      "body": "![download.jpg](https://cdn.steemitimages.com/DQmSds3bCwu9tgYSWi7htnWmgoQojUEcbNz9v83yS8Z6kus/download.jpg)\n\n\n전두환 전 대통령은 90세의 나이로 세상을 떠났다. 단 한 가지 예외는 아니지만 정령이 교차하는 대한민국 의 전직 대통령들 사이에서도 전직 대통령으로서 끊임없이 비난을 받지 않았고 막판까지 의견 차이를 일으켰다. 지난달 노무현 전 대통령에 이어 이 전 대통령은 눈을 감고 또 한 장을 더 기류의 풍요롭게 했다.\n\n8년(1980-1988년) 전직 대통령이 철권통치를 지배하던 시절, 정치적 억압과 권위주의적 통치, 인권 억압의 양이 있었다. 그는 12월 12일 쿠데타 내에서 권력 기반을 압수한 후 18개 광주민주화운동 내에서 권력을 잡았습니다. '80년의 봄'을 상징하는 민주화의 바람은 그의 외모에 의해 깨졌다. 군 군사 오타르시에 대한 민주화 시위는 매일 멀리 왔고, 많은 마을 범죄자들이 수감되었습니다. 언론 관리와 사전 검열은 일상이 되었습니다. 대학생들은 박종철과 이한열이 고문과 시위를 통해 숨어 있는 것을 존경한다. 그러나 경제적으로는 1980년대에 두 번째 석유 쇼크가 전례 없는 호황을 누리고 있었다.\n\n전 전 대통령은 육군사관학교 4년제 첫 기수(11기)로 박정희 전 대통령의 신임을 받으면서 군부의 핵심으로 성장했다. 그가 정치사의 전면에 등장한 것은 1979년 10월 박 전 대통령 시해 사건 직후 보안사령관으로서 김재규 당시 중앙정보부장을 전격 체포하면서다. 합동수사본부장이 되어 10·26 사건을 수사했고, 신군부를 규합해 정승화 육군참모총장을 체포하는 12·12 쿠데타를 일으켰다. 민정 이양 요구를 외면한 채 5·18 광주민주화운동을 유혈 진압한 뒤 1980년 9월 장충체육관에서 관제 선거인단 투표로 11대 대통령에 올랐다. 곧이어 개헌을 통해 이듬해 3월 임기 7년의 간선제 대통령에 다시 취임했다. 이런 비민주적 집권은 재임 내내 정통성 시비를 낳을 수밖에 없었다. 5·18은 전 전 대통령이 생을 마치는 날까지 그를 짓누르는 업보가 됐다. 그는 미얀마 방문 때 북한의 아웅산 테러로 정부 각료급 14명이 순국하는 참사도 겪었다.\n\n![download.jpg](https://cdn.steemitimages.com/DQmUtQztQL8vAqbmFrcDoMFfLu8X8yNRuJKCckqpyhxeeuQ/download.jpg)\n\n\n전 전 대통령은 자신의 임기 연장 대신 육사 동기이자 쿠데타 동지였던 노태우 전 대통령에게 후계 자리를 넘겼다. 노 전 대통령은 1987년 6월 29일 대통령 직선제 개헌을 받아들이는 결단으로 국가적 파국을 피했다. 전 전 대통령은 이 직선제 수용은 사실 자신의 뜻에 의한 것이었다고 주장해 왔다. 전 전 대통령이 직선제 개헌이 불가피하다는 인식을 했던 것은 사실인 것으로 보인다. 유혈 사태를 통해 권력을 잡고 폭압 체제로 국민을 억눌렀던 전 전 대통령은 권력을 순순히 놓지 않을 것이라고 많은 사람이 예상했다. 전 전 대통령은 이런 예상을 깨고 평화적 과정으로 권력을 이양해 우려됐던 국가적 비극은 피할 수 있었다.\n\n전 전 대통령은 퇴임 후 단죄를 받았다. 5공 청산 청문회에 불려 나갔고 백담사에 유폐됐다. 김영삼 정부 때는 12·12 군사 반란 및 5·17 내란, 2200억원대 뇌물 비자금 조성 혐의로 사형 선고까지 받았다가 사면됐다. 전 전 대통령은 5·18 당시 계엄군에게 발포 지시를 내린 적이 없고 헬기 기총 사격도 없었다고 부인했다가 고령의 나이에도 법정에 나와 재판을 받아야 했다. 그는 끝까지 5·18에 대해 사과하지 않았다.\n\n그는 남은 현금이 29만원뿐이라며 1600억원대 미납 추징금을 내지 않고 버텨 국민의 지탄을 받았다. 박근혜 정부 때 검찰 수사로 가족·친척 명의로 돼 있던 800억원대 재산이 압류됐지만 추징금 956억원은 내지 않은 채 남았다.\n\n그의 집권기 경제적 성과는 좋았다. 1979년 박 전 대통령 서거 당시 중동 오일쇼크 여파로 경제 상황은 최악이었다. 하지만 김재익 청와대 경제수석 등을 발탁해 전권을 맡기는 등 경제 회생 정책으로 호황기를 만들었다. 유가·금리·환율 등 ‘3저(低)’ 호재가 겹치면서 수출이 날개를 달고 대기업들도 급성장했다. 경제성장률은 연평균 10%에 가까웠고 물가도 안정됐다. 1986년 아시안 게임, 1988년 서울 올림픽도 유치했다. 그는 사회적으로는 야간 통행 금지를 풀고 교복 자율화를 시행했다. 과외 금지 조치도 실시했다. 당시 경제 발전과 개방 정책으로 늘어난 중산층은 1980년대 말 민주화 요구를 분출시켰다.\n\n지금 우리 사회는 좌우 진영과 지역, 계층으로 갈라져 대립하고 있다. 이 대립과 갈등이 격화된 출발점이 바로 전 전 대통령 집권 과정이었다. 이 갈등은 현재도 진행형이다. 그 격동의 현대사 중심에 서있던 전 전 대통령이 이제 역사의 뒤안길로 사라졌다. 그런 점에서 전 전 대통령이 5·18에 대한 진심 어린 사과를 하지 않고 떠난 것은 개탄스러운 일이다.\n\n5·18 희생자 중 한 사람인 김대중 전 대통령은 전 전 대통령에 대해 “죄는 미워도 사람은 미워하지 말자”고 했다. 이제는 어두웠던 역사의 기억도 그와 함께 떠나보냈으면 한다. 그의 죽음과 함께 우리 사회도 대립과 갈등, 상처를 넘어서는 길로 가기를 바랄 뿐이다.",
