      "body": "<html>\n<p><img src=\"http://hackboost.com/wp-content/uploads/2016/08/google-products-services.png\"/></p>\n<p>Google today <a href=\"https://webmasters.googleblog.com/2016/08/helping-users-easily-access-content-on.html\">announced</a> two major changes related to its mobile search results. The one you’ll probably notice first is that Google is removing the “<a href=\"https://webmasters.googleblog.com/2014/11/helping-users-find-mobile-friendly-pages.html\">mobile-friendly</a>” label that highlighted pages that were easy to read on mobile from its mobile search results pages.</p>\n<p>In the long run, though, the second change may be more wide-reaching: starting on January 10, 2017, the company will start punishing mobile pages that show intrusive interstitials when a user first opens a page and they will rank lower in its search results.</p>\n<p>Why is Google removing the mobile-friendly label? According to Google’s own data, 85 percent of all pages it shows on its mobile search results pages are now mobile-friendly. So to declutter the results pages, it’s removing the label, even as it continues to use it as a ranking signal.</p>\n<p>The punishment for annoying interstitials —&nbsp;those annoying ads and announcements that take over the whole page and have the smallest possible button for dismissing them, which inevitably leads you to accidentally clicking on the ad even though you really didn’t want to buy a new car — will likely be bemoaned by bad marketers, but for users, it can’t come too early.</p>\n<p>It’s worth noting that Google won’t punish all&nbsp;sites that uses interstitials — only the ones that make content less accessible. That means popups that covers the main content after users navigate to a page or as they are looking through it, as well as standalone interstitials that have to be dismissed before you can access the main content and pages that show what looks like a standalone interstitial above the fold. Those last ones are actually especially annoying, because they often push the main content down once they load, which also often leads you to accidentally clicking on&nbsp;them, too.</p>\n<p>Some interstitials like those that sites use for login dialogs and in response to legal obligations are still okay, of course, and won’t push a site down in Google’s rankings.</p>\n<p>This isn’t the first time Google is looking at interstitials as a ranking signal.       "body": "The “Do Not Call” list isn’t working anymore.\n\nSure, legitimate telemarketers will refrain from calling you if you’ve put your phone number on it. But criminal telephone spammers will call you anyway because it’s become so easy for them to evade U.S. law enforcement.\n\nNow the Federal Communications Commission is hoping phone companies can fix the problem. “The bad guys are beating the good guys with technology right now,” FCC Commissioner Tom Wheeler said last month at the initial meeting of an industry-led team his agency has assembled to help beat back the robocall “scourge.”\n\n\nIllustrations by Nicholas Little\nUnwanted calls are the top source of consumer complaints to the FCC, with the agency fielding more than 200,000 a year, according to Wheeler. In one common illegal robocall, “Rachel from card services”—just an automated voice—says you qualify for a new credit card in an attempt to get financial information out of you. In one common extortion scheme, a voice claims to be from the Internal Revenue Service.\n\nThese calls are easy for scammers to make thanks to inexpensive automatic dialing machines and spoofing tools that hide the source of the call from your phone company and make your phone’s caller ID display a bogus number.\n\nThe charge of the “Robocall Strike Force,” which is headed by AT&T CEO Randall Stephenson and includes representatives from more than 30 technology companies, is to develop “comprehensive solutions to prevent, detect, and filter unwanted robocalls.” The group has until October 19 to submit a plan to the FCC.\n\nWe already have some tools for blocking and preventing unwanted calls. In addition to the National Do Not Call Registry (which is run by the Federal Trade Commission) there are smartphone apps that can block known spammers or send their calls straight to voice mail. If you have certain landline and mobile services, you can use a product called Nomorobo, which screens incoming numbers against a database of known spam callers.\n\n\nBut spammers can easily get around these defenses by spoofing other numbers, using standard software on voice-over-Internet phone systems, says Henning Schulzrinne, a professor of computer science and electrical engineering at Columbia University, who served as the chief technology officer for the FCC from 2011 to 2014 and will return to that role next year. Spoofing not only gives phony information to you, but also to the telephone service providers, who currently have no way of determining the actual source either. Complicating things further is that many spammers call from other countries, out of the reach of U.S. law enforcement.