The truth is that human experimentation in the United States occurred on a large scale in our much too recent history. Sometimes there are conspiracy theories, and sometimes there are facts. This is a tale of the latter.</p>\r\n<p>My name is Kate, and I created this website to get the word out. Full disclosure: Kate is an alias, and I'm sure most of you reading this can respect why I have one.</p>\r\n<p>In 2015, I authored a couple books, and I recently added them to the sidebar. This post will be about the first, and I'll follow up with more information about the second at a later time.</p>\r\n<p>For now, let's concentrate on the fact that the U.S. government made a unilateral decision over and over again to experiment on its citizens. To be fair, this extends beyond our borders and other governments are sure to have made similar decisions.</p>\r\n<p>Since I'm in the U.S., that's where I'm going to focus.</p>\r\n\r\n<h2>Heinous to the Nth Degree</h2>\r\n\r\n\r\n\r\n<p>It isn't enough that these experiments took place. Oh no, they were often performed on the poor, minorities, children, the mentally ill, and the powerless. In most cases the testing was disguised as medical treatment.</p>\r\n\r\n\r\n\r\n<p>Equally shocking is the fact that some of these experiments happened in our lifetimes lasting well into the 70s. At times, it's unclear if they ever stopped. Given the surveillance state of our world these days, it borders on obvious that the powers that be have not relented in their fervor for well, evil.</p>\r\n\r\n\r\n\r\n<p>In nearly every case, the perpetrators have never seen any justice for the injustices they've caused. Not only did these atrocities occur, but every effort was made to cover them up. All of it was funded by your tax dollars.</p>\r\n\r\n\r\n\r\n<p>It is of utmost importance that Americans, and all citizens of the world know what has happened so that we might take measures protect ourselves and ultimately stop it.</p>\r\n\r\n\r\n\r\n<h2>When Human Experimentation Began</h2>\r\n\r\n\r\n\r\n<p>As America marched on through the Industrial Age, Science and Medicine were also making equal advancements. Early cases of human experimentation occurred just prior to and during the Civil War.</p>\r\n\r\n\r\n\r\n<p>Early on, researchers took advantage of the readily available African slave often performing horrific procedures without anesthesia. While testing on minorities endured, the experiments were not limited to any certain race.</p>\r\n\r\n\r\n\r\n<p>No one was safe, not even children. In 1896, Dr. Arthur Wentworth selected 29 children from the Children's Hospital in Boston without parental consent. His objective was to find out if spinal taps were harmful or not.</p>\r\n\r\n\r\n\r\n<p>Can you imagine the outrage of something like this occurring today?</p>\r\n\r\n\r\n\r\n<p>Rest assured, there is <em>something</em> happening.</p>\r\n\r\n\r\n\r\n<p>Grant it, some of these experiments advanced modern medicine, but with a \"for the greater good\" mentality that we know to be unethical. For the most part, experiments today go through a protocol or consensual trials rather than using unwitting victims.</p>\r\n\r\n\r\n\r\n<p>Shamefully, out history is peppered with unspeakable acts like injecting 6 girls under the age of 12 with syphilis or injecting a mentally-disabled boy who is 4 years of age with gonorrhea. These are the cases outlined in my book, <a href=\"https://www.amazon.com/dp/B00U1HCR94\" target=\"_blank\" rel=\"noopener noreferrer\"><em>Conspiracy Fact: Human Experimentation in the United States</em></a>.</p>\r\n\r\n\r\n\r\n<h2>The Pace Quickens</h2>\r\n\r\n\r\n\r\n<p>The 20th century ushered in 40+ years of free-for-all human experimentation. Imagine reading a study where under \"material used\", the researcher lists dozens of children from a local orphanage. Some of whom were inflicted with permanent blindness as a result of the testing.</p>\r\n\r\n\r\n\r\n<p>This is appalling. In addition to being unwanted, they were also deemed unworthy of their inalienable rights as human beings in the United States.</p>\r\n\r\n\r\n\r\n<p>The Tuskegee Syphilis Experiment is wide-spread knowledge these days, but was one of the most heinous experiments due to the sheer longevity. From 1932 to 1972, the United States Public Health Service in Tuskegee, Alabama infected 400 impoverished black males with syphilis.</p>\r\n\r\n\r\n\r\n<p>Their \"treatment\" was withholding treatment. After penicillin was discovered in 1947, patients were lied to so that the effects of their disease could be further studied. By 1972, only 74 of the men were still alive. Forty of the men's wives contracted the disease and 19 children were born with congenital syphilis as a result.</p>\r\n\r\n\r\n\r\n<p>Once the public learned of this atrocity, only then was it shut down due to the outcry.</p>\r\n\r\n\r\n\r\n<h2>World War II and Operation Paperclip</h2>\r\n\r\n\r\n\r\n<p>After World War II, Operation Paperclip brought many of Nazi Germany's worst of the worst into the American scientific and medical communities...including Dr. Joseph Mengele, the Angel of Death himself.</p>\r\n\r\n\r\n\r\n<p>Fifteen hundred Nazi scientists and doctors were granted immunity and given asylum in the United States so we could advance from their devilish research.</p>\r\n\r\n\r\n\r\n<p>My book explores 9 instances of human experimentation during this era; one includes Dr. Jonas Salk, famous for the polio vaccine.</p>\r\n\r\n\r\n\r\n<p>There are instances where children, some as young as 12 months, were used in experiments. It seems the Hippocratic Oath and \"first, do no harm\" flew out the window a long, long time ago.