| body | In a heartfelt gesture, the Indian team gave a guard of honour to former England captain Alastair when he walked out to open the batting for the last for England in the fifth Test match against India at The Oval. Cook, England’s all-time highest run-scorer in Tests, received the warmest welcome from the capacity crowd at The Oval when he walked out to bat with partner Keaton Jennings after England decided to bat first in the final Test match of the series. The entire Indian team, led by Virat Kohli was waiting for Cook a few meters away from the boundary line. Captain Kohli shook hands after Cook had walked past the applauding Indian players as an overjoyed Cook approached the batting craze. Before the start of play, Cook was given his final Test cap by former England captain and current England and Wales Cricket Board chairman of selectors Andrew Strauss, under whom Cook has played the maximum no of Test matches. Cook who had a below-par series scoring only 109 runs in four Test matches, announced his retirement after England won the series at Southampton with a 60-run victory over the visitors. The 33-year-old Cook, who will call time on his career after playing 161 Tests, has so far scored 12,254 runs at an average of 44.88 with 32 hundreds and 56 half centuries. His highest Test score of 294 came against India at Birmingham during the 2011 series. |

| body | .webp) Nations usually don’t directly take decisions. Democratic nations decide what they are to do through agents — meaning legislators. In places where the executive is elected directly, like the United States, the potential decision maker announces his or her intent to do such and such a thing and that manifesto becomes the basis for choosing them. Once in office, they are expected to carry out the promises made in the manifesto. The complaint from American voters one hears of most often is that ‘Washington’ does not change and does not listen to them. Candidates make promises but do not carry them out. The reason is not that the politician ignores the electorate, but that once elected, his manifesto encounters reality. Mature democracies do not usually have the space for great change because it is rarely the case that the talents of one individual of genius are awaited. The only time nations take decisions directly is through a referendum. A referendum is a general vote on a single political question, usually with a yes/no answer that the nation must provide. In 2016, the citizens of the United Kingdom (meaning the residents of England, Scotland, Wales and Northern Ireland) took part in a referendum. The question they had to answer was: “Should the United Kingdom remain a member of the European Union or leave the European Union?” Two boxes were provided below for the voter to tick with the options: “Remain in the European Union” and “Leave the European Union”. As readers may know, the Britishers chose to leave the European Union, of which they had been a part since 1973, by around 52% to 48%. The main reasons that Britishers wanted to leave Europe were two. First that their rural areas had seen a lot of migration from Eastern Europe, mainly Poland. This was legal migration. The idea of a European Union revolves around what is called the Four Freedoms. These are the free movement of goods, services, people and capital. European citizens can stay, work in and invest wherever in Europe that they want to, without much restriction. They can also import and export from another European country without customs or any checks. Poland joined the European Union in 2004 and over 8 lakh of them today live and work in the United Kingdom. Many of them are unskilled or semi-skilled workers who labour on farms. There was some resentment towards such people, particularly in the rural areas that later voted overwhelmingly in favour of leaving the European Union, or ‘Brexit’, meaning the British exit from the EU. The second reason that some Britishers felt offended was that the European Union has a common set of laws and rules that member states have to follow. For example on human rights. No EU state can have the death penalty, for example. In the area of business and commerce, the EU set up a list of common standards that all its member states had to follow. Looking at it from the outside, it seems that these were beneficial things but to some Britishers, it felt that this was an intrusion on their sovereignty. For these reasons, the British voted to leave the EU. The Brexit vote happened more than two years ago, in June 2016. But the United Kingdom has still not managed to negotiate the terms of its new relationship with Europe. One of the most difficult sticking points is about Northern Ireland. As we know, England is part of an island, to the left of the coast of Western Europe. To England’s left is another island, Ireland. This is divided into two parts. About 80% of the country is the Republic of Ireland, which is an independent nation and member of the European Union. About 20% is Northern Ireland, which is part of the United Kingdom. The population of Northern Ireland has a mix of Protestants and Catholics unlike the Republic of Ireland which is almost entirely Catholic. The United Kingdom is of course mostly Protestant (under the Church of England). In many ways the issue resembles that of India, Kashmir and Pakistan. Anyway, in 1998, meaning 20 years ago, after decades of fighting and killing, the