      "body": "My understanding is if it is charcoal, it can become biochar once the bio component is in there :) But from listening to the interview I linked at the top of the post, there is a heat component too. Depending on the temperatures the char is made it may be more or less effective.",

Learn to take responsibility for your life - health, education etc -  rather than relying on government to do it for you.  Meet some local permaculturalists and share ideas ....