\n\nThat’s why the Internet Engineering Task Force, a group of engineers that develop and upgrade open-source technical standards for the Internet, is working with communications companies on a new way to verify the source of voice-over-Internet calls. The service provider originating the call would add a cryptographic signature to indicate that the caller is legitimately using the number. Separate carriers along the way could then validate the signature and catch spoofed numbers.\n\nHow aggressively will telecom companies work on this? Many carriers have little incentive to participate in anti-spam efforts because they profit from increasing traffic of any kind on their networks, says Gail-Joon Ahn, director of Arizona State University’s Laboratory for Security Engineering for Future Computing.       "body": "ITT Technical Institute is officially closing all of its campuses following federal sanctions imposed against the company. The for-profit college announced the changes in a statement:\n\n“It is with profound regret that we must report that ITT Educational Services, Inc. will discontinue academic operations at all of its ITT Technical Institutes permanently after approximately 50 years of continuous service. With what we believe is a complete disregard by the U.S. Department of Education for due process to the company, hundreds of thousands of current students and alumni and more than 8,000 employees will be negatively affected.”\n\nThe announcement comes just one week after ITT Tech stopped enrolling students following a federal crackdown. ITT Tech and other for-profit colleges have been widely criticized for accepting billions of dollars in government grants and loans while failing to provide adequate job training for its students. Last year, ITT Tech received an estimated $580 million in federal money (aka taxpayer dollars), according to the Department of Education.\n\nOne week after ITT Tech was prohibited from accepting federal aid, the whole company shut down. The swift closure of all of its campuses should indicate exactly how far the company went to recruit students using federal aid. Of course, there’s nothing wrong with providing federal loans to students who are seeking higher education, but ITT Tech often went a step further: The company’s recruiters preyed on students who didn’t understand the lifelong burden of debt and shouldn’t have been seeking a technical degree.\n\nA report from The Atlantic recently revealed that “students pursuing bachelor’s and associate’s degrees at for-profit colleges saw their earnings drop, compared to before they started the program.” The reason is because students at for-profit colleges are less likely to finish their degrees, have a higher risk of living in poverty, and students often become burdened by debt without learning any new technical skills.\n\nThe sanctions imposed against ITT Technical Institute last week were described by many experts as a “death sentence.” The sanctions prevented ITT Tech from receiving any federal aid for tuition and also required ITT Tech to increase its cash reserves from $94.4 million to $247.3 million. The cash reserves were created to help support students in case the company closed. Now that ITT Tech is officially closed, the company is not saying how it will use its reserves. In an email to Gizmodo, a company spokesperson said, “Please see today’s press release. This will be our only comment.”\n\nITT Tech’s decision to close down its campuses comes after Labor Day weekend, during which many of the faculty members and students at the company’s campuses felt completely out of the loop. “Labor Day gives us a time to pause and spend time with our family,” said ITT Tech CEO Kevin Modany an internal email sent on Friday. “As we close out the end of our June quarter, we’d like to extend that time by giving all employees Tuesday, September 6th off as an extra comp holiday.”\n\nIn the same email, Modany also indicated that the company’s demise could happen at any moment. “As you may know, we have contacted the U.S. Department of Education (ED) to request their consideration of possible alternatives to ED’s additional requirements,” he said. “However, we cannot provide any assurance that the ED will respond to our requests in a favorable manner. There is a possibility that we could hear something at any time. As such, we ask that you check your email regularly for updates. If you do not have access to email, please check with your Supervisor.”\n\nITT Technical Institute employees and students have been confused by the company’s opaque emails and lack of communication. During the holiday weekend, my inbox was filled with messages from faculty and students pleading for more information. “No one knows what’s going on,” said one faculty member. “There is no communication to the staff,” said another.