With mobile app downloads reaching 197 million in 2017, and worldwide smartphone penetration expected to hit 66% in 2018, it’s no wonder that mobile service providers, centralised banks and tech companies around the world are deploying their own flavour of finance solutions.\n\nDavid Wolman, author of The End of Money: Counterfeiters, Preachers, Techies, Dreamers — and the Coming Cashless Society supports the emergence of this trend, stating “...in a country like Kenya, absolutely everyone has a cell phone nowadays, and most people are using them to send and receive money...”. The infrastructure exists, and lots of people are already using it on a daily basis.\n\nLaunched in 2007, M-Pesa is Kenya’s primary solution, with $24 billion in mobile transactions occurring in 2013; 50% of the country’s GDP. The service has expanded so quickly that the number of registered accounts actually surpasses the number of adult Kenyans. Neighboring Tanzania leads the continent in total transaction value, although at least eight countries in Africa have more mobile accounts than traditional bank accounts. Then there’s Pakistan’s Easypaisa, launched from a unique corporate structure that saw Telenor Pakistan, a mobile network operator (MNO) acquire a 51% ownership stake in Tameer Bank, a microfinance bank which now operates as the third largest mobile finance provider in the world. \n\nAnd how about Tigo Money in Bolivia, the first South American country to introduce an e-money law back in 2011, which then launched in 2012 to become Bolivia’s leading mobile finance provider, boosted by a deal with ACCL, Bolivia’s Private Bank Association Switch, that now links with the majority of private banks in that country. With these kind of adoption rates, it’s an obvious choice for institutions like the United Nations’ Capital Development Fund (UNCDF) whose aim is bringing financial inclusion to the world’s 48 Lesser Developed Countries (LDCs), to commit to mobile technology as an avenue for change.\n\nWorking across countries that include Liberia, Malawi, Senegal, Uganda, Zambia, Benin and the Lao PDR, the UNCDF runs an arm of their non-profit operation called Mobile Money for The Poor (MM4P). They work with banks, mobile network operators and regulators, to provide ways in which low-income and rural households can access digital financial services. Their aim is to prove that these services can be provided at a reasonable cost, by sustainable institutions, in a well-regulated environment. And it’s particularly their work in Nepal, building an in-house mobile money platform complete with savings, insurance and social capabilities, that requires a touch more exploration.\n\nHowever, rather than delve into the technical approach or development outcomes for MM4P’s platform, which you can learn about on their briefing note, it’s more the decision to opt for an in-house, centralised solution that’s of interest. They conclude that “for emerging competitive mobile financial services (MFS) markets, an in-house platform provides agility, control over product development based on market needs, and an opportunity to further license it. However, developing in-house entails a financial burden, which may be more for an off-the-shelf platform. Thus, the MFS provider must examine the trade-off between in-house and off-the-shelf platforms, in light of strategic intent and future benefits against present cost.”\n\nUnderstandable reasoning to an extent, the operative clause being “a financial burden… which may be more for an off-the-shelf platform”. However what’s clear in all of this, despite their excellent work, is that the UNCDF and MM4P don’t appear to be learning serious lessons from their humanitarian aid counterparts at UNOPS and the WFP, in leveraging the benefits of smartphone-oriented blockchains. Nowhere in the supporting documentation from the independent trade body Global Systems for Mobile Communication Association’s (GSMA), entitled “Mobile Money for the Unbanked”, does the cost-efficiency, security, scalability and immutability of a blockchain-based solution get mentioned. Strange, considering the UNCDF and UNOPS are part of the same major global organisation, with the same Sustainable Development Goals… are you speaking with each other guys?\n\nIf UNOPS and the WFP can build an Ethereum based system in-house, why can’t the UNCDF and MM4P? There’s at least one mention of blockchain on the UNCDF’s blog, and they support partner events like Mondato Summit Asia 2017 that took place in Myanmar (2018’s happening in Jakarta, Indonesia), suggesting it’s on the fringes of the agenda. And of course, mobile payment solutions took centre-stage at that event, which is no surprise given that Mayanmar is currently the fastest growing mobile market in the world. But Blockchain didn’t really feature, being more of a side note over coffee and biscuits.\n\nIs it that resistance from centralised regulatory and governance establishments in developing financial markets are the actual sticking points for decentralised tech? Or is it more the sway of powerful, private interest? Probably both, on an interoperable basis (lawyers, start sharpening your pencils). Yet instead of dwelling on this interesting oddity, another article in itself, let’s briefly chart the “off-the-shelf” blockchain solutions actively being developed directly, and indirectly, for this growing market.",
