It did not quantify its value, but in an unsourced report local news outlet Yonhap news estimated that about 40 billion won ($37.28 million) worth of virtual coins were stolen.\n\nThe heist at Coinrail, a relatively small South Korean cryptocurrency exchange, sent the price of bitcoin tumbling to two-month lows as it once again highlighted the security risks and the weak regulation of global cryptocurrency markets.\n\nSouth Korea is one of the world’s major cryptocurrency trading centers, and is home to one of the most heavily trafficked virtual coin exchanges, Bithumb.\n\nOn the Luxembourg-based Bitstamp, bitcoin was last trading at $6,790.88, down a sharp 10.8 percent from Friday, having fallen roughly 65 percent from its all-time peak hit around mid-December 2017.\n\nInvestors and regulators were jolted earlier this year after Japan’s cryptocurrency exchange Coincheck was hacked in a high-profile theft of over half a billion dollars worth of digital currency.\n\nIn 2014, Tokyo-based Mt. Gox, which once handled 80 percent of the world’s bitcoin trades, filed for bankruptcy after losing bitcoins worth around half a billion dollars. More recently, in December last year, South Korean cryptocurrency exchange Youbit shut down and filed for bankruptcy after being hacked twice.\n\n WARNING\n\nGlobal policy makers have warned investors to be cautious in trading the digital currency given the lack of broad regulatory oversight.\n\n“Coinrail is not a member of the group that promotes self regulations to enhance security. It is a minor player in the market and I can see how such small exchanges with lower standards on security level can be exposed to more risks,” Kim Jin-Hwa, a representative at Korea Blockchain Industry Association.\n\nIn South Korea, 14 major local cryptocurrency exchanges adopted measures aimed at better protecting users in January this year, including restrictions on creating more than one account.\n\nCoinrail said the balance 70 percent of virtual coins are now secure in its “cold wallet”, which operates on platforms not directly connected to the internet. It wasn’t immediately clear whether the lost coins were stored in the more insecure ‘hot wallet.’\n\nKorea Internet & Security Agency, currently carrying out the investigation with police, said only four of the country’s largest exchanges are subject to the Information Security Management System certification (ISMS) requirement.\n\nThe ISMS is a system that certifies protection of personal information at companies with average daily visitor of over 1 million.\n\n“Coinrail, as of June this year, hasn’t been certified with the ISMS, as it isn’t mandatory (for the organization to do so),” the local regulator said in a statement.\n\nCoinrail confirmed in its statement that the exchange is fully cooperating with a police investigation into the hacking, and that trading has been suspended for now. As many people say the MAGIC MONEY. \n\nBloq, a U.S. technology startup which helps corporations build blockchain platforms, will launch its own cryptocurrency on June 18, its founders said on Tuesday, in one of the industry’s most anticipated offerings this year\n\nThe first 8 million tokens, called Metronome, will be available for purchase on that date in a seven-day auction, Bloq Chairman Matthew Roszak and Chief Executive Jeff Garzik said in an interview on the sidelines of Coindesk’s Consensus conference on blockchain and cryptocurrencies.\n\nUnlike other token offerings, the sale will not include private placements with institutional investors. Proceeds will not go to Bloq, but will remain within the company’s smart contract system to provide liquidity to the token’s marketplace.\n\nThe tokens can be used immediately for a range of applications such as payments and transfers. Metronome can also run on different blockchains, unlike other tokens, the company said.\n\nBlockchain is a digital ledger of transactions that has underpinned bitcoin, the original digital currency.\n\n“At launch, the network works. Once the auction starts, it is out of our hands,” said Garzik.\n\n \n\nBloq had hoped to launch the token, unveiled in October, by the end of 2017\n“The community has been waiting for this token for some time,” said Roszak. “But building something like this takes time.”\n\nMetronome tokens, with a ticker symbol of MET, will be priced starting at 2 ether, the currency for the ethereum blockchain, and descend every minute until all tokens are sold.\n\nThe “descending price auction” method has been designed to distribute the tokens in the fairest way possible, the Bloq officials said.\n\n“We’re not putting any target on our fundraise. Many other global authorities have followed suit.\n\nGroups based in Switzerland have launched many of the world’s biggest ICOs. Embattled cryptocurrency project Tezos in July raised $232 million through a Swiss-based foundation, but has since been delayed by internal turmoil and multiple lawsuits.\n\nThe guidelines’ effect on Tezos remains unclear, but several class-action lawsuits in the United States allege the tokens, which have not yet been issued, are securities.\n\n REGULATORY FRAMEWORK\n\n“The application of blockchain technology has innovative potential within and far beyond the financial markets,” Financial Market Supervisory Authority (FINMA) chief Mark Branson said.\n\n“However, blockchain-based projects conducted analogously to regulated activities cannot simply circumvent the tried and tested regulatory framework,” Branson added.\n\nUnder the guidelines, most ICOs for tokens used to run a blockchain platform or representing underlying assets – like a share in a company or physical goods – will count as securities\n\nThere are some exceptions, such as for tokens used to access a platform that is already up and running, or for cryptocurrencies that function only as a means of payment.\n\nNeither will be considered securities, FINMA said, while the latter would be subject to anti money-laundering rules.\n\nBut most ICOs take place before the underlying technology platform has been launched and are linked to some project or purpose.
