Photograph: Brennan Linsley/AP\n\n\n## Cannabis should be made legal in Britain for medicinal uses, according to a cross-party group of MPs and peers who led an inquiry into the drug’s potential to help patients.\n\nThe recommendation from the group chaired by Lady Meacher would put the UK in line with at least 11 other European countries and 24 US states where laws already allow people to use the drug to alleviate chronic pain and other symptoms.\n\nIn a report published on Tuesday, the group calls on the government to introduce a system that grants people access to cannabis for medical reasons, and to decriminalise the growing of small amounts at home for the same purposes.\n\nThe group took evidence from more than 600 patients and medical professionals on the use of cannabis as a medicine and commissioned a consultant neurologist, Prof Mike Barnes, to review published research on the drug’s potential to alleviate medical problems.\n\nHis review found “good evidence” that cannabis can help with chronic pain, muscle spasms often associated with multiple sclerosis, the management of anxiety, and nausea and vomiting, particularly when caused as a side-effect of chemotherapy.\n\nThe inquiry heard that scores of patients had sought out cannabis to relieve their symptoms even though it was illegal, and that users often found it impossible to get expert medical guidance or supervision as to how they should take the drug. The report claims 30,000 people in the UK use cannabis as a medicine, but adds that the figure could be as high as 1 million, according to the campaign group End Our Pain.\n\n“In Professor Barnes’s report we now have irrefutable evidence that cannabis is an effective medicine for very large numbers of people,” Meacher told the Guardian. “These are people who are suffering the most appalling chronic illness involving severe neuropathic pain, interminable nausea, and anxiety, and all these conditions can be helped, not in every case, but in many cases where prescribed medicines do not work or because there are such appalling side-effects that the person is worse off with prescribed medicine than without.\n\n“About 30,000 patients in the UK currently risk arrest and in some cases are being arrested for buying their medicine from illegal drug dealers, and that is an appalling state of affairs,” Meacher added. “This money goes to drug dealers and terrorists, and we could avoid putting this money into the hands of these people by legalising cannabis for medicinal uses.”\n\nThe report, Access to Medicinal Cannabis: Meeting Patient Needs, from the all-party parliamentary group for drug policy reform, challenges the government’s classification of cannabis under schedule 1, which is reserved for drugs that have no recognised medicinal uses. Under the scheme, the production, possession and supply of cannabis, along with LSD and mescaline, is allowed only for research and other special purposes.\n\nCaroline Lucas, the co-leader of the Green party and an author of the report, said: “The case for legalising the production and use of medicinal cannabis is overwhelming. Doing so would give immediate relief to people in pain, and the evidence from around the world shows that it can be done without increasing drug-related harms.”\n\nDavid Nutt, formerly the government’s chief drugs adviser and now a professor of neuropsychopharmacology at Imperial College London, said it was “outrageous” that the government had “dragged its heels” over legalising cannabis for medicinal uses. The pursuit of patients who used the drug to alleviate pain and other symptoms caused harm and wasted vast amounts of taxpayers’ money in police and court time, he added.\n\n“Cannabis has been a medicine for more than 4,000 years, and in the UK was in the pharmacopoeia until 1971 when the USA forced us to remove it as part of the war on drugs.       "body": "OLORADO – 15 Colorado McDonald franchises have announced that they are converting their McDonald’s Play Place areas into marijuana friendly smoking areas. Each facility will consist of 15 smoking pods in which customers can smoke a joint, bong, or pipe without being harassed or bothered by people who are offended by it.\n\nEach pod not only contains the marijuana smoke within it’s small space, but also it repels the smell of the marijuana through a ventilation tube above the pod. So, although the doors are sealed in this previous “Play Place” location, the smell of marijuana will not seep into the main restaurant as people enter and exit the facility.\nhttp://www.snopes.com/wp-content/uploads/2015/10/mcdonalds-smoking.png\nTwo restaurants in Denver, Colorado have successfully converted the play areas into a marijuana smoking section, with the other 13 franchises to complete renovations by the end of 2015.       "body": "### Seven years ago, fatalities from opiates overtook fatalities due to road accidents in the US. Sadly, the same phenomenon is now playing out in England. The latest figures from the Office for National Statistics (ONS), show that last year, 1,732 people died in traffic accidents in the UK compared with 1,989 who died due to opiates in England alone.