      "body": "20 PASOS PARA  SER UN BUEN ALCALDE O GOBERNADOR\n\nPrimeramente debes ser sincero y tu mismo responderte esta pregunta… ¿PARA QUE QUIERO SER ALCALDE O GOBERNADOR? \n\n1.- Opción: ¡Para llenarme los bolsillos y ser un millonario de la noche a la mañana. \n2.- Opción: Ser un Alcalde, que deje un legado,  tener un espacio en la historia, y al mismo tiempo ser millonario hasta que TÚ decidas dejar de ser Alcalde u Gobernador.\n\nPara los que eligieron la segunda opción les dejo estos tips:\n\n1.- Debes tomar en cuenta que para este cargo se necesita ciertos aspectos y cualidades que si no las tienes debes adquirir. Debes ser una persona con alguna profesión,  debes leer todo tipo de lectura, tomando en cuenta que trataras con todo tipo de personas y tu diversidad de temas al hablar debe ser muy amplia, que no te agarren desprevenido.\n\nSer una persona de carácter fuerte, “sincero”, seguro, abierto, disponible a escuchar,  desconfiado y con personalidad definida, saber lo que quieres y hacia donde vas, pero al mismo tiempo ser una persona amable, sensible, respetuosa, amorosa, eso si….! siempre teniendo el control absoluto de tus emociones,  en tu camino encontraras personas que  querrán que te desvíes de tus metas, te dibujaran cosas bonitas, que te ayudaran a alcanzar mas rápidos tus objetivos, pero nadie te dará nada a cambio de nada….! He ahí la trampa, cuando digo  control absoluto de  tus sentimientos…! lo digo porque debes ser una persona dada con la población, se te acercara mucha gente pidiéndote cosas,   se te acercaran  los que no necesitan, pero se aprovechan de la ocasión, y están los que si necesitan,  con casos  atroces y conmovedores, ahí debes aflorar tu lado humano,  mostrar tu sensibilidad al dolor y amor al prójimo. Si eres cerrado y no muestras tus sentimientos no podrás ganarte la aceptación del pueblo, esta debe ser tu primordial meta. \n\n2. Busca un tren ejecutivo el cual te acompañara en toda tu gestión, se celoso al escogerlos ya que deben ser personas de toda tu confianza, pueden ser familiares, amigos u otros, pero se tu…! quien les de el visto bueno al  final de la  contratación, trata de que todo tu tren ejecutivo sean profesionales, y  ubícalos en cada departamento o gerencia de acuerdo a sus cualidades o profesión es lo mejor, que sean lideres y puedan manejar el personal que tendrán subordinados. A la vez cada uno de estos líderes de tu tren ejecutivo permíteles que tengan personal de toda su confianza en su mayoría profesional que se haga cargo cuando estos no estén. \n\n3. No seas un alcalde o gobernador  de escritorio, establece un plan de atención de calle por comunidad, y lleva siempre contigo a todo tu tren ejecutivo estos te ayudaran a desarrollar el plan político  de aceptación con el pueblo. Escucha, comparte, involucra, delega y acepta trabajar de la mano con el pueblo,  siempre asigna a alguien de tu tren ejecutivo a realizar seguimiento de lo pautado en cada comunidad. Tu tren ejecutivo debería de estar contigo en la calle y los subordinados o personal de confianza del tren de tus subordinados, son los que se quedaran llevando, siempre en marcha todo el proceso administrativo que se debe desarrollar en si, dentro de la alcaldía o gobernación. \n\n4. busca un asistente personal que tomo nota de todo lo que haces al día y los compromisos adquiridos, no te vallas a tu casa sin que el o  ella al final, del día te de resumen de todo lo ocurrido en el día, e incluso al otro día al llegar  exige siempre un resumen de todo lo que te toca hacer ese día y así sucesivamente todos los días mientras estés en el cargo. Que se convierta en tu sombra, Te ayudara   aligerar tu mente y Bajar un poco la carga.