      "body": "<center>\n<p>Es imposible no tener una opinión sobre el aborto, y aun cuando personalmente me incomoda el hecho de que exista el procedimiento y que 155.000 embarazos sean terminados diariamente, debo ser consciente de que el procedimiento es en muchas ocasiones necesario, y aun cuando pudo haber sido evitado seguirá siendo necesario</p>\n<p>Pero más allá de mi postura moral este post está enfocado en los lineamientos generales que debe tocar una política pública en pro del aborto en lo que yo considero seria la manera correcta</p>\n<p>&nbsp;</p>\n<p><img src=\"https://images.unsplash.com/photo-1458731909820-5850bdcaee0b?ixlib=rb-0.3.5&amp;ixid=eyJhcHBfaWQiOjEyMDd9&amp;s=ce6c162fd541015517f57fc42acff70e&amp;auto=format&amp;fit=crop&amp;w=750&amp;q=80\" alt=\"\" width=\"216\" height=\"144\" /></p>\n<hr />\n<h3>El beneficio</h3>\n<div class=\"pull-left\"><strong><img src=\"http://img2.noticias24.com/1110/emb44.jpg\" alt=\"\" width=\"276\" height=\"184\" /></strong><a href=\"http://www.noticias24.com/venezuela/noticia/67799/mision-hijos-de-venezuela-estima-disminuir-el-embarazo-adolescente-y-la-pobreza-extrema/\">fuente</a></div>\n<p>Los grupos más beneficiados de un aborto legal serían las adolescentes con un embarazo no deseado y las familias con escasos recursos. No existe mucho más que agregar, las razones del porque serían los grupos más beneficiados son obvias, pero la respuesta de cómo crear una política pública enfocada en el aborto no es tan simple</p>\n<p>Una gran cantidad de factores influyen en cómo se emplea y como triunfa una política pública y esto no se puede minimizar, si bien la premisa de los grupos pro aborto son en líneas generales la garantía del aborto gratuito y legal, en materia de creación de políticas públicas muchas otras cosas influyen</p>\n<hr />\n<h3>Publicidad</h3>\n<div class=\"pull-right\"><img src=\"http://www.doblelink.com/wp-content/uploads/publicidadredessociales-1.jpg\" alt=\"\" width=\"278\" height=\"171\" /><a href=\"http://www.doblelink.com/gestion-redes-sociales/publicidad-redes-sociales/\">Fuente</a></div>\n<p>Uno de los factores más importantes antes, durante, y después de la creación de dicha política pública será la publicidad y la cobertura dada al tema reproductivo. ¿Cómo podemos esperar que las mujeres Venezolanas entiendan lo que implica un aborto si aún no terminan de comprender lo que significa un embarazo? Creo que para nadie es secreto que en el país existe una cultura reproductiva bastante pobre y la planificación familiar es nula desde hace décadas</p>\n<p>Al impulsar una política pro aborto es necesario y responsable que se empleen todos los recursos posibles para crear una base sólida de mujeres debidamente informadas sobre todo lo que implica un embarazo, y todo lo que implica la decisión de terminarlo de forma artificial, dicho esto, lo correcto es informar a toda la colectividad sobre los riesgos y beneficios del aborto en el corto y largo plazo, así como también incentivar el uso de métodos anticonceptivos</p>\n<hr />\n<h3>Etapa en la gestación </h3>\n<div class=\"pull-left\"><img src=\"https://upload.wikimedia.org/wikipedia/commons/thumb/2/2a/Views_of_a_Foetus_in_the_Womb_detail.jpg/220px-Views_of_a_Foetus_in_the_Womb_detail.jpg\" alt=\"\" width=\"220\" height=\"306\" ><a href=\"https://es.wikipedia.org/wiki/Feto\">Fuente</a> </div>\n<p>&nbsp;</p>\n<p>¿Hasta qué momento en la gestación se debe permitir el aborto? Esta es una pregunta con un carácter ético y que además obedece a la concepción conservadora de la sociedad Venezolana, si se desea elaborar una política pública es una de las cuestiones principales a resolver</p>\n<p>La manera más simple y sana de dar respuesta a esta pregunta es llevar a cabo el aborto solo cuando existe garantía de que el feto no puede sentir dolor, y según <a href=\"http://www.bbc.com/mundo/ciencia_tecnologia/2010/06/100625_feto_dolor_aborto_men\">este artículo de la BBC</a> es antes de las 24 semanas</p>\n<hr />\n<h3>Confidencialidad</h3>\n<div class=\"pull-right\"><img src=\"https://media.istockphoto.com/vectors/top-secret-rubber-stamp-vector-id504757234\" alt=\"\" width=\"258\" height=\"208\" /></div>\n<p>Para este asunto el simple secreto medicó no es suficiente, se debe garantizar de manera absoluta