three parties agreed to a peace called the Good Friday Agreement. Under it, the border between the Republic of Ireland and Northern Ireland would be opened up fully and there would be free movement. Because both the Republic of Ireland and the United Kingdom were members of the European Union, this made even more sense. For 20 years this arrangement was followed and peace has held. Now with the United Kingdom wanting to leave the EU and its single market, the question of the border between the UK (including Northern Ireland) and the EU (including the Republic of Ireland) has reappeared. Once the UK leaves, and this will happen at 11am on 29 March, 2019, there will have to visa checks and customs checks between the two entities. This will inevitably produce the same sort of anger that led to the violence of the past when some Irish thought that they were being separated or being kept apart deliberately. This is the sort of thing that the UK population had not fully considered when it decided to vote to leave the European Union. It will be fascinating to see how the UK is able to manage this problem and that of its access to the world’s best market, in a few months as it finds its way in the world alone. A nation can take a quick decision in a fit of passion or excitement that can be damaging to itself in the long term. That is why, generally speaking, I think a referendum is not a good idea. |

| body | The tourism industry is one of the leading contributors to the global economy. Travel buffs across the globe visit several tourist destinations with the urge to explore the heritage and culture of the place. But the growing conflicts across the world have affected several famous tourist destinations. While some of the places lost many of its heritage infrastructures, there are also places that have become completely isolated. Here's take a look at some of the beautiful tourist destinations suffering war-conflict: Pakistan Occupied Kashmir, Pakistan PoK is one of the major conflict zones of the world. While the mountain state has been a major point of controversy citing to its territorial dispute between India and Pakistan, the scenic beauty of the place is going in vain. With the snow-clad mountains and fascinating landscapes, PoK has the potential to attract a large number of tourists. However, the place is hardly visited by people and thus the locals of the area are also reportedly suffering apathetic condition owing to its poor infrastructure. The Ancient City of Aleppo, Syria Aleppo was one of the largest cities in Syria before the Civil War broke out in the country. The 'Ancient City of Aleppo' was known for its heritage infrastructure and was declared as a World Heritage Site by the UNESCO in 1986. The old city with large mansions, narrow alleys, covered marketplace and ancient caravanserais, was set up within a walled enclosure with some cell-like quarters outside it. However, many heritage sites including medieval buildings and the famous marketplace 'Al-Madina Souq' were destroyed and burnt during the clashes between the Syrian Arab Army and the rebel forces of Jabhat al-Nusra in 2012. Also in 2014, the opposition groups of the Islamic Front claimed responsibility for destroying a series of major historic buildings in the state, citing that they were being used as fortified bases by the Syrian Army. Reportedly, about 30% of the Ancient City of Aleppo has been ruined during the clashes. Taiz, Yemen Taiz, the third largest city in Yemen, is also considered as the cultural capital of the country. The city, located in the Yemeni Highlands, lies at an elevation of about 1,400 meters above the sea. The place is famous for its historical castle, Al-Qahira Castle or Cairo Castle. However, tourist intervention stopped in the area following the Yemeni uprising. The historical site was used as barracks by the UAE-backed Abu al-Abbas Brigades for a period of four years. However, in Aug 2018, the Yemeni government reopened the castle after regaining control over it. Virunga National Park, the Democratic Republic of the Congo This Park, situated in the Democratic Republic of Congo, is counted as one of the most biologically diverse areas in the world. Marked as a World Heritage Site by the UNESCO since 1979, it is Africa’s oldest national park and is a home for a several species animals including mountain gorillas, forest elephants, chimpanzees, okapi, giraffes, African wild buffalos, and many endemic birds. However, the biodiversity of the region was highly affected by the increase in poaching and the ongoing Congo Civil War. It suffered a huge decrease in footfall owing the cases of kidnappings and execution of the tourists and forest officials in the region. In fact, the park has been closed to visitors since June 2018 following the incident of the abduction of two British visitors. As per reports, the park is scheduled to reopen in 2019. Cancún, Mexico Situated beside the Caribbean Sea, Cancún is one of the most famous tourist destinations in Mexico. The city is known for its beaches and nightlife and thus has attracted several tourists. However, the footfall decreased in the city over the past few years owing to the country's ongoing drug war between the Mexican government and the powerful drug peddlers. Several incidents of violence including murders were recorded in the state. @abpnews |

