Francisco Javier Pinto. Que se organicen este tipo de encuentros en una de las sedes de los poderes de la Unión es una extraordinaria noticia, porque pocas cosas hay tan importantes para desarrollar la economía nacional y familiar, como el ahorro.\n\nEn México, de acuerdo con la Encuesta Nacional de Inclusión Financiera 2015, el 32% de la población ahorra de manera informal, como se dice, ‘debajo del colchón’ o en tandas, y sólo el 15% ahorra de manera formal, por ejemplo, en una cuenta bancaria, en Cetes Directo o mediante aportaciones voluntarias a su afore.\n\nEso es mejor que quedarse sólo en pesos, aunque no son opciones ganadoras o que permitan mantener el poder adquisitivo, sino sólo alternativas menos perdedoras.\n\nJusto por eso hace falta ir más allá. En el foro insistimos en la propuesta de dar un valor estable a la moneda de plata en México. Le explico grosso modo.\n\nEsta iniciativa consiste en que el banco central (Banxico) determine un valor en pesos de la moneda Libertad de una onza troy de plata pura, que sea ligeramente superior (el porcentaje quedaría definido en la ley respectiva) a la cotización del metal precioso en el mercado internacional, a fin de que el Instituto Central siempre tenga una buena utilidad.\n\nHoy por ejemplo, al tipo de cambio y cotización actuales, la onza de plata vale unos 320 pesos. Supongamos un sobreprecio de 10 por ciento para la iniciativa. En este caso, la cotización a determinar por Banxico para la onza Libertad sería de 352 pesos.\n\nSi mañana se hundiera el precio de la plata, digamos, a 250 pesos por onza a nivel mundial, el banco central mexicano mantendría estable el valor de la Libertad en 352 pesos. Así, el ahorrador no pierde y la moneda seguiría ‘en circulación’ (en realidad no circulará ya que, debido a la Ley de Gresham, sólo se acumulará para fines de ahorro de largo plazo o emergencia, y el público preferirá seguir gastando en su día a día los pesos fiduciarios por ser un dinero de menor calidad).\n\nDe hecho, todas las monedas que cargamos en el bolsillo también valen menos en metálico que su valor nominal, y cuando esto empieza a ya no ser así, salen de la circulación o se acuñan nuevas más económicas (¿Por qué cree que las de 5, 10 y 20 centavos ya no se ven, y cada vez son más escasas las monedas amarillas de 50 cts.?).\n\nEn cambio, si la plata se disparara, Banxico tendría que ir corrigiendo hacia arriba el valor de la onza Libertad (de acuerdo a la fórmula que quede establecida en la ley). De este modo, de nuevo, la moneda seguirá ‘en circulación’ como tal, y dado que no tiene un valor nominal grabado en ella, se evitará que terminen –como les ocurrió en el pasado a las antiguas monedas de pesos con plata- en las fundiciones.\n\nAquellas viejas piezas, una vez que valían más por su contenido de plata que por los pesos a los que eran tomadas a causa de su valor grabado, terminaban siendo fundidas. El tenedor vendía así con utilidad la plata extraída de la moneda.\n\nEso no ocurrirá con la Libertad, cuyo valor se irá justando hacia arriba en beneficio del ahorrador que, de este modo, mantendrá su poder adquisitivo sin importar lo alto que pueda ser la inflación. Gracias a su plata amonedada, el ahorro del público se mantendrá ‘a flote’ con el paso del tiempo.\n\nEsta incomparable tranquilidad de la que gozará el inversor, grande o muy pequeño, fomentará el ahorro y la responsabilidad financiera mejor que cualquier otra política pública de estímulo.\n\nNo es la primera vez que se presenta esta propuesta en el Congreso de la Unión, pero hacemos votos para que esta vez, sí salga adelante. Ojalá. ¡Es por México, el máximo productor mundial de plata!",
