လူတိုင္း၏ ေန႔စဥ္ဘဝတြင္ မရွိမျဖစ္လိုအပ္ေသာ ကုန္ပစၥည္းမ်ား မျဖစ္မေနဝယ္ယူရသည္ျဖစ္ေသာ္လည္း ၄င္းကုန္ ပစၥည္မ်ား ဆက္တိုက္ဆိုသလို ေစ်းက် ဆင္းသည္မ်ားလည္း ရွိႀကသည္။ ထို႕သို႕ေသာ ေျပာင္းလဲ မွဳမ်ားေႀကာင့္ အခ်ိဳ႕ နိုင္ငံမ်ားတြင္ Deflation အစစ္အမွန္ကို သိရွိရန္ ခက္ခဲလွသည္။ \n\n      ေလာင္စာဆီ ေစ်းနုန္းမ်ားက အေျပာင္းအလဲ ျမန္ဆန္ေသာေႀကာင့္ ခန္႔မွန္းေခ် တိုင္းတာရန္ပင္ ခက္ခဲလွသည္။ အေမရိကန္တြင္ေတာ့ စားေသာက္ကုန္ ေစ်းနုန္းသည္ မ်ားေသာအားျဖင့္တည္ျငိမ္မွဳ ရွိျပီး အျခားေသာ နိုင္ငံမ်ားတြင္ေတာ့ ေန႔စဥ္နွင့္အမ်ွ ေျပာင္းလဲမွဳ မ်ားရွိေနႀကသည္။ စားေသာက္ကုန္နွင့္ စြမ္းအင္ ေစ်းနုန္းမ်ား ကို ထည့္မတြက္ေသာ Core CPI တြက္ခ်က္တိုင္းတာသည့္နည္းလမ္း ထားရွိႀကသည္။\n       \n        မ်ားေသာအားျဖင့္ ေငြက်ံဳ႕ျခင္းသည္ စားသံုးသူေလ်ာ့က်ေနျခင္း ၊ ကုန္ပစၥည္းနွင့္ ဝန္ေဆာင္မွုမ်ား ေပါမ်ားထုတ္လုပ္လာျခင္း ၊ သို႔မဟုတ္ ေငြသားစီးဆင္းမွဳ ေလ်ာ့နည္းလာျခင္း စေသာ အေျခအေနမ်ိဳး ၌ ျဖစ္ေပၚတတ္သည္။ ကုန္ေစ်းနုန္း က်ဆင္းေနသည့္အခ်ိန္ကာလမွာေတာင္ ဝယ္လိုအား ဆက္တိုက္ က်ဆင္းေနမည္ ဆိုပါက စက္မွဳ လုပ္ငန္းမ်ားမွာ ကုန္ပစၥည္း ထုတ္လုပ္မွဳ ေလ်ာ့ခ်ပစ္ရေတာ့မည္။ ထိုအခါရင္းနွီးျမဳပ္နွံမွဳ နည္းပါးလာေစနိုင္ျပီး လုပ္ငန္းလည္ပတ္မွဳ ေနွးေကြးလာေစမည္။ ေငြက်ံဳ႕ဝင္ျခင္း၏ အက်ိဳးဆက္ေပတည္း။ \n\n       ဥပမာ အေမရိကန္တြင္ စီးပြားေရးသံသရာ ေအာက္ဆံုးထိက်ဆင္းမွဳ (Great Depression) ျဖစ္ေပၚေနစဥ္ အခ်ိန္တြင္ ဝယ္လိုအား က်ဆင္းမွဳ မ်ား ျဖစ္ေပၚျပီး တစ္ခ်ိန္တည္းတြင္ အသံုးစရိတ္ေလ်ာ့ခ်မွဳ နွင့္အတူ ေငြ စုေဆာင္းမွဳ ျမင့္တက္လာကာ ေစ်းကြက္တြင္း၌ ေငြသားစီးဆင္းမွဳ ေလ်ာ့ပါးသြားျခင္းျဖစ္ေပၚလာခ့ဲသည္။ ေငြစုေဆာင္းမွဳ မ်ားလာျခင္းသည္ ေကာင္းသေယာင္ထင္ရေသာ္လည္း ေငြက်ံဳ႕ဝင္မွဳ ျဖစ္ေပၚလာေစျပီး ၄င္း ေငြက်ံဳ႕မွဳ ျဖစ္ေပၚလာျခင္းသည္ အေႀကြးရွိေသာ သူမ်ား အဖို႕ ခ်မ္းသာ လာ သေယာင္ျဖစ္လာေစမည္။ သို႕ေသာ္ ရင္းနွီးျမဳပ္နွံမွဳ လုပ္ငန္းမ်ား တြင္ ေစ်းနုန္းကေမာက္ကမျဖစ္စဥ္မ်ားေႀကာင့္ ေငြစီးဆင္းမွဳ မလံုေလာက္ေတာ့ေသာ ျဖစ္ရပ္မ်ိဳး ျဖစ္လာေစနိုင္သည္။ \n\n       Deflation သည္ Inflation နွင့္ေျပာင္းျပန္ ကုန္ေစ်းနုန္း ျမင့္မားရာမွ က်ဆင္းေစနိုင္သည္။ ေကာင္းသည္ဟု ထင္ရေသာ္လည္း အမွန္တကယ္မွာေတာ့ ကုန္ေစ်းနုန္း တစ္ခုထဲ တင္မကဘဲ အိမ္ရာေျမေစ်းနနု္းမ်ားပါ က်ဆင္းလာျပီး စီးပြားေရးလုပ္ငန္းမ်ား အျငင္းပြားဖြယ္ရာမ်ားႀကံဳေတြ႕ရျပီး အထိနာလာေစနိုင္သည္။ ၄င္းအေျခအေနကို ကယ္ဆယ္ေရးနည္းလမ္းမ်ားစြာရွိေသာ္လည္း အထိေရာက္ဆံုးနည္းလမ္းကေတာ့ မူဝါဒေျဖေလွ်ာ့ေပးျခင္း (Quantitative easing) လုပ္ေပးျခင္းသာျဖစ္သည္။  အထူးသျဖင့္ 2008 အေမရိကန္ ဘ႑ာေရးပ်က္ကပ္ နွင့္ 2009 ဥေရာပ ေႀကြးျမီပ်က္ကပ္ တို႕ ျဖစ္ျပီး ေနာက္ပိုင္း တြင္ QE နည္းလမ္းျဖင့္ စီးပြားေရးျပန္လည္ဦးေမာ့လာေအာင္ စြမ္းေဆာင္နိုင္ခ့ဲသည္။ QE ျပဳ လုပ္ေပးျခင္းသည္ ဗဟိုဘဏ္မ်ားမွ ေငြေႀကးမူဝါဒေျဖေလွ်ာ့ေပးျခင္း (သို႔မဟုတ္) ေငြစကၠဴ အသစ္မ်ားရိုက္ထုတ္ေပးျပီး အတိုးနုန္း နိမ့္နိမ့္ျဖင့္ ထုတ္ေခ်းေပးကာ စီးပြားေရး လုပ္ငန္းမ်ား လည္ပတ္ေစျပီး စီးပြားေရး ျပန္လည္ နာလန္ထူ နိုင္ေအာင္ ပံ႕ပိုးေပးေသာ နည္းလမ္းျဖစ္သည္။\n\n       Deflation ျဖစ္ျခင္းသည္ စေတာ့ေစ်းကြက္အေပၚလည္း ဆိုးက်ိဴ းသက္ေရာက္ေစနိုင္သည္။ စေတာ့ေစ်းနုန္းမ်ား က်ဆင္းေစနိုင္သည္။ ထိုအခါ ေကာ္ပိုေရးရွင္းမ်ားက အရွံုးေပၚျပီး ေဒဝါလီခံရမွဳ မ်ားျဖစ္ေစနိုင္သည္။ သို႔ေသာ္ ဘြန္းေစ်းကြက္အေပၚေတာ့ ေကာင္းက်ိဳး ရွိနိုင္သည္။ အထူးသျဖင့္ အေမရိကန္ေငြတိုက္စာခ်ဳပ္မ်ား တန္ဖိုးပိုရွိလာနိုင္သည္။ စာခ်ဳပ္ ဝယ္ယူစဥ္က သတ္မွတ္ထားေသာ အတိုးနုန္းက ေငြေဖာင္းပြ ေလ တန္ဖိုးေလ်ာ့နည္းေလ ျဖစ္ျပီး ေငြက်ံဳ႕ေလ တန္ဖိုးတက္ေလျဖစ္သည္။ ေငြက်ံဳ႕ ေနစဥ္ကာလတြင္ ဘဏ္အတိုးနုန္းမ်ား က်ဆင္းေနျပီး ဘြန္းစာခ်ဳပ္အတိုးနုန္းမွာ နုန္းေသျဖစ္၍ တန္ဖိုးတက္လာမည္ျဖစ္ေသာေႀကာင့္ ဘြန္းကိုင္ေဆာင္ထားသူတို႕ အက်ိဳးအျမတ္ရရွိမည္ျဖစ္သည္။ သို႕ေသာ္ ေကာ္ပိုရိတ္ဘြန္းမ်ားကေတာ့ ေကာင္းက်ိဳးရလိမ့္မည္မဟုတ္။ \n\n      Deflation ျဖစ္ျခင္းသည္ ကာလရွည္ အေႀကြးေပးေသာ ျမီရွင္ တို႔အတြက္ ေကာင္းက်ိဳးရရွိေစသည္။ ေငြေဖာင္းပြစဥ္က အတိုးနုန္းသည္ ေငြက်ံဳ႕ေနေသာ ကာလမ်ားေရာက္ေသာ အခါ ပို၍ တန္ဖိုးတက္လာမည္။ ေကာင္းက်ိဳး ဆိုးက်ိဳး နိုင္းယွဥ္ႀကည့္ပါက Deflation မ်ားလာျခင္း သည္ စီးပြားေရး က်ဆင္းမွဳ ျဖစ္ေစေသာ အေျခအေနကို ပိုနီးကပ္ေစနိုင္သည္။ Deflation ျဖစ္လွ်င္ စီးပြားေရးက်ဆင္းလာျပီး လစာမ်ားလည္းနည္းသြားေစနိုင္ေသာေႀကာင့္ လူအမ်ားကို အႀကီးအက်ယ္ဒုကၡ ျဖစ္ေစနိုင္သည္။ Inflation ျဖစ္ျခင္းကသာလွ်င္ ခုသာခံသာရွိေသးသည္။ ၄င္း ၂ မ်ိဳးလံုးသည္ တစ္ဖက္ဖက္က အေလးသာလြန္းလွ်င္ မေကာင္းေပ။ ထို႕ေႀကာင့္ အေမရိကန္ ဗဟိုဘဏ္ဆိုလွ်င္ ေငြေဖာင္းပြမွဳ နုန္းကို 2% ထိ သတ္မွတ္ထားျပီး အေမရိကန္ စီးပြားေရးတိုးတက္ျပီး အလုပ္အကိုင္အခြင့္အလမ္းေပါမ်ားလာေအာင္ လႊတ္ေပးထားေလ့ရွိသည္။ စီးပြားေရးေကာင္းမြန္ျပီး စားသံုးသူ သံုးစြဲနိုင္အားျမင့္မားလာကာ ေငြေဖာင္းပြမွဳ နုန္း 2% နားနီးကပ္လာပါက ေငြေႀကးမူဝါဒ ျပင္ဆင္ေျပာင္းလဲျပီး လက္ရွိသြားေနေသာ စီးပြားေရးနွင့္ ကိုက္ညီေအာင္ ၊ မွ်ေခ် ျဖစ္ေအာင္ ျပန္လည္ထိန္းညွိ လုပ္ေဆာင္ျခင္းျပဳ လုပ္ႀကသည္။ \n\n#Nang_Kham_Thiri_Oo\n ![image](https://img.esteem.ws/c2wpluvkio.jpg)",
