According to the Article 4 of the proposed law, all those who publish in outlets and official online pages, and those who are editors and holders of licences, or anyone who as an individual has a page or an account on the social media platforms, are affected by this law. Thus, this law is not limited to online news outlets, but it includes all what is written and published by a person or an organization, on formal or not formal pages and personal accounts. Second: who will this law punish, and how does it define “crime”? Articles 12, 16 and 13 determine the punishments Article 12: In this article without mentioning the crimes, it makes Sections 2 and 4 of Article 4 of the {Counter Terrorism Law} a part of this law, and everyone that this law covers, must not spread what is mentioned the {Counter Terrorism Law}. So, what are the things that aren’t allowed to be spared according to Sections 2 and 4? Section 4 of Article 3 from 2006, defines the following as terrorism, for which a maximum sentence of 15 years is determined: Section 2 of the Article, which the proposed law relies on stipulates: writings, press, recorded tape or anything similar, having in possession or obtaining images that encourage, praise, or make propaganda to commit acts of terrorism, with the intention of spreading or giving it away. Section 4 stipulates: if one deliberately spreads a news, analysis or propaganda for terrorism, exploiting or using visual, audio, written, or electronic mediums, spreading statements on the internet that encourage acts of terrorism in a manner that puts the security of the general public in danger, and spreads fear among people and threaten the political structure of the Kurdistan Region. If we take a close look at those two sections, we realize that how disastrous the Counter Terrorism law us. The entire Article 4 is full of obscurity and ambiguous terms, which has been the subject of criticism, and has been regarded as a tool against the rivals of PUK and KDP. But the ones who wrote the [latest] resolution and the ones who voted for it (aware of it or not) have extended the punishment to include not just members of political parties, but all who speak out. What are “general security” and “terror crimes,” and who determines their definitions? What are “terrorizing news and analyses” and how are they determined? Leaving the interpretation and exposition of all those ambiguity to a party-biased judiciary is in whose interest? Article 13: This article stipulates: next to the punishment mentioned in article 12, a judge will determine the punishment for offenders according to Section 2 of Article 6 of the {Journalism Law in Kurdistan\ Number 35 of Year 2007}. So, if we take a look at that article of Law 35 form 2007, we see that it meant for corrections and explanations, i.e. meant for those media outlets and websites that do not issue corrections or explanations. What raises one’s eyebrows is that the crimes mentioned in Article 12 [of the new resolution] and what is mentioned in Article 13, do not include in any way a number of misdeeds (like embezzlement, theft and exploitation) being committed on social media, which is currently a judicial ineptitude and which people suffer from. Article 16: Most of the sections of this article contradict one another. For example, Section 2 determines a punishment of 500,000 to 3 million [Iraqi Dinars] for offenders of Article 11. But Article 11 is about corrections and explanations, and Article 13 refers to Section 2 of Article 6 of Law 35 for the punishments on failure on corrections and explanations, which determines a punishment of a fine of 1 to 2 million [Dinars]. How can there be two different punishments for the same crime? Which one a judge should go by, the one in Law 35 as Article 13 of this resolution stipulates, or the one that is determined in Article 16. Section 4 of Article 16 stipulates: An editor-in-chief of a “website”, or the owner of an account or a page, will be fined an amount of 1 to 5 million, if they defame someone, or insulted them, or threatened them, whether in a post, a comment or a message. And if they continue, their registration will be omitted and their accounts and formal pages will be closed down, and will be barred for 3 years from owning a website, a page or an account on their own name. This section has the same content as Section 2 of the {The Misuse of Communication Devices Law}, but stipulates a bigger fine. Section 5 of Article 16, reiterates the enforcement of Sections 2 and 4 of Article 4 of the {Counter Terrorism Law}. This reiteration makes the intentions of those who wrote the resolution clear. They weren’t satisfied with [punishment stipulated by] Article 13, but have put in Article 16 that a website’s editor-in-chief, will get the same treatment and punishments as terrorists. That’s why if this resolution passes and is signed into a law, it will be one of the most draconian laws to muffle criticism and dissenting voices. I hope that all those who have voted for this resolution and then changed their minds, stop talking about retracting their votes, because that will not prevent the resolution from being taken to the next rounds of votes. But they can object to those sections at the Parliamentary committees and at the Parliament to prevent it from passing.