However, the place is hardly visited by people and thus the locals of the area are also reportedly suffering apathetic condition owing to its poor infrastructure.\n\n\n\n\n\nThe Ancient City of Aleppo, Syria\n\nAleppo was one of the largest cities in Syria before the Civil War broke out in the country. Reportedly, about 30% of the Ancient City of Aleppo has been ruined during the clashes.\n\n\n\n\n\n\nTaiz, Yemen\n\nTaiz, the third largest city in Yemen, is also considered as the cultural capital of the country. However, in Aug 2018, the Yemeni government reopened the castle after regaining control over it.\n\n\n\n\n\nVirunga National Park, the Democratic Republic of the Congo\n\nThis Park, situated in the Democratic Republic of Congo, is counted as one of the most biologically diverse areas in the world. As per reports, the park is scheduled to reopen in 2019.\n \n\n\n\n\nCancún, Mexico\n\nSituated beside the Caribbean Sea, Cancún is one of the most famous tourist destinations in Mexico. The city is known for its beaches and nightlife and thus has attracted several tourists. However, the footfall decreased in the city over the past few years owing to the country's ongoing drug war between the Mexican government and the powerful drug peddlers. Several incidents of violence including murders were recorded in the state. \n\n\n@abpnews",

Floodwaters receded in Kerala on August 30, leaving Indian rescuers the grim task of retrieving bodies as the death toll from the worst monsoon rains in a century rose above 400. Nevertheless, there was an absolute sense of egalitarianism and fraternity in the operations as young and old, rich and poor, men and women joined in the massive relief and rescue operations. In a trice, community kitchens were opened up, relief material that came in from various parts of the country were distributed and those stranded in high-rise and unreachable buildings were rescued through make-shift boats. Human ingenuity and compassion knew no bounds. The impending Onam festival which is celebrated by the three religious populations did standout well in an exemplary manner. Most of them celebrated the festival in relief camps. School and college students were ready to offer relief work at various camps in a united manner. The true spirit of Kerala stood out this Onam when Keralites united by standing together and ungrudgingly spared a thought for the suffering victim. | body | The Centre, which had initially sought adjournment for filing its response to the petitions, had later left to the wisdom of the court the issue of legality of the penal provision on the aspects of criminalising consensual unnatural sex between two consenting adults. NEW DELHI : The Supreme Court on Thursday pronounced its much-awaited verdict and decriminalised section 377. In its historic judgment, the apex court said that adult gay sex is not a crime. The order came after a number of petitions seeking decriminalisation of the 158-year-old law which earlier held consensual gay sex unlawful. The Supreme Court however said that other aspects of Section 377 dealing with unnatural sex with animals and children remain in force. The matter was heard by a five-judge constitution bench headed by Chief Justice Dipak Misra; who had earlier reserved its verdict on July 17 after hearing various stakeholders for four days, including gay rights activists. While hearing the case, Chief Justice Dipak Misra observed that "No one can escape from their individualism. Society is now better for individualism. In the present case, our deliberations will be on various spectrums". The CJI further said that "LGBT Community has same rights as of any ordinary citizen. Respect for each others rights, and others are supreme humanity. Criminalising gay sex is irrational and indefensible". Here’s all you need to know about SC verdict: 1. Section 377 refers to 'unnatural offences' and says whoever voluntarily has carnal intercourse against the order of nature with any man, woman or animal, shall be punished with imprisonment for life, or with imprisonment of either description for a term which may extend to 10 years, and shall also be liable to pay a fine. 2. The Centre, which had initially sought adjournment for filing its response to the petitions, had later left to the wisdom of the court the issue of legality of the penal provision on the aspects of criminalising consensual unnatural sex between two consenting adults. 3. The issue was first raised by NGO Naaz Foundation, which had in 2001 approached the Delhi High Court which had in 2009 decriminalised sex between consenting adults of the same gender by holding the penal provision as "illegal".This high court judgement was overturned in 2013 by the apex court which also dismissed the review plea against which the curative petitions were filed which are pending. |

