(The Saddam regime was given sole discretion\nover the selection of the bank to administer the Oil-for-Food program,<br> and\nreportedly the only bank it even considered for the program was Auchi\u2019s\nBNP Paribas). Clearly,<br> his bank was an enormous beneficiary through fees\nand other services from the program,<br> and there is substantial information\nfrom credible sources that Auchi and the Bank acted as middle parties on\nthe \u201coil against vouchers\u201d scams that siphoned off a large portion of the $10\nbillion estimated to be illegally taken under the Oil-for-Food Program,<br> which\nis currently under investigation by Congress and by a special panel created\nby Kofi Annan,<br> the U.N. Secretary-General. Auchi\u2019s financial empire\nincludes the cellular telephone systems of Tunisia,<br> Algeria,<br> Egypt,<br> Jordan,<br>\nand most recently Iraq. His ability to operate supra-nationally has generally\nhindered attempts at prosecution,<br> but he was recently extradited to France\nfor his role in the Elf-Aquitaine scandal,<br> was found guilty and given a 15-\nyear (suspended) sentence.\nHis persistent role in Iraq weapons purchases set off instant alarms in IATT\nwhen it was discovered that he had managed to manipulate the U.S.- and\nBritish-sponsored cellular telephone tender under the auspices of the\nCoalition Provisional Authority (CPA) by having nominal or beneficial\nownership of a major part of the equity in two of the winning licenses,<br> and\nthrough a complex arrangement,<br> a controlling interest in all three licenses.\nThe investigation which underlay this report was triggered by universal\ncomplaints that the tender process had been rigged and that the process\nlacked transparency.\nThe effort to subvert and suborn the cellular telephone tender process in\nIraq reflected world-class skills in corporate and financial manipulation: Its\naudacity,<br> its meticulous attention to carefully tailored political needs,<br> its\nplacement seemingly beyond any governing legal frameworks,<br> and its\nscheduled disappearance in the train of the CPA on July 1,<br> 2004 into three\nunsupervised Iraqi institutional entities all reflect the hand of a master\nmanipulator.