I will talk about a small part of the events that happened on that black day. • We were in the Rabi’a subdistrict. • In the early morning, we heard that several villages in Shingal [district] had fallen. • By noon, the forces in Shingal started retreating without resistance. • In the afternoon, Snuni and the area around it was abandoned without a fight. • The forces from Shingal and Snuni areas that were retreating pass us by heading to Sihela without stopping. • Around noon, I was contacted by PUK offices and PUK members in Shingal, Snuni and Khanasor and was told that conditions are dire and that there is no one to defend. They said “we and thousands of people will come to Rabi’a if you stay there. Otherwise if ISIS comes to Rabi’a through Awinat, [we would be surrounded and] they would massacre us.” I said “we are here and will remain here; even if everyone leaves, I will not, even if it means my end.” • The people from Shingal, Snuni and Khanasor headed towards us. • ISIS forces where approaching us through Awinat. Clashes started and we made stopped their march to a halt. • The [Peshmerga] forces in Rabi’a gathered and left as well. • I requested them to stay, because people where on their way towards us and we can’t leave the place for ISIS. But my pleas were fruitless. • I made my superiors aware that the force in our area was about to retreat. They said that they would into it and get back to me immediately. • They called me back after half an hour and said that I should retreat. I told them “how can I retreat when the people are coming this way and ISIS is approaching.” They said “we are ordering you to retreat.” I told them that “civilians, women and children are on their way to come here, I will not leave them defenseless.” • They called me again after 10 minutes and ordered me to retreat again. I refused to retreat […] They then called my deputy who belonged to Unit 80 [which belongs to KDP], and he and his Peshmerga retreated and left me. • ISIS launched and attack and we resisted. I asked YPG command to send us more forces, because our own forces had retreated […] Within a short period we got reinforcements from YPG with Rojava Asaiysh. • The first people from Shingal reached us and ISIS launched a third attack and we countered it. • YPG command told us that Peshmarga forces, in addition to the area between Rabi’a and Shingal, they have also retreated from the areas between Rabi’a and Sihela. And that ISIS forces are approaching Sihela and Rojava border from Zummar, and fear that they will enter Rojava from there because they don’t have enough forces there. I only had 27 combatants left with me. I asked them to leave some forces because the area is very wide. They agreed and left me 10 YPG and 4 YPJ members along with a 12mm Doshka with 85 rounds. • As they left, ISIS launched andother attack. Two YPG fighter gor martyred, a father and his son from Derik. Two other YPG fighers gor injured. Some of them took back the dead and injured back to Rojava and we had only 4 YPG fighers with their Doshka left with us. • ISIS militants reached us from Shingal and we stopped them with our small force. Soon after, they flanked us and entered Rabi’a and surrounded us. • I asked the Peshmerga with me to keep one bullet to commit suicide with in case they were about to get captured. • This situation lasted for more than 7 hours. On one hand ISIS was pressing us more and more, and on the other, some were blaming me for not retreating. One even told me that it was all my fault and that he was going to shoot me in the head. • Things were getting worse and ISIS kept pushing. The civilians had escaped long before that. That’s why I decided to retreat through Rabi’a, which by then was full of ISIS. • […] We got into our vehicles and drove through Rabi’a towards Rojava. I was driving and the others were shooting out the windows. Four Peshmerga got injured. Three of them in my own car. We fought our way to Rojava. • YPG took our wounded to the hospital in Derik in Jizra Canton. The rest of us stayed with the YPG at the Tel Kochar border-crossing. In the end, we managed to save the lives of 11,000 of our Yazidi brothers and sisters from a massacre. Note: Because of refusing the retreat order, some officials interrogated me several times and was told that I should have obeyed the order from my superiors. My reply was that I had saved the lives of thousands Yzidis. They told me “no problem, thousands of Yazidis had already go killed, a few thousands more doesn’t matter.” One official had said “If I could, I would execute Qadir Khorani.” Do I deserve to be executed or he does?

