But criminal telephone spammers will call you anyway because it’s become so easy for them to evade U.S. law enforcement. Now the Federal Communications Commission is hoping phone companies can fix the problem. “The bad guys are beating the good guys with technology right now,” FCC Commissioner Tom Wheeler said last month at the initial meeting of an industry-led team his agency has assembled to help beat back the robocall “scourge.” Illustrations by Nicholas Little Unwanted calls are the top source of consumer complaints to the FCC, with the agency fielding more than 200,000 a year, according to Wheeler. In one common illegal robocall, “Rachel from card services”—just an automated voice—says you qualify for a new credit card in an attempt to get financial information out of you. In one common extortion scheme, a voice claims to be from the Internal Revenue Service. These calls are easy for scammers to make thanks to inexpensive automatic dialing machines and spoofing tools that hide the source of the call from your phone company and make your phone’s caller ID display a bogus number. The charge of the “Robocall Strike Force,” which is headed by AT&T CEO Randall Stephenson and includes representatives from more than 30 technology companies, is to develop “comprehensive solutions to prevent, detect, and filter unwanted robocalls.” The group has until October 19 to submit a plan to the FCC. We already have some tools for blocking and preventing unwanted calls. In addition to the National Do Not Call Registry (which is run by the Federal Trade Commission) there are smartphone apps that can block known spammers or send their calls straight to voice mail. If you have certain landline and mobile services, you can use a product called Nomorobo, which screens incoming numbers against a database of known spam callers. But spammers can easily get around these defenses by spoofing other numbers, using standard software on voice-over-Internet phone systems, says Henning Schulzrinne, a professor of computer science and electrical engineering at Columbia University, who served as the chief technology officer for the FCC from 2011 to 2014 and will return to that role next year. Spoofing not only gives phony information to you, but also to the telephone service providers, who currently have no way of determining the actual source either. Complicating things further is that many spammers call from other countries, out of the reach of U.S. law enforcement. That’s why the Internet Engineering Task Force, a group of engineers that develop and upgrade open-source technical standards for the Internet, is working with communications companies on a new way to verify the source of voice-over-Internet calls. With what we believe is a complete disregard by the U.S. Department of Education for due process to the company, hundreds of thousands of current students and alumni and more than 8,000 employees will be negatively affected.” The announcement comes just one week after ITT Tech stopped enrolling students following a federal crackdown. ITT Tech and other for-profit colleges have been widely criticized for accepting billions of dollars in government grants and loans while failing to provide adequate job training for its students. Last year, ITT Tech received an estimated $580 million in federal money (aka taxpayer dollars), according to the Department of Education. One week after ITT Tech was prohibited from accepting federal aid, the whole company shut down. The swift closure of all of its campuses should indicate exactly how far the company went to recruit students using federal aid. Now the Federal Communications Commission is hoping phone companies can fix the problem. “The bad guys are beating the good guys with technology right now,” FCC Commissioner Tom Wheeler said last month at the initial meeting of an industry-led team his agency has assembled to help beat back the robocall “scourge.” Illustrations by Nicholas Little Unwanted calls are the top source of consumer complaints to the FCC, with the agency fielding more than 200,000 a year, according to Wheeler. In one common illegal robocall, “Rachel from card services”—just an automated voice—says you qualify for a new credit card in an attempt to get financial information out of you. In one common extortion scheme, a voice claims to be from the Internal Revenue Service. These calls are easy for scammers to make thanks to inexpensive automatic dialing machines and spoofing tools that hide the source of the call from your phone company and make your phone’s caller ID display a bogus number. The charge of the “Robocall Strike Force,” which is headed by AT&T CEO Randall Stephenson and includes representatives from more than 30 technology companies, is to develop “comprehensive solutions to prevent, detect, and filter unwanted robocalls.” The group has until October 19 to submit a plan to the FCC. So far it's taken in $350 million at theaters worldwide.