Democratic nations decide what they are to do through agents — meaning legislators. In places where the executive is elected directly, like the United States, the potential decision maker announces his or her intent to do such and such a thing and that manifesto becomes the basis for choosing them.\n\nOnce in office, they are expected to carry out the promises made in the manifesto. The complaint from American voters one hears of most often is that ‘Washington’ does not change and does not listen to them. Candidates make promises but do not carry them out.\n\nThe reason is not that the politician ignores the electorate, but that once elected, his manifesto encounters reality. Mature democracies do not usually have the space for great change because it is rarely the case that the talents of one individual of genius are awaited.\n\nThe only time nations take decisions directly is through a referendum. A referendum is a general vote on a single political question, usually with a yes/no answer that the nation must provide.\n\nIn 2016, the citizens of the United Kingdom (meaning the residents of England, Scotland, Wales and Northern Ireland) took part in a referendum. The question they had to answer was: “Should the United Kingdom remain a member of the European Union or leave the European Union?”\nTwo boxes were provided below for the voter to tick with the options: “Remain in the European Union” and “Leave the European Union”.\n\nAs readers may know, the Britishers chose to leave the European Union, of which they had been a part since 1973, by around 52% to 48%.\n\nThe main reasons that Britishers wanted to leave Europe were two. First that their rural areas had seen a lot of migration from Eastern Europe, mainly Poland. This was legal migration. The idea of a European Union revolves around what is called the Four Freedoms. These are the free movement of goods, services, people and capital.\n\nEuropean citizens can stay, work in and invest wherever in Europe that they want to, without much restriction. They can also import and export from another European country without customs or any checks.\n\nPoland joined the European Union in 2004 and over 8 lakh of them today live and work in the United Kingdom. Many of them are unskilled or semi-skilled workers who labour on farms. There was some resentment towards such people, particularly in the rural areas that later voted overwhelmingly in favour of leaving the European Union, or ‘Brexit’, meaning the British exit from the EU.\n\nThe second reason that some Britishers felt offended was that the European Union has a common set of laws and rules that member states have to follow. For example on human rights. No EU state can have the death penalty, for example. In the area of business and commerce, the EU set up a list of common standards that all its member states had to follow.\n\nLooking at it from the outside, it seems that these were beneficial things but to some Britishers, it felt that this was an intrusion on their sovereignty. For these reasons, the British voted to leave the EU.\n\nThe Brexit vote happened more than two years ago, in June 2016. But the United Kingdom has still not managed to negotiate the terms of its new relationship with Europe. One of the most difficult sticking points is about Northern Ireland.\n\nAs we know, England is part of an island, to the left of the coast of Western Europe. To England’s left is another island, Ireland. This is divided into two parts. About 80% of the country is the Republic of Ireland, which is an independent nation and member of the European Union. About 20% is Northern Ireland, which is part of the United Kingdom. The population of Northern Ireland has a mix of Protestants and Catholics unlike the Republic of Ireland which is almost entirely Catholic. The United Kingdom is of course mostly Protestant (under the Church of England). In many ways the issue resembles that of India, Kashmir and Pakistan.\n\nAnyway, in 1998, meaning 20 years ago, after decades of fighting and killing, the three parties agreed to a peace called the Good Friday Agreement. Under it, the border between the Republic of Ireland and Northern Ireland would be opened up fully and there would be free movement. Because both the Republic of Ireland and the United Kingdom were members of the European Union, this made even more sense.\n\nFor 20 years this arrangement was followed and peace has held.\n\nNow with the United Kingdom wanting to leave the EU and its single market, the question of the border between the UK (including Northern Ireland) and the EU (including the Republic of Ireland) has reappeared.\n\nOnce the UK leaves, and this will happen at 11am on 29 March, 2019, there will have to visa checks and customs checks between the two entities. This will inevitably produce the same sort of anger that led to the violence of the past when some Irish thought that they were being separated or being kept apart deliberately.\n\nThis is the sort of thing that the UK population had not fully considered when it decided to vote to leave the European Union. It will be fascinating to see how the UK is able to manage this problem and that of its access to the world’s best market, in a few months as it finds its way in the world alone.\n\nA nation can take a quick decision in a fit of passion or excitement that can be damaging to itself in the long term. That is why, generally speaking, I think a referendum is not a good idea.",

All watery fronts brought human activity to a standstill. And that turned to helplessness with panic when water levels refused to recede. Man looked helpless amidst the advancing water level and help was sought after from the three Armed forces, the NDRF volunteers who arrived from all corners of the state. Women, Children and old folk were most affected.\n\nWaterlogged Kochi airport, the Cochin sea port and the railway tracks made mobility of services virtually impossible. Then resorting to small boats and the whole hearted cooperation from fishermen made mobility possible to reach out to the people and offer relief materials.\n\nThe amiable nature and secular attitude ignoring caste and class was praiseworthy.\n\nIt is at this juncture the true camaraderie of the Keralites was noticed when caste and religion took a backseat. They helped and received help with tearful eyes always smiling also swallowed their pride. This attitude must be commended upon because those affected were both rich and the poor. Socio-economic status was sacrificed and a fighting spirit to face the perils came to the forefront. In a way their courage seemed to match the spirit of the armed forces and quickly responded to adjust and help.\n\nYes, there was the odd incorrect political statement that aid was being sought to be diverted to a particular section of the community in exclusion to the others. However, all this was baseless and the ground reports from the numerous reporters of various news outlets confirmed. In a trice, community kitchens were opened up, relief material that came in from various parts of the country were distributed and those stranded in high-rise and unreachable buildings were rescued through make-shift boats.  Human ingenuity and compassion knew no bounds.\n\nThe impending Onam festival which is celebrated by the three religious populations did standout well in an exemplary manner. Supplemented their work with cheerful faces during such a tragedy, this also made the victims happy and at peace despite losing personal belongings in the deluge.\n\nThe true spirit of Kerala stood out this Onam when Keralites united by standing together and ungrudgingly spared a thought for the suffering victim. A natural disaster has become a cohesive factor to unite to help in cash and kind. Expressing solidarity were Keralites in other states who ensured the festival would be kept low-key. Several food items that were generally exported from the state during the festival understandably  did not sufficiently reach other states.\n\nHowever, keeping all this in the mind, as the water has receded; the real challenge of rehabilitation has now actually begun.\n\n@abpnews",