</p>\r\n\r\n\r\n\r\n<h2>Biological and Chemical Warfare and Radiation Testing</h2>\r\n\r\n\r\n\r\n<p>The research didn't stop at medicine. Understanding how certain biological and chemical weapons affected humans was knowledge that was heavily sought after. Given the military importance of such, most of these experiments were carried out by military personnel. Sometimes they were even carried out <em>on </em>military personnel.</p>\r\n\r\n\r\n\r\n<p>One favorite included spraying bacteria over large cities to measure the effects on its citizens. Tests like these began in 1950 and continued until 1969.</p>\r\n\r\n\r\n\r\n<p>Really the favorite was dropping mosquitoes infected with various pathogens. They prefaced many of these tests by dropping uninfected insects to monitor how they spread through a population. Even if you were fortunate enough to escape being infected by the test, no doubt you experienced an influx of the most annoying insect on Planet Earth. These tests were conducted throughout the 1950s.</p>\r\n\r\n\r\n\r\n<p>The military learned about and tested nerve gases like Sarin by attacking themselves. There's no telling how many service men and women suffered long-term affects or even death from these antics.</p>\r\n\r\n\r\n\r\n<p>The radiation tests were some of the worst and most merciless. They ranged from dropping radioactive isotopes from the sky to administering them via injection or even orally. They were given to pregnant women, infants, and other citizens of the United States.</p>\r\n\r\n\r\n\r\n<p>The worst case by far gained national attention when <em>60 Minutes </em>uncovered what went on at Sonoma State Hospital between 1955 and 1960. More than 1,400 mentally and physically disabled children were given irradiated milk or spinal taps. Researchers would remove spinal fluid and replace it with irradiated gases. The kicker is that this institution still operates today under a different name: Sonoma Developmental Center.</p>\r\n\r\n\r\n\r\n<p>Some of the many other cases included:</p>\r\n\r\n\r\n\r\n<ul>\r\n<li>Injecting people with Uranium to measure how much it would take to damage their kidneys</li>\r\n<li>Injecting terminally ill cancer patients with Uranium to determine its viability as chemotherapy</li>\r\n<li>Countless Plutonium experiments under the Manhattan Project</li>\r\n<li>Giving \"vitamin drinks\" to unwitting pregnant women to find out how long it took the isotopes to breach the placental barrier</li>\r\n<li>Feeding mentally-disabled children isotope-laced oatmeal to determine how the isotopes were digested</li>\r\n<li>Injecting burn patients with isotopes</li>\r\n<li>Mixing radioactive material with blood taken from prisoners and then reinjecting the blood back into the individuals; this resulted in papers stating that irradiated Phosphorus caused various forms of bone cancer</li>\r\n<li>Administering full-body radiation to poor, black cancer patients who did not consent to or know what was being done to them; this was done on the behalf of the Pentagon to measure the effects of radiation on the body.</li>\r\n</ul>\r\n\r\n\r\n\r\n<p>The list goes on and on. <a href=\"https://www.amazon.com/dp/B00U1HCR94\" target=\"_blank\" rel=\"noopener noreferrer\">The book</a> details chemical warfare and dermatological tests that were carried out. The latter lasting an astonishing 23 years.</p>\r\n\r\n\r\n\r\n<h2>Ongoing Human Experimentation</h2>\r\n\r\n\r\n\r\n<p>I'm not sure it ever stopped. From the 40s, the testing sort of morphed into Project MK Ultra and it's many sub <a href=\"https://www.amazon.com/dp/B00UBC36WG\" target=\"_blank\" rel=\"noopener noreferrer\"><img class=\"alignright size-medium wp-image-24663\" src=\"https://conspiracy411.info/wp-content/uploads/2019/03/CONSPIRACY-FACT-1-3-229x365.jpg\" alt=\"\" width=\"229\" height=\"365\" /></a>projects. These ranged from ongoing physical research to include psychological research into mind control as well.</p>\r\n\r\n\r\n\r\n<p>My book is the tip of the iceberg unfortunately. In an upcoming blog post, I will detail the topic of my second book, <em><a href=\"https://www.amazon.com/dp/B00UBC36WG\" target=\"_blank\" rel=\"noopener noreferrer\">Conspiracy Fact: MKULTRA and Mind Control in the United States</a>.</em></p>\r\n\r\n\r\n\r\n<p>As you might have concluded, I very much like to deal in facts. I'm not just making claims here or theorizing. I have corroborated my words with real, hard evidence. The best of which is in the form of declassified documents.</p>\r\n\r\n\r\n\r\n<p>I hope you find my book to be a great starting point for you as you begin your own research into our dark history. New evidence suggests that DNC emails were actually LEAKED from inside the organization. Moreover, these digital forensic findings have since been validated by two former technical heads of the US National Security Agency (NSA).</strong></p><p><em>Read the following important exclusive from <strong><a href=\"https://consortiumnews.com/2019/03/13/vips-muellers-forensics-free-findings/\">Consortium News</a></strong>: </em></p>\n<p><strong>VIPS: Mueller’s Forensics-Free Findings</strong></p>\n<p>The final Mueller report should be graded “incomplete,” says VIPS, whose forensic work proves the speciousness of the story that DNC emails published by WikiLeaks came from Russian hacking.<br></p>\n<p align=\"LEFT\">March 13, 2019</p>\n<p><b>MEMORANDUM FOR: &nbsp; &nbsp;</b>The Attorney General</p>\n<p><b>FROM: &nbsp;&nbsp;</b>Veteran Intelligence Professionals for Sanity (VIPS)</p>\n<p><b>SUBJECT: &nbsp;&nbsp;</b>Mueller’s Forensics-Free Findings</p>\n<p><b>Executive Summary</b></p>\n<p align=\"JUSTIFY\"><b>M</b>edia reports are predicting that Special Counsel Robert Mueller is about to give you the findings of his probe into any links and/or coordination between the Russian government and individuals associated with the campaign of President Donald Trump. If Mueller gives you his “completed” report anytime soon, it should be graded “incomplete.” Major deficiencies include depending on a DNC-hired cybersecurity company for forensics and failure to consult with those who have done original forensic work, including us and the independent forensic investigators with whom we have examined the data. We stand ready to help.