Nos dice Ricardo Haussman que entre el 2013 y el 2017 el PIB per cápita cayó en un 40%, lo que evidencia que la catástrofe económica de Venezuela eclipsa cualquier otra en la historia de los EEUU, Europa Occidental o América Latina. La economía colapsó, la crisis humanitaria es dramática y la descomposición del régimen es evidente; pero existe un sólido consenso de naciones de todo el mundo dispuestas a colaborar con el restablecimiento de nuestra democracia. Debemos prepararnos para “el día después”. Me permito presentar algunos lineamientos, por ahora generales, con respecto al cómo:\n\n– Hay que restablecer la credibilidad en las instituciones y el equilibrio de los poderes a fin de reinsertarnos en el concierto de las naciones democráticas.\n\n– La venganza no debe ser un objetivo. La idea es respetar la independencia de los poderes y corresponderá a la justicia juzgar a quienes hayan cometido delitos.\n\n– Se debe gobernar con firmeza para todos. Pero el diálogo es indispensable para devolverle la armonía al país. Nadie podría gobernar con colectivos armados amenazando la seguridad de los ciudadanos y de los bienes.\n\n– La problemática social es prioritaria. Se debe buscar el máximo apoyo de la comunidad internacional y recibir toda la ayuda humanitaria para enfrentar el tema de alimentos y medicinas. Debe haber subsidios para los más débiles.\n\n– La educación, la salud, la seguridad y la justicia serán las prioridades.\n\n– Habrá que recurrir a créditos de organismos internacionales para reimpulsar inicialmente nuestra economía y recuperarla de la postración en que se encuentra.\n\n– La seguridad jurídica es vital para lograr el restablecimiento de la confianza.\n\n– La mejor política social es la que es capaz de crear trabajo y devolverle el poder adquisitivo al salario. Por ello hay que combatir la inflación atacando el mal por su raíz: el déficit fiscal.\n\n– Hay que devolverle la autonomía al BCV e impedir que siga financiando el déficit que es la causa de que hoy padezcamos la inflación más alta del mundo. El financiamiento del déficit por esta vía ha provocado un aumento de la liquidez de un 505% en 12 meses. Al final del día esos excedentes se desvían a la compra de dólares en el mercado paralelo dando lugar a su aumento irrefrenable.\n\n– Al eliminar el control de cambios se controlará en cambio su secuela de corrupciones. Restaurada la confianza no se requerirá ese control. Hay que recuperar la estabilidad de la moneda coadyuvando así con el objetivo de preservar su poder adquisitivo.\n\n– Hay que eliminar los controles de precios que distorsionan la economía y asfixian a los productores. Hay que devolverle la flexibilidad al mercado laboral.\n\n– Se debe estimular a quienes producen en lugar de castigarlos. Cuando la cantidad de bienes que se ofrecen supera la cantidad de los que se demandan, los precios bajan. Esa es la meta.\n\n– Estimular al máximo las inversiones. La recuperación de Venezuela pasa por promover el mayor crecimiento de su economía mediante un adecuado flujo de nuevas inversiones.\n\n– Debemos recuperar la industria petrolera. Nuestra producción ha caído en términos dramáticos (537.000 b/d en 19 meses), las refinerías se encuentran en un estado deplorable y ya no son capaces de producir ni siquiera la gasolina que consumimos, los yacimientos petroleros han sufrido daños a veces irreparables, las instalaciones están destrozadas y hemos perdido buena parte de nuestros mercados. Las inversiones que se requieren son tan elevadas que escapan a cualquier posibilidad de ser realizadas únicamente por el Estado. Una nueva Apertura Petrolera, más audaz, será indispensable.\n\n– Propiciar arreglos en todos los arbitraje internacionales y buscar que esas inversiones regresen a Venezuela.\n\n–  Revertir la fuga de cerebros. Hay que establecer mecanismos para darle estímulos a los inversionistas extranjeros que den preferencia a los profesionales venezolanos que hoy están en el exterior. Su costo de formación fue muy alto y los necesitamos aquí.\n\n–  Capítulo especial merece el restablecimiento de la moral ciudadana. Quizá este es el problema más difícil. Se deberán establecer campañas con la colaboración de todos los medios de comunicación, la iglesia católica y  todas las iglesias para enfrentar la caótica situación moral en que estamos sumidos.