| body | Pakistan continues to expand its nuclear arsenal with more warheads, more delivery systems and a growing fissile materials production industry, the report said. WASHINGTON : Pakistan currently has 140 to 150 nuclear warheads and the stockpile is expected to increase to 220 to 250 by 2025 if the current trend continues, according to a latest report by authors keeping a track of the country's nukes. The current estimate of 140 to 150 nuclear weapons exceeds the projection made by the US Defense Intelligence Agency in 1999 that Pakistan would have 60 to 80 warheads by 2020. "We estimate that the country's stockpile could more realistically grow to 220 to 250 warheads by 2025, if the current trend continues. If that happens, it would make Pakistan the world's fifth-largest nuclear weapon state," Hans M Kristensen, Robert S Norris and Julia Diamond said in the report 'Pakistani nuclear forces 2018'. Kristensen, the lead author, is the director of the Nuclear Information Project with the Federation of American Scientists (FAS) in Washington, DC. Over the past decade, the US assessment of nuclear weapons security in Pakistan appears to have changed considerably from confidence to concern, particularly as a result of the introduction of tactical nuclear weapons, the report said. "With several delivery systems in development, four plutonium production reactors, and its uranium enrichment facilities expanding, however, Pakistan has a stockpile that will likely increase further over the next 10 years," says the report. Pakistan continues to expand its nuclear arsenal with more warheads, more delivery systems and a growing fissile materials production industry, it said. "Analysis of a large number of commercial satellite images of Pakistani army garrisons and air force bases shows what appear to be mobile launchers and underground facilities that might be related to nuclear forces," said the report. The authors observe that the size of the increase will depend on many factors. Two key factors will be how many nuclear-capable launchers Pakistan plans to deploy, and how much the Indian nuclear arsenal grows. "Speculation that Pakistan may become the world's third-largest nuclear weapon state with a stockpile of some 350 warheads a decade from now are, we believe, exaggerated, not least because that would require a buildup two to three times faster than the growth rate over the past two decades," the authors said. According to the report, Pakistan is modifying its nuclear posture with new short-range nuclear-capable weapon systems to counter military threats below the strategic level. "The efforts seek to create a full-spectrum deterrent that is designed not only to respond to nuclear attacks, but also to counter an Indian conventional incursion onto Pakistani territory," it said. "This development has created considerable concern in other countries, including the United States, which fears that it lowers the threshold for nuclear use in a military conflict with India," the report added. |

| body | WhatsApp has also roped in New Delhi-based non-profit Digital Empowerment Foundation (DEF) to create awareness among its users about the need to verify information. New Delhi: After being pulled up by the government to take concrete steps to stop the spread of misinformation and fake news on its platform, Facebook-owned WhatsApp on Wednesday said it has launched the second phase of its radio ad campaign in the country to create awareness and empower users. The first phase of the educational campaign was kicked off on August 29 with ads across 46 radio stations of All India Radio (AIR) in states like Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh, Rajasthan and Uttar Pradesh. The second phase of the campaign started on Wednesday on September 5 with radio ads across 83 AIR radio stations in Assam, Tripura, West Bengal, Gujarat, Karnataka, Maharashtra, Andhra Pradesh and Telangana, Orissa and Tamil Nadu. These campaigns will run in eight regional languages -- Assamese, Bengali, Gujarati, Kannada, Marathi, Telugu, Oriya and Tamil -- for a 15-day duration, WhatsApp said in a statement. The campaign has been designed in an easy to understand format to help user's spot misinformation and further sensitize them about the challenges of fake news and addressing these as a society. "WhatsApp stands committed in its efforts to address these issues jointly with civil society, stakeholders and the government," the company said. These radio campaign highlights tips like understand when a message is "forwarded"; check information that seems unbelievable and photos carefully; question information that upsets you and be thoughtful about what you share. WhatsApp has also roped in New Delhi-based non-profit Digital Empowerment Foundation (DEF) to create awareness among its users about the need to verify information. "Our goal is to help keep people safe by creating greater awareness about fake news and empowering users to help limit its spread," Ben Supple, Public Policy Manager at WhatsApp, said in a statement. As part of the new partnership with WhatsApp, DEF has committed to holding 40 training sessions for community leaders in 10 states across the country where there have been worrisome cases of violence and where there will be state polls before the end of the year. In a meeting with WhatsApp CEO Chris Daniels on August 21, Union IT Minister Ravi Shankar Prasad instructed the Facebook-owned platform to comply with the law of the land and take "suitable" steps to prevent its misuse. The meeting took place after several lynching incidents were linked to the spread of misinformation on the instant messaging platform which has over 200 million monthly active users in India. WhatsApp has also taken some technological measures to curb the problem of disinformation, including the introduction of the "forwarded" tag and limiting forwarding to five chats at once. "In addition to the steps we are taking within WhatsApp, we believe impacting lives through the power of education is critical to helping achieve the vision of a 'Digital India'," Supple added. |