</p>\n<p align=\"JUSTIFY\">We veteran intelligence professionals (VIPS) have done enough detailed forensic work to prove the speciousness of the prevailing story that the DNC emails published by WikiLeaks came from Russian hacking. Given the paucity of evidence to support that story, we believe Mueller may choose to finesse this key issue and leave everyone hanging. That would help sustain the widespread belief that Trump owes his victory to President Vladimir Putin, and strengthen the hand of those who pay little heed to the unpredictable consequences of an increase in tensions with nuclear-armed Russia.</p>\n<p align=\"JUSTIFY\">There is an overabundance of “assessments” but a lack of hard evidence to support that prevailing narrative. We believe that there are enough people of integrity in the Department of Justice to prevent the outright manufacture or distortion of “evidence,” particularly if they become aware that experienced scientists have completed independent forensic study that yield very different conclusions. We know only too well — and did our best to expose — how our former colleagues in the intelligence community manufactured fraudulent “evidence” of weapons of mass destruction in Iraq.</p>\n<p align=\"JUSTIFY\">We have scrutinized publicly available physical data — the “trail” that every cyber operation leaves behind. And we have had support from highly experienced independent forensic investigators who, like us, have no axes to grind. We can prove that the conventional-wisdom story about Russian-hacking-DNC-emails-for-WikiLeaks is false. Drawing largely on the unique expertise of two VIPS scientists who worked for a combined total of 70 years at the National Security Agency and became Technical Directors there, we have regularly published our findings. But we have been deprived of a hearing in mainstream media — an experience painfully reminiscent of what we had to endure when we exposed the corruption of intelligence before the attack on Iraq 16 years ago.</p>\n<p align=\"JUSTIFY\">This time, with the principles of physics and forensic science to rely on, we are able to adduce solid evidence exposing mistakes and distortions in the dominant story. We offer you below — as a kind of <i>aide-memoire</i>— a discussion of some of the key factors related to what has become known as “Russia-gate.” And we include our most recent findings drawn from forensic work on data associated with WikiLeaks’ publication of the DNC emails.</p>\n<p align=\"JUSTIFY\">We do not claim our conclusions are “irrefutable and undeniable,” a la Colin Powell at the UN before the Iraq war. Our judgments, however, are based on the scientific method — not “assessments.” We decided to put this memorandum together in hopes of ensuring that you hear that directly from us.</p>\n<p align=\"JUSTIFY\">If the Mueller team remains reluctant to review our work — or even to interview willing witnesses with direct knowledge, like WikiLeaks’ Julian Assange and former UK Ambassador Craig Murray, we fear that many of those yearning earnestly for the truth on Russia-gate will come to the corrosive conclusion that the Mueller investigation was a sham.</p>\n<p align=\"JUSTIFY\">In sum, we are concerned that, at this point, an incomplete Mueller report will fall far short of the commitment made by then Acting Attorney General Rod Rosenstein “to ensure a full and thorough investigation,” when he appointed Mueller in May 2017. Again, we are at your disposal.</p>\n<p align=\"JUSTIFY\"><b>Discussion</b></p>\n<p align=\"JUSTIFY\">The centerpiece accusation of Kremlin “interference” in the 2016 presidential election was the charge that Russia hacked Democratic National Committee emails and gave them to WikiLeaks to embarrass Secretary Hillary Clinton and help Mr. Trump win. The weeks following the election witnessed multiple leak-based media allegations to that effect. These culminated on January 6, 2017 in an evidence-light, rump report misleadingly labeled “Intelligence Community Assessment (ICA).” Prepared by “handpicked analysts” from only three of the 17 U.S. intelligence agencies (CIA, FBI, and NSA), the assessment expressed “high confidence” in the Russia-hacking-to-WikiLeaks story, but lacked so much as a hint that the authors had sought access to independent forensics to support their “assessment.”</p>\n<p align=\"JUSTIFY\">The media immediately awarded the ICA the status of Holy Writ, choosing to overlook an assortment of banal, full-disclosure-type caveats included in the assessment itself — such as:</p>\n<blockquote>\n<p align=\"JUSTIFY\">“When Intelligence Community analysts use words such as ‘we assess’ or ‘we judge,’ they are conveying an analytic assessment or judgment. …Judgments are not intended to imply that we have proof that shows something to be a fact. … Assessments are based on collected information, which is often incomplete or fragmentary … High confidence in a judgment does not imply that the assessment is a fact or a certainty; such judgments might be wrong.”</p>\n\n</blockquote>\n<p align=\"JUSTIFY\">To their credit, however, the authors of the ICA did make a highly germane point in introductory remarks on “cyber incident attribution.“ They noted: <em><b>“The nature of cyberspace makes attribution of cyber operations difficult but not impossible. Every kind of cyber operation — malicious or not — leaves a trail.”