Trump has urged the Chinese government to exert more pressure on the North Korean regime, with little success.\nTrump getting ready to go after China on trade\nThe decision will not only take action against alleged Chinese violations of US companies' intellectual property rights, but also could be perceived as an attempt by the US government to crank up the pressure on China to leverage its influence in tempering North Korea's increasingly aggressive posture.\n\"The United States government can, and does, work with countries to address serious concerns such as North Korea while also pursuing measures to address economic concerns, such as the theft of U.S. intellectual property,\" an NSC official said.\nIt was not immediately clear how China would react to the move.\nTrump, who has been at his golf club in Bedminster, New Jersey, plans to return to Washington on Monday to announce the trade investigation.\nThe trade investigation is expected to be only one part of a multi-pronged push by the Trump administration to counter Chinese trade abuses, which Trump frequently railed against as a candidate. The administration has been eyeing other moves to rebalance the US-China trading relationship.\nTrump planned to launch the trade investigation, authorized under Section 301 of the 1974 Trade Act, last week, but delayed the move in favor of securing China's support for a UN security resolution imposing fresh sanctions on the North Korean regime, the senior administration official said.\nNorth Korea threats\nSaber-rattling from the rogue nation has dominated Trump's 17-day working vacation in New Jersey. When asked about the ratcheted-up rhetoric in recent weeks between the US and North Korea, Trump said there are good options on the table for dealing with the tensions, but also some bad ones.\n\"Hopefully it will all work out,\" Trump said before the call with Xi. \"Nobody loves a peaceful solution better than President Trump, that I can tell you. But this has been going on for many years. Would have been a lot easier to solve this years ago, before they were in the position they are in.\n\"But we will see what happens.       "body": "In January 2009, Eastern Europeans were rudely reminded of a very blunt fact: If Russia wants to shut off the gas, it can.\n\nAngered by backlogged debts, Gazprom, Russia's massive state petroleum and natural gas corporation, cut off its supply of gas to neighboring Ukraine – and, through it, to parts of the European Union. For weeks in the dead of winter, millions of Europeans were stranded without power, as Gazprom and its Ukrainian counterpart Naftogaz blamed one another for the crisis. While the flow of gas eventually resumed, European governments emerged from the experience shaken, and for good reason.\n\nRussian President Vladimir Putin has turned natural gas exports into a weapon, a leash designed to keep Russia's neighbors from straying too far westward. Today, we are again reminded of the Kremlin's grip on European energy by the planned expansion of the Nord Stream pipeline, which is scheduled to double its capacity by 2019. Polish and Baltic leaders are painfully aware of their dependence on Gazprom and are desperately looking for alternative suppliers. Fortunately, the United States now has the ability to fill that role.  America's first overseas shipment of liquefied natural gas left Louisiana's Sabine Pass liquefaction terminal in early 2016, and Eastern Europe has already opened its ports to the export. Poland received its first LNG shipment from the United States in early June, when it arrived in that country's new regasification terminal at Swinoujscie. Later the same month, Lithuania signed a contract with American LNG supplier Cheniere, and the first shipment from that arrangement is due to arrive to a terminal at Klaipėda in August.\n\nThis is a good start, but America's LNG shipping industry is still in its infancy. There are currently only two operational LNG terminals in the continental United States, and – although three more are under construction – America is still simply not producing enough volume to be competitive with industry leaders Australia and Qatar.\n\nThat, however, could change with a little help from Congress. American lawmakers have the power to include funds to increase LNG production and export capability in the upcoming infrastructure bill soon to be debated on the Hill. If they did, the money could be used to build more export terminals on our coasts, expand and renovate existing refineries and improve storage facilities to hold the LNG produced by them. Research into streamlining costs during liquefaction, refrigeration and shipping is also sorely needed, and well within Congress's capacity to empower. The goal should be to build a sustainable American \"surge capacity\" in the natural gas field.  Can American LNG fully replace Russian supplies to Eastern Europe? The answer, at least for the foreseeable future, is \"no.