\n\n5. Evalúa cuales son los ingresos   destinados a la alcaldía, con que cuentas,  tiempo en recibirlos, si son ingresos  netamente provenientes del gobierno, o si el estado provee otros ingresos extraordinarios  a través de ordenanzas municipales, en caso de que no haya ingresos extraordinarios, evalúa la geografía su potencial y desarróllalos, pueden ser mineros, petroleros, comercios empresas privadas,  en fin cada estado tiene su potencial. Una vez que crees esto y hallas evaluado la partida 401 recursos de  personal cuanto necesites anual, 402 materiales y suministros que se necesitan para el buen desempeño administrativo anual, centra todos tus esfuerzos, en que tu presupuesto  de gastos el 80% si es posible sea para la partida 404 inversión e incluso créditos adicionales en su mayoría, puedas solicitar y  sean destinados a la partida 404 gastos de inversión. \n\nAquí es donde la mayoría de  los Alcaldes  o gobernadores han tenido fallas, gastos de inversión básicamente tiene que ser obras en Pro del desarrollo de tu estado, que implica esto….! muchos contratistas querrán realizar estas obras, te buscaran y ofrecerán el cielo para ellos beneficiarse, sin tapujos….! todos te ofrecerán un porcentaje para quedarse con el contrato, aquí debe entrar tu astucia,   lograr la aceptación del pueblo, que te quieran  como su gobernante hasta que ellos lo decidan al igual que tus ingresos crecerán a la par, le estarás dando al pueblo lo que ellos deseen, un estado limpio, con edificaciones, viviendas  y tecnologías a la mano del pueblo, escuelas, ambulatorios, seguridad, un sin fin de obras, las que no estén la inventas, otorga todo los que el pueblo necesite para ser un estado prospero, tenlos siempre contentos que se den cuenta que trabajas para ellos,  pero tus metas deben ser levantar el estado hacia el desarrollo, los que ellos visualizan en otros países y desean tener, haz lo posible que todas estas tecnologías lleguen al estado, esto evitara la emigración y enterrarles en su corazón el sentido de pertenecía y  amor a su tierra,  lograr que el pueblo te quiera y no quiera salir de ti, mientras los contratistas desarrollan las obras, se benefician ellos y tu también económicamente, debes hacerles entender a los contratistas  que son un equipo, mientras tu estés en el poder todos son ganadores y te ayudaran a afianzarte en el poder al momento de realizar campañas para las nuevas elecciones. Eso si en el momento que un contratista por ganar mas dinero, no realice bien su trabajo en cualquier obra por muy pequeña que sea, descártalo….! sustitúyelo y dale  oportunidad a otro así sea familia, Un pueblo que se sienta atendido por su gobernante, difícil será que el pueblo permita que se valla. Ejemplo presidente de China, Rusia.\n\n\n6. No trates el presupuesto de gastos de la Gobernación o Alcaldía, como una “bodega”, trata de cumplir al pie de la letra, el Presupuesto de gastos de la alcaldía u gobernación, mantén una estrecha  relación con tu director de tesorería y presupuesto, que sean profesionales y con mucha experiencia en el ramo, que cuando tú lo llames y le digas (Necesito x millones para un contrato), sean lo suficientemente  capaz de saber como traspasar el dinero de una partida a otra, si tiene que tocar alguna obra presupuestada en el presupuesto de gastos, observar que comunidad pertenece, conseguir las firmas de esa comunidad, mediante el concejal y lideres de esa parroquia y todo los periquitos que se deben conseguir para llevar la exposición de motivo a la cámara  municipal y esta sea aprobada de inmediato. Todo de acuerdo a ley, esto es posible, un experto en materia lo sabe.\n\n7.- Identifica cual es tu equipo dentro de la Cámara Municipal, man tenlos siempre contentos e involucrarlos cuando salgas con tu tren ejecutivo a la calle, ojala y fueras afectos el 100%, del gabinete,  la cual no es posible, siempre hay alguien que echa vaina, “Involucrarlos  en los proyectos de inversión”. Así como tu te beneficias,  puedes darles la oportunidad de que lo hagan también.\n\n8.- Todo lo que contempla a la partida 401 Gastos de personal nunca debe faltar, este dinero es intocable y debe hacerse cumplir cada quincena o periodo que debes cancelar a tus trabajadores, recuerda….! Que estos trabajadores deben estar siempre contentos, ellos también forman parte de los que ayudan a preservar tu estadía en la alcaldía o gobernación.