&nbsp;</b></em>[Emphasis added.]</p>\n<p align=\"JUSTIFY\"><b>Forensics</b></p>\n<p align=\"JUSTIFY\">The imperative is to get on that “trail” — and quickly, before red herrings can be swept across it. The best way to establish attribution is to apply the methodology and processes of forensic science. Intrusions into computers leave behind discernible physical data that can be examined scientifically by forensic experts. Risk to “sources and methods” is normally not a problem.</p>\n<p align=\"JUSTIFY\">Direct access to the actual computers is the first requirement — the more so when an intrusion is termed “an act of war” and blamed on a nuclear-armed foreign government (the words used by the late Sen. John McCain and other senior officials). In testimony to the House Intelligence Committee in March 2017, former FBI Director James Comey admitted that he did not insist on physical access to the DNC computers even though, as he conceded, “best practices” dictate direct access.</p>\n<p align=\"JUSTIFY\">In June 2017, Senate Intelligence Committee Chair Richard Burr asked Comey whether he ever had “access to the actual hardware that was hacked.” Comey answered, “In the case of the DNC … we did not have access to the devices themselves. We got relevant forensic information from a private party, a high-class entity, that had done the work. …” Sen. Burr followed up: “But no content? Isn’t content an important part of the forensics from a counterintelligence standpoint?” Comey: “It is, although what was briefed to me by my folks … is that they had gotten the information from the private party that they needed to understand the intrusion by the spring of 2016.”</p>\n<p align=\"JUSTIFY\">The “private party/high-class entity” to which Comey refers is CrowdStrike, a cybersecurity firm of checkered reputation and multiple conflicts of interest, including very close ties to a number of key anti-Russian organizations. Comey indicated that the DNC hired CrowdStrike in the spring of 2016.</p>\n<p align=\"JUSTIFY\">Given the stakes involved in the Russia-gate investigation – including a possible impeachment battle and greatly increased tension between Russia and the U.S. — it is difficult to understand why Comey did not move quickly to seize the computer hardware so the FBI could perform an independent examination of what quickly became the major predicate for investigating election interference by Russia. Fortunately, enough data remain on the forensic “trail” to arrive at evidence-anchored conclusions. The work we have done shows the prevailing narrative to be false. We have been suggesting this for over two years. Recent forensic work significantly strengthens that conclusion.</p>\n<p align=\"JUSTIFY\"><b>We Do Forensics</b></p>\n<p align=\"JUSTIFY\">Recent forensic examination of the Wikileaks DNC files shows they were created on 23, 25 and 26 May 2016. (On June 12, Julian Assange announced he had them; WikiLeaks published them on July 22.) We recently discovered that the files reveal a FAT (File Allocation Table) system property. <em><b>This shows that the data had been transferred to an external storage device, such as a thumb drive, before WikiLeaks posted them.</b></em></p>\n<p align=\"JUSTIFY\">FAT is a simple file system named for its method of organization, the File Allocation Table. It is used for storage only and is not related to internet transfers like hacking. Were WikiLeaks to have received the DNC files via a hack, the last modified times on the files would be a random mixture of odd-and even-ending numbers.</p>\n<p align=\"JUSTIFY\">Why is that important? The evidence lies in the “last modified” time stamps on the Wikileaks files. When a file is stored under the FAT file system the software rounds the time to the nearest even-numbered second. Every single one of the time stamps in the DNC files on WikiLeaks’ site ends in an even number.</p>\n<p align=\"JUSTIFY\">We have examined 500 DNC email files stored on the Wikileaks site. All 500 files end in an even number—2, 4, 6, 8 or 0. If those files had been hacked over the Internet, there would be an equal probability of the time stamp ending in an odd number. The random probability that FAT was not used is 1 chance in 2 to the 500th power. Thus, these data show that the DNC emails posted by WikiLeaks went through a storage device, like a thumb drive, and were physically moved before Wikileaks posted the emails on the World Wide Web.</p>\n<p align=\"JUSTIFY\">This finding alone is enough to raise reasonable doubts, for example, about Mueller’s indictment of 12 Russian intelligence officers for hacking the DNC emails given to WikiLeaks. A defense attorney could easily use the forensics to argue that someone copied the DNC files to a storage device like a USB thumb drive and got them physically to WikiLeaks — not electronically via a hack.</p>\n<p align=\"JUSTIFY\"><b>Role of NSA</b></p>\n<p align=\"JUSTIFY\">For more than two years, we strongly suspected that the DNC emails were copied/leaked in that way, not hacked. And we said so. We remain intrigued by the apparent failure of NSA’s dragnet, collect-it-all approach — including “cast-iron” coverage of WikiLeaks — to provide forensic evidence (as opposed to “assessments”) as to how the DNC emails got to WikiLeaks and who sent them. Well before the telling evidence drawn from the use of FAT, other technical evidence led us to conclude that the DNC emails were not hacked over the network, but rather physically moved over, say, the Atlantic Ocean.</p>\n<p align=\"JUSTIFY\">Is it possible that NSA has not yet been asked to produce the collected packets of DNC email data claimed to have been hacked by Russia? Surely, this should be done before Mueller competes his investigation. NSA has taps on all the transoceanic cables leaving the U.S. and would almost certainly have such packets if they exist. (The detailed slides released by Edward Snowden actually show the routes that trace the packets.)