\n\nEn resumen, hay que devolverle la confianza al país. Cuando hay confianza hay inversión. Con ello crece el empleo, lo cual estimula el consumo y lleva a que alguien más tenga que invertir para satisfacerlo. Se refería a una guerra nuclear entre la OTAN y el Pacto de Varsovia. Pero de ese film sólo pretendo tomar prestado el título.\n\n“El día después” que me viene a la mente se refiere a lo que habrá que hacer en Venezuela después de esta etapa de locura. Vale la pena volver atrás las páginas de la historia para entender lo que fuimos y con angustia comprender lo que se ha destruido en este irracional holocausto revolucionario.\n\nSegún Asdrúbal Baptista el Producto por Habitante en Venezuela para 1920 era de apenas $ 170. Estábamos sumidos en la más absoluta miseria. La expectativa de vida de un venezolano al nacer era de 30 años. Más del 80% de la población era analfabeta y el 50% vivía de lo que producía en sus conucos, del trueque o lo que cobraba en fichas en los latifundios. Las vías de comunicación eran el mar y los ríos. El valor total de las exportaciones venezolanas era de apenas Bs 167 millones.\n\nSobre aquella economía paupérrima se abalanza de la noche a la mañana un producto que vendría a cambiarlo todo: el petróleo.\n\nComienza entonces una aventura fascinante: Venezuela. Los venezolanos ya no recordamos que durante 60 años seguidos -entre 1920 y 1980- fuimos la economía del mundo que más creció. En un lapso asombrosamente corto fuimos capaces de lograr lo que otras naciones tardaron muchos siglos en alcanzar. Éramos la envidia del mundo, el país del futuro.\n\nYa para 1947, según cifras de la ONU (National and per Capital Income in Seventy Countries, NY 1947)  Venezuela era el cuarto país del mundo con mayor Renta Media per cápita, sólo superado por EEUU, el Reino Unido y Francia, pero muy por encima de Alemania, Italia, Japón, China, URSS y muchos otros.\n\nEl Franco suizo y el Bolívar venezolano eran las dos monedas más sólidas del planeta. La inflación era, a todos los efectos prácticos, inexistente. En un lapso increíblemente breve fuimos capaces de erradicar el paludismo, el mal de chagas, la anquilostomiasis, la tuberculosis, la difteria e infinidad de enfermedades endémicas y epidémicas. Llegamos a tener tasas de mortalidad similares a las naciones desarrolladas pero con la tasa de natalidad de los países pobres, con lo cual tuvimos el mayor crecimiento demográfico mundial lo que hacía que la solución de los problemas sociales fuese una meta elusiva. Electrificamos el país y construimos la segunda mayor represa del planeta: Guri. Llenamos la geografía nacional de carreteras, autopistas, caminos vecinales, acueductos, cloacas, hospitales, puertos y aeropuertos y los servicios públicos se extendían. Por todas partes surgían liceos y colegios privados así como también universidades. Para 1980 el analfabetismo en personas mayores de 25 años era del orden del 2%. El nivel de vida mejoró exponencialmente. El sistema financiero crecía a ritmos impresionantes y nuevas industrias, apoyadas por créditos blandos del Estado, permitían avizorar que  Venezuela podría incorporarse al privilegiado grupo de las naciones desarrolladas. Estábamos sembrando el petróleo.\n\nNuestros jóvenes, con una formación excelente lograda en nuestras universidades, viajaban con becas de la Fundación Mariscal de Ayacucho a realizar estudios de postgrado en el exterior con el objetivo de regresar a volcar sus conocimientos en su propia patria donde tenían un futuro promisorio.\n\nEn algún momento comenzamos a torcer el rumbo y después nos hundimos en el marasmo revolucionario. Cuando los errores que se cometen son percibidos con amargura pero a tiempo, las sociedades pueden retomar el camino del progreso. Muchos países sufrieron tragedias peores a la nuestra y lograron levantarse.\n\nRecuperemos la fe en nuestro futuro. ¡Sí, sí podemos! Invito a los jóvenes a soñar nuevamente con Venezuela. Espero que hayamos  aprendido la lección. Fueron años de locura y populismo desenfrenado que nos hicieron retroceder varias décadas. Ojalá que nunca, nunca volvamos a repetir los mismos errores.\n\nEn próximos artículos profundizaré sobre el cómo.  Por ahora todo indica que este torbellino de irracionalidad está colapsando. El mundo entero, de manera casi unánime, nos apoya. Debemos prepararnos para la aventura vibrante de la reconstrucción. The 100 Bolivar bill (was our highest) is currently worth $0.003, it is essentially worthless and supplies are rapidly running out, cryptocurrencies like Bitcoin and DASH are becoming the answer. Another appealing trait is that the government can't control the value of it.