la confidencialidad de las pacientes. La sociedad Venezolana es muy conservadora en esta clase de temas, y es injusto que una mujer sufra algún tipo de impacto negativo en su vida social o laboral por una decisión netamente personal, se debe garantizar una confidencialidad absoluta de forma legislada</div>\n<hr />\n<h3>Embarazo adolescente</h3>\n<div class=\"pull-left\"><img src=\"http://notitotal.com/wp-content/uploads/2016/03/embarazo_adolescentesemana.jpg\" alt=\"\" width=\"324\" height=\"178\" /><a href=\"http://notitotal.com/2016/03/17/el-embarazo-precoz-un-circulo-vicioso-en-venezuela/\">Fuente</a></div>\n<p>Se podrá observar en muchas situaciones casos donde una menor de edad embarazada quiere abortar y sus padres no otorgan el consentimiento</p>\n<p>Siempre se debe velar por el interés superior de la menor. Si el hecho de tener ese bebé causara repercusiones negativas en el largo plazo se deberá decretar de manera jurisprudencial en un tribunal el consentimiento del procedimiento. De manera particular este sería el caso de embarazos que presentan un riesgo para la salud de la menor y los casos donde la menor y su familia no poseen los recursos necesarios para garantizar el desarrollo de la menor y del futuro neo nato, pero a fin de cuentas, será una decisión jurisprudencial</p>\n<p>En líneas generales las menores de edad se verán estrictamente beneficiadas en un aborto legal, por lo que este sería, sin lugar a dudas, uno de los puntos en los que más se deberá enfocar el legislador</p>\n<hr />\n<h3>Gratuidad</h3>\n<div class=\"pull-left\"><img src=\"https://www.ctvnews.ca/polopoly_fs/1.2497543.1438384549!/httpImage/image.jpg_gen/derivatives/landscape_620/image.jpg\" alt=\"\" width=\"272\" height=\"153\" /><a href=\"https://www.ctvnews.ca/health/n-s-government-to-make-abortion-pill-available-for-free-at-pharmacies-1.3601267\">Fuente</a></div>\n<p>Una de las partes más polémicas que rodea al tema del aborto es la gratuidad del procedimiento. Considero que en Venezuela sería responsable que este tema se consultara primero con el colegio médico venezolano, ya que lo ideal sería que no se empleara gran cantidad de recursos económicos del estado con este fin. Lograr un consenso para que el colegio médico venezolano garantice de forma voluntaria una gratuidad en este procedimiento antes de generar dicha ley sería lo más beneficioso</p>\n<p>En caso contrario sería bastante dificultoso  que el procedimiento sea gratuito, el proceso para determinar este asunto debe basarse en datos estadísticos referentes al embarazo  para determinar qué es lo mejor para la nación en términos económicos, cuestión en la cual los legisladores deben ser muy cautelosos y considerar todos los datos, lastimosamente sería un proceso largo, por lo cual un consenso con el CMV sería lo mejor</p>\n<hr />\n<h3>Apoyo psicológico</h3>\n<div class=\"pull-right\"><img src=\"https://images.unsplash.com/photo-1502322328990-fc8f47a2d9a5?ixlib=rb-0.3.5&amp;ixid=eyJhcHBfaWQiOjEyMDd9&amp;s=cd16bc1f8dc9ff6f9922bb9fbc9b74bd&amp;auto=format&amp;fit=crop&amp;w=500&amp;q=60\" alt=\"\" width=\"500\" height=\"281\" /></div>\n<p>Un aborto no es cosa simple, ni para la mujer ni para el entorno de la misma, aun cuando no se puede obligar que alguien reciba ayuda psicológica se debe hacer énfasis en que debe existir un apoyo constante en materia psicológica, sobretodo porque es muy probable que socialmente la mujer reciba más rechazo y discriminación que apoyo, en caso de que decida abrirse sobre el tema</p>\n<hr />\n<h3>Conclusión</h3>\n<p>Aun cuando tengo una postura en contra del aborto acepto que es necesario que se avance en materia legal para velar por el interés superior de muchas mujeres. Existirán muchas excepciones y vacíos legales por lo que también es necesario que se capacite a los jueces sobre el tema para evitar decisiones jurisprudenciales contraproducentes</p>\n<p>Esto de verdad toca el tema de manera muy superficial y la elaboración de una tesis para la creación de una política pública en lo referente al tema será un trabajo bastante arduo. Esto es en líneas generales, mi opinión</p>\n<p>Para aclarar, esta opinión carece de validez alguna, no soy abogado, tampoco soy médico, y tampoco soy mujer, pero es mi opinión sobre el tema</p>\n</center>",