</p>\n<p align=\"JUSTIFY\">The forensics we examined shed no direct light on who may have been behind the leak. The only thing we know for sure is that the person had to have direct access to the DNC computers or servers in order to copy the emails. The apparent lack of evidence from the most likely source, NSA, regarding a hack may help explain the FBI’s curious preference for forensic data from CrowdStrike. No less puzzling is why Comey would choose to call CrowdStrike a “high-class entity.”</p>\n<p align=\"JUSTIFY\">Comey was one of the intelligence chiefs briefing President Obama on January 5, 2017 on the “Intelligence Community Assessment,” which was then briefed to President-elect Trump and published the following day. That Obama found a key part of the ICA narrative less than persuasive became clear at his last press conference (January 18), when he told the media, “The conclusions of the intelligence community with respect to the Russian hacking were not conclusive … as to how ‘the DNC emails that were leaked’ got to WikiLeaks.</p>\n<p align=\"JUSTIFY\"><b>Is Guccifer 2.0 a Fraud?</b></p>\n<p align=\"JUSTIFY\">There is further compelling technical evidence that undermines the claim that the DNC emails were downloaded over the internet as a result of a spearphishing attack. William Binney, one of VIPS’ two former Technical Directors at NSA, along with other former intelligence community experts, examined files posted by Guccifer 2.0 and discovered that those files could not have been downloaded over the internet. It is a simple matter of mathematics and physics.</p>\n<p align=\"JUSTIFY\">There was a flurry of activity after Julian Assange announced on June 12, 2016: “We have emails relating to Hillary Clinton which are pending publication.” On June 14, DNC contractor CrowdStrike announced that malware was found on the DNC server and claimed there was evidence it was injected by Russians. On June 15, the Guccifer 2.0 persona emerged on the public stage, affirmed the DNC statement, claimed to be responsible for hacking the DNC, claimed to be a WikiLeaks source, <em><b>and posted a document that forensics show was synthetically tainted with “Russian fingerprints.”</b></em></p>\n<p align=\"JUSTIFY\">Our suspicions about the Guccifer 2.0 persona grew when G-2 claimed responsibility for a “hack” of the DNC on July 5, 2016, which released DNC data that was rather bland compared to what WikiLeaks published 17 days later (showing how the DNC had tipped the primary scales against Sen. Bernie Sanders). As VIPS <a href=\"https://consortiumnews.com/2017/07/24/intel-vets-challenge-russia-hack-evidence/\">reported</a>in a wrap-up Memorandum for the President on July 24, 2017 (titled “Intel Vets Challenge ‘Russia Hack’ Evidence),” forensic examination of the July 5, 2016 cyber intrusion into the DNC showed it NOT to be a hack by the Russians or by anyone else, but rather a copy onto an external storage device. It seemed a good guess that the July 5 intrusion was a contrivance to preemptively taint anything WikiLeaks might later publish from the DNC, by “showing” it came from a “Russian hack.” WikiLeaks published the DNC emails on July 22, three days before the Democratic convention.</p>\n<p align=\"JUSTIFY\">As we prepared our July 24 memo for the President, we chose to begin by taking Guccifer 2.0 at face value; i. e., that the documents he posted on July 5, 2016 were obtained via a hack over the Internet. Binney conducted a forensic examination of the metadata contained in the posted documents and compared that metadata with the known capacity of Internet connection speeds at the time in the U.S. This analysis showed a transfer rate as high as 49.1 megabytes per second, which is much faster than was possible from a remote online Internet connection. The 49.1 megabytes speed coincided, though, with the rate that copying onto a thumb drive could accommodate.</p>\n<p align=\"JUSTIFY\">Binney, assisted by colleagues with relevant technical expertise, then extended the examination and ran various forensic tests from the U.S. to the Netherlands, Albania, Belgrade and the UK. The fastest Internet rate obtained — from a data center in New Jersey to a data center in the UK — was 12 megabytes per second, which is less than a fourth of the capacity typical of a copy onto a thumb drive.</p>\n<p align=\"JUSTIFY\">The findings from the examination of the Guccifer 2.0 data and the WikiLeaks data does not indicate who copied the information to an external storage device (probably a thumb drive). But our examination does disprove that G.2 hacked into the DNC on July 5, 2016. Forensic evidence for the Guccifer 2.0 data adds to other evidence that the DNC emails were not taken by an internet spearphishing attack. The data breach was local. The emails were copied from the network.</p>\n<p align=\"JUSTIFY\"><b>Presidential Interest</b></p>\n<p align=\"JUSTIFY\">After VIPS’ July 24, 2017 Memorandum for the President, Binney, one of its principal authors, was invited to share his insights with Mike Pompeo, CIA Director at the time. When Binney arrived in Pompeo’s office at CIA Headquarters on October 24, 2017 for an hour-long discussion, the director made no secret of the reason for the invitation: “You are here because the President told me that if I really wanted to know about Russian hacking I needed to talk with you.”</p>\n<p align=\"JUSTIFY\">Binney warned Pompeo — to stares of incredulity — that his people should stop lying about the Russian hacking. Binney then started to explain the VIPS findings that had caught President Trump’s attention. Pompeo asked Binney if he would talk to the FBI and NSA. Binney agreed, but has not been contacted by those agencies. With that, Pompeo had done what the President asked. There was no follow-up.