      "body": "२०७४ साल कार्तिक महिनाको १६ गते विहिवार एक जना सुनिल खनाल (नाम परिवर्तन) नाम गरेका काठमाडौं मोडेल कलेज (बाघबजार) मा १२ मा पढ्ने विद्यार्थी ११ मा पढ्ने विजय चापागाई सँग कलेजमा हिड्दै गर्दा ठोक्किन पुग्छन । सुनिलले भाइ राम्ररी हिड भनेर सम्झाउन खोज्छन, तव ११ मा पढ्ने भाइले “किन ठोक्किस ?”भनेर जोस्सिन्छन । त्यहाँ हल्का विवाद हुन्छ र सकिन्छ ।त्यसको पर्सी पल्ट शनिवार यानी कार्तिक १८ गते पुन परिक्ष्या (Re-Exam) रहेको हुन्छ । सुनिल पनि परिक्ष्या दिन भनि कलेज गएका हुन्छन । त्यती नै बेला उनको फेरी विजय चापागाई सँग देखादेख हुन्छ । विजय चापागाई ११ मा पढ्नेले सुनिल खनाललाई गएर “मलाई किन हेरिस् ?” भनेर सोध्छन । सुनिल खनालले पनि तलाई हेर्न हुँदैन भन्ने जस्ता पर्तिउत्तर दिन्छन् । उनिहरुको परिक्ष्या दिएपछी भेट्ने भनि विदा हुन्छ ।परिक्ष्या दिएर सकिन्छ । विजय चापागाई २ जना साथी लिएर सुनिल सँग भिड्न आउछन तर उनका साथिहरु त्यहाँ बाट भाग्छन । विजय चापागाई र सुनिल कलेज बाहिर विवाद गर्न जान्छन । विवादको रुप केहि उग्र हुन्छ र सुनिलको र विजयको ठेलाठेल हुन्छ । सुनिल ले धकेलेर विजय लड्न पुग्छन र विजयको अनुहारमा केहि चोट देखिन पुग्छ ।यो लडाइँ त्यही अन्त्य हुँदैन । त्यसको भोली पल्ट यानी आइतवार २०७४ कार्तिक १९ गते विजय ले २ जना आफ्ना दाइहरुलाई लिएर कलेज पुग्छन । त्यो दिन सुनिल भने कलेज गएका हुँदैनन । सुनिललाई कलेज बोलाईन्छ । सुनिल सँग उनका दाई पनि गएका हुन्छन । सुनिललाई सल्लेरी खबरलेसोध्दा उनि रिजल्ट लिनको लागि कलेज बाट बोलाइएको भन्ने आशन्का गरेका रहेछन, तर कुरा अर्कै थियो । जब सुनिल र उनको दाई कलेज पुग्छन, तव विजयसँग आएका दुई जना दाइहरुले कलेजका डिन र कलेजका विहानी समयका संस्थापक (Co-ordinator) सुमन गैरेको अगाडी नै फोहोरो शब्दका साथै कलेज बाहिर निस्कने वित्तिकै मार्ने समेतको धम्की सुनिल र उनको दाईलाई दिइन्छ । कलेजबाट दुबै जना लाई नै टि.सि (ट्रान्स्फर सर्टिफिकेट ) दिने निर्णय लिएका सुमन गैरे २ जनाको धम्की बाट त्रसित भएजसरि सुनिललाई मात्र टि.सि दिने तर विजय लाई चाही नदिने निर्णयमा पुग्छन ।सुमन गैरे सँग सुनिल विन्ती गर्छन तर सुमनको अडान टि.सि दिने मै अडिन्छ । सुनिल १२ पढ्दै गरेका बिद्यार्थी हुन । घटनाको पुरा विवरण हेर्दा सुनिललाई कलेज बाटै निकाल्नु सम्मको कार्वाही हुनुपर्छ जस्तो देखिदैन तर त्यो भयो । केहि सानो गल्ती गर्दा वित्तिकै टि.