People's economy is an economy organized by the people. That is the national economy rooted in the potential and power of society widely to run their own economic wheels.\n2. Economic empowerment of the people is an effort to make a strong economy, big, modern, and highly competitive in the correct market mechanism. Because the constraints of people's economic development are structural constraints, the people's economic empowerment must be done through structural change.\n3. The intended structural change is a shift from the traditional economy to the modern economy, from a weak economy to a strong economy, from a subsistence economy to a market economy, from dependence to self-reliance. The steps of the process of structural change, including: a) allocation of resources resources empowerment; b) Institutional strengthening; c) Strengthening technology; and d) Empowerment of human resources.\n4. The empowerment of the people's economy, not only by increasing productivity, providing equal opportunity, and giving only capital injections as stumulan, but must be ensured the close cooperation and partnership between those who have progressed and those who are still weak and undeveloped.\n5. Kebijakannya dalam pemberdayaan ekonomi rakyat adalah;  \n a)   pemberian  peluang atauakses yang lebih besar kepada aset produksi (khususnya modal);   \nb)   memperkuat posisitransaksi dan kemitraan usaha ekonomi rakyat, agar pelaku ekonomi rakyat bukan sekedarpengambil harga; \n c) pelayanan  pendidikan  dan  kesehatan; \n d)  penguatan  industri  kecil;  e)mendorong munculnya wirausaha baru;  dan f) pemerataan spasial.\n6. Kegiatan pemberdayaan masyarakat mencakup;  a) peningkatan akses bantuan modal usaha;b)   peningkatan   akses   pengembangan   SDM;     dan   c)   peningkatan   akses   ke   sarana   danprasarana yang mendukung langsung sosial ekonomi masyarakat lokal.Berbagai   program   penanggulangan   kemiskinan   yang   pemerintah   luncurkan   mulai   daripenanggulangan   kemiskinan   berbasis   bantuan   sosial,   penanggulangan   kemiskinan   berbasispemberdayaan masyarakat serta program penanggulangan kemiskinan  berbasis pemberdayaanmasyarakat serta program penanggulangan kemiskinan berbasis pemberdayaan usaha kecil yangdjalankan   oleh   berbagai   elemen   pemerintah   baik   pusat   maupun   daerah.