      "body": "What happened on August 3, 2014?\n\nI will talk about a small part of the events that happened on that black day.\n•\tWe were in the Rabi’a subdistrict.\n\n•\tIn the early morning, we heard that several villages in Shingal [district] had fallen.\n\n•\tBy noon, the forces in Shingal started retreating without resistance.\n\n•\tIn the afternoon, Snuni and the area around it was abandoned without a fight.\n\n•\tThe forces from Shingal and Snuni areas that were retreating pass us by heading to Sihela without stopping.\n\n•\tAround noon, I was contacted by PUK offices and PUK members in Shingal, Snuni and Khanasor and was told that conditions are dire and that there is no one to defend. They said “we and thousands of people will come to Rabi’a if you stay there. Otherwise if ISIS comes to Rabi’a through Awinat, [we would be surrounded and] they would massacre us.” I said “we are here and will remain here; even if everyone leaves, I will not, even if it means my end.”\n\n•\tThe people from Shingal, Snuni and Khanasor headed towards us.\n\n•\tISIS forces where approaching us through Awinat. Clashes started and we made stopped their march to a halt.\n\n•\tThe [Peshmerga] forces in Rabi’a gathered and left as well.\n\n•\tI requested them to stay, because people where on their way towards us and we can’t leave the place for ISIS. But my pleas were fruitless.\n\n•\tI made my superiors aware that the force in our area was about to retreat. They said that they would into it and get back to me immediately.\n\n•\tThey called me back after half an hour and said that I should retreat. I told them “how can I retreat when the people are coming this way and ISIS is approaching.” They said “we are ordering you to retreat.” I told them that “civilians, women and children are on their way to come here, I will not leave them defenseless.”\n\n•\tThey called me again after 10 minutes and ordered me to retreat again. I refused to retreat […] They then called my deputy who belonged to Unit 80 [which belongs to KDP], and he and his Peshmerga retreated and left me.\n\n•\tISIS launched and attack and we resisted. I asked YPG command to send us more forces, because our own forces had retreated […] Within a short period we got reinforcements from YPG with Rojava Asaiysh.\n\n•\tThe first people from Shingal reached us and ISIS launched a third attack and we countered it.\n\n•\tYPG command told us that Peshmarga forces, in addition to the area between Rabi’a and Shingal, they have also retreated from the areas between Rabi’a and Sihela. And that ISIS forces are approaching Sihela and Rojava border from Zummar, and fear that they will enter Rojava from there because they don’t have enough forces there. I only had 27 combatants left with me. I asked them to leave some forces because the area is very wide. They agreed and left me 10 YPG and 4 YPJ members along with a 12mm Doshka with 85 rounds.\n\n•\tAs they left, ISIS launched andother attack. Two YPG fighter gor martyred, a father and his son from Derik. Two other YPG fighers gor injured. Some of them took back the dead and injured back to Rojava and we had only 4 YPG fighers with their Doshka left with us.\n\n•\tISIS militants reached us from Shingal and we stopped them with our small force. Soon after, they flanked us and entered Rabi’a and surrounded us.\n\n•\tI asked the Peshmerga with me to keep one bullet to commit suicide with in case they were about to get captured.\n\n•\tThis situation lasted for more than 7 hours. On one hand ISIS was pressing us more and more, and on the other, some were blaming me for not retreating. One even told me that it was all my fault and that he was going to shoot me in the head.\n\n•\tThings were getting worse and ISIS kept pushing. The civilians had escaped long before that. That’s why I decided to retreat through Rabi’a, which by then was full of ISIS.\n\n•\t[…] We got into our vehicles and drove through Rabi’a towards Rojava. I was driving and the others were shooting out the windows. Four Peshmerga got injured. Three of them in my own car. We fought our way to Rojava.\n\n•\tYPG took our wounded to the hospital in Derik in Jizra Canton. The rest of us stayed with the YPG at the Tel Kochar border-crossing.\n\nIn the end, we managed to save the lives of 11,000 of our Yazidi brothers and sisters from a massacre.\n\nNote:\nBecause of refusing the retreat order, some officials interrogated me several times and was told that I should have obeyed the order from my superiors.\nMy reply was that I had saved the lives of thousands Yzidis.\nThey told me “no problem, thousands of Yazidis had already go killed, a few thousands more doesn’t matter.”\nOne official had said “If I could, I would execute Qadir Khorani.”\nDo I deserve to be executed or he does?",

The SDF has always tried to keep war away from these regions, whether through agreeing to the security mechanism to arrange American and Turkish patrols, or [agreements] after the Turkish occupation of the towns of Ras al-Ayn And Tal Abiyadh. As SDF, our first priority is to prevent war, occupation and ethnic cleansing on our people. Accordingly, we showed leniency in retreating from the border areas towards the interior with Russian and American guarantees that Turkey would not expand its occupation and ethnic cleansing area. We are a part of this international coalition. This is what we consider ourselves to be. We are still part of this international coalition. We believe we can build upon what has been achieved for a more secure and better future for all humanity. The friendship was not ended to be called renewed. Kino Gabriel, SDF spokesperson: Today’s conference with the official spokesperson of the International Coalition was for reassuring the cooperation between SDF and International Coalition to counter ISIS and the continued presence of the Coalition forces here to support the political process and the future steps for a political solution for Syria in general. There are of course new events and complications at the moment in light of the presence of different forces in the region, but there is commitment to coordinate the efforts of SDF, US and Coalition forces on one hand, and Russian and Syrian government forces on the other, to protect the region, prevent more military operations and stopping the Turkish occupation. [I urged them] ‘search the place as long as you want, but we don't have anything for you to treat us this way.’ They searched as they wished and stormed in where only women were present. – - We told them we would open the doors of drawers for you, but they would tell us to shut up. – They told us ‘you are all agents’ and such.. and ‘you are with the parties’. Source: https://www.dengiamerika.com/a/5084431.html – Most of political parties of Middle-East, including those in Kurdistan Region [of Iraq], stand on one single pillar instead of multitude of pillars. And with the collapse of that pillar, if they don’t vanish, they become very weak. What’s your analysis when it’s said that KDP, PUK and even Gorran are tied to a single personality? – One of the big problems in Kurdistan Region [KRI], is that instead of relying on true principles of a political party, they’ve been emulating the failed political experiments of the Middle-East. That is why in KRI too, political parties have become parties of single personalities who posses charisma. And from that they’ve become partied for the families of those personalities. Therefore, this model has become the reason that political parties in KRI, haven’t only failed to adapt the basic principals for progress, as in the rest of the world, but a number of them don’t even posses the basic requirements for a political party. On top of being personality and family parties, they are also armed; they have militia; they exploit public wealth; they exploit international personal relations to consolidate their family dynasties, in the KRI arena as well as in Iraq and the Middle-East. This model has not only caused the PUK to emulate KDP, or Gorran to emulate PUK, but has caused most of the other parties to emulate KDP, PUK and others. Even New Generation emulated Gorran. The same goes for KIG, KIU and others. This is etched in the essence of the ruling system in KRI, and has caused the emergence of a regime that is completely totalitarian. – It is known that turning parties into family parties is a disease that plagues KRI. Some reform proponents [Gorran base] say that yesterday's Gorran election was a step towards turning the party into a family party. How do you see it? – Unfortunately, what’s happening with the political parties and their dynastification is more than a disease; it’s a mentality, a political mentality that doesn’t adhere to the principals of democracy, peaceful transition of power, transparency and the institutionalization of political organizations. Yesterday, we saw how Gorran put the final nail in the coffin for liberty, the transition of power and keeping Nawshirwan Mustafa’s family away from power. Now we can say that the Gorran, which was created in 2009, died yesterday. In other words: the throne for the sons has officially been established, because the election of the leader and the “executive branch” of Gorran resulted in elimination of the dissent, which previously existed withing Gorran, against hereditary political power and public wealth exploitation. The wealth Gorran and Nawshirwan Mustafa possessed, which originally belongs to the public and should have been returned to the government, was put in the name of Nawshirwan’s sons. We can say that another PUK and KDP, another dynasty [similar] to that of the Barzanis, Talabanis and Kosrat Rasool, have officially emerged [in Gorran] and completely consolidated its power behind the curtains. For example, [Gorran’s current leader] Omar sayd-Ali, is one of the failed leaders of the past several years. Because of him, the rivalries started and the dynastification of Gorran sprouted. And next to that, the political direction Gorran took vis-à-vis KDP ended up causing Gorran’s failure: in the elections Gorran lost half of its [parliamentary] seats. [For that] Omar sayd-Ali should’ve been chastened on within the party. But now, because he was mostly doing the bidding of Nashirwan’s sons, and was one of the main enablers of the dynastification, like the rest of the enablers, he was re-elected. This is the step which we can say caused the death of Gorran. – As far as I know, Nawshirwan’s sons, Nima and Chiya, didn’t have any role within Gorran. And in the years they were in the U.S. and were university students, I’ve never heard of them taking part in any activity. What has made them to be the key in Gorran; is it merely because they have control over the money? – The sons of Nawshirwan Mustafa, Jalal Talabani, Barzani and Kosrat Rasool, wouldn’t be able to take such steps if it wasn’t for their fathers’ support. When Nawshirwan Mustafa established Gorran, most of us considered it a viable political force and commended it for their fight against family rule and against public wealth exploitation by political parties, their leaders and the sons of those leaders. All of that and Gorran’s fight against corruption among other things were important steps that deserved praise. But he was still in life when he revealed his corrupt side through his sons. I have to say this unfortunately. On this matter Mahmoud Sangawi [PUK figure], in comparison, was more honest than Nawshirwan. Mahmoud Sangawi was candidly saying that he would take public wealth took take care of his sons and secure them posts and ranks just like any other official of the ruling families in the political parties. But when Nawshirwan had his sons accompany him, he would say “they are my bodyguards.” Yut before he died, he put a steel factory in their name, along with Wsha media company, which is the intellectual fruit of independent journalists and intellectuals and their sacrifices, and sacrifices of the public. It was the fruit of that sacrifice, yet he put in the name of his sons. Nawshirwan Mustafa couldn’t even show as much courage as Sherko Bekas, who refused to put Sardam company in his name nor his son’s names. We can