Investment Banker가 선망의 직업이 된지는 최소 20년은 된 것 같습니다. 경제학자는 어떤가요? 적어도 최고의 호황기를 누리던 시기에도 Greenspan 옹은 숀 코네리 급의 대중의 관심을 받았죠. 버낸키, 옐런, 마리오 드라기 등등이 과연 정부나 정치인들에게 철저하게 인기가 없을까요? (즉,<strong> 비판적이고, 검토하고 경계하는 본분에만 충실하려고 노력했을까요? 모르죠...</strong>.) &nbsp;&nbsp;</p>\n<p><br></p>\n<p><strong>3.&nbsp;</strong></p>\n<p>&nbsp;자 정리합니다.&nbsp;</p>\n<p>&nbsp;&nbsp;슘페터는<strong> ‘신용의 창출’이 경제 발전의 중요한 요소</strong>라는 점을 강조했습니다. <strong>은행가는 그러한 신용을 창출하는 중요한 역할</strong>을 한다고 했습니다. 그런데, 그러한 역할은 <strong>비판적이고 검토하고 경계할 때만 제대로 수행</strong>될 수 있다고 했습니다. 그리고, 그러한 역할이 제대로 수행되는 한 은행가는 대중은 물론이거니와 (대출을 심사한다는 것은 거절이 주업무일 것이므로) 정부와 기업가들에게 비인기 상태일 것입니다.</p>\n<p>&nbsp;&nbsp;아직 이런 시절은 한 번도 없었던 거 같습니다. 20세기부터 현재까지요. 인간의 본성상 불가능한 일이기 때문일까요 아니면 시스템이 아직 부족해서일까요? <strong>슘페터의 이론은 현실세계에서 은행가와 정부, 기업가 카르텔에 의해 극한까지 테스트될 기회 자체를 얻지 못했습니다.</strong> &nbsp;&nbsp;</p>\n<p>한편 서두에 소개한 것처럼 장하준 교수는 아예 <strong>시장 자체가 인위적인 질서 (각종 규제)</strong>로 구성되어 있으므로 자생적이라는 가설이 틀렸기 때문에 <strong>설사 은행가, 정부, 기업가가 제 역할을 한다고 하더라도 정부의 개입은 필요하다</strong>는 말을 하는 것 같습니다.&nbsp;</p>\n<p>&nbsp;이와 관련하여 여담이지만, 슘페터는 자본주의의 한계를 위 과정이 한계까지 이루어진 후로 상상했습니다. 즉, 은행가도, 기업가도 모두 제 역할에 충실한 후 말이죠. 은행가는 새로운 대출을 해주기 어렵고, 기업가는 혁신적인 아이디어가 고갈되어 <strong>더 이상 창조적 파괴가 어려운 상태에 도달</strong>하면, 정체상태에 빠지는데 결국 사회주의로 이행할 것으로 예측했습니다. 최근의 사회민주주의 흐름이나 복지 강화 등의 경향은 자유주의에 사회주의적 요소가 점점 많이 가미되고 있는 것으로 볼 수 있다는 점에서 일견 타당하다고도 볼 수 있지만, 그것이 은행가가 대정부 관계에 있어서 충분히 제역할을 다하여 더 이상 혁신이 어려워져서 발생한 현상인지는 더 두고봐야 할 것 같습니다. 오히려 지금의 현상은 위의 장하준 교수의 지적처럼 시장 자체의 인위성으로 인한 정부 개입의 필요성에 더 가깝지 않은가 합니다.&nbsp;</p>\n<p><br></p>\n<p>&nbsp;&nbsp;요약하지요. 오스트리아 학파로 알려진 슘페터 역시도 <strong>화폐의 ‘신용 창출’ 기능은 중시</strong>했습니다. 다만, 창조적 파괴라는 표현에서 알 수 있듯이 <strong>그 중요성은 공급 측면, 즉 기업가의 측면에서 강조된 것</strong>이기에 <strong>혁신을 위한 신용 창출은 정당하나 그렇지 않은 신용 창출(수요 부양)은 경계해야 한다</strong>는 것입니다. 그리고, 혁신을 위한 신용 창출이 더 이상 여의치 않을 경우라면 그냥 창출하지 않고 있으라는 것입니다.       "body": "<html>\n<p>자 이어서 가보죠.&nbsp;</p>\n<p>먼저 장하준의 &lt;경제학 강의&gt;에서 발췌한 글을 좀 보죠.