\n\n\n9.- Aprovecha tu condición y busca inversión para tu estado,  nuevas tecnologías, avances a través de los convenios internacionales con otros países, realizar intercambios en Pro del estado, eso si las inversiones logradas  deben ser siempre un 60 % del estado y 40% capital privado, no quieras ser avaro y ser tu solo el dueño, es necesario la intervención del capital privado.\n\n10. Todo lo que hagas debes guardarlo es archivo digital, graba cada paso, obra que desarrolles en Pro de tu estado. Publica por todos los medios de comunicación.\n\n11.- contrata un personal de auditores que no sea fijo, rótalos y dos veces al año realiza auditorias a todos los departamentos, incluyendo obras por realizar, realizadas, o en construcción,  donde encuentre fallas corríjanlas inmediatamente, tapa los huecos encontrados, y si debes tomar la decisión de desprenderte de un personal hazlo, así sea familia,  o rótalo a un cargo donde no te de problemas.\n\n12. Evita crear cargos con personas indispensables, que no puedas salir de ellas mas adelante. “Nadie es indispensable”.\n\n13.- Se  siempre humilde, si viviste una casa de clase media, no la abandones. Mejórala ponla con todas las comodidades sin exagerar,  vigilancia, y todo los demás periquitos,  pero sigue tu vida normal de donde saliste, el pueblo se sentirá identificado contigo, así con lo que vayas recibiendo económicamente puedes ir comprado otras propiedades e inversiones para tu futuro, todo  bajo perfil. \n\n14.- No te olvides de tu familia, ni de los que están contigo y te mantienen en el poder, hablo de tu gabinete, trabajadores y todo el equipo que te ayuda, dos veces al año otórgales bonos, mantenlos contentos con su salario, y de los beneficios que consigas para el pueblo prioriza a tu gente que lo necesita. Todos los días agradece cada gesto que te ayuden, escúchalos, incentívalos anualmente por su trabajo con un botón simbólico.\nConócelos, hazlos parte de tu familia.   \n\n15. Nunca olvides que te debes al pueblo. Cuando hables con una persona recuerda, que cada palabra que sale de tu boca, repercutirá en esa persona, significativamente,  aquí se aplica ser “sincero” entre comillas, ya habrás de adoptar en tu vocabulario y aptitud, esto se aprende….! una manera de hablar que cuando le digas a una persona “NO Puedo” y le des una buena explicación del porque “NO” acepte y este se valla contento, y cuando la Respuesta en “SI” no dejes de cumplir con esto, ojo….! pero nunca digas “SI” si no puedes cumplir. Recuerda la ley de la vida es: “Todo lo que uno hace lo Paga” sino crees en esto de nada servirá todo lo que haces.\n\n16.- Conoce y aprende a identificar a las personas que se te acercan, quien es, como es, que quiere, que intenciones tiene, si es sincero o te viene a embaucar, hay muchas técnicas  para identificarlos estudia…! \n\n17.  No creas que todo lo sabes….! Establece un buzón o utiliza las redes sociales para recibir quejas y sugerencias que te ayuden a mejorar tu gestión. Trata de generar un sistema de seguridad (Policías Bomberos, Transito, IVSS, Otros) que genere confianza, existen muchos países con ejemplares sistemas de seguridad, esto se basa en que son bien pagados, el sistema para ingresar a cada unidad es sumamente estricto, y se adapta a cada unidad,  contar con psicólogos y terapias constantes que aunque no la necesiten evite daños posteriores, que sea un orgullo pertenecer a esos cuerpos de seguridad, Ocúpate, investiga, haz alianzas con países donde esto verdaderamente funciona y ponlo en practica en tu estado. No temas a los avances y nuevas tecnologías. Y crea el habito cuando se halla una manzana podrida, inmediatamente vótala, o echara a perder todas las demás.\n\n20. Evita la burocracia en  tu gestión y genera la “Eficiencia o Nada” personal que no se adapte a esta política sal de ellos así sea familia. Establece precedentes y no lo dejes correr.