therefore say that that mentality belonged to Nawshirwan himself. It is the culmination of the political discourse that Nawshirwan Mustafa himself couldn’t surpass. That’s why his now sons –despite not having any official ranks or posts– run Gorran like a business. From now on we can say that Gorran plays the same role as that of Muhammad haji-Mahmoud’s party; Kurdistan Socialist Democratic Party. Mahmoud’s party has one single parliamentary seat, yet like with Masoud Barzani, he has posts and ranks. And his party was even granted ministrial post. I therefore think that if the relation between Gorran and KDP continues like this; if Gorran remains to be the instrument for KDP’s oppression and corruption, in future elections KDP will even commit election fraud for Gorran too, so that they can keep the posts and ranks. – Both KDP and PUK are happy about the re-election of Omar sayd-Ali and his colleague, and sent them [congratulatory] messages. Is their happiness about that because they find working with them easier, or is there another reason behind it? – KDP and PUK have succeeded in their efforts. Previously, Gorran was saying: we’re against political hereditary, dynastification and taking public wealth. Yet Gorran is now similar to PUK and KDP; it’s over. The force that was standing against PUK and KDP has fallen. PUK and KDP have succeeded. They are happy and delighted. Our biggest problem in KRI is that the parties that once declared themselves different from PUK and KDP, have later copied those two in their political discourse. They claimed to be against political hereditary, but we see that’s false; they claim to be against corruption, yet they’re taking part in it. And besides all that, they haven’t been working for social progress and changing the public political mentality and discourse. In the past, they concentrated all their efforts only on the issue of finance: the issue of the budget and [public servants’] salaries. As we see when the issue of budget and salaries is not in the news, the opposition becomes silent. They don’t have anything else to say while there are hundreds of other immense problems. But those parties don’t speak out about them. I must mention another danger. As I mentioned, Gorran of the 2009 died yesterday. But the Islamic Group and Islamic Union face the same danger. There is a danger that the “Political Committee” [the proposed organ meant to give Masoud Barzani super-governmental powers] could be supported by Gorran, Islamic Group, Islamic Union and the others. – There used to be talk of KDP people within PUK. Is there now an equivalent for Gorran: KDP people within Gorran, or PUK people within Gorran? – It is over now. With the latest leadership re-election Gorran is over. The problem is that Gorran used to bash others for what they themselves have done lately. They would bash some individuals to a point that the public would attack those individuals on social media. Yet they’re now doing the same [as those individuals]. I therefore think, generally speaking, the hope Gorran helped create is now gone. And there is nothing left that makes us expect Gorran to behave differently. Because all the hurdles for Nawshirwan Mustafa’s sons to inherent political power have been removed. – Both in the old days and in the era after 2003, there were, and still are, smaller political parties or organizations that were either in KDP or PUK camp, or were constantly changing side, and after the establishment of KRG, they were sometimes in the government and sometimes in the opposition; like PSDK, Communist Party of Kurdistan or the Islamist parties. Is there now a side that can be called opposition in the KRI? – We have political parties that define themselves as opposition; such as New Generation, Communist Party, Islamic Union and Islamic Group. We have 4 opposition parties. But the problem is that... for example the opposition Communist Party often acts just like Socialist Democratic Party of Kurdistan. Another is New Generation. As I mentioned, unfortunately they emulated Gorran. And they failed to conduct politics –through its figures like Shaswar Abulwahid– in ways other than populism. I’ve just criticized Gorran for only focusing on the finance issue. The New Generation, instead of working on changing public political mentality, they’ve been working on encouraging people dream of becoming rich. That is the conduct of companies, not political parties. In other words, they’re kind of saying that people can only have dignity if they are rich; if you have dreams and want to study, you must be rich. They don’t work on promoting a social-democratic system that is needed in a governing system. The model the New Generation is applying is the one that Trump is applying, which sort of disgusts the world. Next to that, there is a developing religious populism among these political forces. And all of these are dangerous developments. And the rest are the Islamic Group [KIG] and Islamic Union [KIU]. Unfortunately, KIG pandered to Masoud Barzani a few days ago. It is true, we don’t want the parties to be enemies of one anther, and should be meeting with one another. But the message that was conveyed to the media by the KIG head was that they will no longer speak against each other, or not criticize each other harshly. It baffles me that a party like KIG, which sees the bitter reality in KRI, to agree with Masoud Barzani when he said “I find it strange that KIG criticizes us harshly; have we fought each other?” Doesn’t this party know Masoud Barzani? Don’t they see what an oppressor, what sort of dictator and what figure he is; who sucks the life and blood out of this nation? My fear is that through some figures within KIG, KDP would drive that party to become like Gorran. As I mentioned, KDP was successful in that with Gorran. And it’s not far-fetched for the KIG to suffer the same fate if they continue to make these fatal political mistakes. As for KIU –not only within the KRI– if the Muslim Brotherhood in Turkey or elsewhere offers them something, I think they would even turn on KRI on a regional level.

