perutusan Aceh telah mengadakan hubungan dengan Konsul Amerika di Singapura. Belanda bermaksud mengadakan suatu perjanjian dengan mereka. Bahkan lebih jauh, Amerika disebutkan sedang bersiap-siap memanggil panglima angkatan lautnya di Laut Cina agar datang membawa kapal perangnya ke perairan Aceh. \n\nPemerintah Belanda memandang tindakan-tindakan tersebut dapat meningkatkan perlawanan Aceh, dan yakin bahwa Pemerintah Amerika Serikat tidak bermaksud merintangi Belanda, bahkan sebaliknya akan bersimpati dan memberikan dukungan dalam usaha melaksanakan action civilisatrice (usaha membawa peradaban). \n\nSebagai langkah selanjutnya Belanda memohon kepada Menteri Luar Negeri Amerika agar meminta Studer menghentikan usahanya mengadakan peranjian dengan perutusan Aceh.\n\nPada tanggal 19 Februari 1873 Den Haag mengirim kawat kepada Batavia sebagai berikut: “Jika Anda tidak merasa bimbang terhadap kebenaran informasi Konsul Singapura, kirimkan angkatan laut yang kuat ke Aceh untuk meminta penjelasan dan pertanggungjawaban atas sikap bermuka dua dan khianat itu.”\n\nKawat tersebut merupakan lampu hijau bagi Gubernur Jenderal Hindia Belanda (Loudon) untuk menggempur Aceh. Memang, inilah yang ditunggu-tunggu Loudon meskipun sewaktu menjadi Menteri Jajahan menganut politik non-intervention atau tidak campur tangan. \n\nSetelah menjadi Gubernur Jenderal Hindia Belanda, Loudon merupakan seorang penjajah yang sangat bernafsu untuk menaklukkan Aceh. Ia menanggapi hal itu dengan mengatakan. “Selama kedaulatan kita tidak diakui, tetap ada campur tangan asing yang mengancam kita seperti pedang Democles.”\n\nPada 21 Februari 1873 Loudon mengadakan rapat Dewan Hindia yang dihadiri juga oleh pemimpin-pernimpin militer. Sehari kemudian ia mengirim telegram ke Den Haag, Belanda isinya: “Dewan Hindia di Batavia yang saya pimpin dengan dihadiri oleh jenderal dan laksamana, menyetujui usul saya untuk mengirim secepat mungkin komisi yang didukung oleh empat batalyon ke Aceh untuk menyampaikan ultimatum, adakala pengakuan kedaulatan, adakala perang. Kita akan hadapi Amerika dengan fait accompli. Presiden Nienwenhuijzen adalah orangnya.”\n\nHal inilah yang kemudian membuat Belanda mengultimatum Aceh yang akhirnya membuat perang Aceh dengan Belanda meletus. | body | USA ATTACKING KUALA BATEE ACEH Potomac arrived in Kuala Batee on February 5, 1832. There, Downes met Poh Adam who said that the local authorities were not willing to pay compensation for the attack on Friendship. Commodore Downes then decided to disguise his ship as a Danish merchant ship so as not to be known by the surrounding population. The disguise went so smoothly that when some of the surrounding residents boarded the Potomac to sell the pepper cargo, they were suddenly arrested so that the residents of Kuala Batee were unaware that there were US ships preparing for retaliation. Downes then sent a group of scouts to the port, but was driven out by local residents. [3] Next to 3 ships at the port, 5 strongholds are known to guard the city near the coast. [4] Downes ordered 1 detachment from 282 marines and captain to the boat, some of which were equipped with light cannons. From that boat, Potomac captains and marines burned the Acehnese ships at the port of Kuala Batee and attacked the city fort while assistance from the Potomac rifles themselves was used to return fire from the fortress of Kuala Batee. Modern rifles used by the US are far better than those of the opponent's outdated match key rifles, but the population fights fiercely and the battle shifts to a hand battle where one of the kings who control the fortress is killed along with 150 other champions. [5] On the US side, only 2 were killed during the attack and 11 other captains and marines were injured. [6] After the coastal fortress fell, the remaining enemies fled inland where there was another fortress, but instead of using the remaining fortress, the US attacked the city itself. Large-scale robbery and looting occur in almost all cities accompanied by the large number of people killed. Downes then ordered his men to return to the ship and bomb the 5th fortress and also the city itself until the survivors agreed to surrender. The attack claimed the lives of 300 other residents.