</p>\n<p align=\"JUSTIFY\"><b>Confronting James Clapper on Forensics</b></p>\n<p align=\"JUSTIFY\">We, the <i>hoi polloi,</i>do not often get a chance to talk to people like Pompeo — and still less to the former intelligence chiefs who are the leading purveyors of the prevailing Russia-gate narrative. An exception came on November 13, when former National Intelligence Director James Clapper came to the Carnegie Endowment in Washington to hawk his memoir. Answering a question during the Q&amp;A about Russian “hacking” and NSA, Clapper said:</p>\n<p align=\"JUSTIFY\">“Well, I have talked with NSA a lot … And in my mind, I spent a lot of time in the SIGINT business, <b><em>the forensic evidence was overwhelming about what the Russians had done.</em>&nbsp;</b>There’s absolutely no doubt in my mind whatsoever.” [Emphasis added]</p>\n<p align=\"JUSTIFY\">Clapper added: “… as a private citizen, understanding the magnitude of what the Russians did and the number of citizens in our country they reached and the different mechanisms that, by which they reached them, to me it stretches credulity to think they didn’t have a profound impact on election on the outcome of the election.”</p>\n<p align=\"JUSTIFY\">(A transcript of the interesting Q&amp;A can be found <a href=\"http://raymcgovern.com/2019/01/06/transcript-when-clapper-was-asked-real-questions/\">here</a>and a commentary on Clapper’s performance at Carnegie, as well as on his longstanding lack of credibility, is <a href=\"https://consortiumnews.com/2018/11/14/clappers-credibility-collapses/\">here</a>.)</p>\n<p align=\"JUSTIFY\">Normally soft-spoken Ron Wyden, Democratic senator from Oregon, lost his patience with Clapper last week when he learned that Clapper is still denying that he lied to the Senate Intelligence Committee about the extent of NSA surveillance of U.S. citizens. In an unusual outburst, Wyden said: “James Clapper needs to stop making excuses for lying to the American people about mass surveillance. To be clear: I sent him the question in advance. I asked him to correct the record afterward. He chose to let the lie stand.”</p>\n<p align=\"JUSTIFY\">The materials brought out by Edward Snowden in June 2013 showed Clapper to have lied under oath to the committee on March 12, 2013; he was, nevertheless, allowed to stay on as Director of National Intelligence for three and half more years. Many of the carcasses were found by neighbors.</p>\n</blockquote>\n<p>In other cases, farmers were faced with a heartbreaking choice between saving their animals or saving their neighbors.&nbsp; One farmer that rushed to help his neighbors ended up <a href=\"https://journalstar.com/news/state-and-regional/nebraska/just-a-terrible-mess-ranchers-farmers-left-with-dead-animals/article_83f10982-0adf-5845-871d-d491ecbb72ef.html\">losing 30 calves to the floodwaters</a>…</p>\n<blockquote><p>Before Mahon could think about his animals, he needed to help his neighbors. As the water rose, he rescued one with his tractor, the floodwater lifting it up and spinning him 180 degrees. He helped save three more people — including an 85-year-old woman and a 9-month-old baby — with a boat, he said.</p>\n<p><strong>Then he could start counting his losses. He estimated the flood carried away 30 calves and almost as many cows, nearly $50,000 out of his pocket. It might be more.</strong></p>\n</blockquote>\n<p>Can you imagine the grief that these farming families are enduring right now?</p>\n<p>Many of them are financially ruined and will never be able to go back to farming again.</p>\n<p>Dave Eaton’s family has been farming the same plot of land for 152 years.&nbsp; But now the Missouri River has swallowed his farm, and with <a href=\"http://endoftheamericandream.com/archives/200-million-people-at-risk-national-weather-service-warns-apocalyptic-midwest-floods-are-a-preview-of-what-we-expect-throughout-the-rest-of-the-spring\">much more flooding still to come</a>, he anticipates that his farm with be underwater <a href=\"https://journalstar.com/news/state-and-regional/nebraska/just-a-terrible-mess-ranchers-farmers-left-with-dead-animals/article_83f10982-0adf-5845-871d-d491ecbb72ef.html\">“all year”</a>…</p>\n<blockquote><p>The farm has been in his family 152 years. He was born there. Last month it was reported the government of Qatar offered to donate $1m&nbsp;to the foundation in celebration of Bill Clinton’s birthday.</p>\n<p>Representatives from the Clinton Foundation have repeatedly denied accusations Ms Clinton has solicited funds and used donations to boost her campaign. Just like the McCarthyites two generations ago, our baffled educated class knows there must be reds under the beds, some vile conspiracy responsible for the unspeakable insult of rejecting their kind and beneficent rule. There has to be a conspiracy! At the highest levels of government! No wait, our guys are at the highest levels of government, so the conspiracy has to be, well, something or other, so let’s sic Robert Mueller on the contemptible fiends that are colluding to overturn our enlightened and ethical rule!</p>\n<p>And now the Mueller game has ended, <u><a href=\"https://games-cdn.washingtonpost.com/notes/prod/default/documents/9048a12b-2332-4645-a1be-d645db216eb5/note/6f3248a4-4d94-4d5f-ad42-8ff6ccb1a89e.pdf\">according to the attorney general</a></u>, in bupkis — from the Yiddish, don’t you know — meaning that the real story is that the Obama administration “conspired and coordinated with” the FBI and the DoJ and the intelligence community “in its efforts to influence the 2016 U.S. presidential election.”