&nbsp;</p>\n<blockquote>&nbsp;&nbsp;의도적으로 질서를 만들어 낼 수 있는 <strong>(1)우리의 능력이 제한되어 있기 때문에 시장의 자생적 질서에 맡기는 것이 더 낫다는 오스트리아학파의 주장은 100% 옳다.</strong>그러나 자본주의는 의도적으로 구축된 질서로 가득차 있다. 유한책임회사, 중앙은행, 지적재산권법 등 19세기말까지 존재하지 않다가 뒤늦게 도입된 제도들이 그 예이다.서로 다른 자본주의 경제마다 다른 다양한 제도와 그에 따라 달라지는 경제실적 또한 많은 부분이 자생적이라기보다 의도적으로 구축된 질서의 결과이다. 더욱이 시장 그 자체도 구축된 질서이다. <strong>(2) 시장은 특정행위를 금지하고, 어떤 것들은 억제하고, 또 어떤 것들은 장려하기 위해 의도적으로 만든 규칙과 규제 등에 기초한다. 시장을 자생적으로 생긴 질서라고 부름으로써, 오스트리아학파는 자본주의경제의 본질을 심각하게 왜곡 해석했다.</strong></blockquote>\n<p>왜 뜬금없이 Satoshi의 글을 보다가 점프를 하느냐고요? 맥락을 파악하기 위해섭니다. 이전 글 ( https://steemit.com/kr/@hashit/7-why-economist-don-t-agree-with-bitcoin-3 )에서 Satoshi의 글은 화폐를 저축과 연관지어 생각하고 있는 것 같다고 했습니다. 실제로 알 방법은 없죠. 하지만, 설사 그랬건 안 그랬건 저는 cryptocoin의 미래상이 궁금한 것이지 Satoshi의 생각이 궁금한 것은 아닙니다. 그렇다면 사람들은 (특히 현재의 정책 결정에 영향력이 큰 경제학자들이) 어떤 생각을 하고 있는지를 알아봐야겠지요? 그래서 이어갑니다.&nbsp;</p>\n<p><br></p>\n<p>&nbsp;<strong>0. 슘페터에 대한 비판</strong></p>\n<blockquote><strong>“호황시의 이윤이나 불황시의 손실은 의미 없는 것이 아니다. 기업가간 경쟁이 작동하는 환경에서 이익과 손실은 오히려 경제 발전 메카니즘의 필수요소로 경제발전을 포기하지 않고서는 제거될 수 없다.”</strong></blockquote>\n<p><br></p>\n<p><img src=\"https://s27.postimg.org/dood81bnn/0340.jpg\" width=\"1081\" height=\"800\"/></p>\n<p>인플레이션과 디플레이션으로 반복되는 경기변동을 자연스러운 경제체제의 변동과정으로 보는 슘페터는 이러한 변화를 제거할 수 있다는 생각을 경계했습니다. 따라서, 단기적 경제 안정을 위해 통화신용정책을 고려하는 케인즈의 견해에 반대했지요. &nbsp;&nbsp;&nbsp;</p>\n<p>그런데, 현실은 어땠을까요? 1929년부터의 대공황기에 슘페터는 정부는 개입하지 말아야하고, 자연스러운 구조조정, 즉 긴축을 외쳤습니다. 결과는 아시다시피 처절한 고통이었죠. 비판의 주된 논지를 한 마디로 요약하자면 다음과 같습니다.</p>\n<blockquote><strong>“(정부와 공공영역의) 개입주의와 보정적 정책수단(재정정책)을 전적으로 거부하는 자유주의적 대응은 ‘자기치유’에 도움이 되기는커녕 항구적인 긴축을 불러올 수 있다.” &lt;긴축, 그 위험한 생각의 역사, 마크 블라이스&gt;</strong></blockquote>\n<p>위의 그림에서도 경기 싸이클의 하강 시 정부는 수요를 진작시키고 화폐를 공급하는 정책적 대응을 취했습니다. &nbsp;(파란 화살표) 대공황과 그 이후 단기적으로 발생했던 경기 침체의 대응을 통해 확인 할 수 있는 사항입니다. (하지만, 인류의 역사가 그렇듯이 대조군은 없습니다.)</p>\n<p>비판에 대한 부분은 차고 넘치기 때문에 자세히 소개하진 않겠습니다. 이론에 대한 평가는 역사와 학자들에 의해 이루어지고 있으므로 굳이 할 필요가 없고, 우리는 그저 한 사람의 생각을 통해 얻을 것만 얻으면 되겠지요.