And with the collapse of that pillar, if they don’t vanish, they become very weak. What’s your analysis when it’s said that KDP, PUK and even Gorran are tied to a single personality?\n\n– One of the big problems in Kurdistan Region [KRI], is that instead of relying on true principles of a political party, they’ve been emulating the failed political experiments of the Middle-East. That is why in KRI too, political parties have become parties of single personalities who posses charisma. And from that they’ve become partied for the families of those personalities.\nTherefore, this model has become the reason that political parties in KRI, haven’t only failed to adapt the basic principals for progress, as in the rest of the world, but a number of them don’t even posses the basic requirements for a political party. On top of being personality and family parties, they are also armed; they have militia; they exploit public wealth; they exploit international personal relations to consolidate their family dynasties, in the KRI arena as well as in Iraq and the Middle-East.\n\nThis model has not only caused the PUK to emulate KDP, or Gorran to emulate PUK, but has caused most of the other parties to emulate KDP, PUK and others. Even New Generation emulated Gorran. The same goes for KIG, KIU and others. This is etched in the essence of the ruling system in KRI, and has caused the emergence of a regime that is completely totalitarian.\n\n– It is known that turning parties into family parties is a disease that plagues KRI. Some reform proponents [Gorran base] say that yesterday's Gorran election was a step towards turning the party into a family party. How do you see it?\n\n– Unfortunately, what’s happening with the political parties and their dynastification is more than a disease; it’s a mentality, a political mentality that doesn’t adhere to the principals of democracy, peaceful transition of power, transparency and the institutionalization of political organizations. Yesterday, we saw how Gorran put the final nail in the coffin for liberty, the transition of power and keeping Nawshirwan Mustafa’s family away from power. Now we can say that the Gorran, which was created in 2009, died yesterday. In other words: the throne for the sons has officially been established, because the election of the leader and the “executive branch” of Gorran resulted in elimination of the dissent, which previously existed withing Gorran, against hereditary political power and public wealth exploitation. The wealth Gorran and Nawshirwan Mustafa possessed, which originally belongs to the public and should have been returned to the government, was put in the name of Nawshirwan’s sons.\nWe can say that another PUK and KDP, another dynasty [similar] to that of the Barzanis, Talabanis and Kosrat Rasool, have officially emerged [in Gorran] and completely consolidated its power behind the curtains.\n\nFor example, [Gorran’s current leader] Omar sayd-Ali, is one of the failed leaders of the past several years. Because of him, the rivalries started and the dynastification of Gorran sprouted. And next to that, the political direction Gorran took vis-à-vis KDP ended up causing Gorran’s failure: in the elections Gorran lost half of its [parliamentary] seats. [For that] Omar sayd-Ali should’ve been chastened on within the party. But now, because he was mostly doing the bidding of Nashirwan’s sons, and was one of the main enablers of the dynastification, like the rest of the enablers, he was re-elected.\nThis is the step which we can say caused the death of Gorran.\n\n– As far as I know, Nawshirwan’s sons, Nima and Chiya, didn’t have any role within Gorran. And in the years they were in the U.S. and were university students, I’ve never heard of them taking part in any activity. What has made them to be the key in Gorran; is it merely because they have control over the money?\n\n– The sons of Nawshirwan Mustafa, Jalal Talabani, Barzani and Kosrat Rasool, wouldn’t be able to take such steps if it wasn’t for their fathers’ support. When Nawshirwan Mustafa established Gorran, most of us considered it a viable political force and commended it for their fight against family rule and against public wealth exploitation by political parties, their leaders and the sons of those leaders. All of that and Gorran’s fight against corruption among other things were important steps that deserved praise. But he was still in life when he revealed his corrupt side through his sons. I have to say this unfortunately. On this matter Mahmoud Sangawi [PUK figure], in comparison, was more honest than Nawshirwan. Mahmoud Sangawi was candidly saying that he would take public wealth took take care of his sons and secure them posts and ranks just like any other official of the ruling families in the political parties. But when Nawshirwan had his sons accompany him, he would say “they are my bodyguards.” Yut before he died, he put a steel factory in their name, along with Wsha media company, which is the intellectual fruit of independent journalists and intellectuals and their sacrifices, and sacrifices of the public. It was the fruit of that sacrifice, yet he put in the name of his sons. Nawshirwan Mustafa couldn’t even show as much courage as Sherko Bekas, who refused to put Sardam company in his name nor his son’s names.