There have been no reports of casualties caused by the strikes so far. On April 15, Russian President Vladimir Putin warned that if the Western nations execute another strike on Syria, it would bring chaos to global affairs. A statement released by the Kremlin said, "Vladimir Putin, in particular, stressed that if such actions committed in violation of the U.N. Charter continue, then it will inevitably lead to chaos in international relations." Here are the latest updates. The leaders will be expected to answer for their decision to join the US in launching missiles at suspected chemical weapons sites in Syria, in an attempt to punish Bashar al-Assad's regime for allegedly deploying gases on civilians in a Damascus suburb. The UK opposition leader, Jeremy Corbyn of the Labour Party, said on Saturday that he believed the "action was legally questionable," and called on May to publish the UK Attorney General's advice that approved the bombings. "As I said, I believe that Parliament should have been consulted and voted on the matter. The UK Prime Minister is accountable to Parliament, not to the whims of a US President," he said in a letter to May that he posted on Twitter. Corbyn pointed to comments from UN Secretary General António Guterres, who after the air strikes spoke of "an obligation, particularly when dealing with matters of peace and security, to act consistently with the Charter of the United Nations and with international law in general. The United Nations is very clear on this issue." Corbyn asked for assurances from May that "there will be no further bombing raids" while chemical weapons inspectors were on the ground in Syria. New sanctions coming Nikki Haley, the US Ambassador to the UN, said that new sanctions against Russia would be announced by Treasury Secretary Steven Mnuchin on Monday. "If you look at what Russia is doing, they continue to be involved with all the wrong actors, whether their involvement in Ukraine, whether you look at how they are supporting Venezuela, whether you look in Syria and their way of propping up Assad and working with Iran, that continues to be a problem," Haley said on Fox News Sunday. "Right now, they don't have very good friends and right now the friends that they do have are causing them harm. I think they're feeling that." Rogoff remarked on the show: "I think bitcoin will be worth a tiny fraction of what it is now if we're headed out 10 years from now...I would see $100 as being a lot more likely than $100,000 ten years from now." Rogoff struck a critical tone about bitcoin's use as a means of payment, arguing that there aren't many uses for bitcoin payments beyond tax evasion and money laundering. Indeed, the former IMF economist has put forward what could be called an ultra-bearish stance on bitcoin prices in the past. Last October, he wrote an op-ed for The Guardian arguing the price of bitcoin will collapse even if the underlying technology thrives. In part, he based this theory on the idea that governments would not allow decentralized or anonymous cryptocurrencies to completely replace state-issued tender. Other researchers, looking at bitcoin's value proposition through the payments angle, have reached other conclusions in the past. Digital Asset Research estimated that bitcoin transaction use cases in 2017 would have established roughly a $2,074 value - even without speculative trading or any store of value market. And on the illicit activity front, a study by the British blockchain analytics firm Elliptic found only 0.61 percent of the money involved in European bitcoin exchanges and conversion services were verifiably connected to such uses. Although Rogoff may not be the biggest fan of bitcoin, he still advocated during Tuesday's interview for a global regulatory response rather than outright bans. "It really needs to be global regulation. Even if the U.S. cracks down on it and China cracks down, but Japan doesn't, people will be able to still launder money through Japan," he said. Japan is a unique example to cite, considering the nation boasts perhaps one of the world's most mature regulatory frameworks to date. Japanese regulators said in February that they plan to ramp up on-site exchange inspections - a notable position to take considering that the National Police Agency reportedly identified 669 cases of suspected money laundering from exchange platforms between April and December 2017. |

Terms and conditions (or T&Cs), the timid cousin of the white paper, are an essential part of the makeup of an initial coin offering (ICO). With all the ICO hype, "white paper" has become a household term, boldly presented at the top of the ICO landing page. The terms and conditions, however, are typically a link at the bottom of the ICO's website, and investors often acknowledge their existence by clicking "I agree," without pausing to consider what insights they bring to the project. Essentially, the terms and conditions are the formal agreement between an investor and the ICO issuer. Proper T&Cs should connect an ICO's tokens with the deal presented. Unfortunately, this is not always the case. T&Cs can include alarming provisions. For example, in the Tezos project's Terms and Explanatory Notes (the analogue of T&Cs for token purchase purposes) referred to token purchases as a "non-refundable donation." The way we generally experience the internet and consume services has conditioned many of us to overlook the less-than-enthralling legal sections of websites. Even lawyers can feel unmotivated to read these provisions. Most of the time, this approach is not an issue. We analyze the product or service on its alleged merits, prior experience and reviews of other users. We are also sometimes shielded by consumer protection laws. However, ICO tokens exist in the virtual realm and are typically nothing more than a set of rights. There is often no product to demonstrate, there can be no usage reviews, and, as yet, there is little clarity on legislative protections. In this context, if investing in an ICO, it is imperative to review the corresponding terms and conditions. If an ICO's website does not have terms and conditions, that is a red flag by itself. If it is a one-page document or the document does not describe the actual token sale, there should be yet another pause for concern. Terms and