</p>\n<p>그래도 비판과 관련하여 , &lt;긴축, 그 위험한 생각의 역사, 마크 블라이스&gt;는 읽어볼만 하니 일독을 권합니다. (http://book.naver.com/bookdb/book_detail.nhn?bid=11405112)&nbsp;</p>\n<p><br></p>\n<p><strong>1.</strong></p>\n<p>자 슘페터에 대한 비판은 살펴봤습니다. 그의 이론상 경기의 변동이 발생하는 것은 자연스러운 일이고 이에 대한 개입은 자연스러운 경제체제의 변동을 저해하는 행위라는 것인데, 실제 역사는 오히려 개입하지 않았을 때 더 고통이 길고 파괴적이었던 것으로 보인다는 것입니다.</p>\n<p>그렇다면, 그냥 바이바이 슘페터 하면 될까요? 그러기엔 살짝 아쉽습니다. 왜 그런지 그가 신용 (credit)에 대해 어떤 견해를 가졌었는지 조금 살펴보도록 하죠. 누누히 얘기하지만 이를 살펴 보는 이유는 cryptocoin의 미래에 대한 intuition을 얻기 위함입니다.&nbsp;</p>\n<blockquote>기업가는 신기술의 발견이나 도입을 통해 경제적 평형상태를 파괴하고 새로운 시스템 혹은 구조적 평형상태를 찾아간다. 이러한 과정을 <strong>창조적 파괴 (Creative destruction)</strong> 라고 한다. <strong>은행가는 이 과정에서 기업가만큼이나 적극적인 역할을 하는 존재</strong>이다. 기업가의 혁신 동기는 경제 구조의 변화를 초래하는데 은행가는 기업혁신을 파이낸스하고 자본을 제공하는 존재인 바 이는 <strong>은행가에 의해 새로운 신용의 창출이 가능하기 때문</strong>이다.</blockquote>\n<blockquote>&nbsp;&nbsp;<strong>신용의 기본적 기능</strong>은 기업가가 필요로 하는 생산재를 구매하여 다른 사용으로부터 회수하도록 함으로써 <strong>경제체제를 새로운 궤도 속으로 이끄는 데 있다. </strong>신용은 이미 존재하고 있는<strong>구매력의 단순한 이전이 아니라 기본적으로 기업가에 이전할 목적을 갖는 구매력의 창출</strong>이다. 신용의 창출은 원칙적으로 사적 재산권과 노동분업의 사회(자본주의 )에서 <strong>경제발전이 이루어지는 방법을 특징지운다.</strong> 이런 식에 의해 단순한 경제 순환으로부터 경제발전이 전개될 수 있다. 이러한 기능이야말로 <strong>현대 신용제도의 핵심</strong>이라 할 수 있다. (CSchumpeter,1934)</blockquote>\n<p>자, 보고 싶은 요점만 뽑아 보도록 할까요? 은행가에 의해 새로운 신용이 창출되는데, 그러한 신용은 구매력의 단순한 이전이 아니라, 기업가에 이전할 목적을 갖는 구매력의 창출이라고 합니다. <strong>구매력의 단순한 이전을 ‘저축’</strong>이라고 한다면, <strong>기업가에 이전할 목적을 갖는 구매력의 창출은 ‘신용’</strong>입니다. 다른 말로는 <strong>‘대출’</strong>이죠.</p>\n<p><br></p>\n<p><strong>왜 굳이 모든 경제학자들이 다 하는 얘기를 굳이 슘페터를 살펴봐야 할까요?&nbsp;</strong></p>\n<p>대공황으로부터 (신)케인지언학자들은 불황시에 과감한 수요진작 정책 (재정, 통화 양측면에서)을 사용하는 것이 필요하다는 교훈을 얻었습니다. 이것은 특히 현재 진행형이죠. 그리고, 단순히 불황시 뿐만이 아니라 그 후 수십년간의 호황기에도 통화정책을 통한 ‘수요관리’는 계속 되어 왔습니다.&nbsp;</p>\n<p><br></p>\n<p>그런데, 심지어 오스트리아 학파로 취급되는 슘페터조차도 <strong>fiat currency 시스템의 ‘신용의 창출’은 자본주의 시스템의 주요 동력이라고 강조</strong>하고 있다는 것을 간과하면 안 된다는 것입니다. ‘신용의 창출’, 즉 은행을 통한 구매력의 창출은 단지 케인지언들만의 전유물이 아닙니다.
