The perimeter seems to have witnessed a natural catastrophe: the area is desolate and the lack of people makes the deterioration of the dilapidated building more noticeable.\n\nThe University Clinical Hospital is located within the University City of Caracas, headquarters of the Central University of Venezuela, which makes its infrastructure a World Heritage Site since 2000. It is the work of the architect Carlos Raúl Villanueva and since its inauguration in 1956 he was a regional reference in health matters. It is the largest specialized medical center in Venezuela.\n\nA line of people stretches in front of the office in charge of dating control, under an intense atypical sun in a Caracas morning.       "body": "En el área de emergencia se encuentran tres ambulancias estacionadas aparentemente en perfecto estado. El perímetro parece haber sido testigo de una catástrofe natural: el área esta desolada y la falta de gente hace más notorio el deterioro del desvencijado edificio.\n\nEl Hospital Clínico Universitario se encuentra dentro de la Ciudad Universitaria de Caracas, sede de la Universidad Central de Venezuela, lo que convierte a su infraestructura en Patrimonio Mundial de la Humanidad desde el año 2000. Es obra del Arquitecto Carlos Raúl Villanueva y desde su inauguración en 1956 fue referente regional en materia de salud. Es el centro médico especializado más grande de Venezuela.\n\nUna cola de personas se extiende frente a la oficina encargada del control de citas, bajo un intenso sol atípico en una mañana caraqueña. El personal y los pacientes junto con sus acompañantes desfilan constantemente por los diferentes accesos del centro hospitalario excepto por el área de emergencia.\n\nEn la entrada de emergencia se encuentra un escritorio desechado donde duerme uno de los dos efectivos de la Milicia Nacional que se encuentra de guardia, es un hombre de edad, sus canas hacen contraste con la oscuridad de su piel. Un poco más hacia el fondo el otro efectivo observa concentrado la pantalla de un pequeño televisor que refleja el acto inaugural del mundial de futbol Rusia 2018.\n\nEn el interior del Hospital Clínico Universitario (HCU) un grupo de trabajadores organiza una protesta. La manifestación tiene como fin, dirigirse a la Fiscalía General de la República a exigir el cese de la persecución gubernamental en contra del personal médico y  la liberación de Alfonso Román, un enfermero que fue detenido por el Cuerpo de Investigaciones Científicas, Penales y Criminalística (CICPC) desde hace 11 días.\n\nEl enfermero fue detenido después que el CICPC, siguiendo órdenes directas del Ministerio de Interior, Justicia y Paz, presuntamente encontrara insumos médicos en el locker perteneciente a Román. \n\nEs el segundo día de protestas y el número de manifestantes es considerablemente menor al de ayer, los jefes de los diferentes servicios se han encargado de amedrentarlos y amenazarlos para evitar la repetición de la osadía del primer día, en el que el personal en compañía de los medios de comunicación ingresaron al interior del hospital y se apostaron a las afueras de la Dirección en busca de un pronunciamiento oficial sobre el caso de su compañero de labores.\n\nAnte la presión externa y la ausencia inexplicada durante el último mes por parte de la Directora del centro hospitalario, María Antonieta Caporales, la Jefa del Departamento de Enfermería, Irma Gudiño, accedió a declarar frente a los medios de comunicación. En su declaración quiso reivindicar al gremio,  y expresó que el video utilizado como evidencia por el CICPC fue manipulado ya que muestra “las cajas de los almacenes generales como dando a entender que era el personal de enfermería que tenía todo eso oculto, lo cual es imposible que esos bultos quepan en un lockers personal de un enfermero”.\n\nEl calor es inaguantable dentro del recinto hospitalario quizás como consecuencia de que la mayor parte del sistema de aires acondicionados se encuentra dañado, contribuyendo así a la proliferación de enfermedades infectocontagiosas, a la reproducción de bacterias y a la potenciación de los desagradables olores que provienen de los baños  tras más de seis meses sin el suministro de agua en casi la totalidad del hospital. \n\nUn niño con tapabocas lee una de las carteleras informativas que dice “hoy (14 de Junio) celebramos el día mundial del donante de sangre”, irónicamente el servicio de bioanálisis del HCU se encuentra en cierre técnico tras no contar con ningún tipo de reactivo para realizar pruebas de laboratorio ni con serología, prueba indispensable al momento de realizar donaciones de sangre, ya que detecta la presencia de anticuerpos en la sangre.