In its historic judgment, the apex court said that adult gay sex is not a crime. The order came after a number of petitions seeking decriminalisation of the 158-year-old law which earlier held consensual gay sex unlawful.\n\nThe Supreme Court however said that other aspects of Section 377 dealing with unnatural sex with animals and children remain in force.\n\nThe matter was  heard by a  five-judge constitution bench headed by Chief Justice Dipak Misra; who had earlier reserved its verdict on July 17 after hearing various stakeholders for four days, including gay rights activists.\n\nWhile hearing the case, Chief Justice Dipak Misra observed that \"No one can escape from their individualism. Society is now better for individualism. In the present case, our deliberations will be on various spectrums\".\n\nThe CJI further said that \"LGBT Community has same rights as of any ordinary citizen. Respect for each others rights, and others are supreme humanity. Criminalising gay sex is irrational and indefensible\".\n\n\nHere’s all you need to know about SC verdict:\n\n1. Section 377 refers to 'unnatural offences' and says whoever voluntarily has carnal intercourse against the order of nature with any man, woman or animal, shall be punished with imprisonment for life, or with imprisonment of either description for a term which may extend to 10 years, and shall also be liable to pay a fine.\n\n\n 2. The Centre, which had initially sought adjournment for filing its response to the petitions, had later left to the wisdom of the court the issue of legality of the penal provision on the aspects of criminalising consensual unnatural sex between two consenting adults.\n\n\n 3. The issue was first raised by NGO Naaz Foundation, which had in 2001 approached the Delhi High Court which had in 2009 decriminalised sex between consenting adults of the same gender by holding the penal provision as \"illegal\".This high court judgement was overturned in 2013 by the apex court which also dismissed the review plea against which the curative petitions were filed which are pending.",

      "body": "Pakistan continues to expand its nuclear arsenal with more warheads, more delivery systems and a growing fissile materials production industry, the report said.\n\n![imran.jpg](https://cdn.steemitimages.com/DQmPPK15iHiZoeqjhPeb7dGE7THgxAjAAiVko69wFo2mrY1/imran.jpg)\n\nWASHINGTON : Pakistan currently has 140 to 150 nuclear warheads and the stockpile is expected to increase to 220 to 250 by 2025 if the current trend continues, according to a latest report by authors keeping a track of the country's nukes.\n\nThe current estimate of 140 to 150 nuclear weapons exceeds the projection made by the US Defense Intelligence Agency in 1999 that Pakistan would have 60 to 80 warheads by 2020.\n\n\"We estimate that the country's stockpile could more realistically grow to 220 to 250 warheads by 2025, if the current trend continues. \n\nIf that happens, it would make Pakistan the world's fifth-largest nuclear weapon state,\" Hans M Kristensen, Robert S Norris and Julia Diamond said in the  report 'Pakistani nuclear forces 2018'.\n\nKristensen, the lead author, is the director of the Nuclear Information Project with the Federation of American Scientists (FAS) in Washington, DC.\n\nOver the past decade, the US assessment of nuclear weapons security in Pakistan appears to have changed considerably from confidence to concern, particularly as a result of the introduction of tactical nuclear weapons, the report said.\n\n\"With several delivery systems in development, four plutonium production reactors, and its uranium enrichment facilities expanding, however, Pakistan has a stockpile that will likely increase further over the next 10 years,\" says the report.\n\nPakistan continues to expand its nuclear arsenal with more warheads, more delivery systems and a growing fissile materials production industry, it said.\n\n\"Analysis of a large number of commercial satellite images of Pakistani army garrisons and air force bases shows what appear to be mobile launchers and underground facilities that might be related to nuclear forces,\" said the report.\n\nThe authors observe that the size of the increase will depend on many factors.\n\nTwo key factors will be how many nuclear-capable launchers Pakistan plans to deploy, and how much the Indian nuclear arsenal grows.\n\n\"Speculation that Pakistan may become the world's third-largest nuclear weapon state  with a stockpile of some 350 warheads a decade from now  are, we believe, exaggerated, not least because that would require a buildup two to three times faster than the growth rate over the past two decades,\" the authors said.\n\nAccording to the report, Pakistan is modifying its nuclear posture with new short-range nuclear-capable weapon systems to counter military threats below the strategic level.\n\n\"The efforts seek to create a full-spectrum deterrent that is designed not only to respond to nuclear attacks, but also to counter an Indian conventional incursion onto Pakistani territory,\" it said.\n\n\"This development has created considerable concern in other countries, including the United States, which fears that it lowers the threshold for nuclear use in a military conflict with India,\" the report added.",