\nWe can therefore say that that mentality belonged to Nawshirwan himself. It is the culmination of the political discourse that Nawshirwan Mustafa himself couldn’t surpass. That’s why his now sons –despite not having any official ranks or posts– run Gorran like a business. From now on we can say that Gorran plays the same role as that of Muhammad haji-Mahmoud’s party; Kurdistan Socialist Democratic Party. Mahmoud’s party has one single parliamentary seat, yet like with Masoud Barzani, he has posts and ranks. And his party was even granted ministrial post. I therefore think that if the relation between Gorran and KDP continues like this; if Gorran remains to be the instrument for KDP’s oppression and corruption, in future elections KDP will even commit election fraud for Gorran too, so that they can keep the posts and ranks.\n\n– Both KDP and PUK are happy about the re-election of Omar sayd-Ali and his colleague, and sent them [congratulatory] messages. Is their happiness about that because they find working with them easier, or is there another reason behind it?\n\n– KDP and PUK have succeeded in their efforts. Previously, Gorran was saying: we’re against political hereditary, dynastification and taking public wealth. Yet Gorran is now similar to PUK and KDP; it’s over. The force that was standing against PUK and KDP has fallen. PUK and KDP have succeeded. They are happy and delighted.\nOur biggest problem in KRI is that the parties that once declared themselves different from PUK and KDP, have later copied those two in their political discourse. They claimed to be against political hereditary, but we see that’s false; they claim to be against corruption, yet they’re taking part in it.\n\nAnd besides all that, they haven’t been working for social progress and changing the public political mentality and discourse. In the past, they concentrated all their efforts only on the issue of finance: the issue of the budget and [public servants’] salaries. As we see when the issue of budget and salaries is not in the news, the opposition becomes silent. They don’t have anything else to say while there are hundreds of other immense problems. But those parties don’t speak out about them.\n\nI must mention another danger. As I mentioned, Gorran of the 2009 died yesterday. But the Islamic Group and Islamic Union face the same danger. There is a danger that the “Political Committee” [the proposed organ meant to give Masoud Barzani super-governmental powers] could be supported by Gorran, Islamic Group, Islamic Union and the others.\n\n– There used to be talk of KDP people within PUK. Is there now an equivalent for Gorran: KDP people within Gorran, or PUK people within Gorran?\n\n– It is over now. With the latest leadership re-election Gorran is over. The problem is that Gorran used to bash others for what they themselves have done lately. They would bash some individuals to a point that the public would attack those individuals on social media. Yet they’re now doing the same [as those individuals]. I therefore think, generally speaking, the hope Gorran helped create is now gone. And there is nothing left that makes us expect Gorran to behave differently. Because all the hurdles for Nawshirwan Mustafa’s sons to inherent political power have been removed.\n\n– Both in the old days and in the era after 2003, there were, and still are, smaller political parties or organizations that were either in KDP or PUK camp, or were constantly changing side, and after the establishment of KRG, they were sometimes in the government and sometimes in the opposition; like PSDK, Communist Party of Kurdistan or the Islamist parties.\nIs there now a side that can be called opposition in the KRI?\n\n– We have political parties that define themselves as opposition; such as New Generation, Communist Party, Islamic Union and Islamic Group. We have 4 opposition parties. But the problem is that... for example the opposition Communist Party often acts just like Socialist Democratic Party of Kurdistan. Another is New Generation. As I mentioned, unfortunately they emulated Gorran. And they failed to conduct politics  –through its figures like Shaswar Abulwahid– in ways other than populism. I’ve just criticized Gorran for only focusing on the finance issue. The New Generation, instead of working on changing public political mentality, they’ve been working on encouraging people dream of becoming rich. That is the conduct of companies, not political parties. In other words, they’re kind of saying that people can only have dignity if they are rich; if you have dreams and want to study, you must be rich. They don’t work on promoting a social-democratic system that is needed in a governing system. The model the New Generation is applying is the one that Trump is applying, which sort of disgusts the world. Next to that, there is a developing religious populism among these political forces. And all of these are dangerous developments.