</p>\n<p>To coin a phrase: what did the President know and when did he know it? Obama, that is.</p>\n<p><img src=\"https://www.americanthinker.com/images/bucket/2018-12/210813_5_.png\" alt><br/></p>\n<p>It would be fun for the late-night comedy giants to make jokes about the parallels between the monstrous crimes of the Spanish Inquisition and the noble Mueller probe.</p>\n<p>Let’s see: the Grand Inquisitor and the Special Prosecutor were talking over a beer. The Grand Inquisitor asks: What instruments of torture do you use these days, Bob? And the Special Prosecutor replies: Instruments? We don’t need no stinkin’ instruments, El Grando; the process is the punishment.</p>\n<p>Do you think that our late-night millennials would get the joke? I have my doubts.</p>\n<p>Now, here’s a splendid book just out, <a href=\"https://www.nationalreview.com/2019/03/john-marini-unmasking-the-administrative-state-populism-progressivism/\">reviewed here</a>, about <em>The Unmasking of the Administrative State </em>by John Marini of the University of Nevada and the Claremont Institute.</p>\n<blockquote readability=\"11\"><p>Marini has two aims. First, to retell the history of American political ideas in the 20th century, in order to offer an alternative to the institutional progressive consensus. Second, to show the practical problems of the progressives’ administrative state and then make the theoretical case against it.</p>\n</blockquote>\n<p>Yes, yes, jolly good show, chaps. But the current populist movement is not really opposed to the progressives’ administrative state as such. It just doesn’t like the rulers putting government benefits at hazard by with crazy new projects.&nbsp; The Trump and Brexit voters are not telling the administrators to take their welfare-state pensions, and health cares, and educations, and put them where the sun don’t shine. No indeed. It’s the new projects they don’t need. Medicare for All? We get health insurance at work. Student debt? My kid’s earning $150,000 a year fracking down in Texas. Green New Deal? Over my dead SUV. The deplorables are just telling their neo-feudal lords that <em>we</em> are the loyal serfs, from time out of mind, and forget the wretched of the Earth beyond the borders. The rulers and their bureaucratic underlings are supposed to be protecting <em>us, the voters,</em> and not the helpless victims beyond the seas. And you’d better not touch grandpa’s Social Security and grandma’s Medicare benefits, either.</p>\n<p>But we understand! We can see how our educated Subaru drivers with their snooty administrative-state sinecures might be a bit miffed about all this. After all “we” did for them, the ungrateful racist sexist homophobes!</p>\n<p>If you ask me, it’s all adds up to a magnificent Hegelian dialectic. On the one hand we have the thesis of the progressive administrative swampies with their mindless gotta-be-a-victim-in-here-somewhere ideology; on the other hand, we have the antithesis of the conservative/libertarian intellectuals that have been roto-rooting socialism and the administrative state to little effect for the last century. We have the new populists burning down the Champs Elysées on the one hand and the trendy lefty activist peaceful protesters on the other risking their smartphones, their parents’ fortunes, and their intersectional honor staging fake hate crimes in campus safe spaces, making out that <em>they</em> are the true voice of the oppressed.</p>\n<p>Are we having fun yet? Were these unexplained radar blips, crafts that in some cases&nbsp;<em>outran jets</em>, part of a nuclear-armed Soviet invasion—a very real threat at the height of the Red Scare? Or were they evidence of something far more mysterious?</p>\n<p>The Washington, D.C. sightings of July 1952, also known as “the Big Flap,” hold a special place in the history of unidentified flying objects. Major American newspapers were reporting multiple credible sightings by civilian and military radar operators and pilots—so many that a special intelligence unit of the U.S. Air Force was sent in to investigate. What they found—or didn’t find—along with the Air Force’s official explanation, fueled some of the earliest conspiracy theories about a government plot to hide evidence of alien life.</p>\n<h2><strong>UFO mania takes hold</strong></h2>\n<p>It all started in 1947, when a search-and-rescue pilot named Kenneth Arnold reported nine “saucer-like things…flying like geese in a diagonal chainlike line” at speeds exceeding 1,000 m.p.h. near Mount Rainier in Washington State. Within weeks, “flying saucer” sightings had been reported in 40 other states.</p>\n<p>In the name of national security, Air Force General Nathan Twining launched Project SIGN (originally named Project SAUCER) in 1948, the first official military-intelligence program to collect information on UFO sightings. Its investigators dismissed the vast majority as hoaxes or misidentifications of known aircraft or natural phenomena.</p>\n<p>But a few cases remained “unexplained.”</p> <p>By 1952, the UFO-investigation unit was called&nbsp;<a rel=\"noreferrer noopener\" href=\"https://www.archives.gov/research/military/air-force/ufos.html\" target=\"_blank\">Project Blue Book</a>, led by&nbsp;<a rel=\"noreferrer noopener\" href=\"http://www.ufopages.com/Control/Reference/AF_R01.htm?Ruppelt-01a,Default-01a\" target=\"_blank\">Captain Edward Ruppelt</a>&nbsp;at the Wright-Patterson Air Force Base in Dayton, Ohio. Ruppelt and his team would probably have continued to investigate a couple dozen sightings a month if not for the&nbsp;<a rel=\"noreferrer noopener\" href=\"http://www.project1947.com/shg/articles/lifemag52.html\" target=\"_blank\">April 1952 issue of&nbsp;<em>LIFE </em>magazine</a>. Just above its knockout cover shot of Marilyn Monroe ran an equally eye-catching headline: “There is a Case for Interplanetary Saucers.”