सि दिने नै के समस्याको समाधान हो त ? कलेज बाटै निकाल्नु कती सम्मको अन्याय हो ? के कलेजहरुले अनुशासन सिकाउन नसक्ने भएरै कलेजबाट टि .सि दिदै विद्यार्थिलाई निकालिरहेका छन ? यो अहिले काठमाडौंका प्राईभेट कलेज हरुमा भैरहेको सामान्य तर गम्भिर समस्या हो ? के काठमाडौं मोडेल कलेजले विध्यार्थी को भविष्य माथी खेलवाड त गरिरहेको छैन ? यि र यस्ता प्रश्नहरु यस्तै घटनाले गर्दा उब्जिना थालेका छन । काठमाडौं मोडेल कलेज त एउटा उदाहरण मात्र हो यस्ता थुप्रै घटनाहरु विभिन्न कलेजहरुमा भैरहेका छन । तर त्यसको अनुगमन भैरहेको छैन ।\nसुनिलको अबको ६ महिनामा यानी २०७५ सालको बैशाखमा १२ को अन्तिम परिक्ष्या हुनेछ । उनलाई अन्तत काठमाडौं मोडेल कलेजले ( टि.सि ) दिएर नै पठायो । उनी हातमा ( टि.सि ) बोक्दै के.एम.सि कै नेट्वोर्क कलेज न्यु समिट (मैतिदेवी) गए तर त्यहाँ उनलाई लिन नसकिने भनी फर्काइयो । यस्तै २,३ वटा कलेजहरुमा पनि उनी धाए । उनलाई कसैले लिन मानिरहेको छैन । सुनिल खनालको भविष्य माथी प्रश्न चिन्ह खडा भएको छ । यसरी काठमाडौं मोडेल कलेजले सुनिल खनालको भविष्य अन्धकार बनाएदिएको छ । किशोरावस्था उमेरका केटाकेटीलाई यसरी अन्योलमा पारिदिएर पछि यस्तै कारणले गर्दा कसैले आत्महत्या गर्यो भने जिम्मेवार को त ? हामिले यहि प्रश्न सुमन गैरे संग सोध्दा “विद्यार्थी ले आत्माहत्या गरून्, नगरुन ” त्यो हाम्रो सरोकारको विषय नभएको बताए । के विद्यार्थी संग पैसा मात्र असुल्ने मनपरि शासन चलाउने सरोकारको विषय हो त ? काठमाडौं मोडेल कलेजामा विद्यार्थीको भविष्य चाहिँ सरोकारको विषय होइन ? के काठमाडौं मोडेल कलेज सङ्ग यसको जवाफ छ त ?\nपछिल्लो समय प्राइभेट कलेजहरुमा मनपरी शासन भैरहेको , विद्यार्थीको अधिकार माथी हनन भैरहेको , विद्यार्थीका यि र यस्ता आवाज हरु सुन्ने कोही नभएको र सरकार र कानुन ले पनि यस्ता घटनाहरु प्रती चासो दिएर अवलोकन नगरेको पाइन्छ । अझ प्राय कलेजहरुमा त मनपरी पैसा असुल्ने गरेका समाचारहरु हामिले नसुनेका हैनौ । के काठमाडौंका प्राईभेट कलेजहरु यसरि नै मन परी गर्दै जाने र सरकार चाही मौन बस्ने हो त ? खै सरोकारवालहरुले आवाज उठाएको ? काठमाडौंमा भैरहेको यो एउटा गम्भिर समस्या हो । यसको न्युनिकरण हुन र सरोकारवालहरुले यसमा चासो दिएर आवश्यक कदम अघी बढाउनु पर्ने देखिन्छ ।",