\" But it doesn't need to. While Russia's enduring goal is to maintain a near-monopoly over that region's energy supply, the U.S. has no need to match Gazprom's volume. It only needs to provide enough LNG to make sure Eastern Europe has a replacement stream if Gazprom or its controllers in the Kremlin decide to replay the events of 2009.\n\nThis is as much a security argument as it is an economic one. Simply put, NATO states that currently rely on Russia's pipelines see American LNG as a potential form of self-defense, and are likely to be willing to pay handsomely for it.\n\nWhen President Donald Trump spoke to the people of Poland in Warsaw earlier this summer, he declared that the United States is \"committed to securing your access to alternate sources of energy, so Poland and its neighbors are never again held hostage to a single supplier of energy.\" LNG is one of the keys to honoring this promise. The United States cannot defend NATO's most vulnerable members with troops alone. Hours before Trump's comments, a senior administration official speaking on condition of anonymity stressed that approach while briefing reporters on Vice-President Mike Pence's upcoming trip to the region later this week.\nThe Trump administration has slapped a series of sanctions against Maduro and more than two dozen current and former Venezuelan officials in response to a crackdown on opposition leaders and the recent election of a constitutional assembly charged with rewriting the country's constitution.\nBut even as the list of targeted individuals has grown longer, promised economic sanctions have yet to materialize amid an outcry by U.S. oil companies over the likelihood that a potential ban on petroleum imports from Venezuela -- the third-largest supplier to the U.S. -- would hurt U.S. jobs and drive up gas costs.\nTrump's comments are sure to focus new attention on Pence's upcoming six-day tour of the region, which will include stops in Cartagena, Colombia; Buenos Aires, Argentina; Santiago, Chile; and Panama City. Pence is set to arrive in Colombia on Sunday and is expected to meet with each of the countries' leaders, deliver a major speech on U.S.-Latin American relations and tour the newly-expanded Panama canal.\nThe trip was already sure to be dominated by discussion of Venezuela, with Pence expected to call on the leaders to continue to pressure the Maduro government and encourage others in the region to do the same.\nBut Trump's comments are likely to upend the conversations, with leaders potentially pressing Pence for reassurance that Trump won't go through with his military threat.\n\"The Vice-President's trip will highlight the divide between the past and present of Latin America,\" said Jarrod Agen, a Pence spokesman, in a statement sent before Trump's comments. \"Venezuela represents the past, with the failed path of tyranny and oppression, but Colombia, Argentina, Chile and Panama represent the future of freedom, opportunity and prosperity.\"\nTrump's threat of military intervention in Venezuela also seems to contradict the advice of his top national security adviser. Citing the resentment stirred in Latin America by the long U.S. history of military interventions in the region, General H.R. McMaster said he didn't want to give Maduro any ammunition to blame the \"Yankees\" for the \"tragedy\" that has befallen the oil-rich nation.\n\"You've seen Maduro have some lame attempts to try to do that already,\" McMaster said in an interview that aired last Saturday on MSNBC.\nRather than send in the Marines, McMaster said it was important for the U.S. and its neighbours to speak with a single voice in defence of Venezuela's democracy.\n\"It's important for us to place responsibility for this catastrophe on Maduro's shoulders. He is the one who has caused it, and he's the one who's perpetuating it,\" he said.\nAlmost since Maduro took office in 2013, he has been warning of U.S. military designs on Venezuela, home to the world's largest oil reserves.\nBut most Venezuelans tended to shrug the accusations off as diversionary tactics of an unpopular leader. One website even emerged to keep track of the multiple conspiracy theories spread on state media and Maduro's frequent harangues against Washington.\nBut Trump's comments that he won't rule out a \"military option\" in Venezuela may yet validate those claims in the eyes of some government supporters.\nInformation Minister Ernesto Villegas called Trump's remarks \"the most grave and insolent threat ever taken against the fatherland of Bolivar,\" referring to the nation's independence hero. He called on all \"good-minded\" Venezuelans to unite to reject foreign intervention.\nAt the Pentagon, spokesman Mark Wright said the Defence Department continuously conducts contingency planning for possible military actions all around the world. \"Our job is to be prepared and be able to offer those options to the president,\" he said.\nStill, a senior U.S. official said the Pentagon is unaware of any coming military action in Venezuela.