</p>\n<p>The article, written with Ruppelt’s full cooperation, explained the Air Force’s national-security interest in UFOs. And it made a convincing case—through the colorful retelling of 10 unexplained UFO “incidents”—that these unidentified objects were extraterrestrial in origin. As one rocket scientist working on “secret” projects for the U.S. told&nbsp;<em>LIFE</em>: “I am completely convinced that they have an out-of-world basis.”</p>\n<p>According to&nbsp;<a href=\"https://www.washingtonpost.com/archive/lifestyle/2002/07/21/50-years-ago-unidentified-flying-objects-from-way-beyond-the-beltway-seized-the-capitals-imagination/59f74156-51f4-4204-96df-e12be061d3f8/?utm_term=.582839f9f68d\" rel=\"noreferrer noopener\" target=\"_blank\"><em>The Washington Post</em></a>, the number of UFO sightings reported to the Air Force jumped more than sixfold, from 23 in March 1952 to 148 in June. He called over his supervisor and joked about a “fleet of flying saucers.” At the same time, two more air-traffic controllers at National spotted a strange bright light hovering in the distance that suddenly zipped away at incredible speed.</p>\n<p>At nearby Andrews Air Force Base, radar operators were getting the same unidentified blips—slow and clustered at first, then racing away at speeds exceeding 7,000 mph. Looking out his tower window, one Andrews controller saw what he described as an “orange ball of fire trailing a tail.” A commercial pilot, cruising over the Virginia and Washington, D.C. area, reported six streaking bright lights, “like falling stars without tails.”</p>\n<p>When radar operators at National watched the objects buzz past the White House and Capitol building, the UFO jokes stopped. Two F-94 interceptor jets were scrambled, but each time they approached the locations appearing on the radar screens, the mysterious blips would disappear. By dawn of July 20, the objects were gone.</p>\n<h2><strong>‘I tried to make contact with the bogies’</strong></h2>\n<p>Nobody bothered to tell Ruppelt, the Air Force’s lead Project Blue Book investigator, about the sightings. He found out a few days later when he flew into Washington, D.C. and read news reports. Ruppelt tried to get out to National and Andrews to interview radar operators and air-traffic controllers, but was denied a government-issued car or even cab fare. Frustrated, he flew back to Ohio with nothing.</p>\n<p>The very next Saturday, the UFOs were back over the nation’s capital. Again, Ruppelt found out through a phone call from a reporter, and immediately called on two Air Force colleagues to check out the situation at National. The same radar blips were back, and radar operators wondered out loud if the dozen or so objects on their screens couldn’t be caused by a temperature inversion, a common phenomenon in D.C.’s hot, muggy summer months.</p>\n<p>A temperature inversion occurs when a layer of warm air forms in the low atmosphere, trapping cooler air beneath. Radar signals can bounce off this layer at shallow angles and mistakenly show near-ground objects as appearing in the sky. Ruppelt’s Air Force colleagues, however, were convinced that the objects on the radar screen weren’t mirages, but solid aircraft.</p>\n<p>To be safe, two more F-94 jets were scrambled to chase down the unidentified targets appearing on radar screens at both National and Andrews. A game of high-speed Whack-a-Mole ensued, where the jets would race to a location targeted by radar, only for the blips to vanish. Finally, one of the jet pilots caught sight of a bright light in the distance and gave chase.</p>\n<p>“I tried to make contact with the bogies below 1,000 feet,” the pilot later told reporters. “I saw several bright lights. I was at maximum speed, but even then I had no closing speed. Sky Ghosts.” The publicity and public panic over the sightings were so great that President Harry Truman himself asked aides to get answers. When they called Ruppelt, he said it could have been caused by a temperature inversion, but more investigation was needed to fully explain both the radar images and credible eyewitness accounts.</p>\n<p>But before such an in-depth investigation could take place, the Air Force called a press conference, the longest such news event since World War II. The Air Force brass had decided, without consulting Ruppelt or the Project Blue Book team, that the best response to the sightings was to feed the press and the public an easy-to-swallow explanation.</p>\n<p>Dodging specific questions about what pilots and radar operators had seen in the skies over the Capitol, Major General John Samford came back again and again to the temperature-inversion theory. Never mind that Ruppelt had since come to the opposite conclusion.</p>\n<p>“The investigators had ruled out the inversion,” says Alejandro Rojas, editor of the UFO news site&nbsp;<a href=\"http://www.openminds.tv/\" rel=\"noreferrer noopener\" target=\"_blank\">OpenMinds</a>. “They had examined that situation. The radar operators said, ‘Inversions happen. We know what inversions look like. This is not an inversion. This is not the same thing at all.’”</p>\n<p>To Ruppelt’s disappointment, the Air Force’s press conference worked exactly as planned. The papers reported the temperature-inversion story and the public largely seemed to accept it. In his 1956 book,&nbsp;<em>The Report on Unidentified Flying Objects</em>, Ruppelt reports that after the press conference, UFO sightings dropped from 50 a day to 10.</p>\n<p>Skeptics, however, weren’t satisfied with the pat government response. Many accused Air Force and Project Blue Book investigators of devious behavior and secret knowledge.