      "body": "कार्तिक २६, २०७४-भारत सरकारले द्रुत गतिमा समाजलाई ज्ञानको संसारमा रुपान्तरण गरेको दाबी गर्दै ‘शिक्षा ४ दशमलव ०’ बिन्दुमा प्रवेश गरेको घोषणा गरेको छ । \n\nयुवा पुस्तालाई विज्ञान र प्रविधिमार्फत सिर्जनात्मक ढंगले उच्च शिक्षामा पहुँच विस्तार, सिप सिकाइ, तालिम र विश्वव्यापी प्रतिस्पर्धामा उतार्न नयाँ आयाम निर्माण गरेको उसको दाबी छ । \n\nभारतीय उद्योग वाणिज्य महासंघ (फिककी)ले ग्रेटर नोइडामा ‘१३औं उच्च शिक्षा सम्मेलन–२०१७’आयोजना गरी यसरी शिक्षामा नयाँ चरणको घोषणा गरेको हो । विश्वका ६७ मुलुकको सहभागिता रहेको सम्मेलनको मूल उद्देश्य भारतलाई उच्च शिक्षाको केन्द्र बनाउनु रहेको जनाइएको छ । उसले ‘सबैका लागि शिक्षा र सबैका लागि काम’ भन्ने नारा केन्द्रविन्दुमा राखेर अघि बढ्ने भनेको छ ।\n\n‘आज नयाँ युगको साक्षरता विशेषगरी मिडिया, इन्टरनेट र सामाजिक सञ्जाल तथा प्रविधिमा आधारित छ,’फिक्कीका अध्यक्ष प्राध्यापक राजन सक्सेना भन्छन्, ‘सबैखाले बिजनेसका मोडलहरु प्रविधिमैत्री बन्दैछन् । जसले गर्दा आर्थिकोपार्जनका हरप्रकारका कामहरु प्रविधिले प्रभाव पारिरहेको छ । प्रविधिले नयाँ खालका व्यवसाय सिर्जना गर्दैछ । भारतले सन् २०२२ सम्ममा यही विकासमा फड्को मार्दैछ ।’विश्वव्यापीकरण, डेमोग्राफिक चेन्ज र उद्योगमा समय यही ‘४ दशमलब ०’ लागू भएको उनले जनाएका छन् ।\n\n \n\nफिक्कीको उच्च शिक्षा कमिटीले आफ्नो शैक्षिक प्रतिवेदन तयार गर्दै चौथो चरणमा प्रवेश गरेको घोषणा गरेको हो । उसले भारत वर्षमा प्राचीनकालमा सुरु भएको ‘गुरु–शिष्य’परम्परालाई शिक्षाको पहिलो चरण (१ दशमलब ०) मानेको छ । सामूहिक रुपमा शिक्षक वा ज्ञान दिने व्यक्तिबाट दिइने शिक्षालाई दोस्रो चरण (२ दशमलब ०) मानेको छ । यो परम्पराको निरन्तरता अहिले पनि छ तर प्रभावकारी नरहेको उसको प्रतिवेदनमा छ ।\n\nत्यसै गरी भारतमा तीन दशकयता कम्प्युटर र इन्टरनेटको प्रयोग हुँदै आएको छ । समान ढंगले पहुँच विस्तार भएको यो शिक्षालाई तेस्रो चरण (३ दशमलव ०) मानेको छ । यो चरणलाई भारतीय समाजले सर्वस्वीकृत दिएको र विश्वमाझ उभिन बल पुर्‍याएको दाबी गरिएको छ ।\n\n \n\nवर्तमान परिवेश द्रुत गतिको इन्टरनेट, मोबाइल प्रविधि, सामाजिक सञ्जालहरुले जतासुकै, जोसुकै व्यक्तिलाई प्रभावित तुल्याएको छ । यो कसैले सिकाउनेभन्दा पनि व्यक्ति आफैंले स्वतस्फूर्त ग्रहण गरेर सिक्ने, आफ्नो भूमिकाको दायरा आफैंले बदल्ने विश्वव्यापी परिस्थितिलाई भारतले आफ्नो नागरिकको पहुँच विस्तार गरेको दाबी गरेको छ । त्यस निम्ति आवश्यक सम्पूर्ण शैक्षिक उपकरण, भौतिक पूर्वाधारको विकास गरेको जनाएको छ ।