\nAnd the rest are the Islamic Group [KIG] and Islamic Union [KIU]. Unfortunately, KIG pandered to Masoud Barzani a few days ago. It is true, we don’t want the parties to be enemies of one anther, and should be meeting with one another. But the message that was conveyed to the media by the KIG head was that they will no longer speak against each other, or not criticize each other harshly. It baffles me that a party like KIG, which sees the bitter reality in KRI, to agree with Masoud Barzani when he said “I find it strange that KIG criticizes us harshly; have we fought each other?”\nDoesn’t this party know Masoud Barzani? Don’t they see what an oppressor, what sort of dictator and what figure he is; who sucks the life and blood out of this nation?\nMy fear is that through some figures within KIG, KDP would drive that party to become like Gorran. As I mentioned, KDP was successful in that with Gorran. And it’s not far-fetched for the KIG to suffer the same fate if they continue to make these fatal political mistakes. \n\nAs for KIU –not only within the KRI–  if the Muslim Brotherhood in Turkey or elsewhere offers them something, I think they would even turn on KRI on a regional level.",

bodyFor the public, human rights organizations and all who stand for liberty My son (H.S.F) visited Hawler (Arbil) on July 27, 2017 to take part as a graduate of American University in Slemani looking for a job in the job fairs that were arranged by Rwanga institute for local and international companies. Before going back to Slemani, he contacted and met with Hazhar Jameel Shekhani, whom he got to know on Facebook, and who works for KDP Asaiysh [security apparatus]. He [Hazhar] and two others with him [detain my son and] hand him over directly to Hawler Asaiysh, accusing him of spying for PUK. After being beaten and tortured for 3 days, my son, who has health problems and has only one kidney, was forced to confess that he had come to gather information on KDP checkpoints for PUK Asaiysh. Information such as how crowded the checkpoints are, how they treat and inspect people, and what kind of sophisticated instruments they use. After being held in Hawler Asaiysh for 18 months, on December 4, 2018 he was sentenced to five years and three months imprisonment by judge Fashil Abbas Rasoul on the basis of the political[ly based] article 156. He [Hazhar] and two others with him [detain my son and] hand him over directly to Hawler Asaiysh, accusing him of spying for PUK.\n\nAfter being beaten and tortured for 3 days, my son, who has health problems and has only one kidney, was forced to confess that he had come to gather information on KDP checkpoints for PUK Asaiysh. Information such as how crowded the checkpoints are, how they treat and inspect people, and what kind of sophisticated instruments they use.\n\nAfter being held in Hawler Asaiysh for 18 months, on December 4, 2018 he was sentenced to five years and three months imprisonment by judge Fashil Abbas Rasoul on the basis of the political[ly based] article 156. My son named Mhammad Sa’eed Ahmad, who was a Peshmerga of the 1st Brigade of Slemani’s Rapid Response Force, was tricked by KDP to go to Arbil to be kidnapped by their Asaish [security apparatus]. After several months of being missing, detained in the secret prisons of Mergasoor and Salahadeen, he was taken to Arbil’s General Asaiysh prison. After a long search, we discovered through the Red Cross that my son was imprisoned by KDP. They’ve tried every kind of torture on him; they’ve electrocuted every part of his body. That, in addition to dozen kinds of psychological torture. They’ve even brought some woman telling him this is your wife, if you don’t confess to your crime, we’ll rape her in front of you. The interrogator threatened him: I will rape wil my self in front of the Asaiysh personnel if you don’t repeat whatever we tell you to say. My son had a picture of Lahur Talabani [PUK intelligence head] in his cell phone. For that they beat him unconscious. They later told him that they would release him if he would confess that he had shot at Shaswar Abulwahid [head of New Generation pary] at by orders from Lahur Talabani, or say that under orders from Lahur Talabani and Hero Ibarhim Ahmad [Jalal Talabi’s widow] you and 35 other persons shot at KDP’s Sleamni headquarters from Palace Hotel building, or say that under orders from wasta-Hasan from [PUK] Asaiysh, you’ve come to kill Barzan Qasab [head of KDP’s Abril Asaiysh]. After refusing to confess to those bogus charges, they’ve given him a 10-year sentence on July 27, 2017. Parastin [KDP intelligence apparatus] fabricated another bogus accusation against him. At a special and secret court, they produced two witnesses against him, one of whom is a high KDP cadre. Under oath, they accused my son to be working for Iranian intelligence through an official from Zaniyari [PUK intelligence apparatus]. The judge had asked the witness what the name of that official was, the witness replies: your honor, all Zaniyari personnel are Iranian agents, no need for a specific name. Whoever is active on social media, the KDP will arrest him and do to him what they did to my son. What is noticeable is that they accuse them of working for Iran’s intelligence apparatus, so that neither PUK nor the U.S. Embassy can speak out for them. My son is one of the dozens of victims. No that he is sentenced, I request that he should be transferred to Slemani prison, because I am disabled and don’t have the financial means to travel to Arbil to visit him.