      "body": "<center>\n<p>Es imposible no tener una opinión sobre el aborto, y aun cuando personalmente me incomoda el hecho de que exista el procedimiento y que 155.000 embarazos sean terminados diariamente, debo ser consciente de que el procedimiento es en muchas ocasiones necesario, y aun cuando pudo haber sido evitado seguirá siendo necesario</p>\n<p>Pero más allá de mi postura moral este post está enfocado en los lineamientos generales que debe tocar una política pública en pro del aborto en lo que yo considero seria la manera correcta</p>\n<p>&nbsp;</p>\n<p><img src=\"https://images.unsplash.com/photo-1458731909820-5850bdcaee0b?ixlib=rb-0.3.5&amp;ixid=eyJhcHBfaWQiOjEyMDd9&amp;s=ce6c162fd541015517f57fc42acff70e&amp;auto=format&amp;fit=crop&amp;w=750&amp;q=80\" alt=\"\" width=\"216\" height=\"144\" /></p>\n<hr />\n<h3>El beneficio</h3>\n<div class=\"pull-left\"><strong><img src=\"http://img2.noticias24.com/1110/emb44.jpg\" alt=\"\" width=\"276\" height=\"184\" /></strong><a href=\"http://www.noticias24.com/venezuela/noticia/67799/mision-hijos-de-venezuela-estima-disminuir-el-embarazo-adolescente-y-la-pobreza-extrema/\">fuente</a></div>\n<p>Los grupos más beneficiados de un aborto legal serían las adolescentes con un embarazo no deseado y las familias con escasos recursos. No existe mucho más que agregar, las razones del porque serían los grupos más beneficiados son obvias, pero la respuesta de cómo crear una política pública enfocada en el aborto no es tan simple</p>\n<p>Una gran cantidad de factores influyen en cómo se emplea y como triunfa una política pública y esto no se puede minimizar, si bien la premisa de los grupos pro aborto son en líneas generales la garantía del aborto gratuito y legal, en materia de creación de políticas públicas muchas otras cosas influyen</p>\n<hr />\n<h3>Publicidad</h3>\n<div class=\"pull-right\"><img src=\"http://www.doblelink.com/wp-content/uploads/publicidadredessociales-1.jpg\" alt=\"\" width=\"278\" height=\"171\" /><a href=\"http://www.doblelink.com/gestion-redes-sociales/publicidad-redes-sociales/\">Fuente</a></div>\n<p>Uno de los factores más importantes antes, durante, y después de la creación de dicha política pública será la publicidad y la cobertura dada al tema reproductivo. ¿Cómo podemos esperar que las mujeres Venezolanas entiendan lo que implica un aborto si aún no terminan de comprender lo que significa un embarazo? Creo que para nadie es secreto que en el país existe una cultura reproductiva bastante pobre y la planificación familiar es nula desde hace décadas</p>\n<p>Al impulsar una política pro aborto es necesario y responsable que se empleen todos los recursos posibles para crear una base sólida de mujeres debidamente informadas sobre todo lo que implica un embarazo, y todo lo que implica la decisión de terminarlo de forma artificial, dicho esto, lo correcto es informar a toda la colectividad sobre los riesgos y beneficios del aborto en el corto y largo plazo, así como también incentivar el uso de métodos anticonceptivos</p>\n<hr />\n<h3>Etapa en la gestación </h3>\n<div class=\"pull-left\"><img src=\"https://upload.wikimedia.org/wikipedia/commons/thumb/2/2a/Views_of_a_Foetus_in_the_Womb_detail.jpg/220px-Views_of_a_Foetus_in_the_Womb_detail.jpg\" alt=\"\" width=\"220\" height=\"306\" ><a href=\"https://es.wikipedia.org/wiki/Feto\">Fuente</a> </div>\n<p>&nbsp;</p>\n<p>¿Hasta qué momento en la gestación se debe permitir el aborto? Esta es una pregunta con un carácter ético y que además obedece a la concepción conservadora de la sociedad Venezolana, si se desea elaborar una política pública es una de las cuestiones principales a resolver</p>\n<p>La manera más simple y sana de dar respuesta a esta pregunta es llevar a cabo el aborto solo cuando existe garantía de que el feto no puede sentir dolor, y según <a href=\"http://www.bbc.com/mundo/ciencia_tecnologia/2010/06/100625_feto_dolor_aborto_men\">este artículo de la BBC</a> es antes de las 24 semanas</p>\n<hr />\n<h3>Confidencialidad</h3>\n<div class=\"pull-right\"><img src=\"https://media.istockphoto.com/vectors/top-secret-rubber-stamp-vector-id504757234\" alt=\"\" width=\"258\" height=\"208\" /></div>\n<p>Para este asunto el simple secreto medicó no es suficiente, se debe garantizar de manera absoluta