Amid the COVID-19 pandemic, the global recession it has triggered, rising geopolitical tensions, and rapid environmental degradation, no one in Beijing has any illusions that the next phase of development will be easy.\n\nOn the contrary, to sustain progress, an updated approach to reform and opening up is essential.