\n\nNew psychoactive substances, referred to as “legal highs”, have received significant media attention, and deaths due to these drugs have risen by 40%, but opiate deaths now outnumber legal-high deaths by 19 to 1, despite a steady decline in opiate use in England and Wales over the last decade.\n\nOf course, opiates are not the only problem – deaths due to cocaine have reached the highest on record at 320, increasing by nearly 30% since last year – but opiates are what we should really be focusing on.\n\n# Premature and preventable\n\nDrug-related deaths of males outnumber those of females by three to one and 60% of deaths occur in 30- to 49-year-olds – compared with an average life expectancy for the rest of the population of 80.\n\nHealth complications resulting from drug use do not entirely explain this inequality in life span. A range of factors are likely to be involved. Purity and quality of heroin are not as critical, borne out by decades of research. Rather it is the risk of accidental overdose by more experienced and tolerant heroin users. Equally, combining heroin with alcohol and or a benzodiazapine such as diazepam increases the risk of death. In 1993, one in four deaths were attributed to combining alcohol with opiates; this has now reached one in two.\n\nIn 2010, the newly elected Conservative government introduced a new treatment strategy. The policy emphasised the importance of achieving abstinence from drugs rather than merely reducing the harm they can cause. This recovery agenda may have inadvertently contributed to the rise in drug deaths. Unfortunately, even if abstinence is achieved, the odds of relapsing are high. Abstinence reduces the ability to tolerate previously manageable doses of heroin, resulting in an overdose for some.\n\n# Treatment risk\n\nTreatment does reduce mortality. A recent report showed that most opiate deaths were of people not in treatment. Treatment usually involves providing a substitute drug with the aim of weaning the individual off heroin. Methadone and buprenorphine are commonly used to do this. But there are two critical factors, retaining people in treatment and what happens when treatment finishes. The month following treatment is particularly important as a person’s tolerance to opiates will have reduced, increasing the risk of overdose if the person relapses. Following up people at this critical stage could help reduce the risk of fatality.\n\nBut the challenge is how to engage those who are not in treatment. Attracting this group requires a more radical approach. Drug consumption rooms provide a safe place for people to use their drugs, providing clean syringes for those who inject heroin. These facilities have an impressive record of reducing fatalities due to drug use. And, just as important, they are the first step towards engaging a marginalised group into health and social care. We don’t need any more evidence as to their value – we need what politicians crave: public support.\n\nNaloxone can also temporarily reverse the effects of an opiate overdose. Making this drug available to opiate users and their families offers the potential to reduce fatalities. Scotland has pioneered this by implementing a national naloxone policy and new regulations in England have allowed this approach to be mirrored. This development gives workers and heroin users access and permission to administer naloxone when an overdose occurs.\n\n# A glimpse into the future?\n\nThe US has witnessed a 200% rise in prescription-opiate deaths since the millennium, driven by increasing availability and lower costs. The regulatory and marketing environments differ in the US and the UK. In the UK, open marketing of opiates is prohibited and there are stricter controls and monitoring of prescribing. But current drug control measures are outdated and easily circumvented by the internet.\n\nSo we need to carefully monitor the use and misuse of a range of prescription drugs such as tramadol. Tramadol is an analgesic used for moderate to severe pain. Prescriptions for tramadol rose dramatically over the last decade, as did deaths thought to be the result of misusing the drug. This prompted new regulations which came into force last year with the aim of curbing tramadol-related deaths. This year’s ONS data shows that one year after the introduction of these regulations deaths have reduced, but we will need to see if this trend continues.\n\nA clear measure of the UK government’s ambition to reduce inequality is halting the rise in drug overdoses. Avoidable fatalities due to drugs serve as a barometer of how equal our society is and how we respond to individual vulnerability. We all lose out when an individual dies this way.\n\nPublic Health England has responded to the trend in drug fatalities, publishing several recommendations. There are some welcome aims but they could be bolder. The time has come to introduce drug consumption rooms – it’s a life or death decision.",