\n\nStudents also wrote to Gizmodo, saying they were scared about their future. For example, we received this message on Friday, after our story was published. Here’s what the individual said:\nI am a current student at ITT. Went to campus today to study and was kicked out. The dean stated they were closing campus early for the holiday. I sat in the parking lot and watched staff go in and clear out personal affects. Boxes, shopping bags full of things. One instructor brought lunch to campus and several people just left upset. Word is some people were let go to save money towards the 100 million the school has to put in escrow to stay open, other rumor is its prep for the shutdown. Not sure what’s happening and have tried calling the CEO of corporate to get answers because I am one of several students that are supposed to graduate 9/29. Scared to death we won’t get to before graduation.\n\nIf you’re a student who currently or formerly attended ITT Tech, not all hope is lost. The Department of Education has provided resources to current and former students in a blog post that may answer some of the immediate questions you have.       "body": "The “Do Not Call” list isn’t working anymore.\n\nSure, legitimate telemarketers will refrain from calling you if you’ve put your phone number on it. But criminal telephone spammers will call you anyway because it’s become so easy for them to evade U.S. law enforcement.\n\nNow the Federal Communications Commission is hoping phone companies can fix the problem. “The bad guys are beating the good guys with technology right now,” FCC Commissioner Tom Wheeler said last month at the initial meeting of an industry-led team his agency has assembled to help beat back the robocall “scourge.”\n\n\nIllustrations by Nicholas Little\nUnwanted calls are the top source of consumer complaints to the FCC, with the agency fielding more than 200,000 a year, according to Wheeler. In one common illegal robocall, “Rachel from card services”—just an automated voice—says you qualify for a new credit card in an attempt to get financial information out of you. In one common extortion scheme, a voice claims to be from the Internal Revenue Service.\n\nThese calls are easy for scammers to make thanks to inexpensive automatic dialing machines and spoofing tools that hide the source of the call from your phone company and make your phone’s caller ID display a bogus number.\n\nThe charge of the “Robocall Strike Force,” which is headed by AT&T CEO Randall Stephenson and includes representatives from more than 30 technology companies, is to develop “comprehensive solutions to prevent, detect, and filter unwanted robocalls.” The group has until October 19 to submit a plan to the FCC.\n\nWe already have some tools for blocking and preventing unwanted calls. In addition to the National Do Not Call Registry (which is run by the Federal Trade Commission) there are smartphone apps that can block known spammers or send their calls straight to voice mail. If you have certain landline and mobile services, you can use a product called Nomorobo, which screens incoming numbers against a database of known spam callers.\n\n\nBut spammers can easily get around these defenses by spoofing other numbers, using standard software on voice-over-Internet phone systems, says Henning Schulzrinne, a professor of computer science and electrical engineering at Columbia University, who served as the chief technology officer for the FCC from 2011 to 2014 and will return to that role next year. Spoofing not only gives phony information to you, but also to the telephone service providers, who currently have no way of determining the actual source either. Complicating things further is that many spammers call from other countries, out of the reach of U.S. law enforcement.\n\nThat’s why the Internet Engineering Task Force, a group of engineers that develop and upgrade open-source technical standards for the Internet, is working with communications companies on a new way to verify the source of voice-over-Internet calls. The service provider originating the call would add a cryptographic signature to indicate that the caller is legitimately using the number. Separate carriers along the way could then validate the signature and catch spoofed numbers.\n\nHow aggressively will telecom companies work on this? Many carriers have little incentive to participate in anti-spam efforts because they profit from increasing traffic of any kind on their networks, says Gail-Joon Ahn, director of Arizona State University’s Laboratory for Security Engineering for Future Computing. The Food and Drug Administration says they do little or nothing to make soap work any better and said the industry has failed to prove they're safe.\n\nCompanies will have a year to take the ingredients out of the products, the FDA said. They include triclosan and triclocarban.