la confidencialidad de las pacientes. La sociedad Venezolana es muy conservadora en esta clase de temas, y es injusto que una mujer sufra algún tipo de impacto negativo en su vida social o laboral por una decisión netamente personal, se debe garantizar una confidencialidad absoluta de forma legislada</div>\n<hr />\n<h3>Embarazo adolescente</h3>\n<div class=\"pull-left\"><img src=\"http://notitotal.com/wp-content/uploads/2016/03/embarazo_adolescentesemana.jpg\" alt=\"\" width=\"324\" height=\"178\" /><a href=\"http://notitotal.com/2016/03/17/el-embarazo-precoz-un-circulo-vicioso-en-venezuela/\">Fuente</a></div>\n<p>Se podrá observar en muchas situaciones casos donde una menor de edad embarazada quiere abortar y sus padres no otorgan el consentimiento</p>\n<p>Siempre se debe velar por el interés superior de la menor. Si el hecho de tener ese bebé causara repercusiones negativas en el largo plazo se deberá decretar de manera jurisprudencial en un tribunal el consentimiento del procedimiento. De manera particular este sería el caso de embarazos que presentan un riesgo para la salud de la menor y los casos donde la menor y su familia no poseen los recursos necesarios para garantizar el desarrollo de la menor y del futuro neo nato, pero a fin de cuentas, será una decisión jurisprudencial</p>\n<p>En líneas generales las menores de edad se verán estrictamente beneficiadas en un aborto legal, por lo que este sería, sin lugar a dudas, uno de los puntos en los que más se deberá enfocar el legislador</p>\n<hr />\n<h3>Gratuidad</h3>\n<div class=\"pull-left\"><img src=\"https://www.ctvnews.ca/polopoly_fs/1.2497543.1438384549!/httpImage/image.jpg_gen/derivatives/landscape_620/image.jpg\" alt=\"\" width=\"272\" height=\"153\" /><a href=\"https://www.ctvnews.ca/health/n-s-government-to-make-abortion-pill-available-for-free-at-pharmacies-1.3601267\">Fuente</a></div>\n<p>Una de las partes más polémicas que rodea al tema del aborto es la gratuidad del procedimiento. Considero que en Venezuela sería responsable que este tema se consultara primero con el colegio médico venezolano, ya que lo ideal sería que no se empleara gran cantidad de recursos económicos del estado con este fin. Lograr un consenso para que el colegio médico venezolano garantice de forma voluntaria una gratuidad en este procedimiento antes de generar dicha ley sería lo más beneficioso</p>\n<p>En caso contrario sería bastante dificultoso  que el procedimiento sea gratuito, el proceso para determinar este asunto debe basarse en datos estadísticos referentes al embarazo  para determinar qué es lo mejor para la nación en términos económicos, cuestión en la cual los legisladores deben ser muy cautelosos y considerar todos los datos, lastimosamente sería un proceso largo, por lo cual un consenso con el CMV sería lo mejor</p>\n<hr />\n<h3>Apoyo psicológico</h3>\n<div class=\"pull-right\"><img src=\"https://images.unsplash.com/photo-1502322328990-fc8f47a2d9a5?ixlib=rb-0.3.5&amp;ixid=eyJhcHBfaWQiOjEyMDd9&amp;s=cd16bc1f8dc9ff6f9922bb9fbc9b74bd&amp;auto=format&amp;fit=crop&amp;w=500&amp;q=60\" alt=\"\" width=\"500\" height=\"281\" /></div>\n<p>Un aborto no es cosa simple, ni para la mujer ni para el entorno de la misma, aun cuando no se puede obligar que alguien reciba ayuda psicológica se debe hacer énfasis en que debe existir un apoyo constante en materia psicológica, sobretodo porque es muy probable que socialmente la mujer reciba más rechazo y discriminación que apoyo, en caso de que decida abrirse sobre el tema</p>\n<hr />\n<h3>Conclusión</h3>\n<p>Aun cuando tengo una postura en contra del aborto acepto que es necesario que se avance en materia legal para velar por el interés superior de muchas mujeres. Existirán muchas excepciones y vacíos legales por lo que también es necesario que se capacite a los jueces sobre el tema para evitar decisiones jurisprudenciales contraproducentes</p>\n<p>Esto de verdad toca el tema de manera muy superficial y la elaboración de una tesis para la creación de una política pública en lo referente al tema será un trabajo bastante arduo. Esto es en líneas generales, mi opinión</p>\n<p>Para aclarar, esta opinión carece de validez alguna, no soy abogado, tampoco soy médico, y tampoco soy mujer, pero es mi opinión sobre el tema</p>\n</center>",
