      "body": "En medio de la aguda crisis política y económica de Venezuela, hay quienes ven luz al final del túnel. Estos 10 temas explican la coyuntura y perspectivas.\n\n![](https://cdn.steemitimages.com/DQmPNYSepxQcE36J4iTbD4hParpKXos9VxLmMktcHzChygk/image.png)\n\nDesde hace ya varios años no son buenas las noticias que llegan de Venezuela. La crisis económica, los enfrentamientos sociales y políticos, el desabastecimiento y la abultada inflación se han convertido en parte del paisaje del país y no sorprende a sus vecinos latinoamericanos.\n\nPero los recientes acontecimientos políticos, que han puesto ‘contra las cuerdas’ al presidente Nicolás Maduro y al partido de Gobierno, el PSUV, hacen pensar a analistas económicos y políticos que ahora sí Venezuela tocó fondo y la única alternativa es volver a crecer. ¿Qué tan probable es que ahora sí se conjure la crisis? Estas son las claves.\n\n1| Las importaciones venezolanas caerán a la mitad este año y no superarán los US$21.000 millones, calculan algunos analistas. El año pasado fueron del orden de US$42.000 millones. Esto es bien representativo, pues implica que el gobierno está haciendo el ajuste que requiere y que en casi toda América Latina se ha realizado en momentos de alta devaluación. De hecho, en Colombia las importaciones han caído casi 40% este año.\n\n2|Entre marzo y agosto, el Banco Central (BCV)hizo un ajuste de la oferta monetaria que permitió frenar el ritmo de expansión de la moneda en manos de los venezolanos. Esto implicó que los precios de todos los productos que no son subsidiados se dolarizaran y que la relación de los precios pasara de uno a seis entre dólar flotante y dólar negro, en marzo de este año, a una relación de 1 a 1,54 en agosto. Sin embargo, las condiciones políticas motivaron al presidente Maduro a flexibilizar de nuevo en septiembre la oferta monetaria y ya la relación entre dólar oficial y dólar negro va en 1 a 2,8. Por este efecto, la demanda interna pudo haber caído 10%.\n\n3|Venezuela no entrará en default, contrario a lo que se especula. Tres razones lo justifican; en primer lugar, porque el gobierno renegoció sus compromisos de envíos de petróleo con China –al que le debe US$45.000 millones pagaderos en petróleo– y con el que acordó que pagará por ahora solo intereses. Esto le permite generar una liquidez adicional de US$3.000 millones. Por otra parte, el presupuesto de 2016 se tasó con barril de petróleo a US$30 y se ha vendido en promedio a US$38, lo cual le permitirá una liquidez adicional cercana a US$ 5.000 millones. Además, PDVSA reestructuró sus bonos –por unos US$2.800 millones– hasta 2020. Estos cambios le permitirán al gobierno honrar las deudas pendientes.\n\n4|Contrario a lo que se cree, Venezuela es un país de bajo endeudamiento. Si ellos hacen el ajuste que se requiere, y que comenzó con la baja en las importaciones y la menor oferta monetaria –que tuvo su tropiezo en septiembre y octubre–, pueden prepararse para solicitar recursos externos. La deuda venezolana se calcula en US$25.000 millones –China tiene mezcla de inversiones y créditos con Venezuela por unos US$45.000 millones cuyo pago está pactado en especie –es decir, por petróleo– lo que permite pensar a algunos analistas que el país aún tiene buena capacidad de endeudamiento. Algunos analistas aseguran que Venezuela tiene posibilidad de conseguir entre US$30.000 millones y US$40.000 millones en nuevos créditos. Pero, hay dudas y pocos bancos quieren prestarles a los actuales líderes del gobierno hasta que las autoridades asuman el ajuste con seriedad, pues este es un país muy rico, pero sin liquidez.\n\nLea también: 5 mitos sobre la crisis en Venezuela (y lo que pasa en realidad)\n\n5|Uno de los mayores golpes económicos de este año ha sido la caída de las reservas internacionales, considerada la mayor en la historia venezolana. Al cierre del 28 de octubre, último dato disponible en la página del BCV, las reservas sumaban US$10.899 millones, una cifra muy baja si se compara con las colombianas, que alcanzan los US$45.000 millones. A esto se suma que, de acuerdo con algunos analistas, del total de reservas venezolanas tan solo unos US$3.500 millones son líquidas, el resto son de oro no monetario y otros activos no redimibles a corto plazo.\n\n6|Analistas económicos y políticos aseguran que en abril de 2017 puede haber cambios importantes en el manejo del país. Aunque el presidente Maduro alejó la presión del referendo revocatorio que promovían sus opositores, es claro que las divisiones dentro del partido de gobierno (PSUV) hacen insostenible su continuidad en el poder. Las cábalas apuntan a que en abril se dará ese cambio y otro dirigente del mismo partido asumirá el poder hasta finales de 2018, cuando termina el periodo del actual presidente. Para 2019 hay quienes piensan que será muy difícil que el chavismo se mantenga en el poder.\n\n7|Venezuela está literalmente sentado sobre un gran pozo petrolero: sus reservas alcanzan los 300.000 millones de barriles, lo que –según el gobierno– le permite garantizar 300 años de abastecimiento. Sin embargo, producir el petróleo en Venezuela es cada vez más costoso, un tema espinoso en momentos en que el precio y el ingreso caen. Algunos expertos atribuyen estos excesivos costos al equivocado manejo de la estatal PDVSA, que en 2005 tenía 60.000 empleados y hoy tiene cerca de 160.000, que en su mayoría desarrollan labores sociales que nada tienen que ver con el tema petrolero.\n\n8|La corrupción está llegando a sus límites más altos debido a los excesivos controles impuestos por el gobierno hace más de tres lustros. Los controles de cambios y de precios no solo han generado la aparición de ‘boliburgueses’, los nuevos ricos que están bien conectados y hacen negocios con dirigentes del gobierno, sino que desangran al erario. Aunque internamente se ha denunciado a amigos de militares, de políticos y hasta de la propia familia presidencial, por el momento las autoridades no han iniciado o no han podido terminar las investigaciones que den con los encargados de hacer negocios que afectan al Estado. A esto se suma el desangre que vive PDVSA, la petrolera estatal que ha financiado todo el programa social del gobierno.\n\n9|Analistas venezolanos ven en abril la fecha más probable para un cambio en el gobierno venezolano, pues aseguran que ni el presidente Nicolás Maduro ni el parlamentario Diosdado Cabello detentan hoy el poder. Todo apunta a que son los militares quienes están al mando y, en vista del descontento popular, prevén una transición que reduzca las tensiones. Hoy los militares son los encargados de manejar los Clap (Comités Locales de Abastecimiento y Producción), creados para garantizar el abastecimiento, administrar las importaciones, distribuir medicinas y alimentos. Sin embargo, desde el comienzo del gobierno de Hugo Chávez los militares han estado al frente de programas para garantizar el abastecimiento, sin resultados a la vista.\n\n10|La incertidumbre que reina hace prever que la normalización de la economía puede demorarse unos meses. Los expertos creen que ahora sí el país tocó fondo y lo que viene es un ajuste que volverá a sacarlo a flote, garantizando su recuperación económica. De hecho, algunos empresarios asistentes al reciente foro de la Cámara Colombo Venezolana señalaron que el país no tiene otra posibilidad más que retomar su senda de crecimiento, y esto es lo mejor que le puede ocurrir también a la economía colombiana.",