</p> <p>Many here blame a lack of imagination that comes as a result of tight government controls over the film industry and hypersensitivity over how China is portrayed to the outside world. With a month to go before Beijing invites the world's attention by hosting the Olympic Games Aug. 8 to 24, the conversation is a timely reflection on whether China can view itself as the rest of the world sees it.</p> <p>"It's very ordinary stuff for us, the story of 'Kung Fu Panda.' bodySay goodbye to those "antibacterial" soaps. The Food and Drug Administration says they do little or nothing to make soap work any better and said the industry has failed to prove they're safe. Companies will have a year to take the ingredients out of the products, the FDA said. They include triclosan and triclocarban. Soap manufacturers will have an extra year to negotiate over other, less commonly used ingredients such as benzalkonium chloride. "Companies will no longer be able to market antibacterial washes with these ingredients because manufacturers did not demonstrate that the ingredients are both safe for long-term daily use and more effective than plain soap and water in preventing illness and the spread of certain infections," the FDA said in a statement. "Some manufacturers have already started removing these ingredients from their products." Triclosan used in 93 percent of liquid products labeled "antibacterial" or "antimicrobial" - at least 2,000 different products, according to the FDA. "In fact, some data suggests that antibacterial ingredients may do more harm than good over the long-term." The FDA started asking about triclosan in 1978. Environmental groups and some members of Congress have been calling for limits on the use of triclosan. The Natural Resources Defense Council (NRDC) sued and the FDA agreed to do something about triclosan by 2016. There's no proof yet that triclosan is dangerous to people, but some animal studies suggest high doses can affect the way hormones work in the body. "SOME MANUFACTURERS HAVE ALREADY STARTED REMOVING THESE INGREDIENTS FROM THEIR PRODUCTS." The proposed rule only affects hand soaps and body washes. Triclosan is often used in toothpaste and it's been shown to help kill germs that cause gum disease. "In response to comments submitted by industry, the FDA has deferred rulemaking for one year on three additional ingredients used in consumer wash products - benzalkonium chloride, benzethonium chloride and chloroxylenol (PCMX) - to allow for the development and submission of new safety and effectiveness data for these ingredients," the FDA added. "Consumer antibacterial washes containing these specific ingredients may be marketed during this time while data are being collected." The American Cleaning Institute said it had given up on fighting over triclosan and would focus on the other ingredients still under consideration. "It is important to note that this FDA rule does not affect consumer hand sanitizers, antiseptic products used in healthcare settings, and antiseptics used in food handler settings," it said in a statement. "The FDA already has in its hands data that shows the safety and effectiveness of antibacterial soaps. Manufacturers are continuing their work to provide even more science and research to fill data gaps identified by FDA." The FDA and the Centers for Disease Control and Prevention agree that soap doesn't need added antiseptics to make it work any better. "Washing with plain soap and running water remains one of the most important steps consumers can take to avoid getting sick and to prevent spreading germs to others," the FDA said. "If soap and water are not available and a consumer uses hand sanitizer instead, the U.S. Centers for Disease Control and Prevention (CDC) recommends that it be an alcohol-based hand sanitizer that contains at least 60 percent alcohol." Triclosan breaks open the cell walls of bacteria, killing them. But it takes several hours to do this, so it does little good in the time it takes to wash and dry hands. That means, in the words of High Times, “the law of the land will be left up to each individual tribe.” “Finally, Native Americans are really beginning to experience true sovereignty,” Dan Skye, the editor-in-chief of High Times said, weighing in on this decision by the U.S. government: “Cannabis – whether it’s industrial hemp, medical or recreational marijuana – can provide employment and economic stimulus on Indian reservations which is so desperately needed.” We still do not have any indication how many First Nations will take advantage of this new policy. Typical federal rules, barring marijuana from being sold to minors, being made available to drug cartels, being grown on public lands, or spread across state lines, will still apply.