conditions are typically lengthy documents, and can be significantly less fun to read than a white paper. If those bases are covered, here's what ICO investors should be on the lookout for: Counterparty The name of the contracting party should normally be in the first paragraph. If it's not, that's a red flag. Like in any offline contract, an ICO's T&Cs should be clear about who the counterparties are. The buying party is clear, but who is the potential defendant in a litigation against the seller? Any legal counsel will be keen to know who they're dealing with if the project fails and litigation is justified. In most cases a buyer should expect to see a legal entity on the side of the ICO issuer, which at the very least indicates that the issuer is following certain guidelines, has likely considered structures for conducting the ICO, and may have involved lawyers. Token definition Terms and conditions might simply refer you to the white paper for token description. This approach is fine. In these cases, terms and conditions should incorporate the white paper by reference, so that token buyers have an understanding of what they are buying. Alternatively, the rights and obligations associated with the tokens can be spelled out in the terms and conditions. As most tokens are essentially promises of something to happen in the future, investors are better off seeing that promise described in a legal document. Terms of token sale Terms and conditions should include provisions on pricing and timing of the token sale. This information is likely available on the ICO landing page, but again, it's prudent to go beyond the headline and check what is stated in a legally binding document. Use of proceeds The ICO is successful, now what? Terms and conditions should include an issuer's plan regarding how ICO proceeds will be used. If the application of proceeds is critical to the success of the investment, make sure the terms provide a binding description. Other oddities Finally, look for anything that just looks odd. For example, a provision saying that you obtain no rights by contributing to the project is something one should avoid. If there is something confusing, or that looks fishy, contact the issuer. As important as T&Cs are, they will not unilaterally protect your investment. Keep in mind that a perfect set of terms can be published on a scam ICO website. Use your common sense, and always vet what others are saying about the potential investment. |

Proper T&Cs should connect an ICO's tokens with the deal presented. Unfortunately, this is not always the case. \n\nT&Cs can include alarming provisions. For example, in the Tezos project's Terms and Explanatory Notes (the analogue of T&Cs for token purchase purposes) referred to token purchases as a \"non-refundable donation.\"\n\nThe way we generally experience the internet and consume services has conditioned many of us to overlook the less-than-enthralling legal sections of websites. Even lawyers can feel unmotivated to read these provisions.\n\nMost of the time, this approach is not an issue. We analyze the product or service on its alleged merits, prior experience and reviews of other users. We are also sometimes shielded by consumer protection laws.\n\nHowever, ICO tokens exist in the virtual realm and are typically nothing more than a set of rights. There is often no product to demonstrate, there can be no usage reviews, and, as yet, there is little clarity on legislative protections. In this context, if investing in an ICO, it is imperative to review the corresponding terms and conditions.\n\nIf an ICO's website does not have terms and conditions, that is a red flag by itself. If it is a one-page document or the document does not describe the actual token sale, there should be yet another pause for concern. Terms and conditions are typically lengthy documents, and can be significantly less fun to read than a white paper. \n\nIf those bases are covered, here's what ICO investors should be on the lookout for:\n\nCounterparty\nThe name of the contracting party should normally be in the first paragraph. If it's not, that's a red flag.\n\nLike in any offline contract, an ICO's T&Cs should be clear about who the counterparties are. The buying party is clear, but who is the potential defendant in a litigation against the seller? Any legal counsel will be keen to know who they're dealing with if the project fails and litigation is justified.\n\nIn most cases a buyer should expect to see a legal entity on the side of the ICO issuer, which at the very least indicates that the issuer is following certain guidelines, has likely considered structures for conducting the ICO, and may have involved lawyers.\n\nToken definition\nTerms and conditions might simply refer you to the white paper for token description. This approach is fine. In these cases, terms and conditions should incorporate the white paper by reference, so that token buyers have an understanding of what they are buying.\n\nAlternatively, the rights and obligations associated with the tokens can be spelled out in the terms and conditions. As most tokens are essentially promises of something to happen in the future, investors are better off seeing that promise described in a legal document.\n\nTerms of token sale\nTerms and conditions should include provisions on pricing and timing of the token sale. This information is likely available on the ICO landing page, but again, it's prudent to go beyond the headline and check what is stated in a legally binding document.\n\nUse of proceeds\nThe ICO is successful, now what? Terms and conditions should include an issuer's plan regarding how ICO proceeds will be used. If the application of proceeds is critical to the success of the investment, make sure the terms provide a binding description.\n\nOther oddities\nFinally, look for anything that just looks odd.\n\nFor example, a provision saying that you obtain no rights by contributing to the project is something one should avoid. If there is something confusing, or that looks fishy, contact the issuer.\n\nAs important as T&Cs are, they will not unilaterally protect your investment. Keep in mind that a perfect set of terms can be published on a scam ICO website.\n\nUse your common sense, and always vet what others are saying about the potential investment.",
