Fue apresado el pasado 23 de enero, junto con otras seis personas en el sector Villa Bahía en Puerto Ordaz. En el lugar no hubo saqueos, vecinos caceroleaban contra Nicolás Maduro.\n\nSu liberación fue bajo medidas cautelares: régimen de presentación cada 30 días y tres fiadores que devenguen tres sueldos mínimos cada uno. No solo lo detuvieron, sino que desde el momento de su aprehensión recibió maltrato físico y verbal por parte de los uniformados, hombres y mujeres.\n\n“A mí era al que le daban más golpes porque yo no lloraba, me daban golpe y golpe los guardias, más que todo las mujeres. Les decía a los guardias: ¿por qué nos dan golpes si ya estamos presos?, y lo que hizo fue darme una cachetada. Me golpeaban con un palo y también me daban cocotazos, les decía: no, yo no puedo recibir cocotazo porque sufro de ataques de epilepsia, y me decían: ¡cállate!, que tú eres un detenido”, relató Rodríguez a su salida del Palacio de Justicia, donde fue recibido por su mamá y su hermana.\n\nJickson es el menor de cuatro hermanos. Su progenitora, Romelis Guilarte, aseguró que acudirá a Fiscalía para denunciar los maltratos que recibió su hijo y la forma arbitraria de los funcionarios durante el operativo.\n\nA pesar de ser epiléptico, su tratamiento lo empezó a recibir el domingo cuando fue trasladado a tribunales, los guardias se lo negaron.\n\n“Mientras estuvo en el comando no le recibieron el medicamento, sino hasta el domingo que fue su visita de 10 minutos y le pude dar su medicamento. Con mi hijo agarraron a seis chicos más, a las 8:40 de la noche, los están involucrando con el saqueo en una feria (en Core 8), y eso es totalmente falso, los agarraron cerca de la casa donde estábamos caceroleando, en ningún momento esos muchachos estuvieron en un saqueo o quema de cauchos”, denunció Guilarte.\n\n200 detenciones\n\nEl abogado Luis Manuel Guevara, miembro de la Comisión de la Federación de Derechos Humanos del Colegio de Abogados, advirtió sobre una situación bastante delicada en el estado Bolívar. Estimó que en el contexto de las manifestaciones, hay alrededor de 200 personas que han sido procesadas por los diferentes tribunales ordinarios y de responsabilidad penal.\n\n“El 90% de estas personas se encuentran a la espera de una audiencia preliminar, es decir, han sido imputados por la Fiscalía del Ministerio Público y tribunales de Puerto Ordaz han decretado las medidas de privativa de libertad, 25 personas con orden de traslado al Centro Penitenciario de Oriente El Dorado, a otros los han recluido en el Destacamento de Seguridad Urbana (Desur), el Destacamento 625 y el Comando de la GN en Sidor”, detalló Guevara.\n\nAsimismo, denunció la flagrante violación de derechos humanos en cada una de los arrestos.\n\n“Cuando piden permiso para ir al baño, son golpeados, son torturados, hay un joven hospitalizado, tiene edema cerebral, esperando una posible operación. Hacemos responsable a los funcionarios de la GN por los maltratos y abusos generado a todos los manifestantes”, denunció.\n\nAl menos 49 medidas de privativa de libertad se han dictado. Personas de la tercera edad, embarazadas y en período de lactancia han recibido arresto domiciliario.\n\nDiecisiete detenidos de El Palmar, municipio Padre Chien fueron recluidos en el comando de La Romana en Upata, otros cinco recibieron arresto domiciliario. Alfredo Alejandro Rodríguez, de 23 años, fue arrestado en Ciudad Bolívar y privado de libertad con reclusión en el Destacamento 621 de Santa Fe.",