\n\n“La salud es un derecho social fundamental, obligación del Estado, que lo garantizará como parte del derecho a la vida. El Estado promoverá y desarrollará políticas orientadas a elevar la calidad de vida, el bienestar colectivo y el acceso a los servicios. Todas las personas tienen derecho a la protección de la salud, así como el deber de participar activamente en su promoción y defensa, y el de cumplir con las medidas sanitarias y de saneamiento que establezca la ley, de conformidad con los tratados y convenios internacionales suscritos y ratificados por la República.”\nArtículo  83 de la Constitución de la República Bolivariana de Venezuela.\n\nEl opening del mundial ya finalizó y el miliciano utiliza el mismo aparato electrónico para sintonizar una emisora radial, prueba con varias estaciones y cuando al fin consigue una de su agrado sube el volumen y canta: “Por la esquina del viejo barrio lo vi pasar, con el tumbao’ que tienen los guapos al caminar”. \n\nA escasos metros de la entrada de emergencia, como aisladas del mundo, una mujer abraza y pasa su mano derecha sobre la espalda de una adolescente. La joven tiene tatuado en el rostro una mueca de dolor  y la mujer que utiliza su mano como analgésico natural parece ser su madre. Un par de personas pasan por su lado con total indiferencia, mientras la joven entierra sus uñas en el antebrazo izquierdo de la mujer.\n\nSe trata de una joven de 15 años con 40 semanas de gestación que anhela el nacimiento de su hija o el fin de las contracciones cada vez más fuertes y seguidas que hacen que el brazo de su madre luzca moreteado. Reside en el Barrio el 70 de la Parroquia El Valle y desde la madrugada rompió fuente, de inmediato acudió al Materno Infantil “Hugo Chávez”, el más cercano a su residencia, donde manifestaron no poder atenderla por no contar con anestesiólogo, siguió al Hospital Periférico de Coche donde lamentaron no poder atenderla porque el obstetra había tenido una emergencia familiar y había tenido que ausentarse. \n\nAhora se encuentra a las afueras del HCU sin efectivo y sin esperanzas, el poco dinero en efectivo con el que contaba lo había utilizado para pagar las dos carreras de taxi previas, una de las enfermeras se acercó y después de escuchar su odisea, le informó: “aquí tampoco podemos atenderte, no tenemos agua y el quirófano está contaminado”.\n\nLa joven no tenía tiempo de escuchar ni de preocuparse, el dolor absorbía toda su atención, la mirada de la madre se perdió después de seguir desde la distancia el camino emprendido por la enfermera, al volver de su letargo pidió a otra joven que la relevara mientras ella trataba de conseguir un taxi que aceptara el pago vía transferencia. Abordó a cinco taxistas diferentes y ninguno accedía a llevarla con esa condición exigían dinero en efectivo y un monto bastante alto.\nDesesperada y con lágrimas en los ojos preguntó a los conductores de las tres ambulancias si podían llevarla a la Maternidad Concepción Palacios, la respuesta fue la misma: “no podían moverse, al menos que recibieran una orden de la dirección del hospital”.\n\nEl conductor de la última ambulancia consultada con evidente acento cubano gritó hacia un puesto de teléfonos y chucherías cercano: - Oye tú, cabeza e’ motor, chico  hazle la caridad a esta señora que la muchacha ya va a parí. De inmediato un hombre alto corrió hacia una camioneta pick up doble cabina, la encendió con rapidez y la acercó hasta la parturienta. La parte trasera de la camioneta estaba repleta de botellas vacías de una reconocida marca de refrescos, con la ayuda de su madre y la otra muchacha, la parturienta se incorporó apretando su pequeña barriga como tratando de informar a su hija que aún faltaba  más. El hombre sacó unas cajas de cartón de la parte de atrás y forró todo el asiento de la cabina trasera, donde se acostó la parturienta. La madre bordeó la camioneta, abrió la puerta contraria a la de donde había subido su hija, le levantó la cabeza e informó al conductor que ya podían irse.\n\nEl conductor maniobró para enderezar la camioneta y ponerla en la dirección correcta y aceleró.