\n\n \n\n‘प्रविधिले व्यक्तिगत रुपमा जुनसुकै, जहाँसुकै, जतासुकै आफ्नो भूमिका परिवर्तन गरेको शिक्षा सिकाइको दायरा खुला राख्न सक्ने बनाएको छ,’ सम्मेलनमा सार्वजनिक गरिएको ‘लिपफ्रगिङ टु एजुकेसन ४.१ : स्टुडेन्ट एड द कोर’प्रतिवेदनमा छ, ‘आज, ज्ञानको स्रोत विश्वव्यापी बनेको सन्दर्भमा ४.० चरणको शिक्षाले विद्यार्थीलाई विश्वव्यापी समाजलाई नेतृत्व गर्नसक्ने छ । छलाङ मार्नका निम्ति भारत सरकारले कम्प्युटर शिक्षा लागू गरेको तीन दशकपछि प्रविधिहरु र प्रक्रियाहरुको सबै पूर्वाधार पहिल्याएको छ ।’\n\nपरिवर्तनको आधारभूत रोडम्याप तयार भएको प्रतिवेदनमा छ । यसले उच्च शिक्षा सम्बन्धित संस्था, सरोकारका निकाय, नीति निर्माता, प्रशासनिक निकायहरु सबैले यो परिवर्तनलाई अवलम्बन गर्ने जनाइएको छ । ‘त्यसैअनुसार आफ्नो रणनीतिक, आवधिक, दीर्घकालीन नीति तथा योजनाहरु बन्नेछ,’ भनिएको छ, ‘सबैका लागि शिक्षा र सबैका लागि काम’भन्ने नारा केन्द्रविन्दुमा राख्नुपर्छ ।’\n\nभारतमा कक्षा १२ सम्मलाई विद्यालय तह मानिन्छ । त्यसभन्दा माथिको शिक्षालाई ब्याचलर्स डिग्री र युनिभर्सिटी अर्थात् मास्टर्स डिग्रीका रुपमा रहेको छ । उसले हरेक विषयलाई प्रविधिमैत्री तुल्याउने, त्यहाँ प्रतिपादिन हरेक विषय विश्वव्यापी हुने, हरेक विषय विद्यार्थीको जीविकोपार्जनमात्र नभई विश्वस्तरमा प्रतिस्पर्धी हुने उसले भनेको छ । हरेक विषयको सिकाइ विद्यार्थी केन्द्रित र समाजमुखी हुने दाबी गरिएको छ ।\n\n  \n\nसम्मेलनमा नेपालबाट सहभागी विश्वविद्यालय अनुदान आयोग (युजिसी)का प्रशासकीय प्रमुख सुवासचन्द्र ढुंगेलले भारतको नीति तथा अवधारणाले अन्य मुलुकको विद्यार्थी आकर्षित गर्नु रहेको बताए । ‘भारतले शिक्षालाई गुरुकुलदेखि ४ दशमलब शून्यसम्म वर्गीकरण गरिने नयाँ पक्ष हो,’उनले कान्तिपुरसित भने, ‘भारतमा पढ्न जाने नेपाली विद्यार्थीले पढ्न जान चाहेको विश्वविद्यालय त्यहाँको विश्वविद्यालय अनुदान आयोगले मान्यता दिएको र आधिकारिक निकायले गुणस्तर सुनिश्चितता तथा प्रत्यायन (क्युयुए) रोज्नु पर्छ । नत्र, नेपालमा मान्यता पाउँदैन । विद्यार्थीको लगानी र समय खेर जान्छ भन्नेबारे सबै पक्ष सचेत हुनुपर्छ ।’\n\nयहाँको विश्वविद्यालय अनुदान आयोगले विश्ववरीयतामा एक हजारभित्र पर्ने विश्वविद्यालयलाई मात्र नेपालमा संस्था खोल्न प्रोत्साहन गर्ने नीति बनाएको ढुंगेलले जनाए ।",
